a change of hosts and change of coasts. we'll hear what jay and jimmy have to say about it and what they said last night. this is "the daily rundown." i'm chuck todd. there's a lot to get to including the latest in north korea. we'll go to seoul to talk to richard engel. off and running. weighed down by the economic crisis, health care hangover, bp oil spill, president obama got going on the 2010 campaign very late. this time around in leadup to 2014, he's doing things a bit differently. in april of 2009, the president wasn't out doing fund-raisers for congressional democrats in april 2013 he can be. after a pair of fundraisers last night, today he'll hit two more in the san francisco bay area for house democrats and dnc fulfilling a promise he made to them to bank early campaign cash

for 2014 since the obama campaign didn't provide much cash at all in 2012 for house and senate democrats. he was at the san francisco home of hedge fund billionaire tom steyer and then headed to the getty mansion and today at the home of a private equity magnet and levi straus heir. mindful of republican knocks that his main focus is politics and getting a democratic house to secure his legacy, he went out of his way to emphasize he wants to work with republicans before the campaign begins on guns, immigration and the budget. here's what he said at the first fund-raiser. there were two tv cameras. just a print pool reporter. he said this. look, my intention here is to try to get as much done with the republican party over the next two years as i can because we

can't have perpetual campaigns. he says at a campaign fund-raiser. at the second event he said this. this year we have a window. just completed one election. we would like to see governing done before the next election starts. i would love nothing better than an effective, loyal opposition that's willing to meet us halfway and move the country forward. a little bit of an apology almost to republicans that he was there in those remarks and if you remember when he met with house republicans a couple weeks ago, that's all they asked him about was how much he was focused on 2014. the president added to laughter and applause. i would be dishonest if i didn't say it would be easier to govern if i had nancy pelosi as speaker. congressman steve israel described house republicans at these events to donors as full

of on instruction, chaos, inflexibility and intolerance. israel said 2012 was a referendum on the president. 2014 will be a referendum on house republicans. extremism, obstruction and chaos. the press was ushered out before nancy pelosi who the president called a visionary and tough as nails gave a presentation to donors on the house democrats 2014 strategy. by the way, the left didn't entirely hold its fire. the. was greeted at the getty mansion by keystone protesters. he may have had to deal with some politics in the room as well. tom steyer opposes the keystone pipeline. the president is very aware of the balance between being his party's leader and getting bipartisan legislation passed in divided government but for those republicans predisposed to believe all the white house is focused on is 2014, they'll focus on where he was and not what he said. if he had his druthers, the white house would rather not

done fund-raising this early and held off on some of this for a bit but there's another reason why he agreed to do early fundraisers. the president had interparty politics to worry about. the president is more focused on organizing for action rather than the party. the obama campaign in 2012 as i said earlier gave very little financial help at least in comparison to what romney did and folks on capitol hill noticed. one more attempt to soften politics aimed at him, white house announced yesterday the president will give 5% of his salary back to the u.s. treasury in solidarity with federal employees facing furloughs that mean a loss of 20% of pay for those folks. just before 2:30 this morning, connecticut lawmakers passed what members called the nation's most comprehensive package of gun control legislation.

governor dan malloy will sign the legislation at noon today. yesterday the house of delegates passed gun control measures in maryland which require fingerprinting of gun buyers, new limits on firearms purchases by the mentally ill and ban assault weapons and high capacity magazines. that bill returns to the state senate which is expected to sign off on those changes. according to the laws center to prevent gun violence, five states have passed seven laws that strengthen gun restrictions. ten states, arkansas, kentucky, maine, mississippi, south dakota, tennessee, michigan, montana, utah have passed 17 laws that weaken gun restriction. two states fall into both categories. while drawing attention to the new laws passed in colorado, the white house is also signaling that it is willing to accept any kind of compromise on gun background checks that it can get. the president made background checks the center of his push for new gun legislation at the denver police academy. >> as soon as next week, every

senator will get to vote on whether or not we should require background checks for anyone who wants to purchase a gun. think about it. how often do 90% of americans agree on anything? >> in a plea aimed at gun owners, the president tried to correct misinformation at the root of the difficulty the background check bill is having in congress. >> the opponents of some of these common sense laws have ginned up fears among responsible gun owners. if there are any folks who are out there right now who are gun owners and you've been hearing that someone is taking away your guns, get the facts. we're not proposing a gun registration system. we're proposing background checks for criminals. >> in a new poll out today, 48% of voters say they believe the government could use the information from universal

