the investigation plaguing chris christie's inner circle, and the politics of pot. superstar justin bieber under arrest. he's been in trouble a lot of late, but never been arrested. the police brought him to the miami-dade jail. police say they pulled him over for drag racing just after 4:00 a.m. nbc's mark potter joins us. it's already kind of a zoo down there. yeah, it's an absolute zoo, a huge crowd of supporters. he has since been transferred, as you said, so a miami-dade county jail on the west end of the county. he was arrested around 4:00, as police say he and another man were allegedly drag racing, he in the yellow lamb boar ginni, police say he was going 5 to 60 miles an hour, double the speed limit in that residential area.

the police chief says bieber was uncooperative, belligerent verbally with the officers, a lot of f-bombs thrown, apparently, according to the police report. the officer said he smelled a strong scent of alcohol in the car. he note that had bieber had bloodshot eyes. he was brought here where he was then charged with three things -- dui, resisting arrest without violence, and also driving with an expired license, a license that was issued in georgia. the police chief says however when he was finally brought here to the police department, he calmed down, his demeanor changed dramatically, and he told officers that he had consumed alcohol, marijuana, and some sort of prescription drug. now that he has been taken to one of the dade county jails here for booking, the next step will be whether the first appearance in court and whether he gets bond, all of that still to be determined. brian? >> mark, i don't know if we're

this far along, but in terms of what happens, we know he's a canadian national. is there any chance of him getting sent out of this country? how does it work? >> i don't know the answer to that. i know the charges are not high-level charges. i'm told here in miami beach dui is actually a misdemeanor. i'm not sure that rises to the level of an extradition. >> mark, stick around in case there's anything you want to add here, as we bring if chris witherspoon. his house was searched after suspected of egging a neighbor's house causing $20,000 of damage. every couple years, is this one of these get these meltdowns? >> it feels like a public meltdown that's materializing. it reminds me of britney spears back in the day when she hit that low and shaved her head. he's had run-ins with the paparazzi, and that incident in brazil in november where he was

spraying -- spray-painting in public and some public urination recently, i heard. he's had a slew of incidents. >> it's almost like a reaching out kind of thing. i hate to be such an adult. >> who's at the wheel here? where is his mom or dad? >> or hi manager. >> who just keeping getting him lamborghinis, new cars. somebody needs to step up and talk to him. >> i wanted to bring britney up, i remember when she was shaving her head, with two children in a very short time, and then miley cyrus, who is doing what seems to be different. lindsay lohan is another one we talk about. how is this, based on what you know, different from, say, those examples? >> i think because he's so young, only 19. they were a bit older, of the legal age to do such things. he's too young to be drinking, driving. no one should be doing the drugs, but he's at the prime of his career. he's worth a lot of money, huge,

huge. >> is this going to hurt his brand or help? a lot of times, miley was the most searched person last year and that was a train wreck. >> she's a tango between a hot mess and super-duper talent. hi's showing up late or -- miley is still showing up, twerking -- >> getting it done entertainmentwise. >> but i feel like this is a downward spiral. >> we have some sound now from the police news conference. a quick listen and then a final question of mr. potter. >> upon approaching the car, when he opened the won't and confronted mr. bieber, he smelled a strong odor of alcoholic beverage. at that point mr. bieber was not cooperating with the officer's instructions. the officer asked him to exit the vehicle. he was questioning why he was being stopped. ultimately he did step out of the vehicle, would not follow the officer's instructions.

