good morning and welcome to weekends with alex witt. rescue teams are searching for a malaysia airlines jet. it went missing on the way to beijing. it happened yesterday afternoon east coast time. there are 239 passengers and crew on board. it is flight mh 370. they insist everything is being done to locate that aircraft. >> they have activated the search and rescue team to locate the aircraft. our team is currently calling the next of kin of passengers and crews. >> meanwhile, the malaysian transportation minister says so far, there is no sign of any wreckage and denying reports the plane crashed south of vietnam. >> there are two issues that

have been reached earlier that the plane landed. it is not true. the second point, they found wreckage in an island on the south side of vietnam. they have said it is not true. >> here is what we do know. boeing 777 took off from kuala lumpur. air traffic controllers lost contact with it two hours into the flight. it was expected 6:30 a.m. local time. three americans including an infant are on the missing airline jet bound for beijing. family, friends have been taken to a nearby hotel to wait for further notification. we are in beijing with the latest. >> reporter: friends and family are anxiously waiting for information about their loves ones after a jet destined for

china went missing. 230 passengers and crew were on board flight 370. they last contact two hours after take off. a joint search and rescue operation is now under way in the south china sea. malaysia, vietnam, china and philippines sent ships to the area where they last made contact. authorities have found no trace of the plane. airline officials say that the plane didn't send a distress signal and no reports of bad weather. here in beijing, hundreds of family members and friends of the passengers are growing increasingly frustrated by the lack of information. they were told to come to the hotel behind me where they were brought to a room behind closed doors. ten hours later, they are fearing the worst.

alex? >> thank you for that. we'll get more from you later. search and rescue teams are all working together to try to locate this missing malaysia airlines flight. joining me on the phone is former pilot and aviation expert paul mccarthy. paul, can you give a guess as to what happened here? there's been radio silence. >> caller: no, alex, hi. itis dinner time here in singapore. i suspect the search efforts are going to be closed down for the evening. as far as what happened, without any communication, without any notification for an aircraft to disappear like this, eliminates a lot of things that usually are the usual suspects in an accident. you are left with a few and they are all catastrophic. it would be pointless to try to guess which type of catastrophe met the aircraft. i would expect it would be

catastrophic. i would also, as a side bar say that i can sympathize with the next of kin of the passengers. honestly, unfortunately, in a situation like this, at this point, there is little, if anything to tell them. it's a very frustrating for everybody. >> paul, when you say catastrophic, i mean it's catastrophic/instantaneous, correct? the pilot, there is no message from the pilot. no distress signal, nothing. >> caller: yeah, you are exactly right. that leads me to say it's catastrophic. i can go through and i'm actually having dinner with a singapore pilot right now. we went through a number of event that is could occur in cruise altitude. very, very few of them would result in no distress call, no radar call. an emergency beacon you can

activate. none of that was done. whatever happened happened suddenly and it was catastrophic. >> you bring up something, emergency beacon activated. does that have to be manually activated or is it automatic and what about the fact there's no debris that's been found at all. >> caller: no debris, the sea in the gulf of thailand are big pieces of water. if you have a good idea where the airplane was at 35,000 feet, it could be over 100 miles. so, i would not expect until tomorrow to find debris. to your question on the beacons, there is a manually activated beacon and automatic beacon. additionally, there are beacons on the black boxes, if you will. there are ways to find the aircraft, go back to the accident in the south atlantic. the aircraft will be found.

ultimately, the mystery will be solved. certainly, it's not going to happen in the next 72 hours. >> i don't know about you, but this is reminding me of that air france catastrophic incident in 2009. remember, that jet was enroute from brazil to paris. it took some time. parts were found in the ocean. itis unfortunate, but that scenario seems to be playing out, something like that, would you agree? >> caller: well, i would except one thing. immediately, as i heard about the airplane being lost, i looked at the satellite and the radar data. there is, in fact, it's the driest winter they have experienced in 100 years out here. there's not a cloud in the sky between here and vietnam. it's absolutely flawless weather. i think it would be a safe assumption to say weather is not going to be a factor here even though it was an initiating factor in the france incident.

