rocky mountain rejection with the gun law group push on the colorado recall. good morning from washington. it's thursday, september 12th, 2013. let's get right to the first reads of the morning. secretary of state john kerry arrived in geneva this morning for two days of talks on a russian proposal to put chemical weapons under international control. the last ditch effort with the world leader who called kerry a liar. russia repeatedly used the veto punishing syria. >> this cannot be a process of delay. this cannot be a process of avoidance. it has to be real and measurable and tangible. >> let's realize that russia rejected the idea of legally binding the resolution that authorized the force at turning over his chemical weapons. in an op ed addressed to the

american people, vladimir putin warns a strike would release violence in a new wave of terrorism. he writes millions around the world see america not as a model of democracy, but relying on force, getting solutions under the slogan you are either with us or against us. >> i think it's clear that the whole purpose of that was to try to weaken the resolve and try to make sure that we would not fulfill our pledge to conduct military action if we have to. >> that was leon panetta on what he read into putin's op ed. just within the last few minutes, assad told a russian station that it's not because of the u.s. threat to strike. given washington's expiration to

move on, they have no choice but to give putin his moment in the sun by elevating the proposal. the president has boxed himself this. >> i think we will have a crippled team walking into the room where putin holds all the cards. >> according to a planned leak, they propose that syria join the organization for prohibition and declare the weapons for where they are made and decide with them how and where they are destroyed. thing that makes the success of a diplomatic response, they continue to deny that assad was the who used the chemical weapons at all. in his op ed, he claims that no one doubts poison gas was used, but there is every reason to believe it was used not by the syrian army, but opposition forces to provoke intervention by their powerful foreign

patrons. >> the rugs who suggested that the rebels might have perpetrated the attack now argue destroying the chemical arms will prevent it from doing what it allegedly didn't do in the first place. >> a senior official did respond saying this. the president has invested his credibility in transferring the chemical weapons to international control and destroying them. the world will note whether russia can follow-through on that commitment. it's an important part that was given. in a video statement, the head of the concern syrian opposition announced the rebel group's rejection of the russian proposal saying assad must be held accountable and prosecuted at the international criminal court. >> the russian initiative is just a lie and the russian administration especially is playing games.

>> even if a deal is reached, experts believe it would take a year or more to destroy syria's chemical weapons and according to one pent gon estimate, assad has 1400 tons of mustard gas. the arsenal is scattered and only the syrians know where the weapons are. they suddenly have to become honest about where they are. experts say it would be impossible to accomplish the task in the middle of the bitter civil war. it would require a ceasefire in a conflict that is instead been escalating. over the past several weeks, the cia has done what everyone said they would be doing, delivering weapons to rebels in syria. why the rush to embrace the proposal? everybody in washington wants to wash their hands of the syrian issue. not the white house, but congress. the last ditch diplomacy gives them on the right and left an excuse to hit the pause button.

republicans can resume beating up democrats on health care and democrats can beat up republicans on the budget. the expected fall fights are back on the front burner. about an hour from now, the leaders will meet for the first time since the august recess about syria. in speaker boehner's office. the house republicans chose yesterday when washington spoke to syria. and 9/11. to leak out the fact that they failed to deliver on a plan to keep the government running beyond the 30th. they are now postponing it. back to syria, secretary kerry is dealing with geneva and he wants toit had the pause button as well. these are the top republicans on the committee. he joins me now. he has been tough and he's a figure on capitol hill. he questioned whether he knew

how to speak as a commander in chief. explain yourself on that. >> chuck, first of all, to your earlier comment before i came on, i'm proud of the work we did on the foreign relations committee and gave an authorization for the use of military force to the president and think that has been helpful in the process. secondly i wish nothing but good things. today was secretary kerry. i hope there is a good out come here. the white house has been a hard group to help here. i was so disappointed in the president's speech. i have been with him on sunday night. he came to speak on that lunch on tuesday. it seemed like he was talking like a commander in chief and

what came out of tuesday night, not making a case for what is in our national interest. i'm disappointed, but i want nothing but good things for the country and i worked with him on immigration and nominations and the physical issues and now on this. i am disappointed in the way the president addresses our country and does not really make a case for what is international. >> let me ask you this. he had no political support. it was clear. this was going down in flame in congress. it wasn't going to be a close vote. >> yeah. >> what was he supposed to do? he did not have the political will of the country or your colleagues on capitol hill. >> chuck, again something he said he was able to utilize at

