. good monday morning. right now on "first look," the government shutdown is a week old and now nears growing that our leaders won't come to an agreement in time to prevent the u.s. from tee faultidefaulting. massive amounts of water and waves wreak havoc in parts of china. and a major al qaeda bust in affair characterization plus horrific accident involving apout of control monster truck. gas prices down to just a penny over $3 a gallon. and some of the world's most it talented dogs strut their stuff. "first look" starts right now. very good morning. on day six of the shutdown, another dead loom limes. we're just ten days away from

the risk of the u.s. defaulting on its bills for the first time. and if there is no vote for fund the government by then, we could make history. tracie potts joins us live from washington. if there are enough votes, what is the hold up here? >> if is the key word there. because republicans say there aren't. and the white house and democrats and even our own analysis say there very possibly could be enough votes to get all of this taken care of. the concern is not just those hundreds of thousands of workers who are out of work, but america's credit card about to be canceled. the pentagon has300,000 employe work today. >> it's a huge revilierelief. >> reporter: but the congress can't agree on the cr. >> there are not the votes in the house. >> reporter: our count shows the house could pass a clean budget without cutting or delaying the

budget issues may be combined with the debt limit that congress may essentially deal with it all at once. problem is we just didn't know how or how soon. >> all right. nice to see you. thanks so much. now to more charges and new details in that high speed motorcycle chase. the fourth person arrested is facing gang assault. his lawyer say the charges are overblown, but prosecutors say he played a key role, they say he's the one seen here smashing the driver's window with a helmet. he's being held on $75,000 bail. police are also looking for two more persons of interest in the case. meanwhile, senior law enforcement officials tell nbc news that one off it duty undercover cop witnessed the suv driver beating, but police sources say he was so undercover, he didn't want to step in. internal affairs is investigating why it took him four days to come forward, but this morning we're also learning more about a good samaritan who

violent clashes have left at least 51 people dead. what started as a peaceful day marking a national holiday turned to mayhem as supporters and opponents of morsi poured into the streets and turned on each other. hundreds were injured, most in cairo where the battles between protesters and security forces raged for hours. it was egypt's highest single day death toll since mid august. tragedy in a monster truck show in mexico over the weekend. an out of control truck plowed into a crowd of spectators saturday killing eight people, including at least three children. 79 others were injured. the driver is being held on suspicion of manslaughter p. some witnesses said he appeared to have hit his head inside the truck as he drove over the cars. the local governor says alcohol was detected on his breath. it is team now for some sports. and richard lui, welcome home. >> it's good to be back. so much football to talk about from sunday. the question is, who is the

>> everyone on the gulf coast isn't complaining. they were looking at the possibility of a strong tropical storm and it didn't happen. karen just fizzled. didn't even bring any rainfall to the region. what's left of what was once a strong tropical storm almost hurricane is now actually approaching areas from tampa northwards into the south by sarasota and port charles, also. so some of that rain will go through this morning and that will be about it. there was a big strong cold front moving through the east that brought severe weather over the weekend to the midwest and ohio valley and it has a chance of doing so again today. rainfall is lined up over pittsburgh. but when the front arrives, we will see strong storms, maybe especially isolated tornado or two. so we're talking new york city, philadelphia, baltimore, washington, d.c., then up the hudson value into albany, new york. and as far as the timing on the storms go, d.c. 2:00, philadelphia 4:00 to 5:00, new york city right around 5:00 to 6:00. so that will tell you when we'll have the worst airport delays. so again strong storms rolling

cents over the thpast two week. the average price for a gallon of gas is $3.38. st. louis has the lowest at $3.01. san francisco the highest at $3.88. and even diesel fuel is down 4 cents a gallon. here is your "first look" at this morning's dish of scrambled politics. john boehner's claim that there are not enough votes to pass a clean budget bill from new york senator chuck schumer. >> the speaker said there aren't the votes on the floor to reopen the government. let me issue him a friendly challenge. put it on the floor monday or tuesday. i would bet there are the votes to pass it. >> shutting down the government could cost roepublicans control of the house in the 2014 elections. current members are running

