checks. >> the opponents of some of these common sense laws have ginned up fears among responsible gun owners. if there are any folks out there right now who are gun owners and you've been hearing that somebody is taking away your guns, get the facts. we're not proposing a gun registration system. we're proposing background collection for criminals. >> in a quinnipiac poll released today, 48% of voters said they believe the president could use the information to confiscate legally owned guns. joining me now, press secretary for the obama campaign, ben la bolt, jonathan alter and managing editor. it is great to have you here. the quinnipiac poll released out today saying 48% of voters think this could lead to information being used to confiscate people's weapons. people that have a second amendment right to own them.

how do you get people to believe otherwise if almost 50% of people believe that that could be a problem? >> well, we have a background check system that is in place today that makes clear that the government certainly isn't using this to take your guns away. and you saw they remain 90% support in there to pass universal background checks. a majority of republicans support this. a majority of gun owners support this. now we need on organize. that's why groups like mayor bloomberg's super pac is spending $12 million on the air to back up members of congress who support this and organizing for action, held 130 events in congressional districts across the country. it takes organization to pass this legislation. otherwise, the nra will be the only game in town spreading this misinformation. >> when we look down at the micro level of what states are doing, we're about connecticut and maryland being able to work with bipartisan groups to get something done. to sign what we're seeing in connecticut today. this new legislation into effect.

as we look at other states since newtown that have made some drastic effects on loosening the laws, we'll state, it is arkansas, kentucky, maine, mississippi, michigan, utah and virginia. let me ask you. does this give the better picture of the dichotomy of where we are as a country where we have rural areas competing against more urban areas and the people that live in these city centers to farmland could have different views about what it means to be a gun owner. >> it used to not break down so much along party. it was more of a rural/urban thing on gun control. i don't like to use that word gun control. lately it has been more of a democrats versus republicans kind of issue. the republicans now seem to be digging in against a position that not only did they support in the 1990s, but the nra supported. universal background checks.

that was the nra position which they are now fleeing from. we have we have to make it clear to the public, as ben said, there is nothing any different than has gone on for many years. background checks before gun purchases. the only issue is extending those checks to gun shows and other places where guns that are often used in crimes are illegally purchased. >> you would think that would be a very logical place to start, to tighten things up and make more secure for people that in this country have a second amendment right to have one. they should have it legally and make sure that they've gone through due process to have it. >> but what happens now, if you are somehow deranged or you have criminal intent, and you know that you can't go buy a gun at a gun store, because of the background check, you go to some other place for some other kind of purchase that is currently

unregulated. so all this is aimed at is trying to save lives and prevent crimes. and once the country is mobilized, and once the issue is joined, i think we will learn that the nra is a paper tiger in many areas. like any bully, must be confronted and beaten. >> so everybody in washington, d.c. might agree with you about the paper tiger thing. yet they still cow tow. >> of what the nra provides. we hear from rachel, i want to play this for everybody. senator blumenthal on jansing and company talking about wlaes hopeful to see. it could be a long shot to get something done on the assault weapons ban. take a listen. >> i believe that we'll have a bill that bans illegal trafficking and straw purchases, strengthens school security, provides for background checks to all firearms purchases, that we'll have votes as well on the assault weapon ban.

>> rachel, break that down for us. is there really a possibility that they could get a vote, that it could move all the way to a vote? it doesn't seem as if the assault weapons ban has the life to truly even move that far. >> there is real question about what will get a vote if anything. senator harry reid has to decide what to put on the floor when congress comes back next week. if he puts the bill on it that contains assault weapons, even the bill that passed out of the judiciary committee, that won't go anywhere. he has to come up with a chance of some bill that's passing through senate. assault weapons pretty much off the table. they could vote on an amendment on that but it is not going to pass. can you get background checks and what that will mean? will records be kept? >> when you talk about background checks, we see overwhelmingly 91% of people asked in the country feel that background checks, that is an

