last two decades are life the difference between using galileo's telescope one day and using hubble's the next. >> thanks so much. that's the "ed show". ezra klien is in. we begin tonight with election day. you remember election day when democrats put their plans for taxes and spending up against the republican plan for taxes and the republican plan for spending. election day. the democrats said we should raise taxes on the wealthy. republicans said no new taxes. no new taxes at all and cut programs for the poor like medicaid and housing assistance and so on. these were the competing approaches in 2012 on election day. barack obama and joe biden versus mitt romney and

republican budget guru paul ryan. president obama won. he won with just over 51% of the vote. it wasn't a huge margin. you want to see the big winner. the idea of raising taxes on more voters said the government should raise taxes than voted for barack obama. 60% of people said we should raise revenue for the good of the country. almost 50% said make the rich pay more. 13% said make everyone say more. the no crowd did not even come close. no one should be surprised that americans say they want higher taxes as unpopular as the idea of writing bigger checks to uncle sam, americans have been saying that's what they want from rich people for a long time now. they have said this over and

over in poll after poll after poll. from july and august 2012, 65% of the americans said we should raise taxes. that's a 32% margin over the no taxes position. in the same period, 44% said that raises taxes on the well off would help the economy. only a third said it could hurt. a couple of months later, october, 64% like the democrat plan for raising taxes on the rich. they like it by a 35-point margin. that's a baby flaw. we threw it there for fun. okay. back to taxes. another poll on taxes from october 2012. asking the rich to pay more. 55% of the the voters. the margin is closer but 19 points in politics is not all that close. after the election a new poll to support higher taxes on the rich. in case you're wondering what

they meant when thai said not mitt romney, check this out. a december poll in which 65% of those asked said president obama now has a mandate, a mandate to raise taxes. like wise that same month 57% said let the bush tax cuts on the wealthy expire. taxes, come on? >> last month on spending, 82% said do not cut medicare. 87% wanted social security left alone. they whereabouts into cutting much of anything at all. with all of this evidence showing that americans for the democratic approach, the raising taxes approach to the federal budget, you would think the last thing republicans would want, the thing they would be most afraid of is another fight between the democratic and republican budget.

republicans have the clearly less popular decision. the one thing they demanded is for senate democrats to give them a budget. something important to note here. the white house has been handing out a detailed budget year after year. that's not a year they missed. every year republicans say they hate it and opposes it. it doesn't cut spending enough, but it's there. house democrats have also put forward budgets. republicans in the house say the senate daermts are the folk who e need to give them a budget. for some reason republicans become really fixated on this idea. john boehner is so excited he thinks the moment this happens people will see how much more

popular republican policy is. boehner brought it up just this morning. he said the poll survey, americans want spending cuts, are not in a mood to increase taxes. he linked to this poll. this poll right here. it's yjust released yesterday. voters are in no mood to increase taxes. that's a real poll that shows the public wants to republican budget strategy. the public wants congress and the president to slash spending an not raise another dime. after showing the public wants to raise taxes with survey after

survey, finally the public thinks tacks should go up here. a poll saying fire up the weed wacker. no more taxes. the fiscal cliff deal was enough. the poll just like all the other polls. voters would rather cut energy than raise taxes. they would rather cut unemployment insurance than raise taxes which seems to be a shame. voters say they would rather raise taxes and cut money for medicaid. voters say raise taxes instead of can you have thing money for medicare one of our most popular programs. voters say raise taxes rather than cut social security.

this new poll looks like the other one. what republicans want to do has not gotten more popular. senate democrats will give them a budget this week. it will be a budget that follows all of this polling with a mix of tax increases and moderate spending cuts that the public has time and again says it wants. people for a balanced mix. republicans steam have convinced themselves deeply. they seem totally persuaded of something that's not true. in the came way they thought mitt romn mitt romney was going to 100% win the election, republicans are so excited ant these budgets, so persuaded of their

approach dealing with government spending and deficits that they are constructing a reality in which they believe that the broad public, the majority feels the way they do. everybody does not feel the way they do. it's not a true fact. this week republicans are going to as they did in the election when they put paul ryan on the ticket. they will get exactly what they want, a fight between their bunl et and a democratic budget. the question is why that is what they want. what is convincing them this is good idea. joining us now is melissa harris-perry. that's very easy to remember. it's good to see you. >> nice to see you. >> what is behind the intense republican desire to see a budge fret senate democrats and have this fight again. >> i suspect it might be a couple of things. house republicans are the group of people most insulated from

the realities of sort of bwhat the electorate want. president obama won. they preferred more senate democrats over republicans. senate democrats are in control. the public preferred house democrats over house republicans. yet house republicans remain in control. why? in 2010 when they redrew the district seats they created skewed districts. i think when they home many in the far right are hearing the same echo chamber about cut spending, cut spending. because they are relatively insulated from the realities of public opinion because they drew districts that were safe they can have this fight with little cost to themselves in the 2014 midterm. >> i completely buy most of