the officer at that time did place mr. bieber under arrest. >> mark, just -- if this is repetitive, when might we see him today? >> reporter: it's quite possible that when he has his first appearance in court, we will see him then. cameras are all over the courts in florida, so i think that's likely. it was interesting hearing the chief describe the incident between bieber and the officer in the field. he sort of soft-pedalled that. it will be required reading, that police report, for people who care about justin bieber and his actions. it was quite an interesting scene. the language that he was throwing at the officer, as written in the report, is interesting, and also he was told several times to ultimate put his hands on the car, keep his hands out of the pocket. he wouldn't do that. the officer is a you that a

potential confrontation all and when he wouldn't cooperate, it was resisting arrest without violence, but it was his actions failing to obey the normal commands in an arrest, just to keep your hands out, put them on the car and behave yourself. he kept throwing -- >> throws the f-bombs around like punctuation marks. driver's license expired for six months. i believe the bond would be $2500, and of course we will be on top of the story. mark, i believe you'll be there all day. we appreciate you being there, and of course chris witherspoon, thanks for hustling over here. >> thanks. >> i appreciate it. the growing concerns about threats to the winter olympics in sochi, russia, now just two weeks away. tlaes five european olympic committees, along with the u.s. received disturbing e-mails on

wednesday. while they contained a threat written in russia, efficiency say it does not pose any damager but the fear among americans is real. a new poll shows that nearly half fear an attack. among those worried about security at the games, a growing number of olympians and their family members, not to mention my parents, now forced to decide whether to go or stay home. >> even if nothing happens,ist just having it a concern definitely limits you and makes you freaked out to explore the whole olympic vibe. >> i'm certainly going to be focus odd my surroundings. >> it brought us all together as team usa. we're really on top of it as families. >> our son is going, so unless they cancel the olympics, we're going to be there. >> the consensus from lawmakers -- proceed with caution. arizona senator john mccain telling americans to, quote, pay

attention to state department warnings. after returning from sochi on wednesday, william keating warning, quote, make sure you are fully advised. the landscape can change quickly. the u.s. has offered full support and assistance to the russian government, but questions remain about the logistics of getting americans out of the sprawling olympic venues, and how willing russia will be to cooperate. it's a very changeable story here. i want to bring in ronnen vero host of the much anticipated msnbc show that will be on very soon, and evan coleman. this thing in the last year has been fascinating. you have the boston marathon bombings, the interplay between the two countries. you have obviously edward snowden, this from the nbcnews.com article calling diplomatically delicate challenge how to get more than 200 americans safely out of

russia. we want nothing to happen, but if something did happen, how do you balance dealing, the difficult dealing, and protecting our sensitive. >> the total count of americans in sochi could be as much as 15,000. these are large numbers, and unwieldy number to protect. the americans are not relying on russian security forces ultimately. we have contingency plans in place. there's evidence that u.s. aircraft carriers will be nearby. >> what if they encroach airspace. >> there's a lot are scenarios that could -- over the tension of edward snowden, ongoing discussion about syria right now. it's a difficult time. we even see in the discussions that have happened already about barack obama having a phone conversation with vladimir

putin, and then the russians saying, hey, we're not sharing all the information with the americans, there are tensions brewing. i think we'll see more sharing of information than the russians will care to addity behind closed doors. >> maybe it's implied that we're going too far the other way. the quote is never have expectations been lower, never have we feared the worst more, but we've had inspect worries about olympic games. athens, london, an incredible urban atmosphere. are we overplaying it? or you can't be too conservative? >> even when you have a heightened risk, the chance that something is going to happen is very small. that being said, we've never had an olympics that's been so close -- located so close to a major conflict zone. we've had groups in that conflict zone openly threatening to attack the olympics. we haven't had that. this is a different situation, a

different scenario. we have to take extreme caution here. the groups that are threatening the olympics right now have proven that they are capable of carrying out suicide bombings, proven they're capable of carrying out lone wolf bombings, that kind of threat is different to stop in a venue like the olympics. it would 3we silly for us to not take those threats seriously. >> how much credible do you put in the ring of steel? >> my comment is if you want to build something called the ring of steel, you should be careful about touting it. that's basically inviting karma to stroll up and kick you in the teeth. my guess is this is far less effective than what it's being made out to be. >> this putin relationship thing, i mean, if there's a problem here between the two countries, does it spiral into other issues? is it that potential serious? >> absolutely. one of risks is we see for instance the conversation being held hostage by these order

