i'm tamron hall. we're following developing news where we're awaiting an fbi briefing on the navy yard shooting to begin in just a few minutes. we're also learning that president obama will being briefed on the shootings this afternoon by the fbi director and attorney general eric holder. a source today is telling the associated press that aaron alexis had received treatment for a serious mental illness, including reports that he said he was hearing voices in his head. obviously this raises serious questions about how alexis was granted security access as a naval contractor. authorities also say there is no evidence that alexis ever participated in rescue efforts after 9/11, disputing claims by his family that he was a responder suffering from post-traumatic stress disorder. we have more details about his previous gun related arrests,

including an incident that happened three years ago in which he fired a bullet into a neighbor's apartment in texas. also in 2004, according to new information, he was arrested and booked in seattle after allegedly shooting the tires of another individual's car and what he himself described as a quote, blackout fueled by anger. authorities say alexis worked at six military installations in july and august of this year with no reported incidents. for the latest on the investigation, we began today with nbc justice correspondent pete williams. a lot to talk about here but specifically i want to start with members of congress say they intend to press the defense department and navy for answers about the circumstances surrounding his clearance in light of all of these reports related to multiple arrests and potential mental health issues. >> right. well, that's something the defense department will be looking at. it bears pointing out that these

three arrests, the one in seattle, the one in ft. worth and the one in suburban atlanta, none of them produced a conviction. there would be no court record of it. i don't know how a contractor would know about these run-ins with the police. as for the seeking mental health treatment from the veterans administration, i think there's a question about whether the va can report if someone comes in and seeks any kind of treatment, whether that has to be recorded or passed along and that's certainly something for the defense department to look into. in terms of the mental health issues just last month, according to investigators in rhode island, aaron alexis was complaining about hearing voices in the closet in his hotel room and complaining that people were following him. he ultimately did call the police to complain. they never saw anybody following him and didn't follow up on it

but he did seek treatment and i understand this fbi newser is now starting. >> special agent in charge of ncis, u.s. attorney ron machin, chief chambers of the u.s. park police, carl va selco and chi allerbee. i would like to commend the agencies you see with me here today as well as many others. we continue to actively work together and the partnerships and cooperation among us are vital to the progress of this investigation. as briefed last night, we believe at this time that the deceased shooter, aaron alexis, acted alone. as such, with no other suspects at large, the investigation is moved into a phase of evidence recovery and information gathering. we have confirmed 13 fatalities,

to include the shooter, all of whom have been positively identified. our evidence response teams remain at the navy yard and continue to process the scenes. as i mentioned last night, this is an methodical and time intensive process that includes bullet trajectory and crime scene mapping and with the assistance of our evidence response personnel from our baltimore and richmond field offices, we will remain there for as long as necessary to carefully process each shooting site. and in regards to the weapons used by mr. alexis, there's been a lot of information circulating in the media over the past day. once again, we caution against obtaining information from unofficial sources and we ask all inquires be directed to the fbi. at this time we believe mr. alexis entered building 197 at

the navy yard with a shotgun. we do not have any information at this time that he had an ar-15 in his possession. we also believe mr. alexis may have gained access to a hand gun once inside the facility and after he began shooting. as previously mentioned mr. alexis had legitimate t access continue to conduct all necessary investigation to learn about the activities and contacts of mr. alexis. we continue to conduct interviews and exploit digital media and rundown every lead we can to piece together his recent movements and determine the motive behind his attack. we can say we have determined mr. alexis arrived in the

washington, d.c. area on or about august 25th. and he has stayed at local hotels in the area since that time. most recently he is known to have stayed at a residence inn in southwest washington, d.c. starting on september 7th. we ask anyone who may have had contact with him during this time or previously, to contact the fbi with that information. as a result of the public's cooperation thus far, we have received hundreds of tips which we will continue to follow-up. the investigation -- this investigative activity is not only taking place here in washington, d.c. but in various settings across the country where mr. alexis has spent time. we are greatly appreciative of the cooperation and we ask anyone who may have knowledge of mr. alexis, to report that information to the fbi. no piece of information is too

small. we also continue to put forth other fbi assets towards this investigation. our office of victim assistance is working together with npd and department of defense to froi resources and support to victims and next of kin. we also have personnel from our behavioral analysis unit assisting in the investigation as we try to determine the motivation behind the shootings. we continue to look into mr. alex alexis' past, including his medical and criminal histories. because that is still ongoing, we will not comment further on that at this time. once again, i'd like to thank our partner agencies and all of those who participated in yesterday's response. i'd also like to thank all of the individuals who work at the navy yard for their cooperation and patience during a long and trying day.

