gl good afternoon we begin as the nation hurtles towards a government shutdown with the right flank of republicans at the wheel and speaker john boehner casting the role of crash test dummy. right now all eyes are on october 1st, the day the government runs out of money and the day the uninsured can begin enrolling in exchanges through the affordable care act. it is the effort to tie the two together in a continuing resolution to fund the government that is sowing seeds of division. if you didn't think there was an intraparty house squabble, you ought to listen to john boehner earlier today. >> i expect any senate colleagues to do everything they can to defund this law just like the 140us going to do. we're having a fight over here.

we'll win the fight over here. it is time for them to pick up the mantle and get the job done. >> for those who haven't been following this latest episode of as the capital turns, speaker boehner was facing questions about defeatist comments by ted cruz that led the whole effort to the defunding affordable care act to funding the government and then said wednesday harry reid will no doubt try to strip the defund language from the continuing resolution and right now he likely has the votes to do so. cruz's comrade in arms, senator mike lee, didn't help much with his comments this afternoon. trying to pin the looming shutdown on democrats support of the health care law, but didn't seem to get his words out quite right. shutdowns are bad. they're not worth it. this law is not worth causing a shutdown over. >> or did he? that sounds about right to me. the whole mess is making some

blind leading the blind on a reckless mission to shut down the government? >> i am not sure whether they're blind or not. i think the leadership knows exactly what's happening here. they just decided that they could resist the will of their caucus and being stampeded or pick up a baton and pre vend to lead the parade. mob is in charge right now. this is really a state of anarchy in the house of representatives. the leadership really and the republican leadership in the house and if you look at mitch mcconnell in the senate, basically lost control of the rank and file which makes this situation coming up for october 1st very dangerous because nobody can tell you exactly what's going to happen because the ones in charge are the rank and file. >> right. david, when ted cruz isn't giving the house gop whiplash over the latest and greatest effort to defund the afrdable care act, it is waging the threat of a filibuster in the senate. take a listen to him.

three years, and talked about this incessantly on the show through debt ceiling fights and budget showdowns and tax fights, and he can never cover the check he writes. the guys behind him won't go along. now we have a new straw in the mix, and that is ted cruz. up to now republicans and the senate have looked at the house and said, oh, trying to lean on them to act like adults and now you have ted cruz and rubio and rand paul trying to mix it up more which makes it only harder for john boehner which means it must really be going down at a fast pace these days. >> dana, david there makes reference to the multiple film choices that we can choose. doesn't boehner actually deserve something like an academy award or daytime emmy at least? he keeps a straight face even though he himself knows he has no control whatsoever over anything that is going on aside

from the fact that he is a chain smoker. i was out and reference was animal house. you saw when he came in there that he took a deep breath and ex hailed and he is trying to put on the bravest face and so far david is right. he has never been in charge of the caucus. he has been able to put together the gimmicks and postpone the reckoning, the fiscal cliff, sequestration, and always something to say we'll fight him next time and appears this is the time that the back benchers really want to have this fight and there is nothing he can do to stop it. >> absolutely nothing. and, david, speaking of grandstanding lawmakers like the great ted cruz, guess who held a hearing on benghazi today? have a look at this.

>> this was not, quote, a gotcha investigative panel. the responsibilities were to provide recommendations to see that we do our best never to let this happen again. >> obviously this was not a gotcha panel because nobody was gotchaed. >> by gotchaed of course he means putting hillary clinton in stocks at the capitol steps, doesn't he? >> that's what he is aiming for and as we get closer to 2016 it is more the agenda. the most interesting thing that happened this week on benghazi wasn't what happened today at the hearing but turns out that there was a closed door hearing with admiral mullen and ambassador pickering i think in june a few months ago and the transcripts were finally released. they didn't want the transcripts out because again and again and again they undermined all the various conspiracy theories the republicans have been tossing out there, and it is over a year after this tragic event, and

there is still a lot of questions not fully answered because the cia had a bigger role what went on than a lot of people know and nevertheless they have yet to prove any wrongdoing and they thought it was a white house coverup. where is the coverup? the e-mails came out showing there was no coverup and still dragging this out and i think ought this point grasping at anything and the big deal is they said it wasn't a gotcha investigation. that's really pretty thin rule after a year of investigative work and turns out that ice is not gotchaing anybody either if that's a word. >> final word on benghazi. what is the point of the endless hearings. >> the committee put out a report this week that had 23 references to hillary clinton and not one reference to what might have been done that night to prevent the deaths of those four men. i think that's all you need to know. >> gentlemen, thank you. you summed it up perfectly. coming up, snap decisions and lasting repercussions.

