appears to be the case as we get the latest fatality numbers. many fingers crossed across the region and the country that that number stays where it is. msnbc coverage continues with rachel maddow. >> we continue with the scene still unfolding in oklahoma city as recovery efforts continue after this massive, perhaps unprecedented tornado. the latest death toll from the state medical examiner is 51 confirmed fatalities. the state medical examiner says that number is expected to rise. at least 20 of the 51 fatalities accounted for so far are children. hospitals are treating more than 120 patients tonight including about 50 children. the high number of kids among the casualties tonight is because two elementary schools

in moore, oklahoma were in school and among the structures that took a direct hit from this storm. moore is a suburb of oklahoma city. it's got about 65,000 people. there's a number of schools in the area. it's not a particularly commercial district. it's a residential district. you have a lot of neighborhood schools there. two element schools were right in the direct path of the storm when the storm appears to have been at its strongest. first responers are saying that all of the children at one of the schools have been accounted for. this picture that you're look at here, the "associated press" sent this out. it shows teachers carrying kids away from the site of the school. you can see the school in the background obviously in ruins but it's not completely levelled. you can see that in the background of this photo. the oklahoma newspaper posted footage tonight of immediate aftermath of the storm. this is remarkable footage.

just some very moving footage of adults finding and comforting some of these very upset kids from the school. this is right after the storm hit. some of these images of these teachers doing right by these kids in this harrowing circumstance, i think some of these images are going to become iconic. i think those will become part of the way we remember this storm. this is outside in ruins of briar wood elementary school in moore, oklahoma where all the kids today are said to have been accounted for. that's saturddly not the case ae other school. the other school is called plaza towers. they were sheltering in the school, possibly a bathroom but we do not know. the whole school building was flattened by this storm.

you saw some walls still standing. first responders are still there on scene live looking for survivors. looking for them through rubble that's piled up to ten feet high. affiliates are reporting that the bodies of seven children have been recovered thus far from what's left of the school. this photo is sent out of an adult staff member rescued from the rubble alive. here is what it's been like on the scene today. >> firefighters are standing on a large pile of debris trying to find these kids that are hopefully still alive. there's a triage center set up on what looks like could have been a basketball court. they are using doors and pieces from the stretcher to get the victims out.

there were 75 people in that hallway that was the safe environment. the walls are gone. the roof is gone. it looks like it did collapse in on itself. i did speak with a sixth grade teacher here. she had six kids with her in the bathroom. she laid on top of them as the storm passed through there. they are all alive. still unaccounted for was kindergarten, first, second and third graders. still no word on those kids now. parents are just now beginning to arrive. >> kids were outside their classroom. they were hugging the side offense that wall. >> looks like they may be communicating with someone. if there's a victim of ta rubble they haven't been able to reach them. it looks like they may be

talking to someone trapped under debris. there are probably 50 people right now on hands and knees pulling away boards and debris in hopes of finding that person alive. >> the scenes from plaza towers elementary school today. we'll bring you more details as we get them. rescue efforts do continue at that school at this hour. the school is beingdestroyed. this is said to be a mile wide at least. classified in the most violent category. that scale goes from one to five. five being the worst. this storm is being seen as an e-4 or e-5. likely an e-5. the tornado in history that's generated the strongest winds ever recorded on earth also hit this same area back in may 1999.

it's stranger to severe weather. since 1999 this area is much more built up than it was 14 years ago. in that context today even in that context reporters who had seen both storms who saw what happened today and what happened 14 years ago some of those reporters said that today's storm was bigger. it caused damage over an area about three times the size of that megastorm that hit back in 1999. this is what it looked like from

a man recording at a restaurant. >> oh, my god. the man who shot that video is safe. he got away. this part of the country was already partially in recovery mode. a dozen tornadoes stretching from minnesota to georgia. two people were confirmed killed in shawnee, oklahoma this those storms yesterday. it was against that backdrop that local organizations in the

area including our own affiliate went into very intensive rolling coverage today and tonight. coverage that was picked up nationwide to give the whole country the closest best view of what was happening on the scene as it was happening. >> it's a mile wide debris cloud. violent tornado. the only way you're going to kwarnt you wi guarantee you will survive is if you're out of way. >> this thing is huge. keep going left. right there. there it is on the ground. >> right down 19th approaching santa fe. we had to bail out because it was coming right at us. we're getting ready to turn south here. >> you've got to act. you can't think or delay. you've got to act. act to save your life and save your loved ones life. you've got to act. >> right there on the backside of the theater.