background checks to confiscate legally owned guns. 88% of republicans and 88% of gun owners support some form of universal background checks. bottom line is. the white house is signaling it's willing to accept any kind of compromise on background checks that it can get. the president softened his rhetoric. sometimes two sides talk past one another. there are good people on both sides of this thing and told a story about a conversation he had with michelle obama after a day of campaigning. >> she said, if i was living out in a farm in iowa, i would probably want a gun too. something just drives up into your driveway and you're not home, you don't know who these people are. you don't how long it's going to take for the sheriff's to respond. i can see why you would want guns for protection. >> it's not every day the

president signals he'll sign just about anything as long as there is the smallest increme incremental improvement in the law. and yesterday when asked at a political breakfast whether the president would sign a gun bill that does not require record keeping for private sales. >> the president wants to sign the strongest gun bill he can sign. our baseline here is what is the law today? how much stronger can we make it? we'll look at any compromise that comes forward and we'll base it on that. >> boy. that's a signal to chuck schumer. do whatever it takes to get tom onboard. whatever it takes. strongest bill he can sign. period. finally, with north korea leader kim jong-un's provocative rhetoric escalating, the united states and other countries in the region are forced to take the threat more seriously. south korea's defense minister says pyongyang moved a missile

with considerable range and the pentagon announced it's deploying a system to guam in the pacific. >> they have nuclear capacity now. they have missile delivery capacity now. and so as they have ratcheted up their dangerous rhetoric and some of the actions they've taken over the last few weeks, present a real and clear danger and threat. >> joining me now is richard engel live for us in seoul. as we were discussing earlier this week as you've been reporting, this is one of the weirdest escalations we've seen because for the longest time the united states was trying to not take what he was saying seriously even the south koreans and now everybody seemed to change their tune in the last 24 hours. >> reporter: not necessarily the last 24 hours.

i think it really changed when you go back to the quote you just played when north korea clearly demonstrated that it has a nuclear capacity. they have now conducted three nuclear tests. one of them just a few months ago and they've conducted numerous missile tests which they call satellite launches. once they have proven that they have this capacity, then you can brush off a threat or two, a young leader, he's trying to establish himself. he's shaking up some of his bureau but when he continues to escalate and he cuts off part of his own economic prosperity, that industrial zone between north and south korea and then he starts moving military hardware and continues to escalate his language talking about launching a nuclear attack against the united states, i think it would be foolhardy not to do anything. you can imagine the consequences if something were to happen and the response from u.s. officials is we just didn't think he was

serious. >> richard, when his father did this, did a form of this escalation back in the early '90s, it ended with some real talks that began with easing economic sanctions. is this what we think he's trying to do? how does this end? >> reporter: it's very hard to know. the japanese today think that this might end with a missile launch, maybe a test launch, that missile that was moved to the east coast today. if you look at the geography, once you move it to the east coast of north korea, you can fire it south to where we are in south korea. you can go due east toward japan or you can go further south from japan heading toward guam. assuming they don't fire it into china which nobody thinks so. the japanese are worried there could be a test fire that would stir up a bit more crisis even more rhetoric and then at that

stage perhaps north korea ends it but it's really just speculation. we don't know what the north koreans are thinking. our human intelligence in north korea is not very good. it's been difficult for the cia and other agencies to penetrate north korea. operational security is very good. and when they have problems, if they have suspected spies, they take them. it's a difficult regime to get intelligence access to. how it plays out, we really don't know. i think the larger objective is two-fold. one, to establish a wartime environment so that the leader can more solidify his credibility and shake up leadership but also to get the world to recognize that korea and north korea is a nuclear armed power and that's almost what the defense secretary was saying in that statement you

president obama is on a two-day fund-raising swing in the golden state meeting with groups of big money supporters last night and again today. leads up to opening act for the midterm fight and the president is making sure he does all can he to boost democrat chances of winning back the house in the midterm election. david, three weeks ago house republicans and president obama have this meeting. all of the questions are you're not really -- you just want to defeat us. you just want to take over congress. no. no. i want to work with you. three weeks later he's on the campaign trail. the picture sort of matches with

