virginia is an amazing campaign. elections in odd number years turns out to be the oddest thing of all. wall street's fears is causing billions in losses swle. plus the u.s. america's cup team has a comeback story for the ages. and sex trafficking in new york takes on a whole new initiative. president bush serves as witness at a same-sex wedding and a man grows a replacement nose on the top of his head. fascinating story. good morning, everybody. i'm betty nguyen. that defiant stand by senator ted cruz is now over but the threat of a government shutdown is still very real and if that
2:01 am
happens, democrats are already pinning the blame on that tea party senator. nbc's trac tracey potts is live washington. he doing a lot of talking to each other? >> it's a lot of ping-pong back and forth. four days before the deadline for the government shutdown monday, ted cruz talked and talked to prevent a vote that happened anyway and at the end of that vote it looks like democrats and republicans are still at odds. ted cruz finally sat down after 21 hours. >> this was all about elevating the debate in the public. >> it was a big waste of tile. >> reporter: now the senate's on track to pass a budget that will likely include money for at fordable care act, that's sure

to go nowhere in the house. democrats say they'll fight for it. >> anything that diminishes the affordable care act is not anything we want to support. >> we cannot rely on the commander in chief to negotiate. >> reporter: republicans are expected to count we are a budget that includes more things democrats don't like, like tax reform, the controversial keystone pipeline, or changes in medicare and social security. >> this is the attitude of my way or the highway doesn't get it. >> i don't think it's going to be pretty. >> reporter: it's up in the air where weather they can agree on a budget before monday's shutdown deadline. tuesday open enrollment for the health insurance exchanges. president obama talks about that at a community college in maryland today. for now it looks like the whole idea of paying for health funding may be put on the back burner. >> there's a lot of talk back and forth, tracie.
2:03 am
>> take a look at the numbers from the "new york times"/cbs poll. president obama's overall approval rating, 43%, upside down from his disapproval rating and when you look at health care his approval rating only 41%, more than half the nation disapproving in this poll on the deficit even lower, 35% so absolutely the president seems to be taking a hit as congress deals with the issues. >> tracie potts in washington thank you. an armed aaron alexic inside the navy shipyard, before he killed 12 people at random. you can see him armed with a shotgun and stalking through hallways crouched over september 16th. his shotgun had four messages

matched into it including "my elf weapon." it might return to extremely low frequency electromagnetic waves. he left a revealing message "ultralow frequency attack is what i've been subject to for the last three months and to be perfectly honest this thank is what has driven me to this." it is evidence of a man increasingly in the throes of paranoia and delusions. nra executive vice president wayne lapierre says aaron alexis "should have been committed" in a new op-ed for "usa today" he says "the second amendment has never been more relevant for more americans. firearms in the hands of good law-abiding people are essential for the safety of our families and our nation. now to one of the biggest comebacks in sports history at the america's cup, hopefully you saw it but if you didn't, here it is, nbc's kurt gregory has
2:05 am
the story on the finish that stunned the world. >> the stars and stripes say it all. >> reporter: the america's cup will stay in america. >> the comeback of 2013 is complete! >> skipper jimmy spithill of oracle team usa and his ten-man crew who a week ago trailed 8-1, mounted one of the greatest comebacks in sports history. >> it was a fantastic race. we wouldn't have had it any other way. >> they deserved to win and we had a good race, too, so we can hold our heads high with that. >> reporter: even before the start of the first race of the competition, oracle team usa was behind, penalized two race victories by the international jury for illegally modifying boats in warmup races. emirates team new zealand

>> as far as the forecast goes it's rather quiet but our friends in armon johnson aren't saying that. much of the nation is beautiful but armon johnson it is snowing in butte, montana, 32 degrees, windchill in the upper dwen20s in the east we're not looking at too many problems, shower activity off the south carolina coast and light sprinkles in virginia. the weather will be improving so the mid-atlantic you can't call it picture perfect because you have the clouds and a few showers but temperature, mild toward the middle of the country. this is as warm as it gets for this time of year, late september in the low 80s in minneapolis, that's beautiful weather betty and the northeast after another chilly start it will be a good afternoon for no airport problems at all. >> what a great day, soak it up. thank you, bill. let eight guess the latest from alex witt.

2:17 am
affecting wall street, where stocks have dropped for five straight days. >> a lot of people are hoping congress will turn its attention to the next fight, delaying this a couple of weeks and looking at the debt ceiling fight but i think republicans are now saying hey if the senate's going to strip out our effort to defund obama care from the budget fight, maybe we can avert the shutdown by adding some of that same kind of language to the debt ceiling fight. i think that's the hope that could come as early as the senate moving saturday to pass the budget out of the senate without the effort to defund obama care but it's not 100% clear how it's going to do that. the house will present that plan this week to its members and try to move that bike down the road a little bit. >> we've seen it over and over again. obama's approval rating are they dropping all on this? what can he do to get the upper hand on the shutdown showzmoun.
2:18 am
>> when you have this gridlock and fight everybody's approval ratings go down. the white house is saying we're not going to negotiate. health care is moving forward. even in the government shutdown we'll move forward with obama care so the republicans can attack it all they want. obama is looking at the long game, if things do not work out we'll blame republicans in 2014 and try to win back some seats so i think the white house is aware of these approval ratings but not too concerned now. there's a lot more to play out in this thing. they're saying let's move forward, we'll debate this but not going to negotiate over these things. >> played out in a little amount of time. david nakamura, thank you for your time. we appreciate it. >> absolutely, thanks. a major admission from iran's leadber the holocaust and the jury in the michael jackson wrongful death trial could be deliberating today.
