good morning. it's nice to see you. the seemingly endless winter is not over. a new storm bringing snow and ice is moving in right now across 32 states. 118 million americans are in the cross hairs. many of which are still digging out from a storm earlier this week. more people are under watches and warnings for this storm than all of last winter. it has buried parts of the midwest inasmuch as 10 inches of snow. cities like philadelphia, new york and boston. but with trees there still covered in snow, today's snow could lead to widespread power outages and the travel delays are piling up. this southwest jet landed in kansas city safely but ran into a snow bank while taxiing to the gate. the airlines says no one on board was hurt. already this morning 2,000 flights have been canceled. more than 1200 already delayed. let's get to bill karins. bill, it is definitely going to be a problem out there this

morning. >> it's going to be a little bit worse than monday. this one is peeking before people hit the roads. a good chance you'll get plowed in. a lot of parents have to get to work. let me show you what we've been dealing with overnight. pennsylvania is an icy mess from pittsburgh all the way down to philadelphia. temperatures have been around 28 to 32 degrees. a lot of freezing rain. that's been a big problem there with northern virginia to northern maryland. further to the north we have what we call a front end thump. 2 to 3 inches around new york city to northern jersey. it's falling from hartford, new haven, soon to boston and providence. plenty cold for albany. the new york through way will be slippery and covered in snow. how much snow are we talking? a lot of the ohio valley has already fallen, but the areas in new england, this is all going to happen from now until about midnight tonight especially from

albany to boston. the heaviest snows, cat skills, boston. snowfall totals a plowable snow from providence to hartford north wards. a lot of sleet and ice. a lot of people in new jersey and pennsylvania, we'll start worrying about power outages throughout the day. there are thousands of people from arkansas and kentucky without power. >> thank you, bill. >> turning to the investigation into the death of actor phillip seymour hoffman. overnight, four people were arrested in a heroin bust. investigators now looking into whether those suspects could have provided drugs to the late actor. cops confirm heroin was found inside the lower east side apartment where they were taken into custody. >> also new this morning, an emerging time line leading up to hoffman's death. we're learning the oscar-winning actor made six atm withdrawals totaling $1200 near his new york apartment on saturday night. sources tell nbc news he was talking to two men wearing

messenger bags. the next morning his body was found surrounded by bags of heroin. many thought it could have been caused by synthetic morphine but the heroin nound hoffman's apartment did not contain the power full additive, fentanol. >> there's new fuel this morning in the debate over obamacare. congressional analysts saying the affordable care act could lead to millions of job losses. up to 2.5 million jobs by 2024. that's according to the nonpartisan congressional budget office. the cbo predicts american workers will cut back on their hours or leave the nation's work force entirely. the group previously predicted it would lead to a loss of 800,000 jobs. house speaker john boehner saying in a statement, the middle class is getting squeezed many this economy and this report confirms that obamacare is making it worse. the white house pushed back saying the possible reduction

would be voluntary. >> this is not businesses cutting back on jobs. this is people having new choices they didn't used to have. those are two completely different things in terms of the impact it has on people. >> the wide ranging report predicted the federal budget deficit would fall to $514 billion. that's down from last year's 680 billion and the lowest since president obama took office. alleged police corruption rocks the florida criminal justice system potentially leading to scores of appeals from convicted criminals. crime lab analyst joseph graves is accused of stealing and reselling narcotics used to bust and convict suspects. he launched his own enterprise by replacing evidence with nonprescription pills. authorities are hoping his work on 2600 cases will not force the courts to toss out several convictions and prison sentences. he faces 12 counts of theft, drug trafficking, and evidence tampering. okay. so it's known among the professionals as creationism versus evolution.

it is time now for your hump day edition of scrambled politics. voters in new hampshire could soon have the choice not to choose anyone. a bill in the state legislature wants to add none of the above to local, state and federal ballots. currently nevada is the only state with that option. in one corner senator harry reed, in the other, senator john mccain. ding, ding, ding, ding. two men often at odds on policy came together to call attention to brain injuries in boxing. both were amateur boxers as young men and apparently that fighting spirit has not gone away. >> we are friends. we have so much respect for each other. it was just a month or two ago we ran into each other by the elevators and he said [ bleep ]. and i said i wouldn't expect less. any day.

the tech geek in chief. while president obama was visiting a school in maryland he borrowed a student's ipad. just one problem, he didn't find out until later that the ipad was recording. when he did, he gave viewers a tour of the classroom. his secret service agent and the press core. oh, thanks, mr. president. that's going to do it for your morning dish of scrambled politics. ipad is on. joining me now for your "first look" at politics, ed o'keefe. good morning. >> good morning, veronica. >> let's start with a bit of a fact checker on this cbo report and the numbers of jobs lost. republican politicians have taken these numbers and they've kind of twisted them out of context. help us cut through the spin here and tell us what this report actually means. >> well, the big headline isn't that about 2, 2.5 million jobs are going to be lost, it's that 2, 2.5 million workers are going to remove themselves from the

labor force that the cbo believes simply because they can get health insurance through medicare, medicaid, some other way. there's this realization by people and by government estimates that, you know, a good chunk of people now are going to simply stop looking for work because they realize now that they can have health care insurance. over the long term it looks as if about 89% of the country will eventually have health care insurance. that's in about the next 10 to 15 years. that's on par with the goal of the law. while they won't hit the 7 million goal in march, remember, they wanted to have 7 million people enrolled, they'll hit about 6 million. in the coming years they'll have 24 million people enrolled by 2017. that's basically on par with where the government wanted to be. >> regardless though, you know the cbo number is out there. how did democrats get around this knowing that it may very well cause problems in 2016? >> it's going to cause a lot of problems. what this does is basically validate the concerns that republicans have been raising for months.