what the fears among house republicans. >> they just felt what he was trying to do is build a second term agenda with nancy pelosi becoming speaker again. he has issues he cares about with guns and budget issues that we're not talking about as much anymore that were big three weeks ago, this has really become a new reality. there's no question as much as the president would like to get things done on immigration and guns, watered down versions, he still would like to look toward the last couple years with nancy pelosi if he can pull it off. >> it seemed like he apologized for being there. i want to work with republicans. i'm not speaking for nancy. pelosi hates when he praises the opposition a bit but he was still there. >> it's funny. there are two very different views in the congress. republicans assume he's already campaigning for '14. if you ask house democrats privately, they say that he

never does enough. they are thrilled he's doing anything at all this early or whenever. so it is striking that he's there. if he does want to get a lot of his agenda passed, he's not going to do it unless he has democrats controlling the house and senate. >> does it move -- at the same time he's doing this yesterday, dan saying that he'll sign anything. >> on immigration he's going to have to sign what republicans can ultimately deliver on a pathway to citizenship. 12 years and wishes it was eight. >> he wants certainty when he enters into this system. t one other point, he's also campaigning for 2016. this grassroots organization, they are thinking about building what karl rove hoped he would get with republicans which is permanent republican majority.

>> speaker boehner will not bring those bills. not at all. it's interesting. he used it last night to say this is how you need it. if you care about this issue, you need a democratic house. before we came on for break we were talking about republicans and outreach and they are trying to figure out how not to make social conservatives mad. appeasing gay marriage. yesterday a big push by rnc to go to the pro-life community and say we'll fight on abortion. >> and republicans are doing just that. new restrictions for abortion clinics in alabama. there is a push by republicans nationally to keep these issues alive. >> this is about the base. this will hurt with women voters. >> this is the struggle for the party which is what direction do they go.coming on line for an issue. in a primary process, it will be

dominated by social conservatives. they're going to loom large. >> there's a split between abortion and gay marriage. if you talk to conservatives, they'll say numbers on gay marriage are trending away from us. on abortion they are static as ever. in some ways our folks are as pro-life now as they've ever been. >> state of virginia is going to be where the biggest political race in the country is going to take place. it is going to be where we find out that republicans learn their lesson. yesterday doing something that everybody else got rid of. he's appealing the anti-sodomy law on the books. >> subtext here is this is not an issue had he resigned. there's tradition in virginia that when you run for governor and he's chosen not to do that so he now has a political issue on his hands. a lot of folks in commonwealth are shaking their heads saying this is you why step down so you don't deal with these kind of

issues. but look. cuccinelli is not going to waver. they want to know if electorate in virginia going to look like 2012 electorate and it will be hard for him to win. >> you have chris christie in new jersey rolling into re-election. you have other face of the republican party, ken cuccinelli. the two of them represent this personality clash that the republican party is trying to deal with. >> they'll have to resolve this before 2016. these are important tests. look at what happened to mcdonnell on issues of abortion in his own state where he saw that backlash. there's danger in the commonwealth. >> mcdonnell himself a true cultural conservativconservativ. when he ran for governor he downplayed those issues. will cuccinelli do the same thing? early signs are he's not going to. >> james carville signing on with hillary superpac.

malcolm smith is at the heart of a plan to bribe his way on the ballot for mayor of new york city. if that wasn't enough, how about this? smith who is a registered democrat wanted to get on the republican primary ballot. to do it he needed approval of three of the city's five republican chairmen. he was two-thirds of the way there. joseph is accused of taking $15,000 in exchange for his signature. vice chair of the queens republican party allegedly asked for 50,000, half of it up front. a republican city councilman is accused of trying to get the republican power brokers onboard with this conspiracy. it was putbluntly on tape. that's politics. it's all about how much and that's our politicians in new york. they're all like that. you can't do anything without fing money.