easy fix that could and should have bipartisan support very quickly. ben, as people talk about the fact that as after newtown, the appetite to move swiftly on this, even though president talked about it directly in colorado yesterday, it seems the appetite has waned. if the people in this country feel background checks is a easy to get done, with bipartisan support, how come elected leaders in washington aren't listening to the constituents? >> i'm not ready to write this off. senator mccain has made clear ellen gauge on this. there is already bipartisan support. senator kirk said he would support background collection and look at republicans in states where the president won. like senator collins and senator heller. they're considering this. ultimately, i think the president negotiated from a position of strength. he introduced a comprehensive package. he knew that at the end of the day, not all of that would get done. when there is such widespread agreement that something that could prevent murders that we've

seen year after year as a result of criminals being able to purchase weapons, either online or from private sellers, we can simply close that loop lowell. there is still a chance for action. there is bipartisan support. the bill is out of the judiciary committee. >> a lot of people when we discuss where we are right now about gun violence and the conversation itself, we do use what happened in newtown. then we have aurora, colorado, we have gabby gids still on the road to recovery. her husband appeared on "andrea mitchell reports" in the last hour talking about background checks and where we need to go. >> it took about 5:36 to do a background check, to walk out the door with a gun. that is, you know, that's not a burden for anybody. so we need to make sure that 40% of the guns sold without a background check, that that changes. >> are you still surprised by

the fact that after a sitting congress person was almost assassinated by simply doing a congress on your corner, that our elected officials have let an aurora go by, a newtown go by, and still drag their feet to do anything comprehensive on gun violence reform in this country. >> i'm not surprised by it. it has been very tough on this issue for a long time. the reason it is so tough for those who want common sense reform is that the people who care about it have all been on one side. they've all been on the nra side. what we're finally seeing with the presidential leadership is an effort to make people care about it on the other side. that is what has been lacking in this debate. tell these members who come from blue states, the senators and members of the house, they come from blue states. if you're on the wrong side of this issue, we're going to get you at the polls at the next

election. you're finished politically if you don't vote for common sense reform on this issue. that has not been the state of play in politics. the only people looking at their own political demise have been those with the nerve to vote in favor of these provisions. the nra owned members have had no penalty attached to their support for these absurd nra positions. that's what has to change. if it starts to in these off year elections, some of these special elections, then in 2014, you will see a big change in this country. >> the president on his way out west as some people are calling it, to go out to get money for 2014, to get democrats elected, did stop in colorado to speak and fire people up about this issue once more. take liberty. >> she said, you know, if i was living out in a farm in iowa, i would probably want a gun, too.

somebody just drives up into your driveway. you're not home. you don't know who these people. are you don't know how long it will take for the sheriffs to respond. i can see why you would want some guns for protection. >> president still tries to keep the credibility on his devotion to the second amendment. the fact that he believes in gun ownership in this country. do you think that he'll be able to successfully get anything done? >> this is a particularly tough issue. he probably has a better chance with immigration reform which will also be on congress's plate when they come back next week. that's also at a critical moment. the president has two big issues to divide his attention between and that's not even getting to the budget. don't forget, he'll be unveiling his budget next week as well. a very busy couple of weeks coming up for president obama and he will have to decide how much attention to give to each of these issues. >> thanks so much. appreciate your time. now for the very latest on

north korea's hostile move. they said the north has considerable range on its east coast. meanwhile state tv said we've formally informed the white house and pentagon the ever escalating nuclear threats will be smashed by the strong will of the people. the united military and cutting edge small light nuclear strike means. all this comes after the pentagon announce that it will deploy an antiballistic missile system on guam in the pacific. jim maceda joins us. what more do we know about the missile that has now been positioned on the east coast of north korea? >> reporter: the report is coming from the south korean military. it is based on western intelligence. the missile was being transported to a location close to a missile launch side. it appears in the satellite

