it did not used to be this way. but more and more, this is part of how we live now. now it's time for "the last word" with lawrence o'donnell. . good tuesday morning. right now on "first look" -- it happened again, another mass shooting, 12 victims dead as washington and the nation mourn another horrific scene. the shooter, aaron alexis is among the dead. why did he do it. torrential rains and devastating floods continue to wreak havoc in colorado and new mexico. good morning. the nation is reeling from yet another deadly mass shooting, this time inside the nation's navy yard more than a mile from the capital. officials late monday revealed the alleged shooter had legitimate access to the navy yard. a shelter in place is lifted.

>> we feel comfortable that we have exhausted all needs to eliminate the possible last suspect. we feel comfortable that we have the single and sole person responsible for the loss of life. >> we will have more on that suspect, aaron alexis, in just a moment. this incident joins the shootings in fort hood, texas and aurora, colorado in size and death toll. jim miklaszewski has more. >> reporter: morning rush hour in the nation's capitol pierced by the wail of sirens. 8:15, the first reports that a gunman is on a shooting rampage at the navy yard. >> we have a report on the fourth floor, a male with a shotgun, multiple shots fired. >> patricia ward was in line at the cafeteria when the first gunshots rang out.

>> three gunshots. and then seconds later more. >> for sean carroll it was surreal. >> i was running and i heard gunshots. holy cow. it could have been way above me. i wasn't stopping to think what was going on. >> reporter: eyewitnesss report that the shooter took a position on the fourth floor overlooking a massive atrium. he opened fire on the breakfast crowd and at others on a third floor balcony area. witnesses report the gunman confronted a man and shot him at point blank range. most victims didn't see the attacker. a man walking right next to this

navy commander was suddenly cut down by gunfire. >> saying there is a shooter in your building. i heard two more shots. one hit him. he was shot in the head. >> reporter: 12 people were killed in the shooting spree. the gunman identified as a former navy reservist, aaron alexis, was also killed in a shootout with authorities. >> the response by uniform police officers was absolutely nothing short of heroic. >> reporter: the chaos paralyzed the city. nearby schools were locked down, highways shut down, the capitol closed and the nationals game postponed. medevac helicopters air lifted the wounded to the hospital. as the navy yard's employees streamed out of the complex many colleagues were helping each other to safety. at the white house president obama paid tribute to the fallen. >> they are patriots and they

know the dangers of serving abroad. today they faced the violence that they wouldn't have expected here at home. >> of the 12 victims, seven are identified at this hour. officials are trying to notify the families of the five other. d.c.'s mayor says the victims range in age from 46 to 73. a number of the victims were civilian employees and contractors. none were known to be active duty military personnel. among the eight injured three were shot including a police officer. they are expected to survive. this morning we are learning more about the accused gunman, aaron alexis. tracy potts is in washington with the latest on that. what can you tell us about alexis? >> reporter: he was a military

veteran, a navy petty officer, and also a reservist. he was a contractor and that's how he got legitimate access to the navy yard. he moved to this area about four months ago. they searched his car and his hotel trying to get more clues into what his activities were. and the fbi is reaching out to the public trying to figure out who he contacted, what he was thinking about, what he was talking about in these last weeks and months. we also know that on at least two occasions, he had run in-s with the law over guns in texas when he apparently shot his gun in an apartment building, it went through to another apartment. police talked to him about that. in washington state, nine years ago when he was accused of shooting the tires of a contractor who was in the parking lot of his building. so this is an individual, his family says he may have been suffering from ptsd, obviously concerns that he was very

disturbed prior to what happened here yesterday. >> tracie potts live in washington. thanks. turning now to colorado and the unpress tecedented flooding west. rescuers are hoping to get into the towns cut off by the rising waters. leanne gregg joins us live from boulder, colorado. good morning. >> reporter: good morning. the death toll has risen now eight people confirmed dead. the rivers and streams are still swollen. this is 4 mile creek. later today, the helicopter search will tip for those who are stranded in the mountainous areas. yesterday they made great progress. more than a step helicopters up in the air. most of the day when those afternoon showers did not develop. 12,000 people have been evacuated so far from ground and air rescues. 17 counties across colorado are flooded. more than 30 bridges have been

destroyed along with more than 100 miles of roads. and those numbers are rough. they're expected to increase. so is the fatality number. officials say when they are able to get inside the areas that have been flooded, they plan to look in the buildings, houses and ravines and they do expect those numbers to increase. the unaccounted number has diminished. now about 650 people. that number will likely go down as people are able to get cell service, power and can contact family members. again, more progress expected this week in that massive search in the western mountains. back to you. >> leanne gregg in colorado. thanks so much. now time for your first look at this morning's dish of scrambled politics. in light of the navy yard shoot willing, the senate has postponed a hearing on the so-called stand your ground laws. trayvon martin's mother sybrina fulton was scheduled to testify. new york city has a mayor's race on its hands at least. bill thompson conceded the

he spoke briefly but then launched into a political attack on the republicans. was that a mistake? >> 11 times he referenced republicans in his economic speech yesterday. and i think many people were left wondering where was the consoler in chief. the person that we saw following the newtown tragedy. so he did acknowledge the events that were unfolding in washington yesterday, the horrific tragedy. but i think a lot of people were still wondering where was that consoler in chief. >> you mentioned the newtown shooting and in the wake of that tragedy, the nra responded by saying that the collusion to these kinds of things was having armed guards, a good guy with a gun. but in this case, there were plenty of good guys with guns around but it didn't stop it. does this control gun control advocates with a new political open something. >> given all the budget battles around the corner, i'm not sure there is an opening here. but senator dianne feinstein

yesterday, a key democrat during the last gun control debate following the newtown connecticut shooting, did say and renew her calls for gun control reform, but not many other politicians at least yet have followed suit. >> and turning to congressional democrat it, early this week larry summers withdrew from consideration as fed reserve chair because he can't have support from senate democrats. that's the second time in as many weeks that obama's own party has turned on him. the other being unauthorized military force in syria. so has the president lost his mojo here with his own party? >> possibly. five of the 12 democrats on the senate banking committee all indicated quietly that they would have opposed laterry summers. there was intense pressure coming from progressives that they would have opposed his nomination. so i think the president is in a tough spot not only with republicans but also his own party. >> kevin, thanks so much for
