9:03 am
>> very indicative of dogfighting. yes, she was tore up pretty good. >> i really feel bad for these dogs. i've got one at home myself. just the way they reacted when we walked up to the cages, it's just unreal. i'm hoping that the judge is a pretty hard on these guys and not just handing down fines for the way that they are treating these animals. >> a new home awaits this little of pups that have been bred to compete in chicago's underground world. a tip made this rescue possible. for the most part, the tight-knit circuit of dogfighters remains tight for police to crack. they stage dog fights everywhere in the midwest. >> they are very mobile. more so than anything else. most of the narcotics deals we work on, it's structured.
9:04 am
this one, as of the day, you don't know the precise location, precise time. they constantly move. so virtually all of our big arrests, all of the big fights, all of the big breeders that we've got, almost all of them have been on tips from somebody else. >> the role that informants play in these cases is critical. it only works if police recruit those who already belong to the subculture. >> the people involved, they all run in the same circles so they all know each other. it's one of the hard things to catch. whenever i see a face, they might pull the plug on them. >> a major push by cook county sheriff has led to stricter dog laws. it's no longer a misdemeanor to attend a dogfighting match. now it's a felony.
9:05 am
armed with stiffer penalties, authorities have more leverage to use against arrestees. one result is they can squeeze suspects more effectively for intel. >> anyone who is going to attend these where animals are being killed, they deserve to have a felony attached to them. >> how many dog fights do you usually have at these events? >> eight to nine fights. >> if you're talking 30 minutes, a fight, that is four hours of fighting? >> it's all day. we call it rodeos. >> five days before a warrant, pursing a lead into an alleged dogfighting tournament on the city's west side. it's one of many expected to take place over the holiday. >> halloween is the biggest day of dogfighting. it is their super bowl. financially they save up all year in order to bet on as well as this is is the day that they

9:08 am
is always guns and drugs. it goes hand in hand. one crime breeds another crime, you know. and this guy, i said this guy here who's been doing this for years. >> has he been busted before? >> this is pretty much the hobby of drug dealers. it's just as dangerous as the dope game. >> most dope dealers, he's known for having killers. >> slim's insider status could be the key that allows the sheriffs to crash the halloween party. they will begin conducting surveillance on a house that slim has identified. >> the names that he was playing as the players. >> yet they also realize that the informant's personal baggage could throw their whole investigation.

it's leverage for us, also. >> hey, hey, hey. everybody turn around. hands on the wall! hands on the wall! >> were you sleeping? gang banging? you signed up for that. >> desperation often drives the men and women incarcerated at chicago's cook county jail. 95% of detainees here are charged, but not convicted of crimes. they are being held until they face trial. some will try to cut a plea bargain with the state's attorney by providing information that helps law enforcement. that's where investigators from the criminal intelligence unit or ciu come in. >> i'll put 1500 people through this receiving room a day. and the staff that i have down in here on all three shifts, everybody takes it down here as what can we do to help out?
9:14 am
we're in contact with everybody from ciu. we call them. if we have the time, we will go search for information. there's a certain way that we talk to people to find out, do you have anything to offer us? >> the bottom line is, we don't lie to them. we don't tell them we can do something for them when we can't. i think that's the most important key for us. >> but finding and grooming good informants isn't easy. not when the average candidate is either a drug addict or career criminal. and female inmates are the hardest to recruit for different reasons. >> women have a different set of circumstances than men. yes, murder is murder, possession is possession. but when you deal with people that take care of children, you