imagery which we have not seen to be a people range missile. it has a range before 1,800 miles. that would reach all of south korean targets as well as u.s. bases in japan and probe as far as guam in the pacific. now, it has to be said that north korea has never tested these missiles before. and this would most likely be part of a missile test, rather than an attack. also, korean experts do not believe that the kim regime has the capability at this time of launching a nuclear tip missile, period. that said, this comes as you alluded to on the heels of the latest threat from pyongyang of an attack on the u.s. with multiple nuclear devices. the u.s. is taking notice. it is beefing up anti-missile batteries on guam where we have a significant military base. now we've got two guided missile destroyers as well, off korean

waters. monitoring the situation. so the peninsula finds itself on a war footing. the bigger problem, driving all of this really is the collision course that north korea and the u.s. is on over kim jong un's stated goal to have nuclear weapons. tuesday sees north korea as the aggressor. the north koreans see themselves surrounded by nuclear super powers. china, russia, the united states. and they say that they need the bomb to survive. now, that is not necessarily crazy. listen to what this highly respected american analyst told me earlier. >> i think part of the problem is a measure of truth to what north korea says when they say there is a deterrent. the fact is the korean war has not ended. we're in a country in south korea that is still technically at war with the country to its north. just up there.

and the reality is also that north korea is an incredibly small, weak state. >> the u.s. position, of course, is that north korea must be pressured, even punished until it gives up its nuclear arms and its nuclear ambitions. so far it is this enormous impasse. >> thank you very much. i want to write in now east asia expert gordon chang, the author of nuclear showdown, north korea taking on the world. i think you heard most of his report, what is the chess match between the south and the north and the u.s. being an ally. the rhetoric has ramped up to the point of having a lot of people involved. when we see that military efforts are being utilized to put an antiballistic missile defense system in place near guam two years ahead of schedule. but let's talk about what the expert that jim maceda had the expert to speak about.

that north korea has a point when it talks about being sandwiched in between super powers of china, russia, and the u.s. it wants its own nuclear arsenal. >> and even since 1964, maybe even earlier. then north korea was under the soviet nuclear umbrella so they had all the nuclear weapons they ever need. what they see now is that china is a friend, some sort of a hostile one. so you have a situation where you have a militant regime which wants a deterrent. they end up doing things which are aggressive. and of course they want to protect themselves and make sure they're not subject to retaliation. i think it really is the nature of the regime. he founded a military regime with the fifth biggest army in the world. >> when we look at south korea being on the precipice here of whatever strike may happen first. the missile capability as we understand it, the north does not have to reach truly reach

any sites that would be damage to the u.s. since we do back up the south, it will only take a very small escalation of the north doing something aggressive to the south that then draws us into war. >> that's right. the south korean military is just sick and fed up of taking blow after blow from the north koreans and not retaliating. 2010, 50 south koreans died. south korea, no meaningful reaction. so i think the public is also very concerned about all that's going on. they are losing confidence in the u.s. to defend them. so you have a south korea that is primed to strike. >> what is going to be the first indicator for people looking for the simmering down process to go into effect? what would be a good sign that we are getting away from something more aggressive? >> april 17th. maybe the 16th. april 15th is the 101st

developing news, texas governor rick perry announcing a major reward to help find whoever killed a local district attorney and his wife. detectives do admit that they need the public's health in solving the murders of mike and cynthia mclelland. another prosecutor from dogman, mark hassey. and there is an fbi effort to show force. >> today i'm announcing that my office is offering a cash reward of up to $100,000 for information leading to the capture and indictment of those responsible for the deaths of mr. and mrs. mclelland as well

as the nation debates gun control, there is a somber reminder of the widespread impact that gun violence in our american history 45 years ago at 7:01 p.m. tonight, gunman james earl ray shot and killed dr. martin luther king jr. he was standing on a balcony in lorraine, tennessee. he was speaking for sanitation workers. some of those same workers are holding a day of remembrance today. it is one of the tributes, memorials and rallies happening around the country right now. joining me in the studio, naacp president ask ceo, ben, it is always good to see you. it is an important day as we look back and reflect as a country. now we have this new publicly never seen video that "dateline" helped enhance and restore that shows some of our living history from 45 years ago of the killer

