president obamaset sens his secretary of state to the meet with his counterpart. the devil is in the details and that's why john kerry arrived in geneva to discuss syria giving up chemical weapons. vladimir putin penned this in the op-ed and he didn't mince words. the chemical weapons were not used by the syrian government, but instead the syrian opposition and that any u.s. strikes would increase violence and kick off a new wave of terrorism. >> i think it is pretty clear that the whole purpose of that was to try to weaken our resolve and to try to make sure that we would not fulfill our pledge to conduct military action if we have to. >> the white house response to this, putin is putting his credibility on the line. jay carney saying something similar at the white house yesterday. >> demonstrates that, you know, russia is now putting its

prestige on the line when it comes to moving further along this diplomatic avenue. >> >> as the government confirms a new "washington post" report that they're suppliering the fighters with much-needed weaponry. we begin with kristen well kerr. >> let's start more with the putin op-ed and i want to put it up there. millions around the world increasingly see america not as a model of democracy, but as relying solely on brute force under the slogan you're either with us or against us. so obviously, the white house needs to pivot in response to this. he does talk in this op-ed about the growing trust between himself and president obama, but this will make it a bit awkward for secretary kerry who is meeting with his russian foreign minister, the counterpart over in geneva. >> you're absolutely right, thomas. there is no doubt that the timing of this is awkward. this is a clear pr push by

president vladimir putin meant to undercut to some extent president obama, and the obama administration. the officials traveling with secretary kerry according to our own andrea mitchell are down playing this op-ed and that is consistent with my reporting here at the white house. the official word coming from the administration, according to a senior administration official is this, quote, president putin hass has invested his credibility and ultimately destroying them. the world will note whether russia can follow through on that commitment. sort of consistent, thomas with the sound bite that you just played from jay carney and in my conversations, white house officials say they're focusing on the part of putin's op-ed in which he continues to support the idea of the syrian regime turning over its chemical weapons stockpile, but the reaction from the hill is quite different. democrats and republicans lambasting that op-ed and you have mike rogers, the chair of

the house intelligence committee underscores the fact that the obama administration has mishandled the policy and skepticism about whether or not kerry is going to get a deal when he travels overseas. thomas? >> kristen welker, thanks so much. >> and as secretary of state kerry plans to hold three days of talks with his russian counterpart. here's president bashar al assad said on russian tv today that russian diplomacy and not u.s. threats influenced his decision to hand over chemical weapons. >> andrea mitchell files this report from geneva. >> reporter: hi there, thomas. as secretary kerr was flying to geneva for this meeting which will take place in a couple of hours with the russian foreign minister, and you see "the new york times" from vladimir putin. officials were dismissive of it as a pr stunt, chest thumping by putin trying to show who is in

charge that he's bag in the game and driving the agenda because they say that he and lavrov have acknowledged the use of weapons by the assad regime and that's why they're in geneva to negotiate something and that they're not in total denial and that's exactly what you read in the op-ed of "the new york times" denying that the regime was denying anything that happened on august 31st and blaming the rebels, instead. this is a reality check and they want to test the russian resolve and russian seriousness and see if it's possible to come up with an agreement. they brought with them dozens and dozens of experts and weapons and intelligence experts to put the american cards on the table and say this is what we know assad has in his stockpiles and at the same time the the russians are coming with their teams and the expectation, the hope is that they will be as direct and as honest and at least beginning to exchange intelligence and information and that would be the beginning of trust. no agreements are expected here,

but just a declaration that they will take the next step forward. thomas? >> andrea, thanks so much. a programming note for everybody, that "andrea mitchell reports" will be airing live at 1:00 p.m. from geneva on msnbc and she'll have more on the visit there. the battle rages on inside syria. nbc news has confirmed media reports out today that cia shipments of weapons have begun to reach syrian rebels, however, sources tell us it's unlikely those shipments will help tilt the balance and one official tells msnbc that the rebels need to turn the tide are missile strikes. republican senator jim rich of idaho is a number of the foreign relations committee who voted against taking military action and it's good to have you here? thank you. >> let's talk about the arming. should the u.s. be arming the rebels right now given that we don't know who is friend or foe and what if that's not the answer, what is? >> first of all, there's been a

