for a body in motion. good morning. i'm chris jansing. this morning, controversy coming out of the jury room from the george zimmerman trial. we are hearing more from a juror interviewed by cnn who says she believes trayvon martin played a role in his own death. >> i believe he played a huge role in his death. when george confronted him and he could have walked away and gone home, he didn't have to do whatever he did and come back and be in a fight. >> but four of the other jurors want to make it clear, she does not speak for them. a statement relieved last night not only asked for privacy but also said, quote, we also wish to point out that the opinions of juror b-37 expressed on the "anderson cooper show" were her own and not in any way representative of the jurors

listed below. george zimmerman is in hiding and getting death threat. his lawyers tell nbc news his lawyers plan to present a bill to the state senate for the cost of his defense. eric holder in the meantime, spoke personally about the verdict at the naacp convention. he talked about being pulled over as a young prosecutor while driving alone at night and about a conversation he had with his 15-year-old son. he also took aim at stand your ground laws. >> it's time to question laws that senselessly expand the concept of self-defense and so dangerous conflict in our neighborhoods. these laws try to fix something that was never broken. we must stand our ground to ensure that our lawyers reduce violence and take a hard look at laws that contribute to more violence than they prevent. >> i want to bring in msnbc contributor joan reid and of

"reason" magazine jeff welch. this is a story that keeps on going. a million signatures now on this petition for the goj to file civil rights charges against zimmerman. but what we heard from eric holder yesterday, he was talking a lot about stand your ground, dozens of protesters marched into the florida's governor office yesterday and the governor rick scott released this statement. governor scott called a task force to review florida's stand your ground law and it listened to floridians across the state and heard their viewpoint and expert opinions on the law. the task force recommended that the law should not be overturned and governor scott agrees. platt, whether you're looking at a civil rights prosecution or overturning stand your ground laws it seems like uphill battle here. >> sure. starting with the fact that stand your ground wasn't a big

issue in this trial. it never came up in the defense. the prosecutor said stand your ground didn't apply to this case. stand your ground applies when you can retreat. >> the phrase was in the jury instructions and it was something that was pointed out by the one juror who did an interview. >> yes. but also in the jury instructions was, you know, cases where there is a home entry. it was part of a boilerplate language instruction not necessarily this applies specifically to this case. right? so if it doesn't really apply to the case, it becomes more of a yes and/or yes but kind of case, right, when you're talking about what should we do with stand your ground laws going forward. stand your ground is about your duty to retreat. if you have an ability to retreat and you think that you have safety, there is a reasonable expectation you can have safety if you retreat. this doesn't apply. this was seen as a self-defense case and stand your ground didn't have anything to do with it. >> except this juror made it very clear she at least believed that trayvon martin had a duty

to retreat. the people who opposed a small number of lawmakers who voted against it, it passed in the state senate unanimously. i spoke with one who made a smart point which is the problem with stand your ground is that it encourages uncivil or even stupid behavior. it encouraged you to go ahead and start a confrontation. listen to what that juror said. when george zimmerman confronted trayvon martin and had stand your ground not been there he had a duty to avoid a conversation and she believeded person without a gun had a duty to run away and go home when he legally nothing was compelling trayvon martin to go home. he also had a right to be there. >> speaking of compelling. i mentioned this in the lead. how personally eric holder spoke yesterday so i want to play a little clip that have. >> trayvon's death last spring caused me to sit down to have a conversation with my own

15-year-old son. like my dad did with me. this was a father/son tradition i hoped would not need to be handed down. it is my responsibility, not to burden him with the baggage of eras long gone but to make him aware of the world that he must still confront. >> certainly for the naacp convention, this whole speech, you know, was about things that they understand and they have all lived in. he shares with them. do you think the president will need to say more, matt, will need to be more specific than he has with this statement given the resonance it continues to have? >> it's a good and open question. i don't really know. i mean, he gave a pretty measured response in the first place when the case first came up. he said this is what my son would look like if hi a son. i think everyone in america can resonate with the awfulness of this whole tragedy to begin with. so it remains to be soon.

