and join russia. it will be followed with a referendum on leaving ukraine on march 16th. crimea's prime minister also shut down a tv station yesterday. it was replaced by a russian broadcaster. the u.s. is pushing forward on a series of sanctions for those involved with the russian intervention in ukraine. they include travel bans to the u.s. and freezing of assets. the eu is also considering sanctions. president obama issued yet another stern warning to russia about the possibility of a divided ukraine. >> the proposed referendum on the future of crimea would violate the ukrainian constitution and violate international law. any discussion about the future of ukraine must include the legitimate government of ukraine. in 2014, we are well beyond the days when borders can be redrawn over the heads of democratic leaders. >> hours later, president obama spoke on the phone with russian president vladimir putin for one hour. and he told putin that there is still a way to resolve the

crisis diplomatically including direct talks between russia and ukraine. missco, however, responded that president putin and obama, they remain far apart on how to redissolr resolve the crisis. this was the second time in two weeks they have spoke on the telephone. the military's chain of command will remain intact. the legislation pushed by democrat kir ststen gillibrand l five votes short. it attracted support but also divided on how to deal with an epidemic of sexual assault. as many as 26,000 military members may have been sexually assaulted in 2012 alone. this bill aimed to remove top commanders from decisions involving the prosecution of alleged attackers. something that senator gillibrand says it long overdue. >> we know that the deck is stacked against victims of sexual assaults in the military today, and today, sadly, we saw the same in the halls of congress.

for two decades, every secretary of defense has said zero tolerance for this crime, but all we have seen for nearly 25 years is zero accountability. >> republicans rand paul and ted cruz both supported the bill, something that lindsey graham seemed to suggest could hurt their chances come 2016. he said, in part, quote, people wanting to run for president on our side, i will remind you of this vote. you wand to be commander in chief? you told me a lot today about who you are as commander in chief. you were willing to fire every commander in the military for reasons i don't quite understand. so we will have a good conversation as to whether or not you understand how the military actually works. less sweeping legislation sponsored by senator claire mccaskill who opposed gillibrand's proposal passed 100-0 in a vote set for next week. the army's top sex crimes prosecutor is under investigation for allegedly groping a female lawyer back in 2011. and in a separate case, an army general is pleading guilty to carrying on an affair with a

female captain who accuses him of forcing oral sex and threatening to kill her family if she exposed the adultery. all republican eyes were focused on washington and the conservative political action conference or cpac as it's commonly known. the annual event is the perfect stage for party leaders to test their bona fides with the conservative base, and yesterday the speaker's list was a roster of potential candidates. ted cruz, one of the crowd favorites, was first up and he did not disappoint delivering a speech aimed at the republican establishment. >> the way to do it, the smart way, the washington way is don't stand against obamacare. don't stand against the debt ceiling. don't stand against nothing. i want to tell you something. that is a false dichotomy. you want to lose elections? stand for nothing. and then, of course, all of us remember president dole and

president mccain and president romney. now, look, those are good men. they're decent men. but when you don't stand and draw a clear distinction, when you don't stand for principle, democrats celebrate. >> governor chris christie also getting a shot at the mike yesterday. despite being snubbed at the event last year, he spoke of his achievements in new jersey including education and pension reform and had a message for republicans looking to change washington. >> i'll remind you of just one simple truth in this democracy. we don't get to govern if we don't win. and it's not only bad when we don't get to govern because we don't get to mold and change our society. what's worse is they do. and they're doing it to us right now. so please, let us come out here, resolve not only to stand for our principles, but let's come out of this conference resolved to win elections again. that's what i intend to do for the next year, and i hope you'll join me. thank you very much. >> so it wasn't all talk about

how to forecast the future for the party. there was plenty of criticism for president obama with senator marco rubio and bobby jindal taking shots of the president's handling of ukraine. >> because we have a president who believed but by the sheer force of his personality, he would be able to shape global events. we have a president that believed that by going around the world and giving key spee speeches in key places, he could shape the behavior of other nations and other people. we do not have the luxury of seeing the world the way we hope it would be. we have to see the world the way it is. >> having witnessed the events abroad these last several days, as we see the president of russia invade a neighboring country while our president wants to downsize our military. to president carter, i want to issue a sincere apology. it is no longer fair to say he was the worst president of this great country in my lifetime. president obama has proven me wrong. >> so after the explosive exchange on capitol hill, it appears that that rift between congressman darrell issa and