lot of talk about arming the rebels. the difficulty is there's about 100,000 fighters there and they're fragmented there into a vast array of the kinds of people that engage in these sort of things and there are some people that we want to see take over the syrian government and the so-called moderates and there are very bad people that are involved in this also and you're always worried that when you're giving out arms, aid or what have you that you're emboldening people and helping people that may not be friendly to us in the long run. >> sir, i want to go back to talk about your reaction to putin's op-ed and specifically the part that he takes issue of what he calls american exceptionalism. in this op-ed he says it is extremely dangerous to see themselves as exceptional whatever the motivation. when you heard what was written and taking the president to task for reminding everyone on tuesday night about american exceptionalism, what's your reaction to that? does this shake your core about

how we can trust putin and whatever credibility he has that he's brought to the table on this that he'll really be an honest broker through it? >> well, this is another bizarre chapter in what's been a bizarre scenario from the beginning. is this what it's come to with the head of another large country communicating instead of through the usual, delicate, diplomatic channels and instead writing op-eds? it's ludicrous. i've been a vocal opponent of how president obama has handled this thing from the beginning, but if putin thinks he's going somehow move me to his view or what have you that we are not exceptional people, that's absolutely laughable. look, this is the former head of the kgb. i said on the intelligence committee i've seen the intelligence. i know who did this and for him to be trying to tell us that it wasn't the administration, that it wasn't assad's troops that did this is absolutely

laughable. so, you know, it's just bizarre. the whole thing is just bizarre. this isn't the way diplomacy should be done. at the end of the day we need to set all of that stuff aside and focus on how can we do what needs to be done and that is get a hold of this thousand tons of chemical weapons and that's what everybody needs to focus on. stop the rhetoric and stop the pushing and shoving and let's try to get that done. >> it certainly is an expectation of americans, anyway, for our elected leadership to circle the wagon, so to speak in washington, d.c. and there was this morning the intelligence summit taking place in washington and mike rogers was speaking and referencing the nsa leaks and direct reference to edward snowden who now has temporary russian asylum and what that's meant for adversaries around the world. i just want to play a small part of it. take a look. >> they a reason why putin decided to put an op-ed in "the new york times."

two people died from flooding in other parts of the state and forecasters say the worst of the rain and the flooding is over, with but they do expect additional rainfall today. maria lo la rosa is here with us to explain that. explain the weather conditions and also the nervousness that people need to feel about how saturated this ground got for certain roads to wash away and what that means moving forward while that part tries to dry out in the state. >> oh, well, the problem, thomas is they're not going to be able to dry out. the setup is there. you could not have primed the atmosphere more for this situation to happen and we saw it last night with the moisture available. here's what it looks like right now. as you mentioned, some of the rain not quite as heavy, but it is still raining. highlighted boulder and there is still a flash flood warning and arapaho, larimer county still under flash flood warning and it is still raining where you see the yellows and the oranges and that's where the rain is heaviest right now. going back three hour, a lot of these spots have seen continuous

rainfall and hours of rainfall and they've clocked in with seven inches of rain over the last few hours. as i mentioned, the setup has been there and it will be there the next few days and here it is. the high pressure off to the east. that's usually drying conditions. you have an upper level low to the west, spinning this way, and spinning that way, right in the middle and you have all of that moisture focused right into the eastern side of the rockies including boulder, including denver. over the next few days, this is not going to shift a whole lot. so through monday, a lot of these regions including denver an additional three to five inches and the problem is you get thunderstorms to set up like they did last night and you're not talking three to five inches. you're talking about over the next few hours and not a chance to dry out until at least the earliest on monday. >> the weather channel's meteorologist maria la rosa, thanks for your time. >> police in florida say no charges in kecks with the

confrontation between george zimmerman and his wife. shellie zimmerman -- a newly released home surveillance video, shellie zimmerman can be seen following george outside of her father's home and recording him with an i pat. now, later the video goes on to show what appears to be george throwing the ipad to the ground. joining me now is attorney faith jenkins and i know you've seen this a couple of times now. what we're hearing is that the ipad and the chip in it is badly damaged. police don't know if they'll be able to retain any of the information or re-access any of the information that was potentially shot on this broken ipad. >> but how much of this is a challenge to investigators? no charges, but they do -- are attempting to send this chip off to see if they can get any information from it. >> this is the remaining evidence. this is the video that they say they need to file one charge