the g20. one of the reasons that he has the lack of support that he had is he never made a case. he talked about the red line and maybe he wishes he had never made that comment. making that statement and the actions that followed -- >> has he said that to you? or you don't think he meant to say it? or he wishes he didn't? >> no, no. let me finish. >> sorry. >> okay. >> we talked sunday night about the red line. i shared with him how important it was that he own that and we talk about what that means as it relates to our nation's credibility and how it affects us regionally and i think you saw where prime minister netanyahu talked about how this has been so harmful to the region and just to own that,

after he passed this authorization for the use of force out of committees, he immediately in sweden talks about how this was not his red line, but the world's red line. this was a person who contorted he has difficulty taking ownership and talking about what our national interests are. i'm disappointed and the reason you see the lack of support is that they muddled the syrian thing so much from the start. i am proud of what we did in the foreign relations committee. we had a sober debate and people came with humility. he goes to the g20 and i hope something good comes out of this inspite of the fact that he has great difficulty in communicating to our citizens and also to the world as a strong commander in chief. that's why you are seeing this play out the way it does.

i hope we lock up and end up with a diplomatic solution. i really do. i mean that. these folks have just been hard to help. they really have been hard to help. >> i want to get your reaction to president putin's op ed on. on hand he talks about reendorsing his effort here and getting it under the international community including russia's credibility on the line. there is a ton of folks in there at the united states. i was curious to hear your reaction to it. >> chuck, you know, all this is sort of -- i think when a country like russia sees a vacuum and sees weakness and let's face it, that's what they are seeing right now. they try to step into that. i don't have a lot of reaction. this is the kind of thing you expect when they see another great nation, if you will, on

the back footsteping away. hopefully somehow, something good will come out of this. if the president were to come to the senate today and ask me to vote for authorization for use of military force, i would support it. i would like for him though on the other hand to communicate to my colleagues who evaporate been to the region who were not -- i was there three weeks ago and i would like for him to please communicate a strategy about the end game in syria and what the end solution is. he just cannot bring himself to do that. it's disappointing, but look. i'm there and i want to help with this. we had a little bit of a set back that hopefully something good will come out of the meeting. >> in that speech, the president did not ask for delayed authorization from the u.s. senate. that was a mild surprise to me. he would want some form of

codifying the russian proposal and if it doesn't happen, then this. is that an authorization that has a shot in the senate? >> i think right now again people are confused. people that really, really care deeply about that around the world. they have stepped away from this. they have a reaction to your speech again. they had a habit over the last ten days. they said different things to different groups. just carried in and talking about this littlitiy bitty strike and on the other hand they will meet with us in private and talk about the robustness of it. i think they had great difficulty. they owned this issue. kapdidly it would be tough for the president to come to

congress with anything right now. everybody is so confused about where the president is and what he wished to do. let me say one more thing. he can still -- he has never taken away from himself the ability to use the authority he has. i think we hurd ourselves in the world. both in syria by the opposition. i think around the world. i hate that as a guy who is really, really proud of my country.

coming up on "the daily rundown," democrats up in arms over the total recall that took place in colorado and with a shut down looming, battle lines in congress are being drawn as the republicans have another pr problem on their hands. democrats have no plans to help them out of their own pr mess on health care, but today's trivia question, how many of the 100 u.s. senators who were serving on september 11th, 2001 are still serving today. the first purpose to tweet the correct answer will get an on air shout out. the correct answer and more is coming up.

democrats in the fight over guns and it cost the party. democrats were out of office in the recall election. state senator president john morris and angela gear on had support for the stricter regulations. the grass roads regulation and big money ads like this one from the nra. >> morris even proposed a bill so rat cal fellow democrats wouldn't support it. john morse, too extreme for colorado. >> democrats larch launched i ground game, but it wasn't enough. he lost by 344 votes total. they voted to recall him and 49% voted against that. angela ger on lost boy a wider margin. they have gone to democrats for the last two cycles. not one lost a key state-wide race since 2002. they managed to make in roads

with abortion, gay rights. jim morris and angela ger on got recalled in a state that handed president obama a healthy victory against mitt romney less than a year ago. they edged out romney with over 50%. he won colorado with almost 54% of the vote. the recall results and potentially shows it's a status moving to the blue column and slowed down a little bit. that could have long-term repercussions. the colorado republicans have new confidence for their plan it on unseat the governor in 2014. at least six republicans are considering a challenge. they have the problem for colorado republicans for the last few cycles. joining me now, the chair of the committee, deb wassermann shuttle of florida.

