>> no words to our 12 americans. chuck todd is up next. >> he heard voices. he sought treatment. not only did he have a gun, he had security clearance for a u.s. military facility. we had the latest on years of red flags before the massacre. >> where is the outrage. if they can't change the president's plans, what will? also this morning, republican leaders try to find a way forward on the debt limit, the budget and other issues. we will talk to bill crystal about the divides that bind the gop these days. good morning from washington. it's september 18th, 2013. the latest on the navy yard shooting. the emerging 54 trade of a gunman is that apeered to be rapidly losing his grip on

reality in the weeks before the attack. he was hearing voices through the walls of his hotel room in rhode island and said people are following him. a lexus sought treatment from a nearby va hospital weeks before he opened fire in the navy yard. >> we also have personnel from our behavioral analysis unit assisting in the investigation as we try to determine the motivation behind the shootings. we continue to look into mr. alexis's past including his medical and criminal histories. >> that criminal history goes back to 2004 and the arrest in a shooting incident in seattle. despite that, alexis was granted low level clearance while working as a navy reservist. he had two more arrests. disorderly conduct in 2008 and another in 2010. those combine with the incidents of insubordination and

disorderly conduct got him out of the navy in 2011. that didn't stop him from being hired bia defense contractor that vetted alexis from the dod. in a statement that contractor said we enlisted a service to perform two background checks and confirmed twice through the department of defense his secret government clearance. the second was conducted three months ago. because alexis was never convicted of anything despite the arrests and never classified by mental health professionals, he was legally able to buy a gun. loveds of the 12 senselessly gunned down on monday are trying to put their lives back together and put the pieces together. all 12 have been identified. they have been described as dedicated parents and spouses with families and jobs they loved. some who are talking about retirement, one by one, the families who spoke to the media to tell the world about the

people they lost. >> she had big plans. we are still in shock here. >> he was always happy. always positive. never had a bad word to say about anybody. >> it's not possible, not possible that that guy shot him for no reason. >> i lost my loved one. she was my partner. that's a hole that will never be filled. >> one of the people who was wounded in the monday shooting, a woman shot in the head and hand has been released from the hospital. two others are in fair condition. we want to return to what we are learned about the alleged gunman, aaron alexis. i am joined by pete williams. this rhode island incident, the latest troubling sign and red and yellow flag, this incident

only happens a few weeks ago. me more about it. >> it's august seventh when the police were called to a marriott where alexis was staying while being a contractor of doing work in newport. he told them he had checked into that which was his third hotel. he was changing hotels. the microwave machine sends vibrations and it was making it impossible for him to sleep. the police say they get reporting like this all the time. they consider these people have have mental problems and don't have anything to do. there is no jurisdiction. they say they did tell the navy about this. they sent a copy of their police report to the navy duty station because alexis said he was a

contractor and was in the naval reserve. they support a copy of the report to the naval duty station there, but the navy doesn't know yet what became of that. that's something that the fbi is looking into. a short time later, alexis sought treatment from a va medical center, but it's not clear what he told the va. apparently according to the people we talked to, he said he was having trouble sleeping and didn't say he was hearing voices. it is a disturbing thing happening over a month before the shootings. >> and all of this, none of this got into any sort of system or would have been put into a system that would have gotten into the background check by the gun dealner virginia, correct? >> would have, i can't say. did it? apparently not. that's something that the navy is looking into and members of congress are asking questions about as well. the questions are after he gets the clearance, while he is still in the naval reserve in 2008,

despite the earlier shooting incident in seattle that the navy said they were aware of and that was not disqualifying. that is good for ten years and when he goes to work for subcontractors, the only thing they check is they asked the dod does he have a secret clearance. that's the extend of it. these additional runins with the law that he has after he gets the clearance either don't rise to the level that disqualifies him or aren't trackeded because there is no conviction. that's the trick. he is just under the line that would cause a problem. he never has felony convictions. he can buy a gun and he is never judged to have i mental problem. there was no disqualification ask that allows him to buy a shotgun that he bought 20 miles from washington in virginia on saturday after going to a shooting range. >> this idea that he went