james earl ray and what he went through in booking. this was kept under raps for so long and it is really a time capsule as we look back. where are we today? 45 years later. what would dr. king think of how we progressed? >> you know, the more things change, they have changed, the more things stay the same. so on the one hand, i think as a society, dr. king would say there is a lot of positive change. the south has changed in many ways. and yet as justice said, we still need the voting rights. he would look at gun violence in this country and feel very familiar with that have the way some of our leaders still feel stalked. we have a trial going on in detroit, preparing for trial. the man convicted killer who left prison, white supremacist, and after prison, after being

convicted of homicide, went out and bought 40,000 rounds -- 40,000 bullets, multiple military style weapons. when he was captured, he had a map tower headquarters and a plan to kill our president in detroit and a fellow jewish leader there as well. that hasn't changed. we still have those dangerous lone wolfs out there. what has changed is that our cities are now more rife with the very type of violence that killed dr. king. and there is a need for our country to take that as seriously as we possibly can. to make our children our most precious resource as protected as possible and i think he would be very frustrated. dr. king talked about the need to fight poverty, militarism and racism. we have allowed our cities to become militarized in a way that would unsettle him greatly. >> certainly president obama is trying to get the ball back in his court, so to speak, having

the fire needed around the country and in washington, d.c. to move on some type of legislation for gun violence reform in this country. as we used president obama as an example, and americans see the first ever african-american president, does that give people a reason to think that we truly do live in a post racial america when we really don't? >> certainly, some people have tried to make that argument. i think when we looked at how our country, some part of our country reacted, we saw the rise of the tea party and frankly, the most vocal profane element of the tea party out there. it reminded people that we can't be post racial until we're post racism. we can't be post racial as long as people are showing up to rallies when they put the white back in the white house. and we as a country, i think all ultimately, most of us yearn to

to get as much done with fubl party over the next two years as i can because we can't have perpetual campaigns. joining me live, senior political editor mark murray. the president holding these early democratic fund-raisers for 2014. this is in sharp contrast to what we saw four years ago. what's different between now and then? >> the biggest difference is in 2009, the obama administration was just getting its government up after winning the white house. it was also dealing with an economy in free fall. a lot of those factors contributed to you didn't see the president jetting to so many fund-raisers, particularly with the 2010 replied terms in mind. this time it is different. president obama doesn't have to worry about running for re-election again. and there isn't the same type of economic collapse and also kind of national crisis going on. and democrats certainly want to take back the house. they want to control the senate. that's why you're seeing the party's top fund-raiser making the stops. >> to that very point, especially about the house.

you and our nbc first read team notes that if it had its struggles, the white house would have preferred to hold off on fundraising for a bit. why is the sweet spot right now? why would the president agree? >> well, he has to agree here. one of the things in 2012, all the money that president obama raised, all the events went to his re-election campaign. he really didn't help out house democrats, senate democrats all that much. now it is a little bit of a payback time. and you know, with parties so focused on the next elections, there is always this ability to be able to have your top person go, raise money, shake those fundraising trees and help us stack the party's coffers. >> the president said himself last night in san francisco, saying we can't continue to have these perpetual campaigns while he is out fundraising. so doesn't that hurt his chances of getting movement on immigration? his chances on getting movement on gun control? hurt his chances on where we are with the budget?

