authorities caught tamerlan tsarnaev on a wiretap talking about jihad to his mother back in 2007. >> if the russians had given the fbi the information they had regarding the mother and the son and the views on the mother's radicalization, it would have changed the investigation and again got to the bottom of this more quickly and headed this entire disaster off. >> there's more. chairman mike mccall saying there's rush to judgment and the boston bombings could be part of a bigger conspiracy. they want to know more about how tamerlan tsarnaev name got misspeeld on span airline ticket and they're asking why his trip back to the region did not raise more of a red flag. i want to bring in both of you and let's start with susan.
7:01 am
>> when you look at it wob could this wiretap have been a game changer and what do you do about it if you're in the administration or if you're in congress. >> it could have been. white house said the fbi did a serious inquiry clearance on this guy when they got the query from the russians but they didn't know this latest story about the use of the word jihad. so surely that would have prompted a more extensive investigation. you know, the fbi of course is doing this hundreds and thousands of times checking out people that foreign governments raise questions about and the question is at what point is the investigation can complete? at has what point do you need to do more, have continuing surveillance. this is one of the big egs things that is going to get explored in the aftermath. >> where is the line. it souds like the russians are being very protective about
7:02 am
thash sources. >> take a listen. >> there was a wire intercept that was the basis of why the russians provided this lead to us. we don't have much more than that and my guess is that the russians do. if they were eaves dropping on the mother or eaves dropping on some other suspect that the mother was in contact with, there had to be a reason they went up on those people. the question is why they were listening to her conversations? you know, sherry is there still a distrust here or is this really part of the way intelligence is handled in the process. >> well intelligence is not necessarily a science, especially in these cases, it's an art. and shift brings up a very good point, there had to be a reason they before listening to this particular mother and son's conversation. what i'm doing to be looking at is how republicans are going to react to this. are they going to call certain people to testify and which people from which department.
7:03 am
t >> susan is there any doubt there's going to be some hearings in congress to dig deeper into all of this. >> yes, of course i think we'll have congressional hearings to explore various questions including the decision to mirandize the suspect, the surviving brother after interrogating him for about two days under the public safety exception. you know that's something we've heard concern about on the part of some republicans. i think the biggest issue we're going to see explored is was there -- did these two guys act on their own basically getting information after the internet or was there some larger connection to terrorists or terrorists groups in the united states or elsewhere behind the bombing. >> how wide is the question, these questions in congress? i think they're about to be very wide. this is going to be the number one thing that house republicans are going to talk about this week. grant nd it's a recess week so
7:04 am
they're not here but they're going to be talking about in in their districts and tomorrow. susan brings up whether or not this is a widespread investigation -- excuse me, a larger terror plot. fbi was very quick to say know and there are some house republicans who are doubting that right now. >> i want to bring in congresswoman caroline malone any. you've heard some of our conversation. do you share the concerns of some of your colleagues? do you believe that something needs to be done in congress about this. >> absolutely, especially knowing their next target was new york city and times square. one thing congress can do now is pass the gun safety laws. as i staund right now the next tamerlan can go to a gun show and buy all the weapons he wants, no questions asked. i think at the very least congress should pass gun safety laws that law enforcement is asking for. law enforcement really wants the
7:05 am
bill ash actually i authored it several years ago, making trafficking gun as felony. let's stop this. raising the penalties on straw purchasers so the bad guys who are buying guns for other bad guys, we know they're going to get more than a slap on the wrist. that's important. >> talk more about that. you gave a very paugs nate speech on the floor on friday and your concerns were making the connection between gun legislation as well as what has happened in boston. >> exactly. >> dig deeper into that. >> as it stands right now tamerlan was on the terrorist watch list pop so we know a gun check would stop him if there was a background check. but the next terrorist can go to any gun show and buy a hundred round magazine, they can buy all of the assault weapons they
7:06 am
want, no questions asked. even though 90% of americans want gun safety. this in no way inflings on a law abidesing american's right to go hunting. for the terrorists let's pass sensible gun safety legislation. all of us needs to turn up the heat on this, the president, legislators. it's not poll numbers, it's not politics. it's lives. 30,000 people died because of gun violence last year. >> what do you make about mcmccall's statement about the possibility of a wider conspiracy. >> i am sure that the fbi, the cia, the national protection system, the homeland security smm is looking into absolutely every lead. what is very different now, we have both china and russia working with us taking stands against north korea and cooperating now with this, the suspects in the terrorist
7:07 am
bombing in the boston marathon and they are working with us. this is a worldwide problem we have to work together to really stop these terrorists active tif. so what's more important than meland security? what's more important that protecting our people? it is the top priority. >> going back to your speech on friday and what pat too my said, my own view is very simple. the senate has had its vote. we've seen the outcome of that sloet. i am not aware of any reason to believe that if we had to vote again that we'd have a different outcome. end quote. how would you restart the conversation when you have senator too many my saying i am done. >> you keep trying. all of us have to remember the faces of the 26 children and the six teachers who were innocently mowed down with many rounds of ammunition. we need to stop this.