you have lowes right there. get out of there. you can see the intense power flashes. >> go emily. >> we're about to get in the path of this tornado. major wedge on the ground. >> the whole warren theater area i see a lot of heavy debris in the area that's plumed up. no doubt there's tremendous destruction at that location. >> that tornado is physically on the ground just destroying power lines. big power flashes there. look at that debris in the air. it's 5 or 600 feet up in the air. it's growing. this thing hasn't decreased in size any. i'm getting closer than i want to be but this thing is sucking us in at about 50 to 60 miles

per hour now. we've lost a lot of the debris. it's really fizzling out. i'm going to do another turn here. i'm getting far away but looks like it's roping out. this is over like 149 street. it's gone. >> if you can see this, i don't know how to explain it or describe it. this is terrible. this is war zone terrible. this school is completely gone. it is like you see completely destroyed as kis run up to hopefully their loved ones. this whole area right here is completely destroyed. >> tonight in this part of oklahoma and further east away from oklahoma city there's also the threat of more thunderstorms more possible tornadoes from

oklahoma, texas all the way up to illinois. the danger has not yet passed. search and rescue efforts in moore, oklahoma will continue throughout the night. rescuers are having difficulty getting through the debris as well as downed power lines and gas lines. i-35 interstate, first responders having to get through all of that just to get to the people who may need rescuing. the confirmed death toll from oklahoma state medical examiner is 51 people killed. 20 of whom are children. that number is likely to rise. oklahoma hospitals are treating more than 120 injured patients including about 50 children. president obama has declared oklahoma to be a major disaster area. the white house earlier releasing this photo of the president talking to oklahoma's governor. give you an on the ground

perspective. i want to bring in jaime shelton who is a spokesperson for the city of oklahoma. thank you for joining us tonight. >> thank you for having me. >> is there anything i just said there that's out of date or any new detail to add beyond that summary in terms of what's happening in your city now? >> really me listening to the information right before me coming on was the first i heard a lot of those reports. it's kind of overwhelming to hear the words and the first hand reports from the people that saw it. i'm kind of speechless. >> we appreciate your sharing what's going on. does the search and rescue

operation continue throughout the night? >> yes. our fire engines have lights an spotlights. we have light towers that can be brought into areas to provide adequate lighting to help do some search and recovery, search and rescue. we have a command post set up close to the hardest hit area to help coordinate those efforts. >> everybody is heartbroken about the number of children among the dead and injured thus far and we're worried about whether or not there may be kids under that rubble at plaza towers. >> the reports you're seeing from the different news outlets is what i'm seeing. our guys are out there and doing their best. i know they will be working with lots of guardian angels tonight helping them get through the

debris and getting that school kind of taken apart to get to the areas they need to get to to find people. >> jayme, is there anything you know that the city of moore or your part in general that you need tonight that you're not getting or is there anything you want to let the rest of country know. is there anything that you can ask for or you think we all should know? >> really just thoughts and prayers at this time. we've had assistance sent all over the state of oklahoma. we're okay there. in the days and weeks to come is when we will start asking for donated items. people can donate to the red cross right now. that money will be able to be used here to buy materials

needed for shelters and first responders. >> absolutely. thank you for being with us tonight. think of us as a resource if there's word you want to get out at all. we're here to help. >> thank you. >> joining us live from near the sight in moore, oklahoma where you saw those photos from earlier is jay gray who has been out there reporting. thanks again for being with us tonight. >> good to talk to you rachel. i can confirm that the search continues. i continue to see emergency response teams moving into this area. anyone with a badge, police, firefighter, sheriffs deputies. i've seen them ledding family members through the streets shouting out the names of loved ones who are still missing and unaccounted for at this point. i've seen choppers. we had one fly over in the last few minutes.