that. the one thing i wonder about is when you poll republicans, when you break the republicans out of the poll and you ask them do you should raise taxes. they give republican voters the same answer everybody else gives. they say raise taxes. something is going on where house republicans are further to the right of their constituents on this issue. it's not a national one among republicans. second they seem unafraid of these polls. politicians are quite afraid of having a lot of people disagree with them when they just lost an election. you are a professor political scientist. you have a degree the telling me why this happen. why aren't they afraid? >> one is let's go back to the baby flaw for a moment. >> i would love to go back for a

moment. >> puppies or panda bears or whatever. we don't think of that as responsible. many leaders will say the vote g ing public wants this. they don't realize you have to cut spending in order to bring down this deficit. we'll give them the medicine they need. we'll have to cut that spending. i think that's part of it. they're not going to see themselves as brave. we heard that from paul ryan. i think the other thing that come 2014 when they get to the midterm election cycle they know there's a way they can spend this. i think that's right there in that maris poll. when you ask about specific policies medium wapeople want t their medicare and medicaid. you can say government spending

hill with the official release of the house republican budget. the following day, wednesday, senate democrats will release their budget. there will be duelling budget proposals. what is not to love. the reason why i've been looking forward to this budget week in particular, this republican budget is this. >> we're committed to doing a budget and a ten year plan and to balance our budget. i think it's time for the senate an the white house to produce a budget that will balance over the next ten years. >> a balanced budget in just a decade. the guy in charge is former vice presidenti presidential candidate paul

ryan. the reason why serviit was so exciting is because this is way faster than paul ryan's original deadline for balancing the budget. in the last plan we wouldn't have had a balanced budget for 25 years. when i learn he plans to do the same thing in a mere ten years, he had changed 15 years off the timetable, how? what is he going to cut? what new things would be in his cuts? what did i have to look forward to on budget week? today on budget day eve we have learned details. he's going to balance his budget in ten short years in large part by letting president obama raise taxes. watch. >> the plan that you're going to release tuesday would balance the budget in ten years not 25 years like your last one. how do you do that? do you have to make even tougher, deeper spending cuts?

>> not really. >> let's look at a couple of the reasons that you don't have to make big changes to balance it in ten years. you include the $600 billion that you just mentioned in tax increases that came from raising rates in the fiscal cliff. you also include $716 billion in medicare cuts through obama care that you opposed in this last campaign. is it fair to say that those parts of the president's policies make it easier to balance the budget? >> it is fair to say that. >> he went onto say his budget assumed the repeal of obama care. that statement that he's going to repeal obama care in his budget got a lot of headlines today. it caused a fox news anchor to do a bit of a double take in the interview. >> are you saying that as part of your budget you would repeal, you assume the repeal of obama

care? >> yes. >> that's not going to happen. >> we believe it should. this is what budgeting is about. it's about making tough choices. >> paul ryan is not repealing all of obama care. he's repealing the part that gives people health insurance but he is keeping as he has in his other budgets the tax increases in obama care and the medicare cuts. those same medicare cuts that they ran against in the election. that is the repeal of obama care. he repeals the care part and keeps the costing you more money part. when you put all that together and add in technical stuff about they have made the underlying estimates, mr. ryan will not have to do much at all to balance his budget in ten years. all he's got to do a make peace with a budge of obama's tax increases that a number of time he and his party has bitterly

opposed. the reason he can get it balanced is democrats have passed a budge of increases that ryan party has sworn to oppose. it's an interesting take on bipartisan. i will denounce your policies in public but use them in my plan. in budget season the happiest and most surprising time of the year anything can happen. joining us is vice chairman of citigroup and former director of the office of management and budget for the obama administration. peter, it's good to have you here. your family must be very excited about budget week. >> you have your mom here. everyone celebrating. >> i want to talk about the goal here. this has become a big thing for chairman ryan. what is the argument for getting the budget balanced in ten years. people think we should have a balanced budget. a lot of economists think

hitting that target is not that important. >> i think hitting that target is important and trying to hit it that soon is a mistake. what we want is to get our fiscal house in order which debt is no longer exploding as a share of the economy. it doesn't require it over a ten year window. >> what happens? you're saying if you balance the budget or cut the deficit too quickly it can be counter productive. what do you expect the consequences to be? >> the problem is that that can exacerbate unemployment problems. what we want again is more stimulus up front, more inf infrastructure investment coupled with reduction and will gradually put us back on a solid

