two weeks before the opening ceremonies. brand-new pictures of president obama works on his state of the union speech. one big topic that won't be in there because of a white house change of strategy. and justin bieber arrested. miami police say he was drinking, driving and drag racing. good morning i'm chris jansing, republicans are huddle in washington for the rnc winter meetings, strategizing for 2014. a big part of that strategy, how to block the democrats' successful ongoing narrative of the war on women. step one, get more vocal by a bores. the meeting was delayed so people could go to the march for life. and they're -- the resolution also asks the rnc to support republican pro-life candidates who fight back against democratic deceptive war on women rhetoric by pointing out the extreme positions on, held be democratic opponents.

the number two in the republican in the house, eric cantor pledged legislative support for abortion issues, saying it's one of the top priorities in congress. last year the house -- this remains a top priority for me and for my colleagues. i'm also proud to announce that next week the house will vote once and for all to end taxpayer funding for abortions. >> democrats think women's issues give them the upper hand. the steve israel says -- republicans have turned the floor into for the relentless war. every time they launch another extreme attack, they lose more ground with women voters. so democrats think they're ready, and they point to terry mcauliffe's -- and in part by painting his views on women's

issues as too extreme. i want to bring in our company, nick, is political reporter for "new york times," joy ann reed, msnbc contributor. good having you both here. clearly both sides think the war on women is a winning issue for them. >> it's interesting. if you think of the republican party as a three-legged stool, the business part, religious right and what you might call the archie bunker wing, the two that are not the business wing have been the ascendant parts. i think now there's sort of a free for all much the vacuum in the party has left the business wing of the party out and they're reasserting themselves. there have been abortion planks

putting forward laws to put on the floor of the house of representatives. the religious right believes this is a winning issue. >> well, they believe, but the problem has been messaging, not the issue itself. rick santorum talked about this. i'm going to quote from him. he said they've had sort of trouble communicating their views, a la todd akin and richard murdoch. let's quit running from these issues and start teaching our candidates how to talk about them. i don't know, nick, does he have a point? if this is going to be your issue, figure it out and play it to your best advantage. >> absolutely. this is an issue where framing is everybody in politics. they're going to get beaten up,

and they're saying let's got on the offensive, and teach it to candidates so that the abortion debate is not tuning on transadvantagible probes and rapes. let's talk about restricting abortions in the late term. >> there's something else that will be a big topic, what happened to a couple rising stars in the party. people both talked about as running mates for mitt romney, and as presidential candidates. chris christie, the new poll that's just out. his approval rating is down 20 points. we have now learned the fbi is questioning the hoboken mayor's aide, because she told them about the threat from lt. governor about sandy aid. so she has somebody contemporaneously who she told at the time i was threatened, you either you get on board or we're going to take away sandy aid. this is not going away. >> it is not going away, and you

have the probe in the legislature, in addition to the lawsuit. so i think it gets worse for chris christie. the real question is his job as the rga was supposed to be the rebranding, but i think he was in a tenuous position anyway. another -- so i mean, he was seen as sort of selfish, self-centered, looking toward 2016 and not the good of the party. i think that are now the accumulated issues building, it will be interesting to see how long he's able to hang on. >> now the issue of bob mcdonnell. from "new york times," when political spouse helps cause a downfall. when you read through it, a lot of this was driven by her desire

to have designer clothes and sort of keep up with the joneses on a very big scale, this oscar de la renta shopping trip, she was going to conferences to push all of this but the question is, look, forget it, it's over, it's done, stick a fork in it, looks horrible, but is it illegal? >> well, what's amazing about this, is we're so used to seeing the political spouse of the peal politics behaving badly. we seed them on a pained expression. this time you like at the indictment. this all begins with her desire with a dress for the inaugural that she can't afford the indictment is amazing. >> it really is. if you have some free time on your hands, it is something else to see. hillary clinton, big breaking