through another background check or security check three months ago, that is not really what he went through. that was simply somebody working for the subcontractor, hewlett packard, making a phone call? >> they do their own cursory check as well, but nothing like what was done in the first lace to get somebody a security clearance. it's a very low level check. you want to confirm they have a security clearance and look for anything, convictions and he doesn't have any. none of that other stuff will get captured. that's the problem here. somebody from the navy was saying maybe the filters and what crosses the threshold needs to be reexampled. >> today's unanswered questions that remain for you that you are hoping we will get answers today in the investigation. >> there so many questions. the basic one is, was there

anything more overt in his background? was he telling people that he was considering acting violent. did he say anything or post anything on his electronic media? this was somebody who was a computer consultant. he was familiar with computers and they recovered his laptops and they're looking at that. did he send e-mails or say anything to anybody that would indicate he was losing his grip on reality and were there other red flags that we have not heard of? >> that will be interesting to see what we hear as they scrub all of his electronic profile. on the case on this. thank you, sir. more first read coming up. what the president and congress are saying now about this shooting. talking about having to do with new gun laws and new questions about how clearances are done at all military installations let alone for the u.s. navy.

>> members of congress held a moment of silence for the navy shooting that seemed to echo lawmakers's response that took place blocks from capitol hill. throughout the day you could sense a powerlessness that permeated the congress that nothing can be done to stop these incidents or if there is, that this congress can't get it done. as for the president, he met with top officials and attorney general holder and the fbi director to get a brief on the attack itself. they expressed frustration and resignation over where things stand in responding to incidents like these. >> i do get concerned that this gets to be a ritual we go through every three or four months where we have horrific

mass shootings and everybody expresses horror and we are not able to take basic action. >> what do we do. >> this is something congress will have to act on. >> the congress is not budging despite calls for more of a focus whether it's background checks and mental illness. no sign that that would pass today. >> we are going to move it up as quickly as we can. we don't have the votes. i hope we get them, but we don't have them now. >> we are not seeing movement. movement on if there is video games. whatever the conversation. on that front, nothing is happening. there is one place where we have renewed focus. it is how contractors screen employees and why they have access despite the criminal history and what clearly is i mental health problem. they confirmed that the navy screening program has a lot of

holes. they found that the navy command failed to provide seven -- president obama ordered a more broad review of standards for employees and contractors and the navy ordered security at all of the military installations. orders from the security review of all installations is expected to come from the pentagon later today. kelly o'donnell, i know that specifically i think in the senate side yns and mccaskill are trying to bring a focus on the contractor review process. linking this and edward snowden of all things since both of them were contractors. questions from capitol hill of how does this creaming process work? >> when you talk about

powerlessness and it comes to the gun issue, members of congress feel they have some authority and oversight when it comes to how do people get clearances and how are contractors employed by the federal government? that's a place that could result in a better system. the gun issue is far more volatile and sense ittive and there is a sense of could they take academies at any time politically and if they took that action, would it have real world benefit? there is a real debate on the that. they believe they have the oversight and the authority and expertise and it's a different way of looking at the problem. the mental health issue has been something a number of members have been talking about. there is a sense there could be enough votes to take steps regarding mental health and the gun issue. there has been a clear directive that they would not act on a mental health piece without the

expanded background checks. we need to link the two. as you heard harry reid say, he doesn't have the votes. >> you hear they want to link the two, but if you can get agreement on something that would increase whether it's sharing information on mental health issues, the senate democrats have to be connected to the background checks and the other stuff can't go forward? >> that's why we are in part because they use the broader support to leverage votes for expanded background checks and a linkage to someone getting a background check and passing through and do they have all of the proper qualification when is it comes to issues like mental health? there is a lot of sensitivities with patient privacy and where you draw the line, not wanting to discourage people from seeking help should they need it. where we stand has been the plan to have those two together.

the other reality of the moment is that there these budget issues that they have to focus on. you will hear a lost talking about the gun issue, but the president used the word ritual, did that a ploy. a somber tone and legislatively, nothing really happened. >> that's amazing here. this happened in congress's back wrrd ask they are saying i'm sorry, it being looks like a collective of throwing up the hands on any of this stuff. i know you are on top of this. thank you very much. adam ship of california serves on appropriations and intelligence committee. i will start with that question. why does it look like you guys collectively and i know individually everybody is saying -- it seems the collective throwing up the hands and not much that can be done about mass shootings because the politics of guns has everything stuck and you can't have a conversation on mental health and other aspects.