path. that's not the combination we're going to get from the ryan budget tomorrow. >> one of the things i thought was striking is when it came to the affordable care act, he said for the coverage side of it that what he wanted to do was get it right out of there. that policy is reflected in his budg budget. he said i don't want to revisit any of that. it seemed to be an admission that things republicans say will happen will not happen from this level of tax increase. they are kind of happy to have that extra money in the budget to get the budget where they want it to be. >> the ryan budget will have a massive assumption about

medicaid and medicare. what they're doing is dialing back ever so slightly the size of the magic asterisk. >> they want a tax reform that brings the tax down to two rates. 10% and 25%. he's not going to say in this budget how. that seems to be difficult. >> it's impossible to bring down rates for higher earners which is what happens when you move to rate structure like that without raising rates on low and middle income people. it's not mathematically possible. the trick is typically there's something somewhere because you can't accomplish all the objectives at the same time.

>> i want to ask you about the sequester. we have these continuing resolutions. after that we have another question coming up in the summer sometimes. do you think that one of these will force some sort of a replacement for sequester or do you think we'll have this policy going forward? >> i think with some realoe kie allocation across the categories. i think it's going to be very hard to make the numbers work. it's even worse under the republicans. >> it's true. there's been a substantial shift to the right.

he was not the only hope. it was during a special election in massachusetts. they took back ted kennedy senate seat. >> my name is scott brown. this is my truck. i put a lot of miles on it during this campaign. i love this truck. it brought me closer to the people of this state. >> love that truck. scott brown, man of the people. sam club's republican. everybody said scott brown is a kinder republican.

they felt like the republican party was a bit too close to banks and business interests. scott brown was a guy who could make talk to those folks. scott brown lost his senate seat to elizabeth warren. he's now announced the next chapter in his life. scott brown, man of the people. man of the middle class district. he will cater to wall street clients. the job will allow him to cash in on his final services industry. there's got brown smiling ear to ear on his first day on the job today. >> i'm scott brown. i drive a truck.

they have gotten into bed the big banks. they have enshrined the idea of too big to fail. we see that the banking industry is really loving the republican party. in 2008 employees heavily supported barack obama. wall street decided to hire them too. the issue is not simply these

manes the same. the largest banks control the lar largest share. they are better positioned to taxpayer money than they are before. they presend they are getting beaten up. i think it's dangerous for the economy. both parties participated in this effort to preserve a structure. >> one thing that's interesting in the republican party is while you do this pa lenty and brown. a couple of republican policies cluzing lo inin inin inin ining

now is uncompetitive. >> he's a very con sefbtive voice. there's a strain both of populism that resides. i think that's where you see the conversions. i think all of them is correct. >> what do you think needs to be done about too big to fail? >> i think we should end up. i think the policies that are articulates where you say you must raise your capital. we say to every customer you must sign a statement knowing you will not be bailed out.

chuck hagel made a surprise visit to afghanistan this weekend. it was his first trip abroad. on that trip he arrived in afghanistan to the terrible news. they managed to drive onto a u.s. base in the eastern part of the country and opened fire. they shot and killed the american contractor and wounded hours just hours before the secretary of defense landed in afghanistan. one day later a big ceremony was planned. a year ago the u.s. agreed to hand over control of a big prison to the afghan government.

it's the only prison still run by the yiet military. it's designed to imprison people long term. the u.s. was supposed to hand over control of that prison on saturday. that was in the works for a year. everyone is there and then suddenly it was cancelled. the military isn't saying why exactly it cancelled the hand over. this week president karzai said he wanted to release a lot of those prisoners. they probably had a lot to do with it. the u.s. said they had a lot to work out with the government. on the very same day while chuck hagel is in his first high level meeting there were two suicide bombings. one close to the capital and with unin the capital. that bomber was on a bicycle. secretary hagel was not in the

compounds but he was near by. he was near enough to hear the blast. in total 17 people were killed. the taliban took responsibility saying this was a message to him. the next day president karzai accused the united states of finding common cause saying the u.s. and the taliban want to destabilize. they did not disclose any specifics from their closed door meeting. not every stop on secretary hagel's trip was off script or filed under gone horribly awry.

hagel presented two soldiers with purple hearts. an honor the secretary received twice. secretary hagel met with the new commander of u.s. troops in afghanistan. he's the 15th guy to have that job. after a green on blue attack and then a cancelled transfer over control over an entire prison, secretary hagel left afghanistan early this morning local time. hours later another apparent insider attack. he shot and killed two americans pm one of whom was a green beret. last month the u.s. military led command announced it was wrong when it said taliban attacks

were declining. u.s. mill tair says it will stop reporting on this altogether. they're going to stop counting taliban attacks. secretary hagel arrived to news of an insider attack that killed americans. he left to news that killed to americans. they were twin taliban suicide bombings. you don't have to rely on the u.s. military to know t afghanistan is a very dangerous and very war-like zone. secretary hagel got to see that first hand.