news i think it's just going up on the "new york times" website. tell us about it. >> well, today the big super-p.a.c. that backed barack obama is formally going to relaunch as the hillary clinton super-pac for 2016, more than two years away. this is probably the earliest ever start to big dollar fund-raising for a non-incumbent candy for the presidency. they'll bring on jim messina, who will help raise money from obama folks. they've already started to ask donors for contributions and commitments. it's a very big story. >> a non-incumbent undeclared candidate. >> and the fascinating thing is the merger that's represented -- >> what are the joe biden folks saying right now? >> probably not things we is aon television, but the reality is it will be difficult for any democrat, including vice president biden to get on the

playing field unless hillary absolutely rules herself out as a candidate. there's just not a lot of room left in terms of the fund-raisers already being corralled, the big money people, the support from capitol hill, it's becoming sort of -- i don't know how she even says no at this point. so much of the ground is moving under her feet. >> nick, congrats on the story. thank you both for coming in. checking the news field. virginia could be the next state to overturn a ban on same-sex marriage, a. this is a major reversal in that state. previous attorney general ken cuccinelli opposed same-sex marriage and vowed to defend the band. > ban. chad olson was messaging the couple's baby-sitter during previews when police say the alleged shooter got upset over the cell phone use.

the white house says there's been an up tick. russian officials are calling the threats a provocation and say they should be ignored. in spite of a tight ring of security, 60,000 personnel, double what was in london two years ago, some american fans and family members are reconsidering their travel plans.

>> i don't get a lot of confidence from the u.s. government. they seems like they question whether the russians have a handle on it or not. >> congressman, good morning. the chairman of your commutee says he's concerned about the situation, are you? it's an individual decision, but if they stick to what the -- stay out of, and they are aware, i think the risk can be managed.

probably the only shortcoming are they don't, but in the scope of what the russians can do themselves, they seem to be moving heaven and earth to make it as safe as possible. would you say yes? >> i would probably say yes. again, it defense on people's thresholds for risk. i think the risks of traveling to other parts of the world even during regular times, not olympic times, are significant, and at least as great as going to russia today. so i think there are dangers out there, and there are a lot of people who would like to literally blow up the olympics, but i think if you stick to the areas you're supposed to be in, if you pay attention to your

surroundings, then i think the risks can be contained. >> there is a new poll out showing that half of americans think that a terrorist attack in sochi is likely. if you that you can to terror analysts they say if not in sochi, maybe in a train on an approach into the country and do you think americans are getting the information they need from the folks over there? and that the cooperation is what it should be? >> well, the cooperation is certainly not what it should be or what it could be. i agree with those that would probably estimate the risk outside of sochi is probably greater than the risk inside. those are softer contacts, there's a human corden around sochi right now, so i think getting there is probably more risky than once you get there. yes, the russians could do more. there's a lot of distrust

between our intelligence agency, and one level it's understandable why the russians are resistant, on another if it become -- i think they should take out all the stops, which means letting others help them. >> i want to ask about the nsa. you have introduced legislature to restructure the metadata program. there's a new report from a watch dog agency that says the nsa's bulk phone records collection is illegal, it should end. tell us your thoughts on that report. >> i think the privacy and civil liberty reports is the final nail on the coffin. you now have at least two independent reviews, one that was done by the group selected by the administration, one now down by a group appointed by congress surge at. both reaching the same conclusion, this program has very limited value, but poses a

let's go live to miami. mark potter is standing by. there was a new conference a short time ago. what details did you learn? >> reporter: that was held here at the miami beach police department where bieber was brought after his arrested. as you noted, he's been transferred to a county jail. bieber was arrested shortly after 4:00 a.m. after he and another man were pulled over for allegedly drag racing in a residential area. the miami beach police chief says bieber when he was pulled over, was uncooperative, and verbally belligerent with the officer, and that officer said he also noticed something else. >> upon approaches the car, when he opened the window and confronted mr. bieber, he smelled a strong odor of alcoholic beverage. mr. bieber at that point was mott cooperating with the

