manhunt out west. the search for a teenager after targeting of her family is over. hannah anderson has been reunited with her father. jay gray has details. >> reporter: a group of horseback riders were the first to spot james lee dimaggio and hannah anderson, in the idaho backwoods on thursday. >> when we went up the trail a little ways, i told these guys, there was something wrong there. just wasn't right. >> reporter: the riders called police, giving teams a place to search in the wilderness. federal agents hiked 2 1/2 hours through the rugged terrain and moved in. >> they waited until the two were separate. ensuring hannah's safety. that's when they moved in to make that rescue. >> reporter: dimaggio was shot and killed in the showdown, ending a week-long, multi-state manhunt, where dimaggio say, kidnapped anderson after killing her mother and brother. anderson was recused and rushed

to a hospital. >> i'm excited for my son who gets to have her. he lost his wife and my handsome grandson. we're going to have hannah back. and we are. that's a good thing. >> we'll get through it. we'll help hannah through it. >> reporter: while also facing the painful reality of having to bury her mom and little brother. jay gray, nbc news. and moving to washington and a major announcement set for today from the justice department. attorney general eric holder looking the way some drug offenders are punished. today, the attorney general will direct federal prosecutors to move away from the severest mandatory sentences. it will affect low-level, nonviolence drug offenders. suspects will be charged with crimes that range from months or years, allowinging the judge to decide the length of a sentence. the justice department says it's

to reserve the harshest penalties for drug traffickers. there's been new criticism of president obama in his handles of russian president vladimir putin. some republicans say it's not enough. danielle lee joins us live from washington with details. >> reporter: the overwhelming message out of washington, is that president obama needs to be careful as he tries to strike a balance, restoring the public trust and protecting national security. while vacationing on martha's vineyard, president obama couldn't escape a moment of frustration on the golf course. back in washington, more troubles await the commander in chief. lawmakers are criticizing the president's plan. >> he has failed to explain the programs which are lawful, which have saved lives. >> we need to do better in

educating our public. >> reporter: the former director of the nsa, said that added oversight could -- >> you need to be careful how many processes you put in there. >> reporter: the leaks seem to have pushed u.s./russia relations to a post cold war low. president obama has canceled a meeting with russian president vladimir putin, originally scheduled for next month. some lawmakers want a stronger gesture. >> mr. putin does not have united states/russia relationships in any priority. that's the way to treat mr. putin. >> reporter: snowden's father continues to defend his son, who he is preparing to visit in russia, after recently securing the papers he needs to travel. some analysts argue that the president shouldn't be tougher on russia but should work on restoring that relationship.

especially as the u.s. confronts unrest in syria and egypt. reporting live in washington, i'm danielle leigh. a grim milestone in afghanistan. insurgents killed three servicemen on sunday. that brings the total number of foreign troops killed there to more than 100, 78 american. the deaths come as the u.s. prepares to withdraw combat troops by the end of next year. here's your "first look" at scrambled politics. vice president biden will attend a steak fry in iowa next month. he appeared with senators barack obama and hillary clinton. it's one of the largest democratic party events of the year. with a history of attracting politicians eyeing the white house. speaking of 2016, the donald is back. billionaire businessman donald trump says he decides to enter

>> it's unreal. that's the area that was hit by the waldo canyon fire a year ago. when the ground is that burnt up, it can't hold the moisture. you see the mudslides that are extremely dangerous. it's the same setup in that area with the monsoonal moisture. giving them the potential of heavier downpours. it's not as likely. but it's a possibility. we're looking at a chance of some heavier thunderstorms, especially across oklahoma and kansas today. it's along that stationary front. and we could see some hail and damaging wind gusts. especially mid to late this afternoon. the rest of the country, though, it does look like this rain is going to slowly spread eastward. by the time we get into tomorrow, that threat for severe storms will be up and down the east coast from new england into the mid-atlantic. look at that rainfall. we've all picked up about 18 inches of rain since the beginning of august in parts of missouri. and another two to three inches possible. that goes for northern arkansas,

protests or besieging them. this is the first day after a religious holiday weekend. and it could give an opportunity for security forces to move in. some say the process will be gradual. supporters of the ousted president remain defiant. they're calling for his reinstatement. the mediation efforts, be it by diplomats or the european union, have so far failed. and even the top religious official in egypt, his call for the talks between the parties were rejected by the muslim brotherhood. there's concern there could be an escalation in violence in the next few days. >> we appreciate you keeping an eye on it. thank you. and some stories making news this morning, other stories now. over the weekend, the u.s. reopened 18 of the 19 embassies that were closed due to recent terror alerts. the u.s. embassy in yemen is the