7:08 am
we have to have greater resolve. we need to keep a focus on it, keep involving political leaders, civic leaders in making this happen. it's the right thing to do. it's sensible. law enforcement is asking for it. let us help them from the strength to protect us. crack down on people trafficking illegal guns. let's pass it. >> based on what we saw there, is it done for this congress. >> it's never done. you keep trying. they told me for ten years we couldn't pass the health and compensation bill. kept it on the front burn r, we kept trying to push the. it will pass eventually because it is the right thing to do. it's part of homeland security. we should bring it back in the house an senate and pass the reforms that law enforcement is asking for. >> democrat from new york.
7:09 am
>> always great to see you. >> it's not over if you listen to joe manchin. let me play this. >> i don't think he's done. i really don't. . i was with pat last night and he's totally committed to this bill. we're going to work this bill. i truly believe if we have time to sell the bill and people will read the big -- i'm willing to go anywhere in the country, debate anybody on the issue. read the bill and tell me what you don't like. >> she says it's not over and this morning at a speech, eric holder saying something similar to that. congress has a lot going on, we've got immigration, budget, sequester over the weekend congress looking at the boston bombings in addition to that. the question might be, do they have a time for a gun safety bill to be passed here given they've already had the initial vote? exactly. so gun control obviously adamant that it's not over.
7:10 am
i would not say it's over or not over. i would say it's going to go on pause for a while while congress deals with the other issues. they're looking at what it took to pass the assault weapon ban back in the 90s. it took several tries and could take several congresses. look at the elections in 2016. pat toomey is up in 2016. his poll numbers went up. you can't help but wonder if a lot of republican senators who are up in 2016 who represent blue states won't see the same thing coming down the line. >> you are reading my notes again. susan over to you. let's talk about that poll. you know, it moved. pat toomey got a bump to 48%, she saw the opposite, a so point drop since october. so when you look at it is this an issue that skroeters will
7:11 am
remember going forward if you look at the poll numbers now. >> that gives you the path for supporters to think maybe there's a chance to get the done. they calculate if they could flip one republican senator and kelly might be the one for doing that that the four democrat senators who voted against extended background checks would come on board and you can could get it through the senate. but this is an issue that is going to be part of the debate. joe manchin is going to make sure of that. if it starts to move again you assume pat toomey would come back on board. hard to do absolutely. impossible, no. >> is toomey the only dance partner for him. toomey is a great partner for him in that he's somebody that has a top rating from the nra. he's a valuable partner but they've got to get at least one more republican senator. that's the task.
7:12 am
>> trying to get to that 60. you know, a piece in the national journal, round two for gun control might take a new newtown. it sounds callous and cold but is that the only way that people will pay attention and they'll have a surge in the senate to get this done. >> yes, it does sound a little callous. but congress is a reactionary body, especially this congress and time is the enemy for them. so the longer it goes after newtown, the more easily i think a lot of members forget what happened there and how greatly the public reacted to it. yes, i do think it takes another major public event often for this kind of thing to really have more legs. >> quiet in d.c. but not when it comes to the issue. appreciate it. senior prime minister escaping an attempted assz
