the u.s. of secretly working with the taliban. he made the inkrend areay comments. he said they were in service of america. and claimed that u.s. or the u.s. holds talks with the taliban on a daily basis. today the white house denied those accusations. >> any suggestion that united states is clueding with the taliban is categorically false. secretary hagel addressed these questions directly with president karzai in their meeting. the united states has spent enormous blood and treasure for the past 12 years supporting the afghan people and ensuring in the effort to ensure security and stability in that country. the last thing we would do is support any kind of violence. particularly involving innocent civilians. >> it in preparation for next year's withdrawal. mike taibbi is there. is there any indication that

hamid karzai is backing away from that claim that the u.s. was working with the taliban? >> reporter: no, not at all. at least not to this point. and secretary hagel made that point that his whole motive when he met with karzai yesterday, and he did meet with him. there was no joint press conference but did he meet with him privately. was not to change his mind but to have a frank discussion about the differences in the two sides at this point almost 12 years into the war in afghanistan. let's talk about this incident yesterday. you're right. the timing couldn't have been worse. right now afghans are responsible for security in about 90% of the country. that's what we're told by both sides. the other 10% still remains lethal lethally dangerous. this happened in wardak. a man wearing an official uniform of national security forces walked into there briefing by u.s. and afghan special forces and opened fire. it was a furious exchange of gun fire after that in which the

gunmen himself was killed but not before two u.s. service members and three afghan special forces soldiers were themselves killed. many others wounded. some grievously, we were told. this is the third violent incident in the last three days. at this time when as everybody has been pointing out, the afghans are getting ready to assume control of security for their entire country. that is the year before the entire troop withdrawal. but those troops, those coalition troops including the u.s.-led troops will assume a more defensive and consulting posture after the afghans take control in a few weeks. so very, very bad timing. and karzai's comments are hard to explain, as you heard from jay carney. and as was said here by the general and some others. a categorical denial that they're working in concert. the general said we've said too much blood in the past 12 years to think that violence and instability can be to our advantage at all. categorical denial from

everybody. >> thank you. editor at large, the nationally syndicated talk show host. and michael smerconish, bobby, you heard mike taibbi explain that the blood and treasure here, 2,200 lives lost in afghanistan. how does anyone justify or explain hamid karzai's words that the u.s. would be conspiring with the taliban? how is that explainable? >> it is not explainable. and karzai has been known to do this sort of thing before. he goes off the handle, off script. as he man who hasn't delivered basic services to his own people, desperately needs somebody to blame. blaming the taliban sometimes feels old so he is blaming his best allies, the people who are giving blood and treasure in defense of his country and particularly his presidency. so he has done this sort of thing before. i doubt very much that his own people would take that very

seriously. >> because it is believed by his own people that he is our problem. in a sense, the u.s. picked this individual and has chosen to negotiator deal with him over these many years. in a sense he belongs to the u.s. >> yes, if you ask afghans, they will tell you this is their man. they did vote for him twice in elections that may or may not have been entirely fair but the fact is he was brought out of exile by the united states and supported by the united states for all these years. in the eyes of his own people, he is an american-appointed president. >> i want to play jane harmon. she was on with morning joe this morning. i want to get your reaction to what she said. >> karzai knows, we really are leaving and wants to have someone to blame if the country tanks as we go. it will be our fault. he has had a lot of years to get the training wheels off. we did this in iraq. it was the right thing to do, to leave, to end the war there and it is a shaky beginning.

but these countries have to build their own future. >> michael, how do you believe that? not only with the families who lost loved ones but all of us as americans who hear that essentially, he just wants to again, karzai wants to blame the u.s. if it goes bad. >> i don't know that it besmirches the reputation and the reputation of americans who have gone there and spilled blood. what i hear congresswoman harmon saying, and it makes intuitive sense to me, hamid karzai needs to stand on his own two feet when we're gone. to be perceived by his own countrymen as being a puppet for the united states is not going to suit his long term best interests. so maybe he's trying to distance himself today. i don't know that i believe him. i don't know that i believe he even believes this. i think it is a fiction that he is advancing to try to show some independence, to save himself in front of his own people. >> in a sense, i'm not saying that it besmirches the loss of life but it is as if you're saying thanks for nothing.