congressman elijah cummings is over. issa has apologized on whether the irs was targeting conservative groups. the house oversight chairman walked out on the congressman while he finished his statement. issa called it an unfortunate incident saying, quote, i could have offered to reopen the hearing and allowed him to make a second statement. as chairman, i should have been much more sensitive to the mood of what was going on, and i take responsibility. now, earlier in the day, democrats unsuccessfully called for issa to be sanctioned for his, quote, offensive and disrespectful manner during that hearing. congressman cummings has accepted issa's apology and says that he hopes to avoid unnecessary conflict in the future. there is a new study out, and it finds that the president's health care law is failing to reach some of the people who may need it the most. according to the survey, just 27% of the people who have signed up for obamacare through exchanges didn't have prior coverage. now, president obama recently announced 4 million people have signed up for the aca. and it's not clear how many already had an insurance plan

prior. it's still well short of the administration's goal of signing up 7 million people by the end of this month. the country's top military officer says the u.s. is still trying to recover from edward snowden's security leaks. joint chiefs chairman martin dempsey telling congress it will take billions of dollars and up to two years to determine the extent of the damage. now, general dempsey says a majority of documents snowden stole from the nsa contain classified information about the u.s. military. snowden, currently living in russia, under that temporary asylum. it was another emotional day in court for oscar pistorius accused of murdering his girlfriend last year in south africa. the olympian in court visibly distraught as one of the first people to find reeva steenkamp's body testified. pistorius wiped away tears, covered his face and ears, buried his heads in his hands as his neighbor spoke. that neighbor describing how steenkamp showed no signs of life after being shot. the witness said pistorius was crying hysterically at the time. >> oscar was crying all the

time. he prayed to god to please let her live. she must not die. he said at one stage while he was praying that he would dedicate his life and to her life to god if she would only live and not die. >> dr. stipp also said he feared pistorius might harm himself. investors are keeping a close eye on february's jobs report. much later on "morning joe" when the numbers come out. it was yesterday when the markets mostly rose after a better than expected weekly jobs report. cnbc's jeff cutmore is live in london. so many eyes are going to look to the jobs report to see the health of the economy. >> yeah, absolutely. but you know what? you're not going to get a clear read this time around. and why? it's the winter blues yet again. 150,000 jobs added is what we have pencilled in by the economists at the moment.

the unemployment rate set to stand at about 6.6% here. you know what? the market thinks that the jobs rate could have been over 200,000, 200,000 jobs added for february if it wasn't for the bad weather. so at the moment, they've scaled that back to 150,000. so we'll be hoping that that number comes in about right when we see that jobs report here. but the poor weather conditions are still making it quite difficult to get a read on how strong this economic recovery is in the united states right now. notwithstanding the weather, there is a report out of the federal reserve saying that americans should at least be feeling a little wealthier. they put in the latest report, this number, $2.93 trillion. that's about a 3% rise in net wealth for americans. a lot of that on the back of rises in the s&p 500 and also house prices. we have seen home prices rising.

so largely they're saying that's feeding positively into the net wealth for most americans. so thomas, i hope you're feeling a little better off this morning. >> maybe a pinch psychologically. it is a payday friday, so i do like those. jeff, let's talk about the internet speed in london because we just got the report out that we ranked, in the u.s., 31st in the world. how did the uk fare? >> yeah, i think -- i didn't actually look at the number, to be honest with you. i was so stunned by the fact that the u.s. ranked so poorly. 31st, and yet yours is the country pretty much along with the uk that set up the internet, invented the internet. so why are we doing so badly here? because i don't think the uk is doing that well. singapore and hong kong were way up there at the top. and then there's a whole bunch of others including some eastern european countries that come ahead of us. and you know what? the argument being made by those who measured the speeds is that this is down to companies that
