long manhunt finally came to end. they show a bloodied is tsarnaev with a target on his head. boston magazine says it obtained the pictures from a state police sergeant since relieved of duty. he says he handed them over after becoming outraged by the latest issue of "rolling stone" magazine. the cover has raised controversy for is portrayal of the teenage suspect many.saying it makes him look like more of a rock star. america's motor city has gone from boom to bust. thursday, detroit officials confirmed the city has filed for chapter 9 bankruptcy protection laying the groundwork for what will be a historic effort to bail out a once booming metropolis sinking under billions of debt. the filing amounts to the largest municipal bankruptcy effort in american history. >> this was a very difficult and painful decision, but if you look at it, there's no other option. many people may see this is the

lowest point in detroit's history but if we weren't to do this it, the way i view it, detroit would continue going downhill. >> not everyone agrees how much the city owes. kevin orr has said the debt is likely between $18 billion and $20 billion. texas, sweeping abortion restrictions have been signed into law and more restrictive measures already on the table. the new law takes effect in october banning abortions after 20 weeks of pregnancy and restricting the procedure to surgical centers. >> it is our responsibility and duty to give voice to the unborn, the individuals whose survive is at stake. this bill lives up to that will responsibility. >> protesters shouted shame as the bill was signed. only five of the state's 42 abortion clinics currently meet the new requirements reportedly three planned parenthoods have plans to shut down. wendy davis who is gained

acclaim over her filibuster of this law call the restrictions a clear break with texas families. it's not over. three texas lawmakers have filed a so called fetal heart beat bill that would ban abortions after a heart beat is detected around six weeks of pregnancy. in florida, governor rick scott met with protesters late thursdays after they set up camp in the state capital. during that meeting, protesters called on the governor to hold a special session to revach the state's self-defense statutes, the stand your ground law which played a part in the george zimmerman case. he was acquitted in the murder of 17-year-old trayvon mar bin tin. scott told them he will not push for changes in the law because he supports keeping it in intact calling for a statewide day of prayer on sunday. now it's time for your first look at this morning's dish of scrambled politics. vice president joe biden is featured in next month's "gq"

in the 90s and bad timing for the air conditioning to break down at a high rise apartment building. >> i bet it's 100 degrees in this apartment. >> chris clackham, nbc news. >> and for more on the weather, we're joined by bill karins. what's in store for the weekend? >> a slow cooldown. these numbers and this heat wave, it's just yuck. everyone's saying it depends on your opinion. you are so in the minority on this one. yesterday, just blistering heat. new york city, 98 in the central park. notice how to goes right across the map. everyone was hot from boyce i all the way to denver to kansas city, st. louis flrks ohio valley. one of the hottest spots was new york city. laguardia airport hit 100 degrees. it was 98 in philadelphia. even burlington vermont, was 91 which was hot. the problem is now we're in day six, seven of this heat wave. the pavement's super torched and all water areas are warm, too.

it's only dropped to 90 overnight in the philly and new york city. you're starting at 90. this afternoon we'll go up to 105 to 110. heat warnings for boston, providence, new york, philly, hartford, detroit and cincinnati. a lot of major cities, millions of people under excessive heat warnings today. we're predicting another day around 100 degrees from d.c. to new york city. it's a little bit cooler in minneapolis and the northern plains. but that cold front works its way through the great lakes friday into saturday, saturday sunday through the northeast. by monday we're all going this is more like it. >> a little bit of relief in sight. >> for the 99% that have had enough. you're in the 1% >> i will accept that's true. at least there's relief for everyone else. thanks so much. coming up, moral nightmares for boeing's dreamliner and live to london for the latest on the royal baby watch. you're watching "first look." the world anxiously awaits the birth of william and kate's baby. jim maceda is in london outside st. mary's hospital. what's the energy like in london, more excitement or the impatience at this point? >> reporter: hi, mara. here it certainly is feeling more like frustration than excitement. it turns out that july 13th that, rumored mid-july due date may have been days off. today's daily telegraph newspaper cites an unnamed hospital source saying that certain staff were told to abstain from all alcohol and drinks starting today, july 19th. apparently the real due date. but we all know as parents how unreliable due dates are. you can sense that even the royal family now is getting slightly impatient starting with the queen who when recently asked i believe it was two days ago by a grade school kid if she thought it would be a boy or

what's interesting about yesterday though is that he did not mention the employer mandate at all. this is the mandate that was delayed till after the 2014 midterm elections because of what they're saying more time needed for preparedness in implementing it. >> also speaking of the president, there's word he may cancel scheduled talks with putin in the fall because of edward snowden. do you think this is an effective strategy or could it make things worse? >> i think the fact this report has surfaced is an indication of perhaps some politicking going on that they want people to understand that they are not happy at all with the russians and how they've responded to the snowden. but you know, i think if they do decide to cancel it, you know, i don't think anyone would blame them, given all of the controversy surrounding it, but again, this report being out there speaks volumes to where the administration is at institute politico's kevin cyrilly, have a great weekend.

serious. photos of tsarnaev, dzhokhar tsarnaev at the moment he was apprehended released by a police officer there on scene because he wanted to counter the image that was on the cover of "rolling stone." he's been relieve of his duties for now. do you think that's just reaction to him reesing these photos? he said he wanted to create balance there. >> they have to have rules. they can't just take the law into their own hands or photos. they have to follow their own protocol. he should be suspended for a little bit. i understand why he did it. >> emotions run still deep and there's some healing going on. >> absolutely. but they're fascinating photos. >> we don't get to see that. that's what we all want to know how it works. >> we all saw it from far away with helicopter shots but this show the moments of surrender. on a much lighter note, richard, it's summer. people thinking about shark attack.
