in this hotel. where is it? good morning. i'm mara schivavocampo. president vladimir putin is issuing a plea for caution. details in a moment. first a report in "the washington post" says the cia has begun delivering he weapons to syrian rebels as secretary of state john kerry to set to meet with sergei lavrov. a master negotiator and they will meet in geneva today. kerry plans to test the seriousness of russia's proposal to put them under international control. some syrian rebels are disappointed with president obama's decision to forgo a military strike in favor of diplomacy. we have an awful lot to get to and tracie potts joins us live in washington with the latest. tracie, good morning. >> reporter: good morning, iran disappointed too according toen aofficial saying this could be a catastrophe. the focus is secretary of state

kelly in geneva trying to prevent that. letting diplomacy work. this is what it's expected to look like. secretary of state kerry and a team of weapons experts from the united states and foreign minister lavrov from russia and his team of experts, the u.s. wants to see, number one, how syri serious russia is about getting rid of these chemical weapons and how it can be done. they need to look at details. identifying them, verifying them, securing those weapons and eventually destroying them so today's focus is getting down to the details so secretary of state kerry can see if, in fact, this is a plan that's going to work and possibly avoid that military strike that has caused so much dissension both here and abroad. mara. >> thanks, tracie. more now on the op-ed by russia's president putin published in this morning's "new

york times" warns that a strike could unleash a new wave after terrorism of further destabilize the area. he writes "there are few champions of democracy in syria. but there are more than enough al qaeda fighters and extremists of all kinds." it's ex-too manically dangerous to see them more than exceptional. an official told nbc news president putin has invested his credibility in transferring aczar's chemical weapons to international control and whether we can follow through 0 than commitment. north korea, a recent satellite image appears to show that north korea is restarting a plutonium reactor. it looks similar to this one from last year and shows white steam rising from i building

next to the facility. the u.s./korea institute at johns hopkins says it could raise international alarm over their weapons program but the institute says it's difficult to be certain without access to the secret facility. the five megawatt reactor was shut down in 2007 but north korea announced plans in april to restart it. in florida, an infamous pastor has been arrested for his planned pro- 'tises on the anniversary of 9/11. terry jones was stopped before being able to light 3,000 korans on fire. law enforcement officers say he was picked up while driving to a demonstration 3,000 korans were found in his truck all soaked in kerosene. he is charged with unlawful conveyance of fuel. jones first gained note right for a similar protest. that one was called off but his congregation did burn copies of the koran in 2011. well, as you know wednesday

marked 12 years since the 9/11 attacks. family members and first responders of the nearly 3,000 killed came to reflect on those lost but not forgotten. moments of silence held at the national september 11th memorial in lower manhattan and took place at the pentagon and a field in shanksville, pennsylvania, where one of the hijacked airlines crashed. at the white house president obama and the first lady were joined by vice president biden and his wife for a solemn memorial. they stood quietly at 8:46 a.m. marking the exact time when the first planes struck the north tower of the world trade center. afterwards the silence was pierced by the playing of "taps." governor control advocates took another hit as they voted to end a mandatory gun registry and voted to abolish so the city would comply with a state concealed carry law. that law which was passed in july gives complete control of gun regulations to the state of illinois.

mayor rahm emanuel was upset about that vote saying the court's interpretation of the con seemed carry law is flat out wrong. gun rights activists say it was just a way to harass law-abiding gun owners. well, now time for your first look at this morning's dish of "scrambled politics." this morning's "washington post" is reporting a new investigation into a man said to fund a secret part of hillary clinton's 2008 campaign. the post says jeffrey thompson paid more than half a million dollars in a get out the vote effort. missouri's republican dominated ledgislature failed t override two emotionally charged. the gop left in place vetoes of sweeping tax cuts and another federal gun law. mark zuckerberg and will discuss internet privacy and the tax system. what's going on in florida?

first the attorney delgeneral delays an execution so she can campaign for cash. well, former congressman clay shaw has died after a battle with lung cancer. the florida republican is credited with crafting the 1996 welfare overhaul. shaw was 74 years old. there will be no congressional picnic at the white house this year. officials have canceled the get-together citing congress' busy schedule. okay. well, the event was postponed for its original july date because of the president's busy schedule and that's your morning's dish of scrambled politics. >> isn't that what you hear, everyone is separate and now they'll cancel the one event where they'll all be together? >> it's a scheduling conflict. maybe they don't want to eat hot dogs and hamburgers together. in colorado parts of boulder county are being flooded. the denver post reports at least