the question is how can this translate into activity? i wish president obama and eric holder would take the insight that we get profiled -- not we, but people of color and from poor communities get profiled regularly. i wish they take that insight to law enforcement. here in new york, law enforcement profiles black americans in new york disproportion na nationgtionate them. you can withdraw some of those laws from law enforcement standpoint and that would go a long way towards easing up racial profiling if we stop doing it as a law enforcement tool. >> the frightening thing about this case is the story that eric holder told was about being pulled over by police and profiled by police and i agree with matt we need to look at this idea of stop and frisk and racial profiling. the zimmerman case was about a civilian being able to profile you and use deadly force as if they were a policeman. if we take the potential for

police to abuse that and transfer that power to civilians, which stand your ground laws essentially do. all you have to do is make sure the person is dead and there are no witnesses and you then can walk away from that situation without yourself being arrested or prosecuted that is terrifying i think to african-americans because this notion of people seeing black people a suspect isn't something that just exists within police. it exists within almost everyone. almost, you know, studies show most people have this -- >> we want to carry this over and we are not talking about something criminal but you look at the kay rachel jeantel was treated the quote/unquote star witness and the way she has been talked about even in front of her she doesn't exist, she told al sharpton and she was pretty proud of this she did not let don west defense attorney get to her and i want to play that clip with her interview. >> i'm a teenager.

don, how did a jury think of african-american teenager? they supposed to be cussing. i didn't even curse to don. i didn't show him a lot of respect because he was actiskin ridiculous questions back and forth, back and forth. but i kept my ground. i stand strong. i never cursed. >> that full interview will be on politics nation tonight. i know you talked to rachel as well. how do you feel? was she treated fairly? is there something in the way that she has been treated that you think is instructive? >> i think the vigorous cross-examination of her is what a defense has to do. it was the tone of don west's questions to her. do you speak english? i thought the tone was condescending. vigorously questioning her nothing wrong with that because that is what she is supposed to do. i asked her do you think he was

disrespectful to you? yes, she answered. she was beat up on twitter and online who made fun of her. lolo jones the olympic athlete went on her on twitter and compared her to a tyler perry character. she said that spern a hater and i don't care what people said. she was self-confident and said i am proud of myself. she is a kid 19 and she stood up to two days of relentless questioning and stood her ground in terms of her story. by the way, the profiling of rachel translated on to everyone who marched in protest of the verdict. this notion that anybody who went out to protest was going to riot. you saw an entire community and it wasn't just black people who marched but you see this profiling not just with rachel but with african-americans broadly. >> i want to switch gears and talk about the senate judiciary committee hearing this afternoon. they will discuss the future of the voting rights act. the supreme court gutted it and what is the most important civil rights legislation of our time after all?

here is hillary clinton and eric holder talking about that at the naacp convention yesterday. do we have that -- those videotapes? do we have it? okay. let's watch. >> just a few weeks ago, a narrow majority of the supreme court struck at the heart of the voting rights act. for more than four decades, this law has helped overcome constitutional barriers to voting. again, and again, it has demonstrated its essential role in protecting our fundamental freedoms. now, some take the historic success of the voting rights act as a sign that we no longer need its protections. but as justice ruth bader ginsburg said, that's like throwing away your umbrella in a

rainstorm because you are not getting wet. >> let me be clear. this was a deeply disappointing and flawed decision. it dealt -- it dealt a serious setback to the cause of voting rights and like all of you, i strongly disagree with the court's action. >> among those testifying will be civil rights icon john lewis when this hearing is held this afternoon. is congress going to do anything here, matt? >> the house of representatives prepare, do they prepare to do anything is the question, right? it's controlled by the republican party right now. what congress has to do, according to supreme court is coming up with a formula that makes sense in 2013 instead of relying on historical racism from 1963 to 1964. that is within their purview. i think it's an open question of how much of that the supreme court would allow if it was then challenged on similar grounds. but i don't know if we have the political kind of agreement