acronym s.n.a.p. lifted 4 million people above the poverty line last year. joining us is andy harris of maryland. >> pleasure to be with you. >> congressman, you are a committed catholic, and last year i noted that you gave the commencement address at the chester town christian academy in which you said and i am quoting you, we should never be ashamed of our religious heritage. yet it seems so as though the church is now ashamed of you and your stance on food stamps, the u.s. bishop's conference committee has written to congress condemning this vote and i am quoting them, they say how the house chooses to address our nation's hunger and nutrition programs will have profound human and moral consequences. in other words, sir, what you are doing is a direct

contradiction of what you proudly proclaim as your religious heritage. could you explain that? >> what we're going to do today is we're going to take the food stamp program which has doubled over the last three years and say we back it off 5% to fight waste, fraud and abuse. i hope the catholic bishops agree with me there is waste, fraud and abuse in the program and it is no one's responsibility to give taxpayer dollars to waste, fraud and abru. >> this rhetoric, the fraudsters, the whole system is being exploited by criminals is simply untrue according to the cbo, three quarters of households receiving food stamps contain a child, an elderly person or a disabled adult. >> sure. >> more than 18% of such households are working either in the year before or the year

after they receive this benefit. this is essentially for the working poor. these people are not feckless free loaders. >> we hope they stay on the program but the u.s. department of agriculture said over 10% of the stores that take food stamps are engaged in waste, fraud and abuse, over 10%. we can give all of that benefit to the 95, 90, 95% of individuals and more money left over for the people that truly need it if you root out the waste, fraud and abuse that we know is true. we know every american believes a program that big has waste, fraud and abuse. we need to empower states to go after it, and that's what this bill does. i think americans will agree, that's reasonable. i hope everyone who thinks we should give more money to the people that need it agree we should first eliminate the waste, fraud and abuse. >> the problem is there are very real health implications if you throw 5 million people off food

stamps, again, facts. the health impact project produced a study that says cuts to the program will lead to increases in a variety of diseases and that diabetes alone could increase government and private sector health costs by $15 million over the next ten years. again, sir, i have to put it to you. are you hurting the vulnerable for the sake of beliefs that frankly have no basis in fact because the volumes of people that will be hurt are just enormous. >> well, if people who -- and institutions like stores that are illegally trafficking in food stamps lose that ability, again, we want to preserve it for people in the program, that truly need it. >> what about those, sir, vulnerable and not fraudsters and people who are working in two jobs with two or three

children and whose very daily nutrition lsh compromised when they're thrown off this program? >> it won't be because they won't be thrown off this program. >> how will you discriminate? how will you discriminate? >> we root out waste, fraud and abuse. we empower states to. >> how do you decide someone is a fraudster? how do you decide that? >> this is simple law n baltimore just this week they indicted ten stores, $7 million of food stamp fraud in those ten stores, and we know there is a plain way to know when people are committing fraud and if are you committing fraud, you're not going to receive the benefit. if you need it, you will. all of those women and children and the working poor are going to receive the benefit. they aren't affected at all. this is surgical. it roots out waste, fraud and abuse and i hope everyone that thinks we do need to help needy in this country like i believe, believe that we are to make sure

money is going to those needy people and not the ten stores in baltimore. >> i understand. when you cut 10% or 5%. >> it is 5%. it is not 10. it is 5. >> i understand that, sir. whatever the percentage, that doesn't stop the fraud. >> sure, it does, if you target the cuts towards people committing fraud just as this bill does. >> how is that fraud? >> you capture the people committing fraud and hopefully as we're doing in baltimore, you bring them into a court of law and do it them and prosecute them. this discourages fraud allowing more money to flow to the people who we all want to help. there is no one in the republican side that doesn't believe that the food stamp program is important to get to those people who deserve it and need it. this bill doesn't touch that. this is not an across the board cut. >> thank you, sir, for joining us. >> you're welcome. >> a brief and unexpected moment of clarity on america's prisons from the senator of kentucky, no less. >> i think what a tragedy would

more money on treating and preventing mental illness. is that because we failed on the issue of gun safety? >> i am really torn on this. obviously it is great for this congress to do something that shows compassion to the people, funding obama care, funding mental illness. >> and includes mandatory provisions for psychiatric care. >> and the problem is the reason why this is safe territory is there is not a campaign donor on the other side like there is with the nra and the gun manufacturing lobby. there is nobody who is a big funded industry that is going to be opposed to more money for mental health, and so when it really comes down to the hard fight, whether it is whose side are you on, organized, funded interest that will line your campaign coffers or the american people and the safety of children and families they tend to choose the campaign donors. this is an issue they're trying to skirt. >> professor, in the immediate aftermath of sandy hook we saw wayne lapierre come out and try to scare people about the