which would be a domestic battery charge either against shellie or george zimmerman. aside from this this is all they have to go on. if they can't get video that actually shows a crime was committed then there will be no charges in the case. people see george zimmerman throwing the ipad down and they say wait a minute, isn't that a charge for something, we're not why goes to charge criminal mischief because it's community property and the ipad belonged to him as much as shellie and it's not a crime when you destroy your own property. is there a rhymcrime because we don't know what the video would show. >> he wasn't mad at the old ipad, i think. anyway. the question of whether george still has a gun or had a gun at that time has not been resolved. police say they did not recover one. however, shellie zimmerman's story about it has changed. i want to play what her attorney had to say at a press conference. take a look. >> people are wondering why shellie called 911 and said

there was a firearm. you don't want to take a chance. under that equation your husband happens to be named george zimmerman. >> mark o'mara had said that george did have a gun and when it comes to the gun either george zimmerman or mark o'mara is lying. how do we get to the truth on this one or does it even matter at this point? >> i think mark o'mara put this issue to rest when he said george zimmerman did have his gun and he had his hand in the position where it wouldn't move or go anywhere. how it happened to be that when the police got there, george zimmerman did have a gun on him because they did pat him down for security reasons which they are supposed to do is anyone's guess and it looks like he took the gun off of him and at one point the guns were in the car and we know that from the police report. however, the police decided that the gun wasn't at issue here and i don't know how they came to that conclusion because yesterday at the press conference shellie zimmerman's attorney reiterated the fact that they believed george

speculation about the future of celibacy in the priesthood. the vatican's second in chand archbishop old of a venezuelan newspaper that celibacy is not an institution, but look, it is also true that you can discuss it because, as you say, this is not a dogma. a dogma of the church. it's an e closeees yaose cleez tradition. dropping from 60,000 in 1965 down more to 39,000 this year. joining me to talk about is gina mess ina, the dean at ohio's su ursulan college. this is not a new discussion, but certainly breathing new life into it. should american catholics expect any type of forward motion of the potential for priests to be able to get married any time soon? >> well, good morning. thank you so much for having me today. i mean, this is clearly a very important conversation, and as you know, not a new conversation

by any means, but a statement coming from such a high-level vatican official is very interesting. and so we are asking a lot of questions on why this kind of statement is being made. whether or not we will see any immediate changes happening, my initial guess would be no. if we look at statements made by pope frances, certainly he is sympathetic for a call for the change in the requirement for celibacy, but he has also been clear in stating that he thinks celibacy should be maintained. >> do you think though that this is a trial balloon? in one direction some would say priests getting marry side a good idea and in another direction some say women should be allowed to become priests within the catholic church. if you were a betting woman, where would you put your money first if the church was going make a change? >> this is a really great question. >> i think that the question goes back to the issue of celibacy. if i was a betting woman i would

not bet on women becoming priests any time soon, but when i think when we're talking about the question of celibacy, it really comes down to the debate on whether or not a priest who is married can properly serve the people of the church and whether or not a priest who is not married can serve the needs of the people of the church because on the one hand you have a priest who cannot fully recognize what people are dealing with being married and having children and on the other hand, priests who are married and have children, of course, have family obligations that can interrupt their service to the people. >> it's a fascinating conversation and pope frances has certainly breathed new life into the catholic church, and it certainly has a lot of people talking and disenfranchised catholics taking a second look. dean gina messina, thank you for joining me. >> thanks so much. is this diplomacy in the twilight zone in the agenda

geneva to meet with his russian counterpart to go over the details of what it would mean for russia to oversee the safe removal and destruction of any chemical weapons from syria. let's take a listen. >> obviously, we're missing a few members of our cabinet here today, in particular john kerry is overseas meeting on a topic that we've been spending a lot of time on over the last several weeks. the situation in syria and how we can make sure that chemical weapons are not used against innocent people. i am hopeful that the discussions that secretary kerry have with foreign minister lavrov as well as some of the other players in this can yield a concrete result, and i know that he is going to be working very hard over the next several days to see what the possibilities are there, but even as we have been spending a lot of time on the syria issue