and i want to again extend my thanks to the public for their continued support. please continue to report any and all information regarding mr. alexis by calling 1-8 hurrica 00-225-5324. thank you and i'd like to now invite chief lanier to say a few words. >> i have very little to add from what our last briefing was last night. i will try to answer questions i've been getting from most of the press. first and foremost, our officer is doing well. i visited with him last night. he is in good spirits and he is pretty uncomfortable. he has some pretty serious injuries but we do expect he'll make a full recovery and he extended multiple times his thanks for the support from the public and also his gratitude for the other law enforcement

officers who responded who helped to get him out of the building and get him to safety after he was injured. so again, that would not have happened in every case but the working relationship with npd and all of our partners here in the region was critical yesterday. also i'll say that we have gone and looked further in some of the response and spent several hours this morning and as proud as i was yesterday of the working relationship, the teamwork and the heroism of the police officers and first responders, i'm even more so today. i have seen things that we have trained for and planned for for years coming into place nearly flaw lesly. two minutes after the call was dispatched, we had officers at the gates, arriving on the scene. within seven minutes, had officers at the building, ent entering the building to engage

an active shooter as shots were actively being fired. we had officers who heroically went into a building, witnessing multiple casualties and continued to pursue and engage a gunman who was determined to kill as many people as possible. and law enforcement officers were not discriminated against as far as the shooter was concerned. the officers, the more we look into it, the officers that responded from all agencies did an incredible job and there's no doubt in my mind they saved numerous lives by engaging the way they did. for all of the officers, all of our federal partners that responded in and worked as multiagency teams, none of our teams went in as a single unit agency. they went in multiple unit agencies in a single team and did a fantastic job. i couldn't be more proud of the work that our law enforcement and first responders did. and also the coordination with the military and with our fire

ems to get victims to safety and medical treatment, just a fantastic job. thank you. >> good afternoon. my name is mike monroe, i'm the special agent in charge of the washington field office. i would like to send my condolences to the family members of the fallen. we are the department of navy's law enforcement agency. those that have fallen are our colleagues, our ship mates and we send our prayers to the families of those. ncis has been engaged with this investigation from the immediate response when we had three special agents, one of which is embedded on a daily basis at the naval sea systems command building respond in a multiagent effort to the building. after three special agents entered building and engaged the threats and a metro police officer was wounded.

they removed him and got him the medical care. following the engagement with the threat, our special agents have been engaged in every aspect of the investigation. we're following up on leads, arm in arm and collectively with our other law enforcement partners and be engaged in the investigation through its conclusion. we found this is a model response for a multiagency effort and we appreciate the support of all of the agencies involved in supporting the department of navy community and those affected at washington navy yard during this incident. thank you. >> good afternoon. i'm ron machin for the district of columbia. i want to send out thoughts and prayers to the victims of this terrible tragedy. this as you have heard remains an ongoing active investigation.

prosecutors from the u.s. attorney's office were working hand in hand with law enforcement officials to try to give them all of the tools they need and at our disposal so they can understand the events that led to yesterday's tragedy. as we have moved from a crisis stage into the investigative stage of this case, our focus and efforts are going to be on answering the questions that we all have. what caused this individual to kill so many innocent men and women? how did he carry out and plan this attack? how did he get access to the weapons? what could have been done to prevent this tragedy? and most importantly, whether anyone else aided or assisted him wittingly or unwittingly in this tragedy. we're not going to stop until we get answers to those questions. that's important not only for this city and this community but most of all for the loved ones

who are lost yesterday. fully expect that this investigation will take weeks and months. we're going to rundown every lead, explore every detail and try to get to the bottom of this terrible event. finally i want to say, that yesterday, which was such a dark movement in our city and country's history, was also a time of tremendous dedication, courage and heroism. proud to stand here today with our law enforcement partners who put aside any thoughts of their own safety as they rurked to the scene to try to save the lives of others. it was truly a tremendous effort. i fully expect that dedication and commitment to continue in the coming days and weeks and month ahead as we work hard to answer those tough questions that remain. thank you. >> good afternoon, everybody,

i'm kenneth ellerbe. we've heard a lot of words like tragedy, darkness. also heard very important words, collaboration and cooperation. i'll try to answer one or two questions why. why do we work multijurisdictionally training for events like this? yesterday is an example of why we do the training. also, why do we adhere to such strict rules for members throughout our organizations and that's another reason -- another answer question, or a reason why. we don't want to think -- >> we're listening to an update from law enforcement, including information from the fbi. it appears still obviously here 24 hours after this shooting, more questions than answers. let me bring in nbc news national investigative correspondent michael isikoff.