>> the watered down universal background check and you mentioned through the senate, but that doesn't mean we can stop trying. there a lost tough issues in the recent most shooting and there not a lot of easy answers. we will look at the background checks and there overlaps with snowden and vulnerabilities when there is new information on someone who has gotten the clearance. how do we get that into the system to have the clearance pulled or make sure they don't get another. that's an issue. standing by and accepting that this is going to be the new normal in america, we cannot let that happen. we are going to have to find out a way to move those folks in the

senate and move people here in the house and just make forward progress. i am not willing to accept and americans are not willing to accept that this is a fact of our lives now. >> if the mental health piece is something that can gather bipartisan support, do you table the gun issue since it's hard to have a rational debate because the politics are so infected into the system. can you do stand alone progress on mental health and know that privacy aspect is tricky there. >> yes, i think we can. we ought to move forward. this has been a similar debate. with respect to immigration whether we move forward with a dream act or wait until we have a comprehensive bill. the gun issue has been so difficult, we ought to try to move forward with whatever pieces we can. clearly there is a mental health issue in terms of access to mental health in terms of making sure that records are accessible

on issues involving access to guns or access to military bases. you are right. there privacy concerns and the concerns that we don't want to discourage people from getting the treatment they need. at the same time we need to make sure we have the information to keep the country safe. there improvements that we will make in terms of the background check and screening process. improvements we can make in mental health and i hope that link an between mental health and access to firearms. >> i want to ta uk about the contractor issue. you are on the intelligence committee and have been dealing with the edward snowden stuff and the contractor that had all this access, this is a spras issue and again dealing with the contractor. i can't help but wonder, are we too reliant on contractors and has this become blah and a two-tier system in the government where if you work directly for the federal

government and the military, you get real scrutiny? if you are a contractor, you don't get the same. >> there is some truth to that, but we had problems with people that were direct government employees and screened and we had problems within the contractor pool. we do use contractors too much and we are too reliant on them. we shifted a lot of functions that are government functions, particularly in the intelligence arena and two private contractors that we shouldn't do that was don this philosophy. let's privatize things. the government functions ought to be kept within the government. there going to be certain things and this is a vulnerability we saw with snowden. they would be very, very costly for the government to acquire the capabilities and develop them and reinvent that wheel for its own services. there going to be areas where we continue to rely on contractors,

now for more first read. we are two weeks before a possible shut down. house republican leaders bowed to conservatives and ready to give them the opportunity to watch their health care strategy fail. the house can vote as early as friday on a bill that keeps the government open after september 30th by coupleing it with sweeteners like language that defunded the health care law. speaker boehner said no decision will be made until they meet about a half hour from now. they hope once that fails in the senate as it will, they will see the debt ceiling as a place to dig in and not shut down the government itself. they are giving talking points to the white house and ready to paint republicans as obstructionists. unlike in the past they have a debt limit solution and they should not expect a plan b from

speech on the economy hours after the shooting. >> keep in mind i spoke directly to the shooting while we were still gathering information. i think everybody understands the minute something like this happens, i'm in touch with the fbi and i'm in touch with the national security team and we are making sure all the assets are out there to deal with this as well as we can. on the other hand, what is also important to remember is that congress has a lot of work to do right now. >> meanwhile on tuesday, the budget office warned that both deficits will shrink in the short-term and grow again because washington is focused on the wrong spending cuts and cannot agree on how to reign in entitlement programs. while congress and the white house are headed for another impasse, local leaders are no longer waiting for washington to get its act together. they are taking care of things themselves. the mayor of mesa, arizona is

it is frustrating, but the mayors recognize we have to get the next chapter. we washed our hands and said whatever happens will happen. no one can control it. we will do what we have to do to make cities work. >> you did something interesting and these days if you hear republicans calling for a new tax, you would assume republicans would be out of office. explain the tax system you introduced in mesa. >> we looked at the fiscal situation and realized we had an unsustainable situation. we went to the voters and asked them to impose a second property tax which was new to mesa. when you explain things to voters and they feel they are getting value from government, they are willing to pay a fair price. >> what was this money earmarked for? >> to build things. to build roads and police stations and fire stations. things that have lasting value and real investments that have

