baltimore, all receiving the first measurable snowfall of the year and joining us from leesburg, virginia, mike seidel. mike. >> reporter: good morning, out here west of washington, the entire area encased in ice following yesterday's snowfall. now the roads are in good shape because they did salt these yesterday. and as you can see out here we're not slipping and sliding at all. anything that's untreated and certainly your car, you will have to chip the ice away this morning. it's pretty thick. you can see what happened down here. the snow got compacted and like a skating rink. 4 inches here around baltimore, up to 7 to 8 inches in western maryland. big snowfall in some parts of the mid-atlantic. take a look at the ice on the trees. we've had freezing rain or freezing drizzle since 5:00 yesterday. over 12 hours. we've got about a third of an inch of ice here. we've had some power outages, nothing too serious around baltimore. 3800 customers of pg&e but pepko and old dominion, two power

companies that serve the area, the total combined up there around 31,000 customers without power. most of those here in northern virginia where it is still below freezing. brian, back to. >> you all right, thank you very much. mike seidel from the weather channel. over to bill karins. taking what he said, there's a little more accumulation in virginia than what i have in northwestern new jersey. >> much worse in delaware, maryland and you saw the philadelphia area with that football game. i mean they had a lot more snow down there. we more or less up in new england and pennsylvania and knowledge, northern jersey, especially, we got maybe a half inch, inch of snow and then there's a coating of ice over the top of it. that's always better. at least your tires get grip. ice on top is much worse. still below freezing. from washington, d.c., baltimore, right up through i-95 north and west of all of the big cities still below freezing. still a light freezing drizzle out there so there's going to be slippery especially the bridges and overpasses will be the worst. you'll be out there with the ice scraper trying to get the ice

off. thankfully light. we won't see any more snow. the problem is even with the ice storm we had down in arkansas, temperatures aren't warming up around the country. i mean we're not melting any of this. look at this cold blast once again that goes from california all the way down to des moines heading to chicago and east coast as we go through your tuesday. again, we'll warm up today and melt a lot of that. up to 44 in new york. that's great but all that cold air comes in as we go throughout the end of this week and it's going to be frigid for a long time. >> kansas city, minus 3. >> yeah, it's going to be frigid for a long time. no signs whatsoever of any warmth up to christmas. >> thank you very much. to twitter. last night i was struck by weather channel's jim cantore tweeting this. european union trade deal to keep close ties with russia. this week the white house will make its final pitch to congress. the diplomacy is the best course of action when it comes to iran. secretary of state john kerry will testify before both the house and the senate hoping to delay new sanctions by congress that could derail negotiations with tehran. over the weekend u.n. inspectors arrived to begin inspections on a nuclear facility there. president obama called it a critical first step before adding that the negotiations will in no way weaken the position of the united states. >> if at the end of six months it turns out that we can't make a deal, we're no worse off and, in fact, we have greater leverage with the international community to continue to apply sanctions and even strengthen them. if you ask me what is the likelihood that we're able to arrive at the end state i was just describing earlier, i wouldn't say that it's more than

50/50. but we have to try. >> defense secretary chuck hagel has touched down in pakistan today. the first time in three years a pentagon chief has visited that country. hagel met with their prime minister to discuss tensions over drone strikes and military operations near the border with afghanistan. he spent the weekend in afghanistan visiting u.s. troops. he did not meet with afghan president hamid karzai who is refusing to sign a security agreement with the united states before the end of the year. secretary hagel says it increases the likelihood of a complete u.s. withdrawal. >> you can use any term you want, retreat or not renewing our efforts here post-2014. you can say it any way you want. what i'm saying unless we have the security of an agreement to protect our forces then we'll have no choice. we will not be able to stay. >> well, karzai has balked at a deal with the u.s. he did sign a

security agreement with iran's president hassan rouhani. both leaders said it will increase regional security and minimize the influence of foreign forces. well, just one week before lawmakers head home for the holidays means budget negotiations are up against the clock. the bipartisan conference committee led by democratic senator patty murray and paul ryan reportedly getting closer to a deal on a 2014 budget. the temporary funding bill agreed to after october's shutdown expires next month. rob portman says he's optimistic there will be a short-term agreement. >> the key is we not have another government shutdown and do keep the spending caps in place and don't raise taxes at a time when the economy is still weak and i think we can accomplish that over the next couple days. >> one issue still being debated extending long-term unemployment benefits. last week house mortgage leader nancy pelosi said any deal must

include an extension but dick durbin said that is not the case. >> i don't think we've reached that point where we said this is it take it or leave it. what i hear from patty murray, i spoke to her the other night negotiations are making progress, moving in the right direction. >> congress has scheduled to begin its break this friday and not return until january the 7th. well, a week after that deadly commuter train wreck in new york officials are upgrading signals. the new signals are expected to be up and running this morning. of course, four people were killed last sunday when a metro north train hit a stretch of track at nearly three times the speed limit. metro north now reducing the maximum speeds at 26 locations across the system. an attorney for the engineer operating the train says his client became dazed right before the crash. over the next year every cab outfitted with an alerter system that detects driver inactivity. business and wall street closing on a positive note all

three major indices posting gains after that jobs report. in particular the s&p snapped a five-session slide. let's head over to cnbc's mary thompson joining us. >> good morning to you, brian. you're right, friday stronger than expected jobs report reigniting not only investors' enthusiasm but also the debate over whether the federal reserve may start winding down its massive bond buying program as earlier this month. the program helped to keep interest rates low while boosting the stock market. some believe the fed could announce a move at next week's meeting but "the new york times" reports that fed officials are in no hurry to start what is known as tapering and put off any reduction in its $85 billion a month bond buying program until next year because central bankers want to see further evidence the economy's recovery and recent job growth is sustainable. internal e-mails and documents show that j.p. morgan favored hiring people from prominent chinese families in order to win investment banking

business. though in its front page report "the new york times" did say there's no indication the banks' top executives were aware of the practices. the s.e.c. and justice department are probing whether jpmorgan and other banks violated the foreign corrupt practices off by doing this. this in order to win business in that country. brian? >> mary, when united and continental emerged it seemed to take forever. it was brutal. i was a continental guy but say us airways and american might be smoother, right? >> they'll close their $18 billion merger today. that will create the world's biggest airline. for customers, consumers groups and travel agents you probably won't note many changes until early next year then they'll start merging frequent flier programs. essentially it's going to be basically about a three-year time line in total to complete this merger and get all the