as started out with the fbi, they are trying to piece this together, including the background of aaron alexis and why this did not show up in background checks when he purchased the gun in virginia and got this job as a contractor. >> exactly. tamron, we've confirmed that alexis received his secret security clearance in march of 2008 while he was still a navy reservist. but that was -- and at that security clearance extended for ten years. even though he was discharged from the navy in january of 2011, he was allowed to take the security clearance with him when he went to the firm the experts working on the computer contract at the washington navy yard. what's particularly note worthy about this, the background

investigation of alexis was con ducked by the office of personnel management and came after less than four years of that seattle police arrest in which he shot out the tires of a honda accord and blamed it on a blackout fueled by anger and his father told detectives he was suffering from anger management problems. it is true as pete mentioned before, there was no court charges ultimately filed, although there was a public police report. alexis would have been given a lengthy questionnaire and which would have been asked detailed questions about any prior arrests. one question is did he disclose it and did the background investigation by opm uncover this arrest or any other problems relating to him? >> to that point, people rely on applications all the time, from arrests to education background. with that said, one would think

an arrest particularly this one in 2004 when he was booked and arrested on malicious mischief would have come up if nothing else in the background check for working for the government and perhaps -- i don't want to catch you off guard. when there is a background check for purchase of arms, are they only looking for charge and conviction, are they not looking for arrests as well? >> the background check for purchases of gun is very narrow and specific, specified by congress. a felony conviction and certain other criteria that are mandated in law. a security background check is supposed to be far more wide ranging and look at the suitability of the individual to receive a classified clearance. i should point out there's a context here. members of congress have been very -- have been investigating the background investigations done by opm in the aftermath of

the edward snowden incident. the questions -- it was subcontracted out to an outside firm, usis, there are lots of questions about the thoroughness of the background investigations and this incident is going to fuel the congressional interest already, claire mccaskill is writing a letter today demanding answers from opm. >> thank you very much for all of those details. also today in washington, the white house has ordered all flags in the capital to be flown as half staff in wake of the shooting. chuck hagel honored the victims by laying a wreath at the navy memorial. it was placed next to the lone saylor statue that serves to a contribute to those who served in this country's name. the u.s. senate paused for a silent moment of silence to remember the victims of the

shooting rampage. ♪ meantime dick durbin took to the floor to speak about legislation that failed earlier this year and he believes it may have helped in this situation. >> there was an issue before the senate several months ago bipartisan amendment offered by senators manchin and toomey that would have taken an extra step to keep guns out of the hands of those who have a history of felonies or people who are mentally unstable. >> meantime diane fine feinstei issued a statement, thsz one more event to add to the litany of massacres that occur when a deranged person is able to obtain multiple weapons. congress must resume a

thoughtful debate on gun violence in this country and must do more to stop the endless loss of life. casey hunt, john rosenthal of stop hand gun violence and michael smerconish. >> the question is, how would this have helped given the details that this individual was note convicted of a felony and even his mental health background is up for grabs because to our knowledge at this point he had not been committed or any history of that action being taken. >> well, tamron, i put that very question to senator joe manchin earlier today, one of the authors of the background check legislation that stalled in the senate. he said either he couldn't say whether or not the legislation would have helped in this situation. but to step back and look at the broader reality.

there's been a discussion about whether it's going to reignite the gun control debate. this debate on capitol hill is on the same place as it was yesterday morning, which is to say, completely stalled. and manchin says he hasn't talked with senate majority leader harry reid about whether they could proceed and democratic aids acknowledged that those five votes they need just still aren't there. senator manchin said also that even the mental health provisions included in his bill might not necessarily be able to go anywhere either, despite this new sort of shooting. if you'll remember, when we had the newtown debate, a lot of members up here, political figures were saying, if 20 children dying doesn't move us to do anything, what will? and the reality was, newtown didn't move the needle here in washington. >> let me bring in john rosenthal, you've been on a lot with us after newtown and the

