anti-clinton '90s all over again, we are about to have a whole summer of quite possibly nonsense, unproven assertions, all summer long. it is going to be a long, hot, stupid summer. we have done this all before, good tuesday morning. right now on "first look," stirring the pot in washington with more bad news for the irs. the supreme court's new ruling on police taking dna sam ples ad the judge nominating three new judges. accused boston marathon bombing suspect says he's getting thousands of dollars in jail. plus, vice president joe biden teams up with actor bradley cooper. the latest in the blade runner murder trial and legendary nfl hall of fame defensive end deacon jones has died.

good morning. firefighters have the upper hand now in that so-called power house fire in southern california. it's 60% contained. fire crews are still up against massive flames. this blaze has already scorched 32,000 acres since thursday. six homes are destroyed with at least nine damaged. the scope of that fire is apparent from space as shown in this striking nasa image. 2800 residents under evacuation orders were allowed back to their homes monday but some had nothing left to return to. >> woosh, gone, boom. done. like that. the main thing is i have my life. my son is alive. my wife is alive. we're damn grateful tore alive. >> the cause of the fire is still being investigated. it's often called the second highest court in the nation because of its influence. now washington's federal appeals court could have three new nominees.

a white house official says later today president obama will nominate patricia ann mill et, pilard and wilkins to fill the court's three vick ancies. mille is tt is an appeals lawyer that regularly argues before the supreme court. pillard is a professor at georgetown university and wilkins is a judge on the u.s. district court in washington. the president appointed him to that position in 2010. a newly released government report shows the irs was criticized for spending tens of millions of taxpayer dollars in recent years. and more congressional hearings are scheduled for today on its alleged targeting of conservative groups. brian mohr is in washington. the irs is bracing for a one-two punch here today in washington. >> reporter: it seems we have a new misstep every day at the irs. >> reporter: for the irs, another hearing today on capitol

hill and an inspector general's report will reveal how much the agency spent and misspent some of the tax dollars it collected. >> i certainly plan on holding people accountable. >> reporter: the 5:00ing agency's new chief promised a beleaguered agency har changed course. back in 2010, an investigation has found that the agency spent $39 million in travel and training. one conference alone, it doled out $135,000 for speakers including $11,000 for a happen whyyness expert. but republicans want to know a lot more about the singling out of conservative groups. >> i'm furious that the irs engaged in ideological scrutiny which is absolutely unacceptable. >> reporter: those conservative groups get to tell their side of the story today. >> you're going to hear their outrage, how hurtful it was to them to feel like their group is being targeted. >> reporter: a taxing week for the irs and it's not over yet. the agency is under new

management. but republicans say they want to know a lot more about what happened at the irs and who should be held responsible. >> brian mooar, thank you. a decision by the supreme court drastically changes powers given to law enforcement. in a five-four ruling, justices say police can take dna of anyone arrest ford a serious or violent crime by swabbing their cheek. that sample can be checked against a data base of dna taken at scenes of unsolved crimes. anthony kennedy joined most of the court's conservative members and saying obtaining the dna is a legitimate search under the fourth amendment. but conservative justice scalia and three liberals say the court is breaking new ground and allowing a search without a warrant. in his dissent, scalia wrote, your dna can be taken and entered into a national dna data base if you're ever arrested rightly or wrongly and for whatever reason. surprising details emerging

about the prison phone calls between joe car tsarnaev and his family. channel 4 news aired a conversation the accused boston bomber had with his parents last week when his mother asks him if he needs anything, he says, momma, do not worry about me. i do have money. somebody opened an account for me and people send me money here and i do have lots of money. when his mother asked him how much, tsarnaev said, thousands. the last victim of the boston marathon bombings is back home. 29-year-old erica branic lost her leg and has a long road to recovery but she couldn't wait to get home to maryland and have staemed crabs. the sporting world lost a football legend. david deacon jones died of natural causes monday at his home in southern california. jones considered by some to be the greatest defensive player in nfl history is credited with quoting the serm tack for how he knocked down quarterbacks.

jones began his nfl career in 1961 with the l.a. rams and ended with the washington redskins 14 years later. went on to act in the '7 o's and '80s including a spot on "the odd couple" in 1999. jones made the sporting news list of the 100 greatest football players and "sports illustrated" defensive end of the century. deacon jones was 74. and now here's your first look at this morning's dish of scrambled politics. illinois lawmakers have approved legislation allowing residents to carry concealed weapons. if signed, all 50 states allow some form of concealed carry law. democratic governor pat quinn says he's reviewing it. new york congresswoman carolyn mccarthy says she's been diagnosed with lung cancer. the 69-year-old democrat says it's treatable but acknowledges that those treatments will require her to miss time in washington. she was first elected to congress in 1996. a report this morning from israel says former president

bill clinton is really raking in the big bucks. the times of israel says clinton has been paid half a million dollars for a 45-minute speech he's going to make at a party for israeli president sim own perez's 90th birthday. most of that money will go to his foundation. jay carney is shrugging off some harsh comments from congressman darrell isa. over the weekend the california republican called carney a paid liar for the obama administration. >> darrell isa over the weekend called you a paid liar for the administration. i want to give you an opportunity to respond to that. >> i heard that. that's amazing. i'm not going to get into a back and forth with chairman isa. >> former rnc chairman michael steel is mulling a run for maryland governor next year. he made the comments to chuck todd on "the daily rundown."

some stories making news this morning. olympian oscar pistorius back in a south african court. a judge granted the prosecution's request to delay a pretrial hearing until august. he's accused of murdering his model girlfriend on valentine's day. chris christie is facing tough choices on replacing the late senator frank lawsuit enburg. he could appoint a replacement or have a special election. funeral services will be held for the 89-year-old tomorrow in new york. opening statements took place monday in one of the biggest cases of government leaks in u.s. history. prosecutors say 25-year-old private bradley manning put military secrets into the hands of osama bin laden himself when he handed over classified documents to the wikileaks website. his defense team painted him as

young and naive but with good intentions. new data shows crime across the country has gone up for the first time in six years. numbers from the fbi say violent crime rose nearly 4% last year including a 12.5% jump in murder rates. general charged at the ft. hood murder is charged with 13 counts of premeditated murder and 32 counts of attempted premeditated murder. the man known as the hatchet wielding hitchhiker has pleaded not guilty to murder. he is accused of killing a 73-year-old new jersey lawyer. and a tampa socialite at the center of the david petraeus sex scandal is suing the government. jill kelley whose name surfaced during the investigation of petraeus' affair with the biographer filed a lout against the fbi and department of defense for disregarding her privacy and publicizing false

talks coming up. christie has shown some willingness to work with president obama. i think people expect he might put someone in there who is fairly moderate. he'll be under pressure to go more conservative. >> let's turn now to national politics. the white house has recently been tackling a lot of different issues, mental health, student loans, counter-terrorism. do you think they should be focusing on one larger narrative? >> this is a big month for immigration reform. the senate is moving a bill in the house now. it is something that president obama cares a loot b he's taking a lit btle bit of a backseat ro. they may be willing to work with him away if he gets too involved. that is the biggest area. also, the budget is going to be coming up later in the summer. i think that is another one that the white house is going to start looking at. i think right now the president is trying to touch on the less seen ideas he's going to also have a bilateral meeting with the president of china for the first time coming up later this week. republicans are saying the president wants to maybe, you