officer's instructions. the officer asked him to exit the vehicle. he was questioning why he was being stopped. ultimately he did step out of the vehicle, would not follow the officer's instructions. the officer at that time did place mr. bieber under arrest. >> reporter: a slight correction. bieber was driving the yellow lamb boar ginni, the other man a red ferrari. he was charged with three things -- driving under the influence, also resisting arrest without violence, and driving with an expired license. police say when he was brought here to the police department, his demeanor changed considerableably, became fully cooperative, and according to the police chief, told officers he had consumed alcohol, marijuana, and some sort of prescription drug. now that he has been transferred to the jail, the issue is bond and when he will have his first appearance in court. we are waiting for the details on that. chris? >> nbc's mark potter, thank you

kevin mccarthy revealed he will -- karen finny is the host of "disrupt" and the former head of communications at the dnc. hector verado is the chairman of the latino coalition, head of the small business administration in the george w. bush white house. good to see both of you. good morning. karen, is simply dialing back the rhetoric an effective strategy? >> i think there's two parts. it may end up being effective. number one, if behind closed doors, the republicans have said you've got to give us some space, we're going to try to see what we can make happen here, then yes, that is a good strategy. that being said, it also means that if we proceed with that strategy and still nothing gets done, the president can still come out and say, i did what you asked, i gave you space, nothing happened, i'm moving ahead with

executive orders, which is really all he can do at this point. >> had ebbetor, we know the autopsy that the gop did, had immigration at the top of the list when it comes to mending fences with xhuntsds, with voters, so why hasn't a deal been worked out? >> i think they've been working behind the scenes. this is not a new issue. we've got dealing with this issue for now decades. i think it's a good sign they're doing some work behind the scenes, but i think this is too importance of an issue for us to demagogue it or put it in context. this is critical to our economy and the future of our country. we've got to make some progress forward. >> to your point, numbs number of times had a sto-- "new york

details -- but i thought the interesting thing is the two women worked on immigration a decade ago. could their experience and their friendship be a key ingredient? >> it could be. obviously when you're working with someone you worked with before, trust makes a big difference. there has not been a lot of trust on some of these issues, but i think the key thing is, unfortunately is the timing. i think the political reality is the closer we get to the 2014 midterm elections, the harder it would be for republicans to get anything done, but the reality is they have too many members who are in districts where they don't need to work about the latino vote to win, they don't care about the national party. that's where we've seen some of the harshest rhetoric. while i think that's part of the strategy, let's keep the rhetoric down, see what's possible, but i think the clock

is really running. >> is she right about that? is there a middle ground, hector, about people -- between people whose main concern is protecting the border and toss like you, who obviously don't disagree with that, but really have to think of it as an economic imperative? >> i agree with karen. i think it will be a challenging year. the soon el they get something done, the better. but look, there's a lot of exampling that people are working together across the aisle. luis gutierrez and paul ryan have had a lot of meetings. marco rubio, jeb bush, and others who have worked with their counterparts on the other side to get something done. i don't think it will be so unusual to see some bipartisanship here, but the sooner the better. >> i think the key issue will be convincing the groups if they end up with a piecemeal approach, that that is going to be effective. i think there's concern among the activist community that

three people are dead, 30 more unaccounted for after a fire in a nursing home outside quebec city. fire crews managed to get the flames under control this morning. no word on a caution. incredible video, a series of explosion at a biodiesel facility were caught on video. officials are letting the fire burn itself out, because the heat is just too intense for firefighters. good news, no one was hurt and at the cause is under investigation. how does super bowl friday or maybe super bowl monday sound? this weeks's snowstorm was kind of a test run. nfl officials say if the weather is really bad on super bowl sunday, they'll just move it by a few hours or even a day or two. well, after stocks soared in 2013, the best since the '90s investors have run into a bit of a speed bump.