one confirmed death. there are also reports of home collapse, mud slides and stranded drivers. the boulder office of emergency management said people in the city's low-lying areas should, quote, move to higher ground immediately and now for more on this developing story -- >> more and more pictures are coming in. like one of those historic events for boulder. right on the foothills behind it but it sets the stage for a heavy rain event and a lot of water comes rushing down in a hurry. some of the burke areas, there have been reports of mud debris flow, 7 1/2 inches of rain. picture that. 7 1/2 inches of rain has fallen in the last 12 hours and areas flooded still to the east of it getting heavy rain. watch and monitor that situation there in boulder. denver has been okay but boulder, bad enough they have been telling police vehicles to go to higher ground because the city is impassable giving you an idea of the situation there. one of the hottest dated till

now to other stories making news this morning. a northern california wildfire has claimed the life of one man and injured at least four others. the clover fire which has destroyed nearly 8,000 homes is expected to be fully contained by sunday. a school bus carrying senior citizens with disabilities collided with six other cars in new jersey. at least eight people are in the hospital. two of them with what authorities say are life-threatening injuries. kali hartig who fought for her life after con tracking a brain-eating infection. of the cases known, she is only the third person to survive. as she left the hospital, she had some advice. >> be careful when you go to water parks. >> say wear your nose plugs. >> wear your nose plugs. >> good advice. prince harry attended an

awards ceremony to honor seriously ill children and their health professionals. the children donned tuxedos and gowns to meet harry who called them all truly inspirational which they are. turning now to business, best buy's ceo says bye-bye to over $10 million worth of company stock. he was forced to sell over 350,000 shares to help cover the costs of a recent divorce. baggage fees and upgrades to roomier seats and other extra fees charged by airlines have reaped a tidy sum of over 27$27 billion. billion with a "b." that was just for 2012. united, american and delta were the biggest benefactors of the extra fees. christmas in september? kmart is running ads like this one to promote their free layaway even though the big day is not for another 104 days. please, it's too early. if you've got money to burn, check out new york city's most expensive hotel

unbelievable soccer throw-in. look at that does the flip, front flip, throws the ball toward the goal. >> score! >> he's got the goal right there. oh, man. they're not going to like that. >> how bad do you feel if you're the goalie. >> that's exactly what i was thinking. oh, no, doesn't make it. >> all right, thanks so much, richard. well, turning now to our first look at politics, the crisis in syria, i'm joined by bob franken live in washington. bob, good morning, thanks for being here. >> good morning. >> i want to start with this op-ed that putin wrote in this morning's "new york times." how do you think that will impact kerry's meeting with his russian counterpart? >> who knew, putin, the pundit. next thing we'll hear he's hired at msnbc as a contributor. >> do you think it will have an effect on the efforts taking place? >> probably not. this was a little bit of snarkiness rubbing the nose of the united states in it just a little bit lecturing such things

about exceptionalism and lecturing about a country meaning the u.s. has that been relying on brute force, et cetera, et cetera. as i said, he has the advantage right now and this was just an effort to gloat about it a little bit. >> who do you think was the real audience here? is it the american public? is it congress? is it the international community? who was he speaking to? >> yes. >> all three. >> yeah, all three. probably more the american public. the message is that i was just mentioning, particularly what he had to say about american exceptionalism which during the president's speech some were disappointed that he seemed to be pandering to those who are jingoisticic and constantly talk about american exceptionalism. a whole school of thought the more you talk about how exceptional you are the more questions you raise about who you are. >> some nerve writing that in an american newspaper. not the best audience. "the washington post" is reporting that the u.s. is delivering weapons to some syrian rebels. when you look at that combined with these new diplomatic

well, it's time for "first buzz" all the stories we're talking about this morning joined by richard lui and bill karins. there was big apple news. is it really that big of a deal. >> big deal to apple, right, but maybe not a big deal in china, the 5c which the c could either be for cheap. it could be for color or it could be for china. and the reaction so far is, eh. in terms of most buyers saying it's still expensive, $735 u.s. when they can buy other phones for half the price, even a tenth of the price so they're thinking right now who knows, it's a nice gesture. >> would wouldn't want to pay 10 times more for a phone's battery that lasts two minutes. >> didn't apple stock do tremendously well? >> also went down too, right. >> i think a lot of people just greeted the news with kind of a

shrug, who cares if it's in different color. >> there are rumors they're coming out with an iphone to compete with your beloved galaxy. >> i'm not going to say anything but there are phones with bigger screens. >> if a miss america contestant getting a lot of attention it, a sergeant in the kansas army national guard so that makes her unique in one respect but also the first contestant ever to compete with tattoos or displaying them rather, maybe there have been others who have hidden them. has two tattoos including the serenity prayer so she'll be competing. she says that the reason she is not going to cover up her tattoos she wants to challenge stereotypes and encourage individuality and female empower. >> i don't think -- i mean, what do you think do you think -- >> a lot of women have tattoos. not a big deal.