i may have lost my brother, my friend, my loved one and in the end this leader as the other men and women leave very soon is essentially saying thanks for nothing. and then one upping that by saying we're conspiring with the taliban, the very people that we entered to perhaps better the lives of afghans. especially women as it relates to the war. >> i would be surprised if there were not some informal communications going on between our side and the taliban. in fact, i go as far to say i think it would be foolish if there weren't some type of informal communication to take place. not to conspire, not to work behind karzai's back. but to try to plot the future of that country. we are leaving and he will have to stand on his own two feet. >> what he was saying is that the suicide attacks over the weekend were, quote, in service of america. not in the sense of finding peace but aligning with the taliban and service of america as a result of loss of life. which is different from what you were saying would be hopeful.

>> right. that's crazy talk. what i'm suggesting is that maybe his political aim here is to try to show some independents with afghans to say, i am not simply a puppet of the united states. >> to your point, let me play what chuck hagel had to say in regards to the mess that happened while he was there. let's play it. >> i was once a politician. so i can understand the kind of pressures that especially leaders of countries are always under. >> so chuck, that was hagel trying to explain why this joint news conference did not take place. essentially he is saying, this guy is a politician. who is he appealing to? meaning karzai? >> as michael said, he is trying to appeal to his own constituency. i think probably in vain. >> who are his constituents at this point the people who voted for him and the people who brought him power over two elections. >> are these people who are

largely desiring the u.s. to get out? how would you describe these people politically or their goals? >> i think most afghans want the u.s. to leave at this point. there is a small subset that is worried about what would happen to them. this is a desperate political gambit by somebody who is a very clumsy politician. chuck hagel gave him far too much credit by saying he understands the pressures a politicians faces. this is not savvy at all. this is crude to try to deflect blame to somebody else and try to set himself up as the anti-american figure after the americans leave. nobody is buying that. nobody is buying it in this country and nobody is buying it in his own country. he is talking to an audience that only exists in his mind. >> you said he has a core group of constituents. >> he thinks, the people who voted for him, a lot of people voted for him because he was the only alternative. they didn't like the other. >> fear of the unknown.

>> there are tribal relationships that play a part of his vote bank. i'm not sure these people want to hear him say these things. he has worked himself into a corner where he feels this is what he needs to do. >> thank you. and michael, a great pleasure having your voice in this conversation. here's a live look at vatican city. in just 24 hours, the cardinals would have elected the church's next leader. that's a possibility pitch this time tomorrow, the cardinals will have cast their first votes in the selection of the next pope. the shortest conclave lasted just hours. the longest nearly three years. they gather today for the final gathering before they enter the secret meetings. new york's cardinal dolan talked about the final hours before the conclave while others speculate on what kind of pope the church needs. >> it was remarkably enriching and uplifting. i'm kind of happy they're over. we came here to elect a pope. we'll start tomorrow with the

holy sacrifice of the mass. into the conclave and look for the white smoke. >> the other thing the cardinals are looking for, someone who can reform or reorganize the vatican curia. what they're looking for is jesus christ with an mba. >> 11 cardinals in the conclave and they could, i think your wording would be the power brokers? >> there is a possibility. this is getting fascinating. two weeks ago when i was here, it was right after pope benedict decided to step down. there was just sort of this sense of shock and i don't think that a lot of people were talking about the american cardinals. either as power brokers or possible popes. now that's all changed. you really see people like timothy dolan of new york being talked about a lot. i was at his mass yesterday. even though he was joking about wanting to be home for st. patrick's day which isn't going to happen, i think when we saw

people out in the streets, it was absolutely packed. the media wasn't just from new york. it was from all over the world. somebody who is really now considered a real possibility. along with cardinal o'malley. somebody from boston who was considered a very, very long shot. now we hear his name over and over and over again. i don't think anybody knows going into this conclave of 115 people, 115 voting cardinals what might happen. only italy has more voting cardinals than the united states with those 11. and could they coalesce around one candidate? or around one idea? we've heard a lot of talk cork there be the first latin american pope. there is so much intrigue. the level of excitement here is really, really high tonight, tamron. >> live for us on the ground in italy. we'll be to you. and developing news out of southern california where an earthquake has been felt across a widespread area.