the fell prosecutor referred to new york's long history of political corruption when he announced the charges. >> the charges we unseal today demonstrate once again that a show me the money culture seems to pervade every level of new york government. it ensnares republicans and democrats, party officials and leaders and corruption in the city, the suburbs as well as the capital. >> six people including senator smith are accused of bribe ry, extortion and fraud. since 2006, nearly a dozen new york state office holders have faced similar crimes. everything from theft and bribely to rabribe bribery to racketeering. the lawyer for one of the party bosses now facing charges

suggested it's just the way the system works. "it seems that they are trying to make the business of politics as usual into a crime." it is a crime. joining me now, you know, a lot of this stuff is old school politics but this stuff seemed like rank amateurism too on a level in a town and a state that has people like michael bloomberg and andrew cuomo high level politicians. this was low level petty crime. >> no one accused people arrested this week of being the best and brightest of new york politics. far from it as a matter of fact. this is what you get. frankly among other things the problem -- it's interesting that you mention michael bloomberg and andrew cuomo. he's mayor rrried to a celebrit has a ton of money.

base salary of state legislator in new york is $79,500 and it's a part-time job. there are some who say that pretty much opens the door to people always desperately looking for more money and it breeds corruption. >> so this whole thing and i know that this is a complicated scheme. some of this has to do with some of these democrats and the state legislature trying to help republicans keep control in the legislature and it seeps into republican politics in new york city. this gentleman, mr. smith, had no chance of becoming a republican nominee. there are two more serious candidates for republican mayor. >> liberal black democrats, life-long democrats don't usually get elected in republican primaries. >> what was the point? >> there's two possibilities. one is he thought he could get at least 48,000 votes. 48,000 is the number that mike bloomberg got in 2001. there are not that many

republicans in new york. with a little luck and a handful of votes you could probably pull it off. the other possibility, chuck, is that we have a 6-1 matching funds program for city offices. it's supposed to be a reform. you get tons of public money if you raise even a little bit. it turns out, you know, malcolm smith reportedly blew through $2 million in campaign funds over the last five years and basically had no opponents. he was having lots of campaign meetings at steakhouses and taking trips overseas and doing things like that. there's a reason to run a campaign even if you don't have a shot of winning. >> now we know -- it's been over the last couple of decades outsiders of new york city politics have a better shot at becoming mayor it seems sometimes because anything that touches the establishment inside city politics hurts. it's a long way of asking if anybody is impacted by this scandal that's a real candidate for mayor, is it chris quinn? >> she has rivals beating up on

her. one of the people arrest ed is city councilman saying this is what everyone does and my discretionary money that every council member gets i can steer it to you and we don't know what happened or what would happen but he talked about it so freely and this is long a criticism of the city council and under quinn's leadership a number of people have gone to prison or been convicted of doing that. taking earmarked money that she has control over or oversight over and putting it into all kinds of places it doesn't belong. >> it doesn't take a brain surgeon to figure out that running an outsider campaign saying i have no ties to this new york city internal corruption of albany and city council and all that stuff so who is best positioned to run a campaign like that now? >> you know, i don't know -- of the four democrats who are the leading candidates, all of them are or have served in public office. one of the leading critics of

quinn was a former council member saying we have to shut down the system. there's too much corruption. they said you gave away $5 million in earmarks when you were in the city council. nobody is clean in this one. >> does it open any of these with grocery store on the republican side or does it give s any realistic shot? >> it might. grocery store magnet, one of the people arrested was his campaign lawyer. >> everyone is touched here. >> yeah. we've got a broken system. that's the one thing everybody agrees on in both parties. >> unbelievable. right in front of the noses of the media capital of the world in new york city. always good to see you, sir. thank you. >> you too. thanks. we'll show you the interesting way that dcc is getting involved in the south carolina special election. white house soup of the day. this is just fun to pronounce.

we've been covering the gun issue a lot. we've been covering immigration a lot. we haven't been covering the economy. >> now this is interesting. we have another jobs report tomorrow. what's been fascinating about the economy is that the vital signs of the economy are improving and they are improving and it's gradual and slow but what happens when the economy starts improving and by the way our wars in iraq and afghanistan are winding down. issues like immigration, gun control, social issues. look at some of the things that the rnc chairman has said about social issues. those things come to the forefront. that's what we're seeing. >> fred, are you surprised that this public opinion advantage on this issue on guns in particular, particularly background checks, has not moved republicans at all in congress? >> no. i think all of us could point to numerous issues in which politicians of either party are not where the public is. i think there's republican primary politics involved. i think there's nature of their
