russian charm. obamacare can cost russian jobs. each side reaches different conclusions. let the cherry picking begin. this is "way too early." hey, everybody. good morning. welcome to "way too early." i'm thomas roberts. it is wednesday, february the 5th. this is the show where the accommodations are just adequate enough to put you right back to sleep. we've got mints. we've got cold coffee here, water, everything we need to get you through. stick around. gentleman wa want to start with the snow and commuters should expect a treacherous ride to work as the second snowstorm of the week sweeps through. some areas could see a foot of snow and other areas could see freezing rain and ice. the storm has caused big problems across the west. one of the hardest hit states is kansas. they're digging out from 12 inches of snow. state offices will be closed for a second day in a row.

the governor has declared a state of disaster emergency. a southwest plane from denver got stuck in the snow on the runway. passengers had to be taken to the terminal by bus. the snow is affecting 115 million people in 32 different states. nbc meteorologist bill karins is standing by with an update on the forecast. what a mess. >> one of the worst morning commutes of the winter from baltimore all across to pennsylvania. the new york city area is a big mess. 2 to 3 inches fell, sleet on top of that and freezing rain is moving in. this is a very difficult morning to be on the roads. southern pennsylvania, pennsylvania turnpike has been in freezing rain for three to four hours. especially secondary roads untreated will be covered in ice. you're getting periods of sleet. i've even heard of claps of thunder in brooklyn. when it's not as intense, you get freezing rain. it's crunchy. we're worried about the tree limbs. the temperatures are in the 30s and 20s. only areas to avoid, philadelphia, 34.

washington, d.c., 34 degrees. we had about a quick three inches of snow in new york city. heavy sleet on top of that. now we'll watch freezing rain for the rest of the morning until it gets above freezing. snowing hard. reports of as much as four inches already near new haven. i-95, a horrible mess. snow plows can't keep up with it. snow totals, clifton, new jersey, already reports of 3 to 4 inches there. you see the difference, new york city we showed you, freezing rain and sleet. it's still snowing in areas of jersey. i think this will be one of the worst morning commutes we've seen in a long time. >> your mid-atlantic map is showing some love to tauson. i like that. >> we love our friends in maryland. already struggling to make ends meet, a new report shows millions of americans will face tough times in the future. the congressional budget office says 2 million americans will quit their jobs or cut their

house in the next couple of years. the number of jobs lost would be around 800,000. now it is important to note that this report does not directly tie job loss to obamacare. instead it focuses on how individuals will choose to participate in the work force. still, for republicans the report is validation for what people will say that the president's health care law will have a negative impact on millions of americans. jay carney says, quote, americans would no longer be trapped in a job just to provide coverage for their families and would have the opportunity to pursue their dreams. this cbo report bears that out and the republican plan to repeal the aca would strip hard-working americans of that opportunity. one area of the law targeted for repeal would back stop potential losses by insurance companies, however, the cbo found this so-called bailout could be a net gain to taxpayers to the tune of $8 billion. with the debt deal deadline

fast approaching, house republicans are piecing to the their strategy. yesterday speaker john boehner played coy when asked if there was a consensus within the gop conference. >> a lot of questions about the debt limit. no decisions have been made. listen, the goal here is to increase the debt ceiling. nobody wants to default on our debt, but while we're doing this we ought to do something about either jobs and the economy, about the drivers of our debt, and so we're talking to our members and we have a decision, we'll let you know. >> however, speaker boehner had a different tone in their closed tore meeting. he reportedly said, quote, there's no sense picking a fight we can't win. other republicans echoed that sentiment throughout the day. congressman earle labrador said we should bring up a clean debt ceiling and let the democrats pass it and move on. it's theater.

it's going to end up being clean anyway. i don't see anything i couldn't support as a tradeoff. sources are telling nbc news that four people have been arrested in a drug ring. now they're investigating whether they were connected to the drugs that actor phillfilpi seymour hoffman took. "the times" reports the bags did not have the same ace of spades or ace of hearts markings as the bags that were found in hoffman's apartment. the actor made six atm withdrawals totaling $1200 near his home on saturday night. sources telling nbc he was talking to two men wearing messenger bags. the money was not recovered. that night he had spoken on the phone to mimi o'donnell. she told authorities he sounded high in that call. hours later he was found dead.