behind in 17 stridistricts. and ted yoho was quoted about not raising debt ceiling saying i think personally it would bring stability to the world markets. okay. and republican congressman lee terry of nebraska says he's not giving up his salary during the government shutdown. he says he has a nice house and a kid in college, so he needs that paycheck. as the u.s. supreme court agains its new term on this first monday in october, justice scolia gave an interview to new york magazine which included remarks about the old practice of flogging as a punishment. in it he said, quote, if a state enacted a law permitting flogging, it is immensely stupid, but it is not unconstitutional. a lot of stuff that's stupid is not unconstitutional. on saturday night live, miley cyrus caused quite a stir during a parody of her hit we can't stop. here is miley as congresswoman

the clean cr and nancy pelosi is saying the votes do exist, but then you have john boehner saying they don't. so how do you think this is all going to play out? >> that's really interesting. what you'll see this week when congress gets back into session is the democrats trying to put the pressure on the white house, a as well, on boehner to bring the senate bill to a vote in the house. but so far he's shown no indication he'll do so. i think republicans and the way john boehner is talking is that each day that goes on as we get closer to october 17th, they think they will turn on the white house because the president cannot let the country default. so we're looking at both sides digging in their heels and trying to shatare each other do. the american people are obviously growing more concerned. >> and in the meantime there are about 100 member of congress who said they will actually donate their paychecks until charities until the shutdown ends? is that true or false? >> they say they will do that and that's a good pledge. obviously it's a short amount.

but really that's symbol electric. the white house has been asked whether president obama or biden will do this. they're saying the government should be open, the military is calling back about 350,000 employees. so that will -- and congress is now saying we'll give back pay. so that gives a little security to the federal workers, but services are shut down. if you try to go out to a federal park, you won't have much success. the bigger deadline with the debt ceiling is just into next week now. so i think this is getting even more and more serious as each day goes on. the pressure is ramping up on both parties. democrats might get a gain in 2014, but what does that do to markets and the american people. that's the question they're facing. >> let's talk obama care for just a second. another key part of the legislation with the health exchange has have gone live. what seems to be the general consensus? >> the white house is saying don't judge us on this first week where president obama acknowledges there has been real problems with this website.

welcome back. some stories making news this morning. could i ha divers continue to cover bodies from the boat that capsized. official death toll is 19 wi4 b is expected to rise. thousands gathered to quote let their hearts cry for the migrants who died. and in southern california, camp pendleton was forced to partially evacuate due to a brush fire. the blaze has damaged at least four buildings. apparently one little boy really wanted to get out of minnesota this weekend. officials at minneapolis st. paul international airport say a 9-year-old was able to board a flight headed to las vegas. it wasn't up the plane arrived in nevada that the boy was discovered and put in to protective custody. victims of the boston marathon bombing learned how to run again using process threat tig legs.

turns out it's not and it broke box office records over the weekend. this is "way too early". morning everybody. brian shactman here, monday october the 7th. we have a full recap of baseball playoffs and football in sports. also the best of miley cyrus on saturday night live. but we start with the government shutdown. finding a deal to reopen the federal government now appears to hinge on the debt limit, as well. john boehner signaled that with the debt limit closing in, he's ready to negotiate even if the president says he is only willing to once the government is fully funded. >> i'll tell you what, george. the nation's credit is at risk because of the administration's refusal to sit down and have a conversation. >> they're saying it's at risk because of your refusal to pass a clean debt limit.

