senate floor filibustering the nomination of john brennan to be the new cia director. he has been speaking for two hours and will hold up the nomination until he gets more information about the obama administration's drone program. >> i will speak today until the president responds and says no, we won't kill americans in cafes and won't kill you at home in your bed at night and drop bombs on restaurants. >> earlier today, attorney general eric holder testified to a senate committee that he believed it would be illegal for the government to kill an american who did not pose an imminent threat to security. >> the government has no intention to carry out drone strikes in the united states. it's hard for me to imagine a situation in which that would occur. the use of drones is something that is entirely, entirely hypothetical. >> we will take you to capitol

would happen because it's easier to capture people here. here we are with an old fashion style filibuster from rand paul. >> historically senators have been able to exert their influence. rand paul is doing that now. they brought action to a assault over an issue that needs more scrutiny. can the government use drones to kill potentially an american citizen on american soil. something that as you point out is hypothetical and what disturbed rand paul and others is that the attorney general sort of left wiggle room. not absolutely ruleing it out and sort of setting up a scenario where there might be in fact a battlefield on american soil. that's something that rand paul said is not a part of what the constitution provides. not part of what the oath of the president or the attorney general provides. he wants to shine a light on that. he said he expect that is the president will speak to this more for the american public and

senator who is have these concerns to get an idea of what the policy is. it has been controversial all along and thought to have been very effective by being able to kill terrorists that were suspected outside the u.s. and even some who might have been american citizens who had gone to al qaeda. this is one of the techniques that senators can use within the rules to force an issue. that's what we are seeing play out. >> what's the reaction on capitol hill? >> eye lot of agreement that this is an issue that needs to be looked at. using this method, we do expect that the confirmation for john brennan to be the cia director will go forward, but we can't get into the mind of rand paul to know how long he will speak. there gop senator who is expect it won't go on and on and he will make his point and they get to the vote n. part because the attorney general does indicate there will be more information coming and information is what he said he wants.

look. virginia state police responded to 300 car crashes today alone. heavy wet snow combined with wind gusts up to 50 miles an hour and causing roofs to collapse and more than 2300 flights have been canceled just today. let's go to weather channel's jim cantore who is in d.c. waiting for it tow come down. what's the latest? >> what a difference it makes between here and dulles. five inches on the ground here and nothing. we are 37 degrees. with any spring storm, the key to these if the cold air is not present which it wasn't in this case it's for the storm to produce the cold air. all that energy has gone to the south. for the district and we are here for the capitol hill area, we are talking about little snow. it is raining here and snowing in dulles. we will take you in chronological order. 45 miles to the west. even further.

they have about to eight inches of what i call white mud on the ground. this is a heavy wet high water content snow that weights down trees and power lines. the temperatures hover there around 32 degrees. that's why the governor came out within the last hour and a half and said we have 170,000 people without power. this may grow to 200,000 people or more. thus we have a state of emergency for the state of virginia. rightly so. it will take a while to get off. off to the west, especially about 100 miles are importance g i experiencing 20 inches or more. the difficulty it will be to get to some of these outages. let's talk about the storm. if we were to cut a line as to where the haves and have nots will be, it's west of 95 where the snow is going to be. you can see that on the radar.

to confront the real understanding that there some of us who are absolutely committed to saving medicare as we know it and social security and that we will have to fight for it. our constituents center on the issues. the public is with us. the polls show that the public strongly supports that we take care of and save medicaid, medicare, and social security. these issues are very important to us. yes, the president will have to deal with us on that, but that's how the process goes. >> what consessions are you willing to make with entitlement programs. the president said it's on the table. >> the concessions i'm willing to make have to do with closing loopholes. the rich have to be lope holes. we have to pull back on the loopholes they have in the tax f

senator rand paul and the developing news that he will continue to talk until he can speak no more. his own words there. i compare this to we didn't see a filibuster and they thought it was not a good idea and despite the delay, hagel was confirmed and brennan is expected to be confirmed. why do the republicans continue to this strategy? it's not a filibuster, it is still delays. >> rand paul's concern is his own base of support. he has his eyes on a 2016 presidential campaign. this is not the republicans. he knows brennan is going to get confirmed, but he wants to shore up up those who supported ron paul, his father, with conservatives and others in the republican coalition to improve his political prospects. >> he might be the only man standing for the filibuster, but ted cruz of texas has a lot of popularity in his state. his approval rating is around