the search lights panning across some of the debris here. we've been told the national guard troops on the ground have equipment that will seek out heat in this debris. they will be using that to try to find any victim who is may be pinned underneath what is just miles and miles of rubble here. the governor has said we're not going to stop searching until we absolutely have to and that does seem to be the case here right now. >> one of the things you described earlier was the smell of gas. the infrastructure includes things like gas lines, water mai mains and power lines that can pose a danger. is that still ongoing? >> yeah. we've seen those crews. we've seen power crews doing what they can to repair what they can. a lot of these gas plamains are

underneath the rubble. that's one of the things they are dealing with. the house here there's a broken water main as the water continues to pour out there. there are down power lines everywhere. that's something they will struggle through. you talk about the danger and the problems for these first responders getting into the communities here. we just heard one of the dispatchers on police radio saying they are coming in with more tires to help out those who have flat tires here. social security touch a mess they are trying to work through. >> we heard from oklahoma state police there's been trouble getting responders and recue teams on site because of physical barriers and traffic and other things like that. where you are, you said you

heard them calling out names and trying to get people this is still an active rescue situation, have you seen they've been able to get heavy equipment in. is this something you would expect heavy equipment in because the situation is so delicate? >> we've seen parade of heavy equipment come through this area. i haven't seen them using it firsthand. i know it's here. i know it's on the ground. we don't hear it now. what we hear are fire engines and ems vehicles and police squad cars. that heavy equipment is being moved into place. >> are you seeing cell phone service coming back or any other evidence of communication infrastructure coming back?

>> not as far as i'm concerned and my crew is concerned. my cell phone hasn't worked for hours. some of the data can get through at times but no cell service. when you talk to the survivors that are on the ground here and clearly still in shock, they're asking do you have a cell phone i can use? do you have a cell phone that works? i need to let someone know we're okay. you just can't do it from this area. we've seen a stream of city buses come through within the last couple of hours. i'm talking about more than a dozen that have come through filled up with those survivors and taking them out of the strike zone to areas where they can either stay, shelters or can be reunited with friends or family. that's the good news. progress of getting people out of this area. >> jay gray in moore, oklahoma. thank you so much.

i appreciate it. what jay is saying about communication, you don't think about it being the most important things in a circumstance like this but in terms of reconnecting people with their people so they can let them know they are okay or if they are not. you can imagine how much it addst to the desperation of not using things we're so used to using. the highway patrol is talking about using those buses to get people off the streets into shelter. a number of shelters have opened around oklahoma city area. we'll be talking about the means by which people are trying to let their loved up withes know they are safe. it's not the way we used to do. we have more information on that coming up. stay with us. ♪ [ male announcer ] how do you engineer a true automotive breakthrough?

children at schools and other locations. that's good news. silver lining in these clouds. there's still parents looking for their kids at some of these schools that have not been found and will continue to look for them and hope for the best throughout the evening. >> with so many homes, such a large residential area with so many homes affected, so many families affected, are you confident there's enough temporary shelter for people to get indoors. we know bad weather is hit for tonight and more on the way. >> one thing oklahoma is good at, we're good at responding to tragedies like this.

i hope doipt find out tomorri dw morning there was not enough shelter but we've never had that. >> we've seen such a massive response from fire and police and ambulance and other traditional first responders. we've heard the national guard has been called up. what were they doing? >> i was with the governor. the national guard is good at the response. they are good at providing any necessary assistance whatever that may be. first responder cpr, triage, any

assistance with law enforcement and personnel on the ground. the national guard is providing a great assistance and other soldiers. many of them are from this area. >> we'll be speaking with the general in just a moment. i look forward to hearing more details about what the soldiers will be doing. there's one last thing i wanted to ask you about which is the very sad news about the rising death toll. state medical examiner saying it's 51 dead and they expect that number to rise. they say 20 children are among the 51 confirmed dead. do you have any more information about that? >> that information that you shared is the most up to date.