live from burbank, we all got the alert. it was tweeted out by several people. what can you tell us the latest there? >> reporter: we did actually feel it here. a handful of small quakes. some foreshocks and aftershocks. cal tech is saying it was mainly a 4.7 quake centered around anza, california. pretty close to palm springs. about 130 miles or so southeast of burbank. we did feel it here, most of us in the building. a bit of a swaying, a rocking, it only lasted three to four seconds. not very long. there are reports, tweets from people across southern california who felt it as well from the mountains to the sea. most people said it was pretty small. 4.6, 4.7, california standards is not much of a quake. there are no reports of any injuries or damage. they initially thought it could have been a 5.1 or 5.2. the computers were reading it as slightly larger because there were so many at one time. very small. nothing major.

"the los angeles times" reports major damage by the part of eight republican senators seeking to write a bill over b the immigration laws. it reports aides familiar with it saying they have agreed on the most contentious part of the draft, how to offer legal status to nation's 11 million illegal immigran immigrants. it includes requiring them to register with the homeland security department them also file federal income taxes for the first time, pay a fine and have no criminal record. the l.a. times said once granted

probationary legal status, the immigrants would be allowed to work but would be barred from receiving federal public benefits including food stamps, family cash assistance, medicaid and unemployment insurance. joining me now, "washington post" political reporter maleka henderson, and jonathan alter. thank you for joining us. it looks like there is a deal. a solid deal. >> it is not clear that they have a deal but the great thing is they're talking. >> these are specifics though. this is going beyond, will the republican party wants to get on board after the shellacking. these are specifics on how to get there. >> they are getting down to nut cracking time and talking in a serious way. and it is rational senators who are talking. ones who want to do some business. so there are still a lot of sticking points. the biggest one right now is what would the flow be of legal

immigrants to the united states in what they call the h1b program. that for skilled workers. so because there is a lot of unhappiness among american workers. the labor movement and elsewhere. >> and businesses are involved in this discussion. >> so this is a very delicate negotiation. that's why i'm cautious in saying there is a deal. there are still a lot of sticking points. the great news is they're on track to a deal. >> it is interesting you point out the sticking points. the "l.a. times" notes those things unresolve. how long they would need to wait before applying for citizenship. how visas to guest workers and how to pay for more border patrol officers. a big sticking point. and facing fencing and other security measures in a shrinking budget. how do you pay for whatever is determined as adequate border patrol, adequate security. in these budgetary times we're in, which are crisis mode, how

do you pay for all that? >> right. that's been a stumbling block for years. the conservatives have said first you have to secure the borders before you can have a path to citizenship. really, this is about elections having consequences. everybody in both parties know that the latino vote is extremely important. that to stymie latinos again, to make them keep waiting to come out of the shadows is not good for anybody politically. so both parties have a strong political incentive to get to yes on this question. >> the "l.a. times" and others have noted what we're looking at, this framework is very similar to what the president has unveiled as his ideas as well. the sources that have indicated what the president wants. let me bring you in on this. jeb bush was on "meet the press" yesterday. they are calling this his full circle supporting a path to

citizenship. let me play what he said yesterday. >> i support what senators graham and rubio and mccain and others are doing with their counterparts. if they can find a way to get to the path of citizenship over the long haul, i would support that. >> so the first read team said jeb bush supported citizenship in 2012 as well as january 2013. then his new book opposed it. and after criticism of that opposition, he said he supports it as part of the bipartisan senate framework. is this to jonathan's point that elections have consequences? in course of a few hours, jeb bush tried to clean everything up on "meet the press." >> you almost need a road map to figure out where he has been on this issue over the last couple days. it brings the question to mind whether he wrote that book. he was so diametrically on a different side of the issue just recently. now he has come full circle. i think his wavering also speaks

to the fact that a lot of forecasts in the republican party are not on board with this. i think the vast majority are. 65% according to a flew fox poll. if you saw a lot of that reaction that john mccain got in those town halls, not everyone is on board. >> thattown, i don't want to make it seem like i'm disparaging the people in that town hall. but they are mostly older white men whom the party now knows it cannot depend upon if it is to move forward. >> i think the party is one thing. i think just grassroots, every day rank and file folks are very different. one of the issues we'll see out of this plan is that we're going to see some back lash. we haven't really seen very much so far. one of the things that's different, unlike gun control. there isn't a huge sense of public urgency around this issue.