the head of your party is what? >> the lesson from colorado is this is a perfect example of making sure that we stop voter suppression. first of all, let's call this what it is. >> voter suppression? >> yeah. >> losing campaigns and complain about the rules, you don't see a message? >> i will take my lick when is they are deserved, but what this was was literally not less than two weeks before the election, the rules for voting in this recall were changing. colorado voters were used to mailing in and these two legislatures voted with and 85% of the vote. the term was low.

they could cast their ballot and shift up to two weeks before the election. what right wing groups did was to make sure they suppressed the vote and meat it a low turn out election because they know in every election recently when we had a good turn out and democrats win. your advice is this was not about guns. don't worry about it. >> the polls show it was not about guns. even yesterday the polls showed that colorado voters support the legislation and the reason they put the recall and the overwhelming support and the background legislation and the limiting of the magazine size. this was making sure you had a small number of voters that

shifts and changes rules less than two weeks before the election. it's why we will fight as a party. we will push back on the efforts they engaged in. >> your advice to democrats is don't be afraid of the gun issue. >> our advice is to run on the issues that matter to voters. focus on jobs and focus on fighting for the little class. when it comes to guns, focus on common sense reforms that the overwhelming majority supports. background checks and making sure that people who have them couldn't get them. >> do you worry that they will say i don't want to bother. >> you always worry about the intimidation tactics like the nra will suppress turn out and intimidate and make candidates as well as elected officials worry they shouldn't do the right thing and follow their convictions. i was proud of both state

senators. they understood what this was really about. let's also remember here the nra tried to shift the entire majority balance in the legislature. they tried to get recalls for four state senators and only successful in getting signatures for two. it doesn't change that they control the house and senate and change the fact that the background check and clip law is still go of nor and will be governor again. >> after you game out of the classified briefing, they had an impact the number of times he talked about it. that has been the moral argument to be made about why some intervention is needed in syria. why do you think that has been a minority of members who have bought into the moral argument? >> we represent a conservative

weary of war. it's our job to explain to constituents like president obama did i think effectively in his speech that syria is not iraq or libya. you have a regime and a leader who brutally murdered 1500 of his own people in cold blood including hundreds of children. you are right. i was the first empty i saw the videos emotionally affected. you see your own kids in your mind writhing on the floor like that. we have a moral obligation as the only world super power to stand against and prevent murder like that. >> you are comfortable with giving the president authority to do this? >> it's essential to make sure

we don't allow that to happen. in negotiations with russia and syria. >> the approximately called for a delay in anything. do you think they should be reworking the authorization that codifies what's going on in geneva and puts in the if this then the president has authority? he should be seeking that as the negotiations are under way? >> i think working on the language and how it looks and making sure we continueded to clearly proceed towards readiness to engage in a limited strike if that doesn't work. i think a lot of member minds were swayed based on syria and russia coming to the table willing to acknowledge they had and used chemical weapons and be willing to secure them. >> the fact that they are coming to the table helped convince a threat of forces? >> i had members me they were a

bloomberg. ballots are being counted and it looks likely that bill deblasio will clear without a run off. he has 40.33% of the vote and bill thompson at 20%. the pressure will be on thompson who said he won't decide until official results are tallied. it is unlikely to happen until next week at the earliest, but as thompson's vow to press on as campaign chair told the times that blazio won a victory and said i don't think there is much appetite to have a fight here. the biggest story of the mayor's race is not the fight and not even sleazy come, sleazy go. i love that post wording on that one. the dismal failure of both of those guys to stage their come backs, but the guy who made the

anti-bloomberg candidate is the who won decisively. >> i want to tell you a little bit about bill deglassio. he is the only democrat with the guts to break from the bloomberg years. >> now that he is close to avoiding a run off, ploom berg inserted himself into the rice in a way that fuelled the momentum with his bizarre comments about a racist campaign. it's clear that bloomberg fatigue was one of the driving forces and arguably the collapse of christine quinn perceived as closest was just as dramatic as the anthony wiener. for bloomberg it was not just about being embarrassed, but his pet national issue took it on the chin as well. if you thought they were ready to rally, the recall elections, it's clear that democrats are probably going to do what they have normally done on guns. not walk, but run from the issue. particularly west of the mississippi and south of the mason-dixon line. the nra signalled out the mayor

personally saying the recalls prove that lawmakers win. they are accountable to constituents and not the dollars or social engineering agendas. the gun control group responded for the last 20 years and they had the field to themselves in contests like these, but no more were backed and willing to face the attacks because they agree with americans about the need for better background checks. don't expect the line of officials clamoring to face the attacks to be a long one. bloomberg billions lost theired my as touch. the executive director of the congressional black caucus. the atlantic's molly balm. democrats south of the mason-dixon line. would you tell them in the face of what they saw in colorado, that was unique and don't worry. relax or will you understand if democratic lawmakers go i don't