assistance. what can you tell us about what you expect your national guard members to be doing through the night. >> our first responsibility is to assist where ever we can. i expect it will be providing any kind of search and rescue they need accomplished an assisting those first responders. something like this goes on if many hours and sometimes days. they need some relief. we provide the security for the area and that's keeping people safe and keeping people out of these disaster areas so they don't get hurt and also keeping

the nefarious people out of there who wish to do any looting. haven't had any reports of that. >> there have be no reports of looting in the affected areas? >> not that i'm aware of at this time. >> on search and rescue, i know that's something you and the oklahoma national guard train for. you described the skills and the equipment that you have for doing search and rescue and you'll be bringing that to bear. can you tell us about the kind of equipment and the skills your soldiers have? >> certainly. our teams are equipped to provi provide exactly that. we have a raid detachment to uh 72 helicopters into these areas

and able to seek infrared signals from the area. >> in terms of that infrared technology, i may be asking something too specific but i'm curious how too deeply into the rubble how that might be able to detect a heat source. is this the sort of thing somebody would not be too deeply buried? we have ten feet of rubble. >> absolutely. the deepest part of those areas will have to be sifted through by hand. it boewon't be able to pick up heat signature. those that aren't as deep we would be able to detect those.

i want to show you one piece of footage you may not have seen today. this was the scene in moore, oklahoma just after the tornado passed through that area. >> all fifth graders right here. >> the adults there calling for all the fifth graders. you see the adults, teachers of the cool accounting for those kids. all of kids at that school were accounted for.

that's not the same truth at plaza towers across town. bill thanks very much for being with us. good to have you here. >> i can't imagine what those parents went through. just even those 30, 60 minutes before they found out their kids were safe. we're not done tonight. we haven't had a tornado reported in three or four hours but we're not over this weather pattern yet. it's getting into some juicy air. there's a new tornado watch that goes to 5:00 a.m. for areas around indianapolis. let me take you through it here. you can see the storm is going from chicago all the way down to arkansas. finally those storms in texas have fizzled out a bit. as far as the storms for indianapolis, we're okay. the worth is from the north to champagne. that's where we're seeing the strongest of the storms. everyone in st. louis you have

the all clear. no threat of tornado for the rest of the night. eventually towards the ohio river. you still have to watch the storms going through little rock. you have a severe thunderstorm warning to your west. no science of tornadoes in little rock. i think you will probably get gusty winds. to the south of moore there's strong storms with lightning. at least for the rescue and recovery efforts as they go through the rubble trying to find people alive the weather will cooperate throughout the evening. let me take you into tomorrow. this was day four of our severe weather outbreak. we had 50 tornadoes for today. now we're up there about 65 or so. we'll have another tornado outbreak tomorrow. probably a little smaller. i'm thinking it's not going to these big monster ones.

even the weak ones can still take lives. the greatest concern is in the read area from the dallas area. they will move northeast up into areas of southern arkansas. we're not done tonight. the worst looks like it's over with but we still have risk. >> as we're describing this as a historic storm obviously we're keeping in mind previous huge storms that have hit including one of the biggest tornadoes ever recorded back in 1999. do we yet know if it's appropriate to call this a storm of historic proportions or do we need to wait until that data is sorted out. >> any time you'll get an ef-4, ef-5 it's historic. we've only had nine or ten of them since that one in 1999 in moore. that's the crazy thing.

the measurement is not just about wind speed. it's also about the damage caused. overtime engineers and meteorologists using the scale decided they could build a better system to account more accurately for different levels of damage. it was 2007 when they made a new scale. the enhanced fujita scale. you still have the same categories increasing in severity but this factors in enhanced specific criteria for evaluating the damage down to the level whether the tornado struck a single wide tornado home or double wide or the doctor's office. judging by all of those factors you determine how strong the tornado was.