concerns, mostly to do with pride and saving face, and russia wanting to establish to the world it can independently maintain security. i think the concerns about that are valid and the u.s. needs to hold its ground in the conversations. we need to look no further to the track record leading up to the olympics. we've seen three successful suicide bombings by separatists from the caucasus region since october. we don't want to see another nightmare like that when we have a lot of international civilians in the region. >> and we have a lot of nbc universal personnel, including myself. any tips for me? should i stay in my room? >> i don't think we want to be terrified. the whole thing is these folks are trying to intimidate us, make -- if we show we're intimidated, unfortunately they'll cheer and celebrate that. i don't want to convince people to go into a conflict zone, but i think the reality is there may be holes in security. by and large terrorism is an

and developing now, virginia's attorney general holding a news conference announcing that he believes the state's ban on same-sex marriage is unconstitutional. mark herring says the state will no longer defend the ban in federal lawsuits. virginia voters approved the ban in 2006, but a quinnipiac poll back in july found 50% of registered voters support same-sex marriage. >> even if you're not a fan of this mayor, which i haven't necessarily been in the past, but you have to understand that she's standing up for what's good for hoboken, and i support that 100%. >> no one likes a bully. i'm glad she stood up for herself and the community. >> those are residents speaking with craig melvin, in giving their support for mayor dawn zimmer, who claims the

lieutenant governor -- we'll have more in the next hour, but last night the city approved -- this is hoboken -- hiring a high profile criminal defense attorney to represent zimmer. three sources with direct knowledge tell nbc the fbi is questioning zimmer's aides over her claim as a new poll from rutgers shows the favorability plummeting 19 points since november. let's talk about it. bob engle from "the asbury park press" and co-author of "chris christie" which i'm sure must be flying off the shelves. they haven't told me. >> let's talk about the rutgers poll, favorability dropping 19 points, job approval rating 15 points to the down side from november. for perspective, after sandy, approval rating was at 73%. from where you sit and your knowledge, how bad is this?

>> well, it's the latest poll in a trend that has started ever since the bridgegate thing started, the monmouth/as bury press poll showed him going down, but not by that much. now we get to the rutgers poll, what is significant in the numbers is 26% of the democrats have lowered their opinion of him. >> that's the bipartisan gap that was so crucial. >> he's painted 4i78self as a guy that can be bipardon san. if the democrats are abandoning him, that puts a dent in his armor. do you think that he really neither to separate himself completely from this 2016 talk, is he in danger being able to not lead the state of new jersey effectively? >> i think he can go on with his role in new jersey, but the question is the democratic legislature. now that they smell blood, how cooperative will they be? of course that affects his record.

>> i think he's hoping he can get through this. maybe it may take a year or so tlofr he can get on with his plans. >> if they prove true. obviously we have not adjudicated either one. >> right. that's correct. i think maybe the one out of hoboken could be, but we don't know yet the reason that traffic was tied up. we don't really who ordered it ultimately. if it turns out to be a development thing all well. >> aides are reportedly telling investigators that zimmer told them about this threat. and he said zimmer told him she didn't want to jeopardizes future funding for the city.

judds justin bieber being held on bond nbc's mark potter live outside the police department in miami beach. do we have a better idea of when we might see mr. bieber? >> reporter: we just found out from the spokesperson from the miami-dade corrections department he has been booked into a county jail here, the turner guilford knight center, at 1:00 to 1:306789, he will appear by a video bond hearing. he walks before a camera in the jail to speak to a judge who is in another building downtown. they are able to talk to each other via videotaped camera. again, that's scheduled to happen at 1:00 to 1:30. the issue there is whether he is able to post bond to then get out of jail. to review, this is the police department where he was brought after he was arrested, police

say he was drag racing in a residential neighborhood, going about 55 to 60 miles an hour, twice the speed limit in that area. police say when they pulled him over, he was belligerent verbally belligerent, and was not cooperating, and that he would -- just would not follow the officer's orders. he was then charged with dui, resisting arrest without violence, and having an expired driver's license issued in georgia. despite that, people are still supporting him. we had a fan we talked to just a moment ago. you don't think what he did was wrong? >> of course what he did was wrong. >> reporter: you're still going to port him, though? >> of course. >> reporter: why? >> because he's beautiful. look at his face. >> reporter: the police chief said when he came leer to be arrested, he game fully cooperative and said he had consumed alcohol and marijuana, some prescription drugs, charges