quality of life return. >> one of the things and you probably don't want to hear the word lobbyist, you accept this and you are here in washington to lobby members of congress to get this done. you go in and say guys, can you get us past this trans30er9ation bill whether it's a republican member, what do you hear? is explain ing why they can't get this done? >> i hear the same clutter you hear. when you come back, it's frustrating for mayors. they are used to talking about problems. when you talk at the city level. no doubt they come up in the discussion. it is frustrating for us when you come back, what you get.

>> the compromise and implementing a tax. i think if you are a republican and you show up in a primary, you are not going to pass the security test. what do you say to that? >> first of all i am going as a mayor. you make decisions. i actually believe that people in america want people to make decisions. you look at people and there is no doubt i have a philosophy. i'm a conservative. you can be a conservative. >> some don't believe if you are advocating for the country in this case -- it makes my city and my state a better place. there times when you have to do things that are right and make the good decisions and wherever

were front seat drivers, i would be relieved. i'm in a car where on either side of the car no one has a steering wheel. >> they said this to me time and again. it's an attempt to defund the president's health care plan. they said is not going to work and they are trying to because sometimes you have to show these guys their strategies work. >> the leadership stat speaks to many of the members. it's shocking to me and i have been around town for a while. >> condescending. they are content for leadership and don't oh, them much. they didn't get elected for support and it doesn't do much for them. it's not after the situation. i did think the leadership would get to this. we will be okay and not have a shut down. >> we are fighting over continuing resolution.

we have been fighting over that. >> the leadership had no strategy and we came back in. when they came back from the five-week break from what they learned. eric kantor said here's our complicated two-part super complex deal and the members said what? you didn't tell us about this. leadership is showing the leaping and from their point of view, the members are not following it. has been and still is in principal targeting the most vulnerable parts of obama care. the unpopular part and the president thinks employer mandate. it makes more sense. >> why didn't they go for this? >> instead of shutting that off, the president will accept that and the democrats will accept that and do nothing. they were not in positions. there was distress on leadership and the activists.

from capitol hill is sort of bizarre to me. am i overread something. >> no, i don't think you're overreading. we have sadly as a country, become very desensitized to mass violence. it's no longer about having people die of gun violence. it's how big is is the shooting? >> is it on our top ten, top 12 bigs mass shootings. >> in congress, it's even worse because they become desensitized to that and to a political reality that they don't think they can pass something. i talked to senator manchin today, what's the deal, where are we? goes, no movement. that's the problem. there's no movement from those individuals in the senate, let alone the house. we're not talking about gun control. background check. >> lois, you mentioned guns and you get this fiery response from gun advocates who say, stop it, it's not the gun. you mentioned violent video games, then stop it, let me show

you these studies that show this. you just want to say, wait a minute, do you want to even have a conversation? let common sense impact the debate? >> i agree with part of what chris said. i don't think we're desensitized, but i think the political realities are -- >> politicians are desensitized. >> maybe. they saw something this connecticut because it was kids. so they could play on the public emotion and this just wasn't going to hit it the same way. they didn't get one vote of the 20 they didn't have, so it's going nowhere. >> you own a movie theatre, you can get shot up by a mass shooter. send your kid to an elementary school, mass shooting. go to a military insulation, it's supposed to be secure, this can happen. there is this, and again, i'm not saying -- we need the mental health issue, what units all of this. mental health issue should be the biggest thing.

good morning. when you look at the photos, it all seems so normal. aaron alexis on a trip to thailand last year. he was just posing for pictures with friends, but also new this morning, disturbing clues that in the weeks before the killing, before he killed a dozen innocent people, the 34-year-old seemed to be losing his grip on reality. just last month, alexis called police while staying at this rhode island hotel, complaining he was hearing voices. he claimed people were following him using a microwave machine using vibrations, hoping to harm him. he later sought treatment for a nearby va hospital. now, lawmakers are asking how someone with his issues and trowelled past could have gotten clearance to military facilities. >> it is time to start at the bottom. and really revamp our background check system, especially in our military, national intelligence