>> you have to really walk this fine line between being the head of your party, that means raising money, and being president where you're trying to get bipartisan pieces of legislation done. that's why immigration seem more doable than gun control. for republicans to avoid the type of shellacking they received in 2012. normally that's a recipe for getting something done. you are right, politics often clouds things. the party is always suspicious. but odd years are the times for governing. even years, the time for campaigns. >> i don't think we need to point out the president was preaching to the choir last night, certainfully san francisco about nancy pelosi and having her back come 2014 in place as speaker. they would have to take out 17 seats to do that. what is the possibility? >> right now, it doesn't look very good but things can change. at this time four years ago i think you and i were talking about how the democrats were just fine. the republicans' brand was down

topping the agenda when congress returns next week, immigration reform. there is a growing number of latinos that is shaping the conversation on that hot button topic. they are called evangelicass. it great to have you with me. as we look at the math of it, do the numbers really reflect how many latino protestants there are in the u.s. right now? and how fast it is growing? do they accurately describe the number? >> thank you so much for having me. it is quite a story. evangelicals, many are converting from catholicism and joining the protestant ranks. they are born again believers and denominations, individual christian denominations across the country have individually recorded significant rises in

their hispanic populations throughout the last decade and specifically the last few years. as a national trend, latinos are about, or 68% of the catholic population, latinos are catholic. and what we're seeing is that over the next 15, 20 years, that number is going to decrease from about two-thirds down to potentially about a half. and so -- >> it is really fascinating when we look at that trend and how quickly that can happen. one of the interesting things that you appointment out in your article. you say that the evangelical boom is linked to the immigrant experience. they are socially more conservative than hispanics but they are faster to fight for social justice than their white brethren. it seems like a very conflicted religious social outlook. >> that's one of the things.

many americans and even religious americans don't know about this population. so our categories make us say, wow, this is so surprising. you have a demographic that is very conservative when it comes to family values. many evangelical latinos do not support abortion, do not support gay marriage. the nuclear family is absolutely prized, key. and yet at the same time, these are the same groups of people who are very active socially, taking care of their neighbor, making sure that they're fighting homelessness, making sure that all of their members have food to eat. and it is really quite something, as you say. it is an opportunity one might say for republicans to bring them into their fold on the social conservatism aspect. and yet on the other side, many of their social activism tendencies seem more in line with the democratic party.

take a new orleans sheriff took the witness stand. behavior was caught on camera and these videos emerged during previously scheduled hearings over whether the federal government should take control. it shows them with drugs and a loaded gun. the sheriff promised to address the public later today. mark potter is here with me. >> the hearing that's underway now is talking about an agreement reached late last year between the sheriff, the justice department and inmate advocates over improving kths conditions at the opp, the orleans prison.

the prison expert testified that 32 inmates were stabbed there last year alone. 700 prisoner assaults were record then. and testifying today is the sheriff, marilyn gusman. he is expected to be asked about those conditions. it could be sometime around 5:00 eastern time. now in the second day of the hearing on tuesday, that video was released that has caused so much of a controversy here in new orleans. it was shot apparently four years ago by an inmate with a cell phone and an antiquated building called the house of detention. in one of the videos that has caused the most concern, it shows an inmate waving around a handgun which appears to be loaded. a glock handgun inside the jail cell, inside a crowded jail cell. other inmates can be seen shooting up or snorting drugs. others are seen partying and

drinking beer. and one inmate who apparently walked out of the prison could be seen cavorting down on bourbon street around the strip clubs and how he got there is still being discussed. the mayor of new orleans, mitch landrieu has described this video as outrageous but he said he doesn't agree with this agreement that has been reached because he doesn't want the city to have to pay millions of dollars to fix this jail which he claims is badly run. he wants the federal government to take it over. to move the sheriff out. the sheriff has said that while there are problems, it is not a constitutional issue. he has blamed the city in the past for not funding the jail. so it is a big back and forth. a judge will decide what will happen. and again, we expect to hear from the sheriff sometime maybe in a couple hours or so. thomas? >> i think badly run is a real understatement on this one. mark potter for us reporting from miami. thanks. time for the "news nation" gut check. the white house has announced president obama will give 5% of his salary back to the u.s.