there have been -- >> we are not going to pass a clean debt limit increase. the votes are not in the house. and the president is risking tee fault by not having a conversation with us. >> testimonies and even some republicans are calling for a vote on a clean resolution to fund the government, one that does not involve the president's landmark health law by an nbc news count, if it were brought up on the floor, it would be within reach of passing with as many as 22 republicans supporting it. many republicans have questioned the strategy they have been taking accusing senator ted cruz of leading the party down this path to deadlock. an unidentified republican law maker told a roomful of reporters, quote, i would liken this to gettysburg where a con federal unit when looking for shoes and stumbled in to union calvary and found itself embroiled in a battle it didn't

intend to be in. meanwhile administration officials and some republicans fundamentally disagree over just how severe reaching the debt limit for defaulting would be on the u.s. economy. >> it's just not responsible. it's reckless and irresponsible to say we'll bring all that down if we don't get our way. congress needs to do its job and then we need to negotiate. the president wants to negotiate. >> is the president ready to watch this country go into default rather than negotiate with republicans? >> the president believes that the responsibility of congress know the consequences and that it doesn't need to happen. they could vote today. they have a majority to do the right thing. >> will he not come to the table at all even at the arriving ris default? >> i don't believe any of them want to default. they will need to look at how come they let a majority in congress work their will. >> i think it's irresponsible of the president and his men to even talk about tee fault. there is no reason for us to default. we bring in $250 billion in

taxes every month. our interest payment is $20 billion. tell me why we would ever default. we have legislation call the full faith and credit act and it tells the president you may pus the interest on the debt. so this is a game. >> if you thought in a post bin laden world the u.s. might relast its focus on al qaeda, you might think again. there are new details about a pair of command dough raids targeting two top leaders in africa. the raid centered on the leader of al shabaab and top al qaeda leader who was in libya. a key ally of osama bin laden, u.s. commandos in three it different vehicles stormed at al-libi's car in tripoli. he reached for a weapon but was quickly subdued. he's suspected of being the mastermind behind will the bombings in 1998. the bombings left more than 220 people debt including 12

security forces and protesters clashed as many were celebrating the 40th anniversary of the 1973 war with israel. many neighborhoods in cairo resembled combat zones after street battles raged for hours. supporters of ousted muslim brotherhood leader mohamed morsi threw fire bop bombs at police. since morsi was removed, hundreds have been killed, imprisoned or fled the country. the process to eliminate syrian chemical weapons officially under way. the united nations says inspectors have started destroying syria's stockpiles and a the equipment used to create them. this is the u.n. team returning to theirascus after day one. the range of item includes might go sell warheads, aerial bombs and mixing question. there is a nine month deadline to completely eliminate the

his parents were sitting in the back of the plane. the flight crew became a little suspicious when they realized the boy wasn't on the roster of children traveling alone. vegas police and child protective services took him into custody and are currently arranging his return to minneapolis and i bet he will be accompanied on that trip. we have more updates in the attack on that suv driver in new york city. authorities have confirmed that two off duty new york police officers were apparently riding undercover with the biker group that is at the center of this alleged beating. the nypd is investigating why the cops didn't entintervene. one came forward days after the incident. their identity has not been released. about a week into the shutdown, stock market hasn't really done much. the dow is off about 50 points since the last time the federal government was open for business. cnbc's steve sedgwick live for

us. i will say i looked at the stock futures, they're pretty low this morning, correct? >> yeah, absolutely. european markets have decided they have had enough of this and around about a percent down for the ftse 100 here in london. xetra dax and cac 40 in france all down. u.s. markets on friday managed a bit of a running between 0.6 and 0.9, but we are down now nine out of 12 sessions which of course includes the period before the shutdown and during the shutdown, as well. volatility indicators coming off, which means people are less worried about the down side risk it appears. elsewhere, on twitter we saw details of the ipo. they earned $47.5 million from selling off information that they have gathered and elsewhere, twitter ratings for tchl v shows. highest activity on twitter does not mean the most eyeballs on that show. >> blackberry, there was one offer on the table for the struggling phone maker and now

there might be more? >> yeah, here's the thing. private equity was bidding $4.7 billion. but what i was wondering, if this company is worth so much money in terms of its messaging service, its cash pile, the customers who still use blackberry oig, where were the industry buyers. now it appears the likes of cisco and google and s.a.p. are taking a look at certain parts of the business and may be interested this buying that which makes a lot more sense when you think about it gech given the valuation on the bid. >> of course they have the push technology with e-mail and their patents are valuable, too. steve sedgwick, thank you very much. an out of this world opening for the movie gravity.