40% and he had a lot of media attention as well. national attention by going after the eric holder exchange with chuck hagel and implied he somehow supported by iran and got an endorsement that is slapped down by senator john mccain. they are getting the attention not just from constituents, but the spotlight. >> the goal is to throw red meat to the base to show they are trying to put up a good fight. rand paul knows john brennan will be the cia director and hopes to draw attention to the issue. he wants a clear definitive answer from the justice department that they will never use a drone. eric holder said it was unlikely, but he didn't firmly close the door in the back and forth with ted cruz. >> we are operating under hypotheticals with this if, then scenario. it's unlikely because the person

would be in the united states and you can apprehend the individual. that was eric holder's explanation. >> i have questions and problems with it and i get that. that's a legitimate line of questioning, but what rand paul is doing is unnecessary delay. if you know that john brennan will be confirmed and you won't have the filibuster, why do it? what's the purpose of delay? the same with the chuck hagel question. it goes back to the meeting that the president is having with republicans. if the republicans say that the president hasn't reached out and they can't get anything done, how could he possibly reach out and expect to accomplish anything when they continue to slap his wrist. it doesn't make much sense. >> i'm sure you heard the conversation regarding entitlement and wanting to fight that tooth and nail. she should be focused on closing the loopholes for the wealthiest, but they dug in on

entitlement reform with some conservatives regarding loopholes and tax revenue. how does the president make a dinner tonight an effective measure as chuck todd pointed out. this is not the first president to do this. the notion that this is a caving in or with unprecedented outreach, this is how business is done when you can't deal with the leadership. >> there is a couple of things going on. president obama is bowing to political reality. the white house is poopoo for months that he doesn't have dinner with them and meet up with them. now they are doing that. the republican is these guys were talking about ted cruz and rand paul. this group of republican senators is very nervous that the gop has been tagged as the party of no. and so president obama sees his path out of gridlock working with a half dozen republicans and many whom are going to have to sign on to an entitlement

deal or grand bargain and sees this as a first in a series of meetings. it's relevant that the meeting is not happening at the white house and the jefferson hotel. it's a middle ground. next week obama is going to capitol hill and the president trying after months of not doing it to reach out. >> is it bad strategy that he started with the people first? given the proximity of the election, was it necessarily a bad thing to get the speeches in virginia, for example. people who can be laid off from their jobs and then go to some of those on the list, the a team. this is not just about the budget, but immigration and gun control that he would like to see implemented. >> it's a very, very tough balancing act. i think he alienated a lot of folks and republicans and democrats in terms of whether it was an effective strategy. he seems to have public opinion on his side on questions and not on others. the fact that the sequester cuts

>> i am very hopeful, even optimistic about the bipartisan support for the illegal trafficking ban. we are talking about guns that reached the streets of our major cities and caused 2,000 deaths since newtown. that horrific tragedy that i think is continuing in the sense of urgencey and momentum in part because of the very powerful and eloquent spokes people like gabby give or who is we just heard. i am optimistic about bipartisan support for illegal trafficking that we already have. we have democrats like myself and senator leahy was leading that the chairman of the committee is leading the trafficking effort. i think we can muster support. there is a spectrum of political acceptability so to speak and bipartisan support and maybe the assault weapon ban is the

constructively relationship with the government. there is mix said reaction to the death of the polarizing figure. they call chavez an outstanding leader and good friend of the chinese people. hugo chavez dead at 58, good riddance. you noted on the nation divided and the poor champion chavez. >> they absolutely championed him and for the last five hours, that big procession has been making its way through caracas as his casket is moveed from the hospital where he died to the military academy where he was train and will lie in state until the friday funeral. along that miles long route, thousands of supporters came out to pay respects and express gratitude to the 14 year president who lost a two-year battle with cancer. he had many, many enemies, but he was supported strongly by the

poor and they were out in big numbers today throughout caracas. many were dressed in bright red. some were festive and cheered and others openly wept as the casket went by them. for part of the time, the parade was led by the vice president who was the designated successor. hand picked by chavez. it is a seven-day mourning period and followed by election in a month or so to pick a new president. that will be watched very closely by the united states that gets about 8% of their crude oil from the oil-rich nation. >> thank you, mark. let me bring in editor jim frederick. as you heard, ending his report and regarding the u.s. interest and how it plays out, what is the primary concern? >> i think the most important part for the united states is they would like a greater deal

activists including jimmy carter. >> he is absolutely beloved by the poor of venezuela. you need to go back to the time he came into power. >> these people are not the poor. >> they are activists. he is a polarizing figure politically and the united states, but at the time he came to power, there was rampant corruption and a funneling of resources into the hands of the poor. he had a very problematic tenure. i don't think he was a saint, but he absolutely did -- he is beloved by the poor of that nation. >> as far as the region itself, there is concern that often times south america has been ignored. the obama administration, what do they need to do to focus on the region. the annual output of oil declined, but it's the world's largest proven oil reserve.

a viral video advertising company brought us people plying over the brooklyn bridge and put matt on a surfboard to work and folks saying they were just sitting down for a simple trim. we even recreated their mirror trip here on the "today" show. love them or hate them, they get people talking. experts say that's the point. >> the video has got people talking about the actual action and a social media pick up will be huge. that's getting to second base. the home run would be to have people see the movie. >> everyone who was pranked in the video did sign a form for it to be released. we reached out to them and the movie studio responsible and neither had comments. what does your gut tell you. the stage a fake murder for promotional purposes go too far? facebook.com for the record. i would have fainted. i would have lost it.