he supports a path to legal status, but not citizenship. speaker boehner says he wants immigration done in 2014. can we be optimistic? >> i think you'll see a lot of movement. they realize this will be a huge sure for them when it comes to the midterm elections. that's why boehner is signaling he wants to support it. i think they'll have a different time if they don't include a pathway to citizenship. the 11 million that are undocumented, i think a lot of them would accept it, but are they going to be part of -- left out when it comes to big political decisions, but i also think we'll see within the republican party they don't want to do any movement under after the primaries. that will hurt them. if anything, a lot of latino voters will say we understand you're playing politics with our families, and that will be tough to reconcile. >> steve, you can tough on that,

but i also want to point out political reporting that the republicans do expect to do something, it will include more border security, a worker verification program, earned legal status. do you expect the right to come to some compromise and do you still think it would be this piecemeal process and not some grand bargain? >> i think the piecemeal progress is almost a definite. how republicans at almost every level have said a xre hence i have been approach with one massive bill is simply not going to work, but at the same time a lot of the democrats i talked to, are afraid they'll package this in such a way as it only includes -- all along, this is supposed to be a compromise between democrats who support a pathway to citizenship, and -- if it's only provisions in the bill that are left are the ones that republicans don't like, that's not a compromise. it will be hard to get the broad consensus support that it needs to become law. >> kelly, you have written about how this is important to

president obama. what about the impact of just listening to president obama and saying hey, cool the rhetoric against the republicans. will that make a difference if they take a little heat off of them? i let's not forget before the last presidential election, president obama said i anticipate in the coming years immigration reform will be resolved. we sit he how many years later saying that has not been the case. he has to look made and cede the first black president does not wish his legacy to say he did not accomplish that much for black voters or brown voters for that matter. so i think the -- >> we want to get to our second topic, so i want to go quickly to everybody, just in 15 seconds, what you think we'll get. maria teresa, you first. >> piecemeal approach, and hopefully it will be reconciled, so hopefully vetting on something by the end of the year. >> steve? >> i'm going to agree with that. i think john boehner realizes he

training. >> there are obviously some people in america clearly who think this is the right way to go. some celebrities have supported this, kelly. >> right. as someone who attended my share of christian school growing up in my home state of texas, this is not an uncommon interpretation of biblical text among a lot of christians. like you said from gabrielle reece, to candace cameron, there is a lot of high-profile women who interpret it that way. i happen to not be one of them. i want to caution democrats, this is sort of like discussing gay marriage, just because all of your friends in new york, in washington, d.c. may agree with you on the issue, there are a lot of religious voters in the heartland who may not, and this isn't a todd akin controversy. >> it depends on if you're a national or localized politician. if your constituency is what it is. maria teresa, go ahead. >> i think one of the biggest

studies. those states include alaska, hawaii, vermont and utah. in arizona this weeks, senator leah landrum taylor began her last year in office. her eighth year in the senate, landrum taylor is barred from running again because of term limits. when she leaves there's a possibility there will not be a single african-american in the state legislature for the first time since 1950. joins me leah landrum taylor. first thank you for joining us. congratulations on your service and your career. >> thank you. glad to be here. when were you first aware of the dynamic in your state, when you left there would be none? >> well, it's become pretty evident as time has went on, of course, since the 1950s, moving forward into the '60s, into the '70s where there were quite a few african-americans in the legislature, and then the '80s, then all of a sudden the numbers

started dwindling, and then now at this point, certainly as i look around and i sigh i'm the only one there in the legislature, it is a big concern, to know that the levels of diversity could be an extreme state. >> just for perspective here, in terms of numbers, the african-american community makes up 4.5% of the state's population, and obviously hispanic population in arizona has absolutely exploded. the question is, are you wired that african-americans are not getting their issues and voices heard enough in that state? >> well, when you -- if we're looking at the numbers, even if you go back into the '50s, '60s, '70s, the percentage was even lower then. knolls the percentage has increased over the year. there are quite a few folks moving into our state, as you mentioned with the numbers or state is growing, so we also have the fifth largest city