so should you make some changes after this year-long ride where investors seemingly could do no wrong? today's financial editor jean chatzky is here with what's moving your money and your 401(k) 411 what you need to do now to make money. nice to see you. >> what's going on with the stock market? >> the stock market has been chugging along nicely. nobody knows exactly when it's going to go up or down, which is why it's so important that individuals understand what their asset allocation should be, to take the appropriate amount of risk for them. >> because the common approach among a lot of people is that you get a job, you go into it, it says okay if you're this age or that age, here's what the breakdown should be, they plug in the numbers, they walk away, because a lot of financial

advisers' advice is if you're in it for the long haul, let it sit there. >> the problem with plugging it in and walking away is when the market goes on a nice tear as it did last year, the dow up 24%, nasdaq and s&p are even up more than that, then you end up owning more stocks than you had planned on you are. your asset allocation gets out of the what can, so we need to rebalance, bring it back in line, unfortunately many people say they're going to rebalance and they never, ever do. >> one of things we always talk about is increasing the contribution to your 401(k), which is easier said than done, especially if you're not getting a company mooch. >> well, 90% of companies these days are matching. the number that are matching have come back. they had backed off a bit during the recession, but they're back in the game and you should absolutely contribute enough to

not only grab the match, but more than that. we know that on partial only about 11% of people are maxing out their contributions. that's not enough. many plans are automatically enrolling people these days. that's a good thing for participation. the problem is they automatically enroll you as a contribution of only 3%. if you don't make a move to amp that up you're not grabbing all the matching dollars and not saves as much as you should be saving. we want people to look to and start to nudge it higher. >> one of toughest things to do is start when you're young. you actually say that a smart thing for a lot of younger investors is something called a roth 401(k)? >> a roth 401(k) is to put in money you have already paid the taxes on, like a roth ira, and

so did you ever take a job you really didn't want? the website payscale takes a look at the most regretted jobs. had 2% regretted their jobs as delivery drivers. there's a tie for second place between secondary schoolteacher, and mechanic. each had 43%. the most regretted job, cashier. complains customers, right? mean time the results from a new study, and it has a surprising finding that children born today are no more likely to climb the ladder of economic success than they were 50iers.

"the washington post" puts it this way -- even though social movements have delivered better crier opportunities for women and minorities and government grants have made college more accessible, one thing has stayed constant. if you are growing up poor today, you seem to have the same odds of staying poor in adulthood as your grandparents did. a new linkedin article, i want to bring in the author, owner of the professional women's network. and good to have all of you here. i want to start with something "forbes" said. they looked at 300 global companies 85% agree that diversity is crucial, but sally, is it happening? >> the research shows we are at best going sideways.

in some industries like mine, financial service, all the research shows that greater diversity leads to greater business results. >> what's the key argument you would make? >> would you like to have better business results? would you like to have higher returns? lower roll tilt? greater client focus, more innovation? would you like to have those things? then don't put another ivy league educationed middle-aged caucasian, baa baa baa, math major. put in someone who has a different background. the government census sos by 2050 we won't have ethnic majorities. one of the things you say, dan, is that the work force needs to figure out how to match the market. >> absolutely.

a major international law firm said the future of our firm is based on getting diversity right. if we have the same people in power in leadership positions figuring out -- looking at the same problems, they'll come up with the same answer. the key is having people who have seen all kinds of different things, understand our clients, and i think that's true for our business. >> but when you look at small businesses, many are run by immigrants, and you are a ceo of a travel information company, you actually think start-ups may be one of the best conduits. >> yes, it has to start at the ground level. start-ups by nature are small. the big thing is to find the right market fit. a lot of it is dependent on figuring out who will adopt our product? if you world outside your market -- one of the tests we

have if you look inside your company and it does not look like your product -- what your user base is, then you have a problem. i think one of the thing is trying to find that market fit. if the world is diverse, how can you not be? >> one of the things, sally, that struck me, job candidates who look and sound like the individuals in power, we all know, i mean white males are promoted based on potential, and women are promoted based on experience. the women in our group read that and were, like, wow. >> you and i know this. if i'm thinking about promoting someone i can understand how a middle-aged female financial services southern executive could do the job. that's me. it's more difficult to know how you would do particularly that