right now between both parties so-to-come up with a new formula to figure out which states and which circumstances violent voting rights act. >> all they have to do is use the discrimination from 2012, right? you had all of these states where laws were made that were blatantly targeted at trying to reduce black and youth and hispanic voting. you can go through the states where that is passed and use that as a basis. i think it was absurd and essence of privilege for that conservative majority say you got a black president what more do you people want? that is the essence of that ruling to me. despite the fact this was a law and reauthorized in 2006 almost unanimously used current discrimination as a basis of renewing it, get over it and you don't need anything more. i think it was an awful ruling and embarrassment on the 50-year anniversary on the march on washington in that. >> great to see both you of you here. thank you. the house committee is questioning intelligence

very, very bright. i just think this is the wrong race at the wrong time. >> cynthia loomis said bad form for liz to challenge enzi. what do you think is going on here, margie? >> we are seeing no real formula to predict. senator enzi someone of the most conservative members in the senate and he is ranked repeatedly far to the right on a whole host of issues and he is still drawing a primary challenge. >> what we have seen in the part, right, you have seen more moderate republicans challenged by tea party conservatives. this is unusual. >> moderate folks who might have been seen out of touch and come to establishment. here you have liz cheney who is from the establishment. you're talking about in the last segment people betting on what the next name is of the next person in the royal dynasty. that kind of like what is going on here with the cheney's. does the cheney name help or is it seen as too washington and

too mainstream and too establishment for state like wyoming? it's up for the voters to decide. that is something that republican voters are going to have to figure out. >> yeah. i think it's not just a name question. it's a money question because apparently enzi hasn't raised that much money and he didn't think he was going to have a challenger. you have karl rove a friend of liz cheney but she is also criticized him and his conservative victory project. it is argued should let the voters decide and not be critical. is this a problem within the republican party? and in the end, do you think, robert, as somebody who worked with the bush/cheney campaign do you think in wyoming there is a different calculus in another place? it is such a small state. enzi seems shaking the hand at some point or another of almost every other resident. >> you're absolutely right. it's not about who is conservative or more conservative. notice that liz cheney talked about the president in her primary video there and not talking about enzi and the

reason why she can't outbright enzi who is lock step in about his supporters in wyoming. go to the your latter part which is very, very important. it's a very, very small state here. the question that the primary voter in wyoming will ask themselves is listen. at the end of the day the cheney name is a household name in wyoming and everyone knows everyone there but mike enzi has done nothing wrong. in fact, he has been an unbelievable senator from my interest and the question becomes should i reward him again in the primary? this is a question about who do you like most? is it mike enzi or is it miss cheney? because money has nothing to do with this. it really is about personal here. >> robert and margie, i'm sure we will talk about this race again. thank you for coming in. >> thank you. >> checking the news feed. if you live in the northeast, mid-atlantic or great lakes you don't need me to tell you it's hot out there. it's day three of the heat wave

i'm joined now by luis gutierrez. good to see you, congressman. >> good to see you. >> what do you hope to accomplish with this hearing? >> bring hearings and bring light. you know, the house of representatives and judiciary committee hasn't had one hearing. in the senate there have been hearings on gun violence in our society. i'd like to take this opportunity, this moment to mighti highlight the fact that the senate is silent. i think i have the same gut reaction as most americans. a teenager went out. an adult killed him with a gun and nobody is being held responsible for that death. i think it speaks to in america, i'd like to have a hearing why in people in america feel a more necessity to arm themselves and they fear more and more in fear of their fellow americans. i get the point you want to defend your home and you're going to use a gun to defend your home, i get that, but when stand your ground means you don't retreat, when stand your

ground causes the death of a teenager, i think it's time to examine just everything that happened that day in florida. >> as you know, not everyone feels the way you do and i want to play what one of your colleagues, maryland congressman, andy harris, had to say in a radio interview about what the reaction has been to this verdict. >> with all of the huge issues going on in the world, with unrest in the middle east, you know, we are hung up on this one case where this one fellow was found not guilty by a jury, that's the way the american law system works. get over it! >> what do you say, congressman, to those who think too much is being made of this? >> i think that we live in a society that is more and more violent and, today, it's trayvon. tomorrow, it could be your son err and your daughter. when teenagers go out to buy some skittles and a soda and they come back home because is there a confrontation. let's realize one thing.