there was concern that hoffman could have overdosed because of a potent synthetic morphine that is increasingly showing up on the streets, but police now say that the drug, fentanyl was not found in the supply in hoffman's apartment. the theaters around his apartment will dim their lights in honor of the actor's death. america's least productive congressman will call it kitqui. he's leaving for a job at a law firm. his departure comes amid an ethics inquiry. the 12-term congressman's record in washington is one that will be remembered for all the wrong reasons. andrews had his name attached to 646 different pieces of legislation, including bills on children's pajamas, commemorative coins, and licorice but only four ever made it out of the house and none of them ever made it to the senate and onto the president's desk. that gives him the worst record of any law makeever over the past 20 years.

activist sandra fluke is set to run for congress in california. she's going to look to take the seat of veteran lawmaker henry waxman. fluke joins the list of people to seek the term. she was spring boarded into the national spotlight. you can count bill de blasio out for this year's st. patrick's day parade. he says he will not march in the annual event because of its restrictions on members of the gay and lesbian community. members are allowed to march but are not allowed to carry gay pride signs. de blasio says in part, i will be participating in a number of events to honor the irish heritage of this city, but i simply disagree with the organizers of this parade. he becomes the first mayor not to march in the st. patty's day parade.

we move to business. today wall street will look to post a second consecutive day of gains. yesterday all three markets closed in positive territory putting an end to a dismal start. cnbc's steve sedgwick is joining us. it's still a bit anemic. what do you predict today? >> what was interesting, the s&p was up .8%, the previous three sessions down 3%. thomas, look at michael kors, 17% rally on the back of 77% increase. pfizer up 3%. young brands reaffirming its 2014 outlook. that was positive as well. have a look at microsoft. they've named their third ceo in their 39 year career. does this mean the ground will start shedding consumer businesses and focus on mobility and cloud? that is what a lot of people are saying. bill gates is no longer the chairman of this company but he is being drafted in to look at new product development and

innovation. so plenty going on over at microsoft. >> and a lot going on for radio shack, too, steve. we saw the commercial as a throw back to the '80s. they're looking at the future but that means contraction of stores. >> yeah, very interesting. a lot of applauders for the ad during the super bowl. we understand from "the wall street journal", of the 4300 stores in the united states, 500 will be closing. they've tried hard to reinvent themselves and look at products such as smart phones, smartphone cases and headphones, but recent numbers have been declining. we are just days away from the olympic opening ceremonies in sochi. the town is expected to provide this beautiful backdrop for the games but reporters are arriving and telling a different story. signs of unfinished construction are all over the place. they're trying to finish up.

in a moment. look at this live shot, columbus circle in new york city. they're trying to get the roads clear as we brace for this winter storm that's bringing this mix of ice and rain. nbc meteorologist bill karins is tracking the storm. bill. >> 77 million people under winter storm warnings. yesterday at one point we had 118 million people. now we're taking out the midwest. it's still snowing. still winter storm warnings around indianapolis. now we're seeing this ice storm developing. this is going to be the legacy of this storm, how many power outages we have and how many hours people are without power from arkansas to kentucky and now that freezing rain is moving into northern new jersey, central new jersey and eventually southern portions of new england. as far as the snow totals are going to go with the storm, we are going to be watching the highest torms from the poconos to the berkshires. the mass. pike.

hartford northward. the dumps in southern connecticut, five inches of snow near new haven. it's a burst of very heavy snow. you'll mix in with sleet later. right in the thick of the heavy burst of snow now changing over to sleet probably in a couple of hours. let's go to mike seidel. mike, i've heard some reports of thunder mixed in in southern new england. >> reporter: there has been. we're out here in the low area. we wanted to get deep enough in the cold air aloft. we are looking for 8 to 12 inches out here. a little bit of snow on the ground from previous storms. it's been relatively comfy since late last week. we had temperatures in the 40s. on ground hog day on sunday, it was 55 degrees. logan, 40% of the flights have been canceled. about 40% of all departures have been scrubbed today. look at the radar, it's coming in like a wall of snow.

over in nearby worcester their visibility went from no snow at all to heavy snow and a quarter mile. the snowfall rate will be one if not two inches an hour. it will ease off over lunchtime and then the sun will come back out tomorrow. bill, all schools in the area have been closed for today. >> yeah, i mean, you've been in this a million times. i would rather have all snow than get the snow and freezing rain. >> reporter: yeah. the difference with this storm is the previous storms, temperatures were in the teens and single numbers. this is a warmer storm, 25 to 32 so it's a heavier, wet snow. a lot more work to clean up and shovel versus the earlier storms this summer which were dry and powdery. >> good luck up there. you'll have the prettier pictures. as far as the snow totals, this is not a huge blockbuster of a storm. it's really the sleet and freezing rain from now to noon that will leave its mark. >> then we have more coming up this weekend.