want to deal with guns right now. >> the nra was focused on four races and they were successful in half. i don't think we should steer clear from gun safety issues. there has to be a clear answer when you look at gabby giffords and what gun violence can do not only to the local neighborhood schools, but also to people that represent you in the form of public service. there has to be real answers. maybe we don't have the talking points right and the messaging is not quite right. there is not a clear victory either. >> you think the democrats need to improve messaging? are. >> not only that, but suppression issues in colorado. >> they usually complain about the rules. loss is loss. >> it's half of the race. >> taking it on the chin approximate, r-wise, had a horrible pr period. i don't think it got anything right as far as public relations were concerned. they went back to what they know

how to do. engineer a small victory in a place they needed to win. >> it's worth noting the pro recall folks were outspent about 6-1. at least according to the last filing president. they had a bunch of other groups and keep your spending. i hear about the complaint about low turn out. turn out was 60% of what it was in the last regular election. about 75 in the angela ger on district. that's not that low for a special election. it's not that it was a secret. you look at a regular election. governor and senate and house race. a bunch of people don't care that much about what the senate does. thes that do care are pro gun rights. >> it's clearly the energy was on the aspect side here. even if you can take a poll and

say this has been the problem with the gun debate for years. i think they said it this morning on "morning joe." the 90%, but they are like it's one among any. it's not a voting issue if are the folks on the side of the nra. it's a voting issue. >> they were fired up about it. i wrote a lot about the partisan trends. they put the gun issue on the shelf and getting good ratings. >> with ken salazar where the godfathers of this are in colorado. >> they recognize that this was a divicive cultural issue. people saw as not a policy issue. that's the emotional hit that the nra make when is they air the adds and it still works. you heard so much from the pro gun control side saying that doesn't work anymore. we have these polls that show

90% and it will be hard for them. >> the other part of this, it's hard particularly in a place in arkansas where mark pryor recoiled when he saw michael bloomberg showing up. he is a flawed messenger in most places. >> whether you are a democrat or republican or somewhere in the middle. >> new york city outsider. >> you can't throw money in a situation like this. someone's personal rights. they feel attacked and you are confused why they are in your space. >> go with the big law. >>. >> send your political dollars somewhere else and not here. there is resentment. >> the nra never had to -- they are an outside group and they are a bunch of guys in washington. >> if mike bloomberg was a millionaire and not a billionaire, he may never have

>> assad handed over the chemical weapons. andrea mitchell joins us live. what is the game plan over the next 24 to 48 hours? do we expect a tentative agreement for how this is going to work? >> from flying over with secretary kerry and regions we had from state department officials, this is a testing phase. show me the money phase. we are prepared. the u.s. is prepared.

we have a big group of weapons experts and state officials and white house officials and agency people you can imagine. so are the russians bringing their team. the two teams are going to compare notes. if this works the way they have been led to believe it would work, by premeetings and conversations between putin and president obama. it would be to show each other where they believe the stockpiles are and the expectation from the u.s. ideas that he's gotten so much and they will say it's this much it's a mark of progress that the russians are ready to acknowledge that he has the kem ka wills and privately acknowledged that he was responsible for the attack. you might ask what is up with the op sed and the "new york times," they are dismissing that to the showmanship and the public relations and grand

standing and they will say i'm in charge here and i'm driving this. >> what's your sense of the one thing is it removing the threat of force? >> not so sure about that. i'm picking up signals that it's all a matter of how the words are put together. there is a lot of talk at the un along the large ins of how to soften the chapter 7 and the use of force phrases. in that draft resolution. i think that there is -- they want something. they want the threat of force, but if they can come out with something where the u.s. had the threat of force and it's not rip in stone. both sides say they agreement. this is not easy. the u.s. knows where the stockpiles are.

congress still haven't found a unified strategy on the budget battle. when the focus was on syria, house go. p leaders made it clear they had to delay the vote on the continuing resolution saying they need more time to build support. leaders are trust rated with the defund wing of their party and they want to avoid the shutdown by getting the president's health care law, jim garrity, and molly ball. you covered the conservative movement a lot closer and a lot of people, house republicans have to find 218 on their own with this one. democrats have no interest in helping them bail them out on this. politically they're saying you deal with the defunct wing of the party. they're frustrated. >> the ted cruz wing are convinced they have a win or this. if they get into brinksmanship. >> no matter what the polls show. >> where every day some new bad news comes out about obama care. the old cio is upset or trader joe's is putting everybody to part-time so they think they'll