now they say ef-1. that means the enhanced fujita scale. the bigger the number, the worse it is. a storm with rating of five is incredible. it was the afternoon of may 3rd, 1999 when an f-5 tornado crossed into moore, oklahoma. the mayor today was also the same mayor then. he said the storm followed the same path of that huge one in 1999 that everybody just calls may 3rd. it was an f-5. the winds were recorded at over 300 miles per hour. it may have generated the highest winds ever recorded on the face of the earth. that tornado in 1999 gnawed a path through town that was three

quarters of a mile wide. it killed 36 people across four counties. that's the path that's marked in green. in 2003 there was another major tornado that took the same path. that's the one marked in blue. today's storm following the almost exact path as the previous two. that storm is marked in red. that huge storm was the nineth storm that was caused by a single storm cell. the whole system killed 36 people. another dozen people were killed by other torns in the same outbreak over the course of several days. tornadoes happen in outbreaks or waves. over veterans day in 2002 over that weekend a total of 76 tornadoes hit three states. 17 people killed in tennessee alone. the same storm system also killed people in mississippi and alabama. kills people as far north as ohio and pennsylvania. a few months later may 2003 is

when the second really big tornado hit moore, oklahoma. nobody died in that storm in moore but that storm system killed more than 40 people across other multiple states. one funnel stayed on the ground for 31 miles. just a huge long destructive grinds. more than two dozen people were killed on that one day. may 2007 it was tiny greensburg, kansas that lost 14 people and most of the buildings in town. look at this. the february 2008 tornado out break. no individual tornado reached the maximum category but still 57 people killed across five states. the outbreak in a alabama in 2007 was one of the worst in history. more than 320 people dead all the way to kentucky and

virginia. that was a massive event. it was followed a few weeks later in 2011 by the leveling of much of joplin, missouri. another 178 people killed. last week tornadoes broke out in granbury, texas killing six people and destroying a neighborhood built by habitat for humanity. now in oklahoma where the storms took life even yesterday and where the death toll tonight stands at 51 with the state medical examiner saying we should expect that 51 number to rise. they are searching through rubble in moore, oklahoma. searching and praying for a very long night and a lot of long days head. i want to bring in dr. harold brooks.

dr. brooks, thank you very much for being with us tonight. i appreciate your time. >> you're welcome. thank you for having me. >> obviously there have been very large storms, perhaps the fastest winds recorded on earth in storms that hit moore, oklahoma in the past. why is this area so prone to large storms like this? >> this time back on the 15th, five days ago we had the first forecast that mentioned the possibility of severe thunderstorms and tornado outbreak in this part of the country. since that time the statements have gotten more precise. at the close end the ability to put out warnings improved so much. before the first touch down there were 16 minutes of lead time. by the time it got to moore it was 40 minutes. the long term and short term has improved dramatically.

>> are there things we cannot predict about these storms? are there things that have developed so much? >> we're not good at predicting the intensity. that would be a great help in terms of being able to respond better and being able to give people more options to know what they can do. that's going be a big challenge to get that figured out. so few tornadoes are extremely violent. it's hard to forecast those precise events. >> you're in norman, oklahoma. you're in part of the country that's affected by these types of storms, do you feel like we as americans are making all the strides toward making storms like this more survivable. are there things we could be

doing in terms of zoning and technology that help more people survive incidents like this? >> technology exists. the walk in closet in our master bedroom is a purpose built storm shelter. it's got concrete walls and if that goes, that's an event we haven't seen for. in the case of our addition it added a couple thousands to the cost. if i tried to retro fit the old house it would probably cost 5 to 7,000 dollar. that's not a lot of money. >> thank you for helping us understand this. we'll be right back. rv -- covered. why would you pay for a hotel? i never do. motorcycles -- check. atv. i ride those. do you? no.