legions of mentally ill out there. take a listen to this. >> dozens more killers, 100 more, how can we possibly even guess how many given our nation's refusal to create an active national database of the mentally ill? >> i have to confess i thought it was a day versionary tactic by wayne lapierre. doesn't it remain one today? isn't that what the strategy is here? >> it absolutely does, and i think heather makes the point here. let's be clear. while we to want support additional federal sort of support for those who have mental health challenges, we need to have a more robust approach to treating mental health issues. the overwhelming majority of theme with those challenges are not violent. that's why this is a

distraction. it isn't the core of what the problem is. over 3 million guns in -- >> no, no, professor, the nra says it is not the problem. nothing to do with guns. why don't you understand that? >> i understand the facts of reality. the facts of reality, you live in a country with 300 million guns in circulation, there is these kinds of challenges and problems. we have to go to the heart of the problem here and honestly this conversation about mental health, i think tends to just allow us to continue to stigma ties those with mental health issues. the overwhelming majority of people with mental health problems are not violent. that is not the actual central issue here. we want to be more robust how we treat it. let's focus on the problem, too many guns in the society. >> do you agree with the professor's analysis? >> i agree with his analysis, and i agree with what heather said. i think you should have less guns on the street. i think if you are mentally ill to a serious degree that you should not be allowed to buy guns even though that's current law today since 1963, but you can walk into a gun show and buy

anything you want and be as crazy as a loon. that's a problem. i have a bigger problem here. i think there is a bigger root cause too the entire thing which is i wrote a piece about this back in january. >> i read the piece, jimmy. i read that piece. >> and my bigger problem, not so much the guns. i own a gun. it is registered. i don't beat me wife because i don't have a wife nor would i, but my point is that you have a bigger problem when you teach children to hate each other because of them being a woman or their skin color or gay or being jewish or whatever it is. be honest. those boys that kill matthew shepherd, they didn't use a gun. they beat him up and left him to do because they hated him because he was gay. 9/11, they didn't use guns. they used box cutters and planes filled with jet fuel and people. hitler used gas. the point is if you want to kill somebody, will you find a way to kill someone. the root cause of why isn't always that are you crazy. sometimes that's the case. in the alexis case, that's the case.

not always. it is because you hate someone, because are you taught to hate someone because the color of their skin or who they sleep with. that's the problem here. if we don't stop teaching our children that they're supposed to hate someone because the kid looks different, they'll keep doing these things. >> the problem. >> that doesn't account for -- >> go ahead, professor. >> that doesn't account for all the violence that we're talking about here. i think you are ride, jimmy. we have to get to the cultural roots and the construction of masculinity around violence and it is important but doesn't account for the proliferation of guns and guns make it easier to act out in the violent situations. that's the challenge. >> i am with you on the issue of banning. if you're in the army you can have an ak-47. i am with you on this issue. >> heather, do you agree with that? >> no. i think that we need a lot more love in our society, a lot more tolerance in our society, absolutely. >> we do. >> i mean, all in the same day

the white house is not only facing domestic issues like the economy this week, indeed this afternoon secretary of state john kerry spoke to reporters about the situation in syria and at the white house briefing jay carney fielded questions about thawing of the u.s. relationship with iran. kristin was at the briefing and joins us now. good afternoon. what did jay carney say when he was pressed on the topic of u.s.-iran relations. >> i think the headline is that carney said that president obama would be open to meeting with iran's president next week at the u.n. general assembly and the comments come after he granted exclusive interview to nbc's ann curry and told her he has no plans to develop nuclear weapons. carney called that rhetoric

positive but he says that action or actions are more important than words, the white house would like to see concrete steps taken by iran proving that they are getting rid of their nuclear weapons program. i can say that carney also pointed to some actual steps iran has taken that seem to suggest they are this new leader wants to be seen as more moderate and just released 11 political prisoners but making the point that still isn't the same as taking steps to get rid of his nuclear weapons program. now, we should say that israel is just responding to this interview saying that this is the same old iran, they're not buying it in part because he called the israeli government a usurper government and so there is a lot of skepticism about whether or not this new leader is better at pr or actually intends to open up diplomatic opportunities. >> if you are one of those

following the fight, and typical of the man, he visited ali in the hospital, concerned only about his opponent's injury and never mentioned his performance. the tributes have been full some and personal. his former manager told the associated press that ken norton never blamed anyone for anything. he was a warm and generous man. he was a champion and a fighter. he was bright-eyed and everyone will miss him. former heavyweight champion mike tyson offered his own eulogy on twitter. today a great man passed away, a legend in the boxing world and a good man. ken norton was essentially a humble man because despite his glittering career and appearance in more than 20 movies, he wasn't fighting that brought him the greatest pleasure in life, it was fatherhood. in his autobiography believe journey from jacksonville he said this, of all the titles that i have been privileged to have, the title of dad has always been the best.