advocacy group you've done with your organization and this question perhaps with the details we know right now. it is a valid one. what laws could have prevented this incident yesterday. this is still developing and does this show that there's this frustration because we see this lull, if you will, in the fight to continue to bring up newtown and reasonable legislation that might prevent a tragedy, perhaps not though in this case? >> after sandy hook massacre in december, what we did hear from the nra, the solution is arm every school teacher, custodian, volunteers at schools as the solution for getting a bad guy. as we've seen at fort hood and now at the d.c. naval yard, arming people on even a naval base where you have thousands and thousands of people who are armed, a lone shooter with

intent in the element of surprise is going to kill a lot of people. it's not going to help to arm schools. what we have to do is we have to strengthen our mental health records and we have to strength our background checks and database. the congress doesn't even trust the fbi to maintain gun purchase records for more than 24 hours because they don't want to know. they don't want law enforcement to know who buys guns. we have a long way to go before we can create accountability on the part of people purchasing firearms. >> specifically with mental health and this particular individual. we know he was arrested and books but as michael pointed out, not convicted of a felony. is the solution to have background checks based on arrests and people being booked -- i'm trying to get what you see is the solution if we're focusing on this particular incident? >> focusing on this. this guy was arrested for discharging weapons in public.

at least two, maybe three times, a record of mental illness. i think we should have been able to include the mental health record in the data base so when he goes to buy a purchase a firearm, that information is available and that hand gun permit should be discretionary on the part of law enforcement, like in massachusetts where i'm a licensed gun owner, the police chief can decide whether or not they think my mental health history or number of times the police have been called to my house, can be a determinate. in many states, including texas, you can't include any of that information if you apply for a hand gun license, concealed hand gun license and haven't been convicted regardless of how many calls to your house by police officers, how much mental illness you might have, they

must issue the permit. that's plain wrong. we lose 87 americans every day to gun violence. and you can thank congress because they've made law enforcement the enemy of gun rights and don't give them the tools to know whose buying guns and mentally illinois. >> is that the next level? this story is still developing. what we do know is there are questions regarding the background check and clearance of this contractor. but also at least these arrests that were not felonies and would have allowed him to passion background checks but should that be the case considering there was an issue of malicious mischief where he fired three shots from a glok pistol at the another individual's vehicle? >> i think john made excellent points and even the case is in its infancy. what we know is this is not one of those cases and not one of those cases where a day later

everybody is saying, oh, my god, are we ever surprised to find out it was this guy. instead, all of the pieces of the puzzle were there, whether it's the reports eight times off of misconduct with the navy or the requests for psychiatric treatment. i think a way to look at this is to say in this tech no logical age in which we're living, we have a data management problem. there's no central process by which all of these factors can be evaluated by someone who decides if he's economy to buy a firearm. the specific answer to your question is, if a honda accord to parked in your parking spot and you come out and shoot it up and tell law enforcement that you have thiz delusion are spurred by the fact you are a 9/11 prosecutor, someone one ought to be able to drop a dime

in a file of yours so that is going to come up and you'll have to answer. >> i think you and i both know and panel and other pievoices, was extraordinary. and that went down in defeat. can you imagine the conversation if this database which includes what some define as brushes with the plau and others would see as far more serious. >> tamron, i totally get it. you'll hear the charge leveled at the president, specifically that quote/unquote he's coming for your gun. i don't think people should cower in the face of that argume argument. it's never really been waged and it ought to be now. >> just to get the politics of this as it's still unfolding, we know this comes after what we witnessed in colorado with lawmakers defeated there and in the climate where you had bloomberg and others say that

the nra was a paper tiger and proved least in colorado that that is not true and those races. >> tamron, that's exactly right. that has generated fear here on capitol hill, although i will say advocates for stricter gun laws, i talked to chris murphy. he says he doesn't think the nr a's record in federal electionses agood as what happened in colorado where you had a small electorate. to your earlier debate on mental health. lr mental health advocates who have concerns about creating the data base. they are opposed because they are concerned about patient privacy and how much people should be putting out in the public domain. as we enter into the next post -- the debate post navy yard shooting, from my perspective here on capitol hill, we're hearing senators start to talk about contractors

a north carolina police officer accused of killing an unarmed football player who may have been seeking help after a car accident. charged with voluntary manslaughter. he fired his weapon 12 times that night, hitting 24-year-old jonathan farrell 10 times. according to police farrell having just survived a car accident, a serious accident, walked about a half mile before stopping at the home in charlotte for help. the owner of that home called 911, believing that someone was breaking into her home. officers encountered farrell about a block away from the house and say he was running towards them. that is when police say he open fire. farrell's family is calling for