he never did anything wrong. he was confronted by an adult. stand your ground means you get to confront something and it gets out of hand and you get to use a gun to kill them, i think it's time for the congress to say, look. i think the congressman from maryland is totally incorrect. there are thousands upon thousands of death due to gun violence. in my city of chicago. i think we need to have hearings in the senate. i'd like to put them in context. look. there was a trial. there was a verdict. i respect the trial. i respect the verdict. and that process. that doesn't mean the congress of the united states and the house of representatives hasn't had one hearing on gun violence in america and i would like to put this within the context and i hope that the judiciary committee takes this up. i think it's an important issue. he speaks about what is going on in iraq and in other parts of the world. those things are important but you know what? ma what is important to me also is that my daughter can leave my home and that i know she will be returning safely and she won't be gunned down and that there

won't be gun violence either by gang banger or vigilantes ever stop her from coming home to me again. >> you are part of the bipartisan committee working on immigration reform in the house. politico reports say the senate gang of eight met with big companies, google, microsoft and are targeting more than a hundred house republicans when their homes and districts over the next month. i'm wondering where you think immigration reform stands right now? president obama, as i'm sure you know, has just pushed his deadline back to the fall. >> sure. look. here is what i think. we had a wonderful meeting with the president yesterday. i hope the senators do lots of great work. what we cannot do is impose the senate version on the house of representatives. the house of representatives is going to create its own version of comprehensive immigration reform. in the house the majority

republicans. i think anything the senators can do to inform both republicans and democrats in the house of representatives about why comprehensive immigration reform is necessary but i want to build with paul ryan and with others a bipartisan consensus just like the one -- look how successful we were in the snat. the president didn't say here is my bill, take it or leave it. no. he stood back and said -- he facilitated the process. it has to happen in the house of representatives. the republicans are in control of the judiciary committee, of the rules committee, and of the agenda in the house of representatives. we need to acknowledge that. and we need to acknowledge that they have opinions too. so why don't we all just get together, republicans and democrats, and finally do something in a bipartisan way that helps the american people achieve at least new respect for

live pictures from the white house why any minute, president obama is expected to make a statement on the confirmation of richard cordray. the republicans have been blocking that confirmation for nearly two years but they eventually caved. we will have the president's remarks as soon as he begins. >> what is the impact that richard cordray has been confirmed? >> he was basically put in sort of an uncertain basis i guess a year and a half ago now, january 2012, he was a recess poimt.

which presidents have done for many types of positions for many years but there has been a legal challenge to those types of appointments more missouri more recently. the supreme court has decided to take up those challenges so there is some question about well, if the supreme court decided for whatever reason a president needs confirmation and can't do these kind of recess appointments, then his authority could be questioned basically. >> let's talk about ben bernanke. he is before the house financial services committee and recently offered his latest assessment on the economy. let me play that for you. >> rising housing construction and home sales are adding to job growth and substantial increases in home prices are boltering household finances and consumer spending and reducing the number of homeowners with underwater mortgages. despite these gains the job situation is far from satisfactory as the unemployment

rate remains above its normal level and rates of unemployment and long-term unemployment are still much too high. >> we have gone through these periods before with fed chairman up and down. we are hanging on every word. the market reacts to every word. let me ask you about what he said there in particular in that amount of influence he seems to be having right now. >> well, i think the fed and particularly bernanke seemed a bit concerned about the market reaction to previous public statements he has made the past couple of months which suggested the fed was going to start slowing the pace of its monetary stimulus. which does not mean tightening but perceived to be tightening and interest rates might be rising sooner than previously been anticipated which the fed has not said is the case. there was sort of an overreaction in the markets. at least it seems that bernanke feels that. you had rates going up. ten-year treasury going up. you had the stock markets

reacting as well. from what i can tell from talking to economists today is seems that people are interpreting his comments today being dovish and just try to allay concerns there is any concern of any immediate tightening coming up and people should just calm down. >> stocks are moderately higher not quite seven points. what did wall street want to hear today? >> from what i can tell i think they want to hear what bernanke basically said which is that we are still on track, we are likely to have this tapering this fall or later in the year, he said some time in the later half of the year. also we should not expect any sort of tightening in terms of interest rates going up. or actually an end to this puffing money into the program at least until next year and the interest rates piece would be in a couple of years actually. i think markets had some of their concerns allayed there was
