new reports that actress ashley judd could throw her hat in the ring to challenge kentucky senator, mitch mcconnell. things aren't getting any easier for the u.s. relationship with afghanistan after they accused the american government of. working with the taliban. hamid karzai says a pair of bombings were, quote, in service of america suggesting the violence was made at convincing the people that international services were needed z beyond the 2014 withdrawal. the comments coincided with defense secretary chuck hagel's first trip to afghanistan since being appointed to the job. >> the united states was unilaterally working with the taliban in trying to negotiate

anything. the fact is any prospect for peace or political settlement, that has to be led by the afghans. i've always believed that it is wise for nations to engage and to reach out. that does not mean that you are going to negotiate, we may never get to that point. i think it's far more preferable than war. >> nbc's mike taibbi is reporting. >> reporter: that's his first trip to afghanistan. there was supposed to be a joint press conference with karzai and chuck hagel, that never happened. you have to look at a couple of things that did happen and

didn't happen while hagel was here. on saturday there was supposed to be the handover, official handover ceremony of the prison at bag gram airbase from u.s. control to karzai control. it didn't happen. it was discovered, maybe karzai wasn't aware of this clause, but in the end the u.s. was going to retain control over which prisoners were going to be detained. karzai wouldn't agree to that. it would have been a feather? his cap. suddenly it didn't happen. last month karzai had ordered that u.s. special forces withdraw from a kabul suburb because of allegations that were unconfirmed against attacks in civilians. it was a two-week deadline be and nobody has withdrawn from this point. none of those special forces did happen. look at what did happen with those terrible suicide bombings, one of them within earshot of where hagel was meeting in the

city of kabul himself. he said they're working. we continue to be marginalized while others play out the end game. that's what's happening. one other point, thomas. we did go to a briefing for isap, the coalition forces. they said the task of completing the complete transition to afghan control for complete security in this country is going to happen this spring. >> mike taibbi live, thank you. after decades of avoiding an arms race, south koreans are kalg to develop a nuclear program. north korea has made progress. their tests weeks ago lint immediacy to the south.

south korea's moving forward could be perceived as lack of support by the united states. frustrations have mounted in the south about the inability of the u.s. to halt the north korean weapons program. tomorrow 115 cardinals will enter the papal conclave to begin the process of selecting a new pope. the man who will lead the church amidst the scandals. eight years ago cardinal joseph ratzinger was the front-runner. this year, there is no clear concession on a front-runner. they're hoping to energize the church's 1.2 catholics. their favorite appears to be odilo pedro scherer.

also angelo scola is a favorite. american cardinals, timothy dolan of new york and cardinal sean patrick o'malley of boston also appear to be in the mix. president obama is expecting to ramp up a charm offensive traveling to capitol hill to attend each party's weekly meetings. the recent steps in reaching out including dining with top senators could go a long way in reaching a budget deal but that they would not have changed the political impact the country is in today. >> i'm welcoming with open arms. i think the president is tremendously sincere. i don't think this is a poe will the call change in tactics. i think he would like to solve the problems of the country and it would be to his benefit and every american's benefit if he did that. it's time to start leading. the way you do that is quit poking your finger in people's eyes and start building relationships. i think he has a great chance to accomplish a big deal. >> it isn't the first time i've

ever had a conversation with the president lasting more than, say, two minutes or televised exchanges. i've never had a conversation with him on these issues before. i'm excited that we had this conversation. we had a very frank exchange. we come from different perspectives. i ran against him in the last election so we exchanged very different frank, candid views of one another. we're very different, but at least we had this conversation. >> ryan also said sunday that a key part of his budget blueprint would be repealing the president's historic health care law. house republicans have tried at least 30 times before. >> are you saying that as part of your budget you would repeal? you assume the repeal of obama care? >> yes. >> well, that's not going to happen. >> well, we believe it should. that's the point. this is what budgeting is all about, chris. it's about making tough choices to fix our country's problems. we believe that obama care is a program that will not work. we believe obama care will actually lead to hospitals and

doctors and health care providers turning people away. meanwhile, a new poll showing many americans are not overly concerned about the personal impact of the sequester. in the mcclatchy marist poll says it will have no impact, 27% think it will have no impact and 27% say it will help the economy improve. there's been loads of speculation about whether ashley judd will challenge senator mitch mcconnell. the "huffington post" says she will announce her candidacy around derby time. in a statement to the post judd describes it as both fabrication. she has interviewed top new york pollsters and consultants and is going to line up the old organizers. she currently lives in tennessee. that's a point highlighted in

early online attack ads. republican congresswoman marsha blackburn said judd can prove to be a formidable opponent. >> she is one of my constituents. she is a friend of mine and on election day in november ashley and i stood at the polls and snapped a picture and tweeted it out. >> could she win? >> it shows that people who have differences of opinion f she runs, she will run hard and knowing that family, they are very tenacious and spirited. >> we shift gears now to business where wall street is hoping last week's historic gains will continue this week. all three major indices rose by 2%. we want to check in with cnbc's karen cho. >> good morning. it looks like the markets are a little bit softer. we had a bit of momentum with the dow closing higher.

the head wind today is coming from the chinese numbers. it's showing us that industrial production was 9.99% in january and february. this is the lowest level since october last year. most of the strength in the chinese economy was supported by fixed asset investment in the government. in terms of some of the other rates, u.s. solar is showing strength still. there seems to be a change in thinking that it may have crossed the trade where it's no longer a safe haven with you a risk play. elsewhere, we're looking at news from the home market. if you're selling a house, it's good news because prices seem to be escalating. if you're looking to buy a house, the amount of stock seems to be dwindling. according to the website, villo, stock is down. in some markets, this is worse. in california it's down 40%.

just a bit of relevance. house prices have been up 7.3% in the fourth quarter. there is a feeling that prices escalate 70%. >> karen, what's the deal with in trade. a lot of people recognize that name as the online place to go for betting. >> they may have noticed that their accounts have been frozen. activity has been ceased across the u.s. basically it's saying its head finance agency is not to sell or not to encourage customers to trade commodities such as oil and gold. also accused it of dismissing customers from the fourth quarter. some u.s. quarters can't trade this in the interim. >> karen tso live in london. thanks so much. as always, let us know why you're awake.