a thorough investigation of this case. >> my son was a great guy. he was going to be i believe in my heart a very successful man. his goal was to work and become a businessman so i would never have to work. >> this is an everyday american and that is scary, intimidating for the public as it is for us. >> eli, thank you for your time. we know the court is playing out right now. we'll have an update. do we have any more of what the officer has said happened that night? >> we don't. my understanding is a little while ago we learned he would not actually be appearing in person for this initial procedural court hearing and his attorney would be appearing on his behalf. >> and authorities are -- if this is correct, they are debating whether to release the 911 call but do we know anymore

about his background while on the force? >> yes, he joined the force in 2011, initially an animal control officer before becoming a full police officer. he was suspended for an unspecified infraction for eight hours in december. we believe that was a minor infraction because that's usually what an eight-hour suspension indicates. >> were there other officers who responded with him at the time? >> yes, kerr rick was one of three officers on the scene. the other one, little, fired a taser to try to stop mr. farrell, who was advancing. the taser didn't work. we didn't know if the taser hit him or missed him but the third officer didn't. >> you say that it did not stop him, that he advanced on him. is there any indication that there was a hostile action here? >> no, no. >> okay. >> what the police said is first the police said he charged and that was their word, towards the

just moments ago we got an update from the fbi, aaron alexis was armed with a shotgun but no evidence he had access to an ar-15 at any point in the

shooting. today police have confirmed the identities of the 12 victims who lost their lives yesterday. they include 46-year-old kenneth proctor, father of two, civilian employee, spent 22 years working for the fg and cathy gaard, was an animal lover and avid hockey fan. for more on that, let's bring in scott freedman and former fbi profiler clint van zandt. scott, let's start with you about what you've been able to uncover about alexis' background. >> as we reported, he had one arrest here in ft. worth an incident where a gun was fired apparently into the ceiling in his apartment. he claimed it was an accident. the neighbor told police she was terrified about the gauy.

we're hearing from a lot of people, getting a picture of a guy with two different personalities in one. on one hand a guy that was so charming that a couple of families invited him in over time to live with them. they felt he was a part of the family. described him as very peaceful. he would help out at the buddhist temple in the neighborhood. then we get a picture of a guy who had some moments of anger, including an incident in seattle where he shoots out the tires of a construction worker he's frustrated with in the neighborhood and describes it to police as a rage fueled blackout. >> clint, let me bring you in. this is all still developing. yesterday there was a report that aaron alexis and his father said he suffered from post-traumatic stress disorder after being at the 9/11 site that dreadful day. now it turns out that may not be the case. if we're looking into this man's mental health history, this is not an open and shut. it will be to scott's point, a

story of two different people, depending on who he was interacting with. >> there are certain mental health conditions that become more apparent in your 20s and early 30s, we may well see this combination of fantasy, i was at 9/11 and told the story so many times it almost took on the shroud of reality to others saying he was so paranoid he heard voices talking in his closet. whatever the story is, it appears that this was an obviously emotionally disturbed person who like so many individuals who commit violence in a workplace, put the blame on everybody else for what was going on in his life. zeroed in on one particular target group and then attacked without any real escape plan because he planned more than likely to die in a hail of bullets either at the police hands or his own hands. >> as a former fbi profiler and someone who worked for the

governor. part of the conversation are the background checks. >> sure. >> i hesitate to clump edward snowden into this because he's not taking lives, nevertheless, there are members of congress who are looking into his clearance and now you have in the severe case where someone is murdered, 12 individuals and you wonder how he was able to pass. any kind of clearance as it relates to mental health when it seems there has been a struggle there. >> yeah, of course, we all realize there are various levels of security clearance. when i was an fbi agent i had a top secret compartmentalized clearance. most people when they go into the military, there's a low level national agency check, they look at your police record and credit and may or may not talk to the neighbor. that's for the lowest level of classification, security clearance. that is likely what he had. and tamron, realize, 4.9 million

after a nasty day on sunday with a lot of rain. so they expect to get several hundred out again today. also, there's a ground search and rescue under way in the same area. they are focusing on the health and welfare of the people. so far 14,000 have been evacuated from ground and air searches. that will continue. there's concern that the death toll which now stands at 8 will increase after people return to their communities. and when the water recedes, officials will go in again and do a more extensive search, when they are afraid they'll find more bodies. the search could take weeks, possibly even months. >> leanne, thank you very much for the latest from the -- the continuing flight those people are suffering in colorado. a nationwide amber alert for a georgia teenager believed to be in quote, extreme danger, tops our look at stories around the news nation today.
