iran. president obama announced an interim deal with tehran. the plan requires that iran phase out its high grade uranium cache. it must submit to dealy inspections. in return, iran would get modest relief from the u.s. sanctions. >> these are substantial limitations which will help prevent iran from building a nuclear weapon. simply put, they cut off iran's most likely paths to obama. the broader architecture of sanctions remain in place and we'll continue to enforce them vigorously. we will turn offer the relief and ratchet up the pressure. >> but already, there is a disagreement over the most basic of terms. >> this first step does not say that iran has a right to

enrichment. so matter what interpretive comments are made, it is not in this document. there is no right to enrich within the four corners of the npt and this document does not do that. >> it doesn't say it in so many words. it says clearly that iran will have an enrichment program. it has right to nuclear technologies. >> there is deep skepticism from allies in the region, particularly saudi arain why and israel. and all along, congress has been considering deeper sanctions but held off to avoid breaking the deal. members are openly criticizing this agreement. >> the u.n. security council is at a base level stated that iran would not have the right to enrich and, yet, it appears that wee have already given a tilt -- it looks like they'll be

enriching for commercial purposes down the road. you see the reaction in iranment they're spiking the football in the end zone. >> joining us on the council of foreign relations, richard haas. put it in context how big a deal this is. >> it is a big deal even though it is a temporary limited interim agreement. 3 1/2 decades ago, we were at logger heads with the hostage taking. iran is putting it to place. and to suddenly shape an agreement, put a ceiling on the program, it doesn't do away with it. it puts a ceiling on it. it is quite a diplomatic game. >> putting a ceiling on it, is it enough to develop a weapon? the question is who is right? >> this agreement does more good than anything else. it puts a ceiling on it. it makes it more transparent.

it would give us more time. if they decide to break out and dash for nuclear weapons, we would have several months more warning in which case we could take other actions if it was needed. >> historically saudi, israel huge allies. how serious is it for these guys? are they going to do something about what's pretty bad news? >> i don't think they'll do anything. we'll see how this plays out. the most important thing is not the interim agreement. what matters is the agreement that follows. so over the next year the two sides are determined to reach a long range agreement. how long range is yet to be specified. it's going to be there that we should look at the details and only then will iran get enormous sanctions relief in xhafrpexchar far reaching limits. >> why do an interim agreement? why not wait until you can get the real thing in place? it doesn't make sense. >> i actually argue as much as that a few weeks ago.

know, that we all enjoy, it's really heartbreaking. it seems like it's one of the biggest civil rights issues of our time. a good samaritan is hailed as a hero for saving a woman from what authorities would have been certain death. the woman jumped 50 feet from section 301 in oakland coliseum yesterday. the area is usually closed off to the public. people on the second deck were trying to talk her out of jumping. one of the men made an attempt to catch her and shielded her body from the full impact of the fall. at this hour, the woman is in critical condition and the good samaritan is in stable condition. wall street coming off a stellar week of closing. the dow posted the longest win streak in nearly three years. now we're keeping an eye on the oil markets as well. it's already responding to this deal with iran as one of the world's largest reserves.
