the breaking news that we have overnight where the president of the ukraine says a deal has been reached with the opposition. e.u. and russian leaders coming together to bring this crisis to an end. already shots have rung out in kiev after the deadliest day of clashes yesterday. they used combat weapons shooting and killing as many as 70 protesters according to doctors for the opposition. the dead were everywhere, including make shift hospitals in a hotel lobby. but the protestors redoubled their efforts in kiev's main square. secretary of state john kerry has condemned the violence and vice president biden has phoned the ukraine president. it's all unfolding in one of eastern europe's beautiful places on the front page of today's "wall street journal" tells the tale of two cities. joining us is ayman mulho mohye.

today seems to be calmer and there are signs that there is a tentative agreement that may take place. now that agreement that was supposed to have been reached in parliament has not yet been signed by both the opposition or presidenti president yanukovych, it is going to call for reduced powers of the presidency to form a new government and to call for early elections hopefully by sometime in september according to them. that hasn't been signed yet and as a result the situation on the street remains tense and there have been those running battles between the supporters of the opposition and the police forces that have been circling the square for the past 48 hours, thomas. >> nbc's ayman mohyeldin.

thank you, sir. protests continue to escalate in venezuela this morning as the government tries to restore order there. demonstrations against president nikl niklas meduro have been spreading. the government says this is not a militarization. compromise is on hold in washington as new details from the president's budget are released. last year the white house reached out to republicans proposing cuts to social security in an attempt to reach a grand bargain on the debt, but now that deal is off the table. this year's budget will abandon entitlement reform in exchange for programs that promote income equality. officials are blaming republicans for negotiating on tax loopholes in the country's wealthiest americans. the white house is willing to revisit the cuts if, quote, republicans want to revisit the

discussion. now that includes 56 billion in new spending on manufacturing, education programs for workers and early childhood development. the spending will be offset by revenue increases and cuts to other parts of the budget. governor christie is facing criticism for the slow trickle of sandy relief funds in his state. in port monmouth he received rounds of applause and calls to resign. many on hand told about life that has continued in limbo, some forced to live in trailers now more than a year after that storm initially made landful. the governor listened patiently and answered questions at length but also pointed to the federal government for not expediting flood relief funds. >> the entire flood insurance business in this country has been taken over by the federal government. it's called the national flood insurance plan, which all of you now painfully know, nfip. i said that should be a new "f" word in there. fema is the new "f" word.

weather outbreak. illinois was under the gun. that was where we had about 12 or 13 tornadoes reported. thankfully most were smaller, weaker variety. a lot of trees down, power outages. minor damage to homes. no injuries or fatalities. overnight the wind reports about 254 of them. tennessee was hard hit. a lot of power outages there. the storms are continuing to sweep east. they went through the atlanta area. they've weakened as they approach the charlotte area. that's one piece of good news. down along i-10, mobile got hit pretty hard. this is strong winds going through panama city, pensacola. joe's hometown down there. these will continue towards tallahassee this morning. that's the one area of concern if there's any real dangerous weather out there, stay in your houses in the florida panhandle along i-10. the storm forecast, once we get rid of the storms, one of the best weekends we've seen in two, three months for the east coast. the warm air will stay with us for a short period of time. 53 in new york on saturday.