and making sure that international attention is focused on the horrible tragedy that occurred there, it is still important to recognize that we've got a lot more stuff to do here in this government. you know, the american people are still interested in making sure that our kids are getting the kind of education they deserve and that we're putting people back to work and that we are dealing properly with a federal budget, that bills are getting paid on time, that the full faith and credit of the united states is preserved and that the federal government itself is in every single agency running the way it should and making sure that our constituents and the american people are getting a good deal. so we're going to spend some time here today talking about, you know, all of the efforts that have been made by many of these cabinet secretaries to streamline operations, to cut out waste, to improve

performance, to improve customer satisfaction and we'll focus on some specific issues including managing some of the budget debates that are going to be taking place over the next several weeks and we'll be talking about the rollout of the affordable care act where we've seen some tremendous progress over the last several months and are confident that starting the beginning of next month people will begin signing up for health care and in many cases for the first time and we'll spend some time talking about issues like comprehensive immigration reform that are of enormous importance to ensure that america grows. >> i appreciate the great work that people have done and some of the cabinet members here are relatively new, but thanks to theirations and i know they're hitting the ground running. thank you very much, everybody.

to have with us today. victoria di francesco and david brennan is producer for "the rachel maddow show." >> i know you were hearing of what the president was saying and the remarks, but daphne, i want to start with you and show our viewers the op-ed. it was a stunner in "the new york times" for people to wake up to and see this and some people had the advance last night and i was able to frommed before going to bed on twitter and was shocked by it, but president obama -- putin saying that president obama made the case about american exceptionalism and then in the end referred that god created us all equal and he comes across very tone deaf in this op-ed. >> i don't think americans expected to wake up and have vladimir putin preach to them about the values of democracy and faith and american exceptionalism while we're on the precipice of a president here making a moral argument

about stopping the use of chemical weapons against civilians in syria. i think it came out of nowhere, and i think putin here, you know, maybe he's speaking to a russian audience, but that's not an op-ed that will grasp a lot of americans here. >> what credibility is putin thinking that he'll come to this game with especially when he wants to take this, you know -- take on the syrian mess, so to speak and helmet and not only the fact that we get syria claiming that it has chemical weapons that it would never confirm before, but claiming that they will now take them and help remove them. it really seems odd that he's trying to show up and do all of this chest puffing with the credibility that he shows up with. >> i think odd is the good adjective here. i think that you look at it in the larger context. i don't generally agree with john mccain, but the senator said this morning that the putin op-ed is insubtle the intelligence of americans and i think he's absolutely right.

lecturing us on democracy and democratic norms suggesting that all are created equal in the eyes of god. it's very hard for anyone to credibly take this seriously, and i think daphne is right. i don't think he's intending to try and persuade americans because if he were he would have written a different piece. i think this is intended for an overseas audience because i find it hard to believe that americans would be persuaded by this at all. >> we have bob menendez. take a look. >> i got an email with what president putin had to say and i have to be honest with you, i was at dinner and i almost wanted to vomit. the reality is i worry when someone who came up through the kgb tell us us what is in our national interest and what is not. >> we're getting this reaction, victoria, from our elected leaders and certainly from americans who are well-informed about russia is all about, but

hasn't congress allowed putin to fill this leadership vacuum by refusing to rally. the analogy is, i can can talk badly about my sister, but how dare you say anything bad about my sister and that rallies anybody around to be, like, okay. we have to unite and we have to have all of the wagons circled to be a united front against this and expose the achilles heels. >> i love the metaphor about picking on my sister. >> don't talk about my sister. >> i can boss her around. we've seen historically when public opinion has been lukewarm about international intervent n interventions with bosnia and kosovo, we do see after the fact when forces do go in and when the decision has been made the american public does rally around. so we don't know what's going to happen with the united states and with syria, but we do know that there will be a rallying

effect because at the end of the day the the people, maybe not boots on the street, but the people who are in our military and our armed forces are our brothers and our neighbors are people that we're ultimately going to support. we may not support the president and say you're a wen republican or a democrat, but once the decision is made, you're all in. >> some republicans are already taking political advantage of the crisis in syria. and i mean, taking advantage of it to make money campaignwise. i want to play a new radio spot from georgia candidate, karen handle. take a listen to it. >> >> if i were in the u.s. senate today i would vote against the military authorization force in syria. i'm karen handle and i approve this message and i stand with you instead of being another vote for harry reed or barack obama. >> what do you think about 2014? >> this is a great moment and a great test that karen handle is pulling here.