within or state, so it again is a huge dern when we're thinking of the fact that african-americans will not be here. are the possibilities strong of being elected? absolutely, but then it will require having the necessary allies that will work with the communities so that it happen. >> you still -- and obviously, you know, the question is nationally we've had obvious tremendous success, we have an african-american president. why do you think populationwise we're not -- the numbers are dwindling in arizona? >> you know as far as martin luther king holiday, arizona was the only state that had to vote in having a holiday. we have the holiday here, but it came by a vote of the people. and, you know, when we're looking at the fact that here within this state and as far as numbers go, actually it's an increasing number of individuals, especially

professional working individuals that are moving here to the state, and in various counties, the amount of individuals, of course are spread throughout. there's not a lot of concentrated clusters of african-americans here within the state, but certain when you look at the issues at a surface, these are the types of things that across the board people can support. if we're not having tables that will be welcoming at all to the tables, the importance of having that diversity enhancing the dialogue that takes place on a day-to-day basis, we have to make sure we're hearing from everyone. i certainly feel there's room at the table. i just believe that collisions need to -- that the natural collisions that have went on for a very long time with the african-american community, they'll have to come back. >> let's hope the constituent

marijuana advocates have high hopes for 2014. it's been a couple of weeks since bad pot puns. the recent legalization for pot in colorado and washington state highlights the dramatic shift in attitudes towards the drug. a clear majority of americans, 55% favor legalizing it in some way. at least five more states plan to put marijuana measures on the ballot this year. we want to discuss this, the politics of pot with jared poll is and earl blumenauer. we sat together in colorado two years ago when i was with cnbc to talk about this stuff and you've been heavily involved with the story for a while. the first question is, how are things going in the state in terms of the business the tax revenue, everything? >> a lot has happened since we first sat down. the voters overwhelmingly approved, regulating marijuana like alcohol. they did that last year. it just began early january of

this year, there are legal sales of marijuana occurring every day. it's been over $10 million so far generating several million dollars in tax revenues and keep in mind that $10 million taken out of the hands of gangs and criminals, as long as making sure we don't scapegoat for using a regular drug who's effect is similar to alcohol. >> what you just said right there, telling, president obama in "the new yorker" saying it isn't any worse than alcohol. you have harry reid saying he now embraces medical marijuana. is this -- are we witnessing congressman polis, is this the tipping point in the debate? >> i invited the president and harry reid to come to colorado to visit the legal dispensaries. americans realize that prohibition has failed. just as it did for alcohol in the 1930s and failed for marijuana. it's time to try a new policy.

marijuana is not healthy, it is a vice. if people choose to use it they should use it in moderation, it doesn't make sense to fill up gangs and criminal enterprises to -- >> you have medical marijuana and advocate of easing pot restrictions and interestingly enough when it comes to the surveys, as much as 67% favor legalization. is this going to have an impact either on you and your state in the polls or more nationally? >> well, i think we are definitely seeing a tidal wave of support developing. i was in the oregon legislature in the 70s when we were first state to decriminal size marijuana. and we have seen this slow steady building medical marijuana being approved in colorado in '96 and now over 20 states have done so. i think people understand that the prohibition has failed that

the federal government has seriously misclassified marijuana, suggesting that it's more dangerous than meth or cocaine. and that it has no medicinal features. i'm confident that oregon voters are going to approve recreational use. we may even see it happen this summer in alaska and we can get on with the business of having a rational policy tax regulate, keep money out of the hands of the cartels and actually do a better job of keeping it out of the hands of children. >> we're tight on time but what is the downside for you? what are your concerns? >> about legalization? >> yes. i frankly think there is no significant downside moving forward. the main concern i have is keeping it out of the hands of children and currently it fails utterly. no one thinks that a 13-year-old