that is something that i think both republicans and democrats are going to have to gin up. so far if you look at most polls, most people are concerned about the economy. i think latinos do -- >> isn't that topography? i'm from texas. there is a sense of urgency and has been as far as i can remember. you're seeing the dialogue in georgia, for example, we'll do a segment a little later on the senate race there. the demographic change from georgia. the largest african-american numbers there but now latino voters who now exist in that state who could also help democrats. so i guess maybe it depends on where you live? >> that's right. i think it depends on where you live and it depends on whether or not you're latino. if you look at the polls, latinos want to get this done now. it is at the top of their list. the economy and jobs is below it in terms wanting to get something done this year. so you're right. i think you are seeing an explosion of latinos. if you look broadly at where

most americans are where they want to put political capital, it is more around the economy. that's why you see obama trying to frame this as an economic issue. >> i think a lot of this is about are these eight guys real legislators? are they legislative craftsmen? it is way easier to stop something in washington than to get it done. this would be the cap stone of several of their careers. an historic moment for them and i think they understand that. the end might be in sight but it is always when they get down to the short strokes. >> when you look at the geography. chuck schumer, new york, michael bennett, colorado, john mccain, lindsey graham, we're talking about the south and the southwest which going back to nia-malika, that's where you see the argument. and harry reid is from nevada which has a very large latino population.

president obama heads to capitol hill to meet with members from both sides of the hill. tomorrow he will attend a midday meeting to talk strategy with senate democrats. on wednesday he will sit down with members of the house gop caucus and on thursday, the president has a meeting with senate republicans and house democrats. the presidential congressional outreach coincides with the release of the republicans' latest budget. that will be unveiled by congressman paul ryan tomorrow. he said that a key part of the budget blueprint will be repealing the president's health care law. >> are you saying that as part of your budget, you would repeal, resume the appeal of obama care? >> yes. >> that's not going to happen. >> well, we believe it should. that's the point. this is what budgeting is all about. it is about tough choices to fix our country's problems. we believe obama care is a program that will not work.

>> joining me now, nbc news senior editor mark murray. you asked the question, is paul ryan's budget a serious budget based on the fact that he assumes the $716 billion in cuts that obama care created? >> it is a political document. almost like all budgets are. paul ryan was mentioning in that clip there that this has to do with the republican priorities and had paul ryan said, you know what? obama care is the law of the land. supreme court upheld it. the 2012 election ratified it. we won't pursue it anymore. the republicans would have a problem with their own caucus. there are still a lot of republican who's want to see this repealed even though it will be the law of the land. but you raised the bigger contradiction with paul ryan, what he is trying to do. he says he wants to repeal obama care. he is happy to include the $716 billion worth of cuts that the health care law ended up having to make it more possible for his

budget to be balanced in ten years even though paul ryan and mitt romney were campaigning, saying look, we need to restore this $716 billion in medicare. those cuts were too bad. >> you point that there is a sense, if there is a sense of a stalled momentum on the budget talks we're seeing, that it could bleed into other areas like immigration and stall as your team put it, everything. >> right now we're in a little bit of a kumbaya period after the tough sequester battle where both sides seem to be entrenched. sometime if you want to achieve immigration reform, you want to get some gun control measures passed, that type of budgetary or political logger heads isn't usually the most conducive type of environment. so this era of more kumbaya there, the more people saying, gosh, i'm so glad to have dinner with president obama or i'm so glad to have lunch with him. that makes getting other things easier down the road. but we are going to get back to that point one way or the other where there will be tough

rape. so democrats think that this is a rare opportunity for them to play offense next year. because in so many of the states where their candidates are running, their states, mitt romney carried. they're on defense trying to get reelected in a tough electoral comment. here they really hope that you'll have this dynamic where all these republicans are trying to outconservative one another and the result is they make some kind of comment that a lot of even conservative-minded georgiians won't go along with. >> we know the sensitivities are high with the establishment. that have cost statewide races from christine o'donnell to todd akin, and it has been increasing even in the eyes of the gop. >> that is the challenge for national republican who's are watching this race very closely. they're staying on the side lines. we don't know how the race will shake out. there are a few people looking at it seriously but may or may not get in. business leaders who are conservative in georgia are clamoring for some kind of