her opponent happens to be the daughter of sam nunn whose entire legacy in the senate was disarmament. it's a great irony on the syria front, but the fact that they want to use this to rally against the president that the moment is they opened the wide-open space and putin drove a truck right through it. the question is are they going to start raising money to push for the same things that vladimir putin is? is that where they're headed here? that's a very, very good question. i think people are going ask when they're headed to the polls in winter. >> mitch mcconnell sent out -- something for his supporters asking for money for this. is it surprising to you that republicans will use this crisis to help fund what they want to see done to get re-elected come 2014? >> yeah. it does surprise me. i think that american politics, we tend to be pretty cynical and we tend not -- and there are things you just don't do,

we'll continue to follow this breaking news coming toous out of colorado. take a look at these images. we are now confirming three people are dead after heavy flooding there. as you see, roads just fell apart as drivers were on them, but the the flash floods hit the hardest overnight forcing evacuations across the boulder area and there were rescues caught on camera earlier today from the scene where the road just washed away. we'll keep an eye on that and we'll bring you more news as it

grillo.com." >> the gun lobby is congratulating itself. do you think the nra and its allies has enough power to unseat the governor as well? >> i don't think they will come anywhere close. they were barely able to muster not even 11% of the registered voters in my district to do this. the bad news, of course, is we didn't muster 11% plus one vote so they've won this particular thing, but you know, 80% of the people agree with what we've done and what we've done is just common sense kinds of things that has been growsly mischaracterized by the other side and as the facts more and more come out, i don't think they'll come anywhere close. >> still, this is a wake-up call. the democrats who don't tun out in off-season elections. does the party need to evaluate how it fights back against recalls such as this and do a better job? >> well, and certainly, this was the first one in the state's history and we learned an awful

lot, but we also had some things work against us which truthfully in the future recall elections will work against us until we get a chance to change the constitution because what really happened here is they eliminated male imbalance and that's how 70% of coloradoans are elected and in my district in particular there were only 11 hours during the whole time when working people could really work that the voting hours weren't from 8:00 to 5:00 when most people were, woing and there were only 11 hours outside of that. eight on saturday and three on election day, and they went from 5:00 p to 7:00 p. and they don't get to suppress the vote in the gubernatorial election. >> new york city mayor michael bloomberg spent just under $50,000 less than what the nra spent on this recall election. >> right. >> what does bloomberg's visibility on this issue mean to democrats, and at least in this example? >> i don't think it hurts him in

colorado. no state has swung more decisively toward the democratic party than colorado in the last ten years. even with this recall depp democratses still do control the state legislature and what it shows that the republicans are very good at the pinprick election meaning that they tend to be weak in off-year elections and in elections that are off of the november calendar. >> it certainly goes to demonstrate colorado being purple. >> exactly. that you can still do it because the strength of the republican matter is still older white voters who tend to be more reliable in off-year elections and democrats have a harder time mobilizing their minority and younger electorate when their election is not november 4th and november 6th and that's the problem democrats have nationwide and republicans will always try to take advantage of it because they aren't wing the issue necessarily nationwide and they're particularly strong at these concentrated elections. >> let's talk about one more concentrated debate. lawmakers say they'll continue

to to fight after the veto of the bill. that would have involved trained school protection officers to carry concealed weapons on school property and it would lower the legal age to carry from 19 from 21. they forbid sheriffs the denying -- so someone can fill out the application form for them because they can't see it well enough to do it, to get a concealed weapons permit. >> yeah. >> that does not add up. >> because that makes sense. yeah. this is another example of the gun lobby denying not only majority rule, but common sense and their basic premise is, we don't care what the majority americans want and we don't care where the majority of states like in colorado where they've had tragedies or iowa where the logic is agenst us. we are just going force through insane gun deregulation anywhere we can, anyway we can and we'll
