trial. we've had snop lion, now jay-z has a name change of sorts. we'll explain in the cooler on this friday edition of "way too early." friday morning, i'm brian shactman. it's july 19th. a lot going on. tiger woods on the course has a birdie already, only two shots back at the british open. new developments also on the north korean cargo freighter detained in panama and in the cooler, a new movie out of china about a gorilla who hits a lot of home runs and plays baseball. huh. see how that one pans out. we begin with seriousnous in detroit. where after years of declines, city officials have filed for bankruptcy protection. known as the birthplace of the american auto industry and the iconic motown records, the city

has racked up at least $18 billion in debt listing more than 100,000 creditors. it now becomes the largest city in u.s. history to file for chapter 9. it's an absolutely stunning but not entirely surprising turn of events for that city. detroit's population for a little bit of history here, it soared during the rise of the auto industry in the 20th country back in 1950. now the population has fallen to just over 700,000 and a 6% plunge in the past decade. unemployment rate over 18%. the city really has never recovered from the housing crisis either. today, close to 80,000 hopes ha have been abandoned. if you go there, you can see how streets go from occupied to unoccupied to abandoned to desolate with grass growing in the streets. the median value of the ones still occupied is below $40,000. crime also a major problem. the city's homicide rate at

historically high levels ranking among america's most dangerous cities for more than 20 years. the future of detroit remains pretty unclear for now. this is no clear road map to how the city survives and pays their debts. the filing begins a three-month process where they determine if the city even qualifies for chapter 9 protection. who would be eligible for settlement funds? they have to order the creditors, but there is no doubt the move will impact the city's 9500 employees and 20,000 retirees. many of whom could face serious cuts to pensions and other city programs. so we'll keep an eye on detroit. we'll talk about this quite a bit during "morning joe." the fallout for the rolling stone cover controversy copies this morning in response to what many called a rock star treatment of dzhokhar tsarnaev, a photographer with the massachusetts state police released a series of photos showing the alleged bomber in a

decidedly less glamorous state. the previously unseen images show the accused killer with a red laser sight trained on his head as he surrendered following a city-wide manhunt. the graphic pictures were given to boston magazine by sergeant sean murphy. he wrote that the "rolling stone" cover was an insult to anyone who has worn a uniform adding "photographer is simple is, it's very bake and brings us back to the cave. an image like this on the cover of rolling stone, we see it instantly as being wrong. what rolling stone did was wrong. this guy is evil. this is the real boston bomber, not someone fluffed and buffed for the cover of "rolling stone" magazine." the editor of the magazine later tweeted murphy has since been relieved of duty and stripped of his gun, badge and computer. nbc news has not been able to confirm that reporting. we don't know the for a fact that that is true. in southern california,

firefighters are holding back a massive wildfire that has burned more than 22,000 acres. there's more than 3,000 crew members it working on this blaze with the assistance of 19 helicopters and ten aerial tankers. evacuation orders have been lifted for two areas no longer considered dangerous in the so-called mountain fire. so far, no fatalities but three firefighters have been treated for minor injuries. as of last night, the fir still only 15% contained. investigators do believe the fire was manmade, but do not know an exact cause. you're taking a look at incredible damage shots from that fire yesterday. president obama going back on the offensive in the fight over his landmark health care law. flanked by families who he said have benefited from the health care rebates, the president said americans saved an additional $3.4 billion last year and the president, well, he didn't address the administration's decision to detail a key part of the law. instead, focused on his critics

in congress. >> republicans in the house of representatives voted for nearly the 40th time to dismantle it. we've got a lot of problems in this country. and there's a lot of work that congress needs to do, and yet, instead, we're refighting these old battles. sometimes i just try to figure out why. maybe they think it's good politics. but part of our job here is not to always think about politics. part of our job here is to sometimes think about getting work done on behalf of the american people. >> house speaker john boehner replied in a statement "the picture that the president paints of his health care law looks nothing like the reality facing struggling american families. they know that the law is turning out to be a train

wreck." the department of health and human services announced in 11 states and washington, d.c., premiums in the health care marketplace required by obama care are turning out to be nearly 20% lower than projected for 2014. the "miami herald" is reporting florida's governor rick scott met with a group of protesters on day number three of a sit-in protest at the state capital at his office. known as the dream defenders, the group of college students want a review of the stand your ground law following the acquittal of george zimmerman during the discussions, scott was adamant he believes the law should remain in place adding he has no plans to call special sessions to discuss changes. the demonstrators say they will not leave until their demands are met. a former cia official has been detained in panama for his role in the rendition of an egyptian cleric dating back two 2003 in italy. robert lady was nabbed crossing

from panama into italy. he was the milan station chief when the cia abducted the claire suspected of terrorismism. the cia is accused of flying the radical to egypt for interrogation where he says he was tortured for seven months before being released without charges four years later. lady and more than 20 other other american government staff wherefore convicted in italy for their roles in the abduction. none have served anytime in prison. authorities in panama have charged the captain and crew of a north korean freighter caught earlier this week carrying tons of antiquated weapons from cuba. the men aboard the ship kept panamanian forces at bay for days. they found a cold war missile guidance system hidden among sugar. north korea has urged panama to let the crew ago. they intend to further search the ship. a dynamic day inside and

outside the trial of whitey bulger. an investigation is under way after a man expected to testify against the mobster was found dead on the side of a road in a wealthy boston suburb. stephen lakes said bulger once tried to force him to sell his liquor store at gunpoint. he recently told the "boston herald," i can't wait to get on the stand and look him right in the eyes. while there was no sign of trauma in his death, friends are skeptical. >> no automobile. no i.d., steve carried his i.d. right here all the time in his pocket. >> do you think he was murdered? >> me? of course. because of how everything's fallen into play here now. >> inside the courtroom, stephen "the rifleman. the. flemii took the stand. revealed how bulger handed over information time and again to the fbi.

talked about detroit becoming the largest municipality in the u.s. history to file for chapter 9 bankruptcy. if you want to sound smart today, tell your friends the murder rate in the city of detroit is atity highest it's been in the last 40 years. problems don't stop there. it takes police nearly an hour to respond to emergency calls. nationally, the average emergency response time is 11 minutes. as of the beginning of 2013, only one-third of the city's ambulances were running and a staggering 40% of street lights were broken. we hope we can fix detroit. we'll see what happens in chapter 9 bankruptcy. let's go to the cooler.