>> you are right about that. paul mccarthy from singapore. we hope to check in with you soon. appreciate it. we are going to hear from tom costello. he'll talk about the boeing 777 and the impressive safety record in about ten minutes from now. meantime, the stand off in ukraine is happening today. russia is warning that any u.s. sanctions imposed on moscow over this crisis will hit the u.s. like a boomerang. ian williams is in kiev for us. ian, i understand you spoke to the acting president of ukraine. talk about how he's handling the tension in his country. >> reporter: that's right, alex. i spoke to him yesterday. he's clearly rattled by these events down in crimea and hopes, believes that international sanctions, international pressure can still restrain

moscow. he said to me he believed that international help, that ukraine would not be desserted by the international community. i spoke to him just before that tense stand off last night in crimea. he had signed a decree friday, in which he outlaws the referendum that is due in a few days time. he says that's illegal and unconstitutional. he also told me ukraine was trying to show maximum restraint in crimea because it didn't want to further provoke russia. he hopes the international community can bring pressure to bear. crucially, he said economic help is very, very important. the coughers are empty. ukraine is bankrupt. the money has been stolen. he believes it's not just important in itself, but to entrench freedom and knock si here. given what russia is doing and continues to do.

if that belligerence is stepped up, he will ask for technical and military assistance. alex? >> this referendum you mentioned, it's set to happen in eight days. doesn't that seem incredibly fast and secondly, would it be valid how that vote goes? do you have a sense how it might go? >> reporter: i think everybody agrees this has been flavored violation by international law and ukraine's own constitution. also, the president said to me yesterday, it's been conducted at the barrel of a gun. just with a few days notice. now, i don't think there's much doubt which way it will go because the parliament in crimea, progovernment, prorussia government and prorussia leadership voted to join russia. this is, in effect rubber stamping that decision. there's an overwhelming russian speaking majority down there.

it is the home of the black sea fleet. with the intimidation and the presence of all the russian soldiers, there's no doubt how it will go. the question is, the impact it will have elsewhere in ukraine, alex. >> absolutely. ian williams thank you for that live report. let's go from there to the relentless winter weather and the possibility of another storm headed for the northeast. out west, ice jams have some worried about flooding there. dylan dreier is here with the forecast. good morning. >> good morning, alex. we are finally talking ant a warm up across the country. doesn't look like it so much now. it's 19 in minneapolis, 32 in chicago. 32 in new york city. we are going to see temperatures warm up for the afternoon. we should see highs top out well above average for the first time in a long time. we have snow showers. it's snowing in chicago. that line of showers extends along the cold front into northern texas. we are not going to see a lot in

the way of accumulation. in the northwest, we are going to see the next big storm it's off the coast of washington and oregon. it could produce two to three inches of rainfall in parts of washington, oregon and northern california as well. we'll keep an eye on that storm as we go throughout the rest of the weekend tonight and into tomorrow. we are going to start to see some of those heavier rainshowers make their way on shore. a look at the rainfall map over the next 48 hours. northwestern california, some areas along the coast could end up with closer to four inches. obviously flooding and mud slides a concern in california because the ground is dry and doesn't absorb the rainfall right away. we are looking for a quiet day elsewhere adrosz country as temperatures warm up. here is a look at the snowfall over the next 48 hours south of denver, six to 12 inches. elsewhere, a dusting. it looks worse than it will be. temperaturing, that's the big

let's go back to the breaking news out of asia. search and rescue teams from three countries are searching for a jet carrying 239 passengers and crew members. they report the plane crashed off the south of vietnam. malaysia's transport minister says there's no evidence of wreckage. tom costello is following the developments for us since the story broke. tom, with a welcome. let's talk about this plane, it's a huge plane, the boeing 777 but it has a good safety track record, doesn't it? >> a very good record. the pilot is experienced with 18,000 flying hours. the 777 is a workhorse for long haul flights. this plane is a 200 series. it's an earlier model, but the plane is only 11 1/2 years old. they have a rolls-royce engine.

left kuala lumpur at 12:30 a.m. the red eye into beijing. air traffic controllers lost contact in or near vietnamese air space supposed to arrive at 6:30 a.m. and it never did. the plane is presumed to have crashed into the ocean. this would be only the second crash involving the 777. last july, an asiana flight crashed. they believe pilot error was to blame on that crash. this was early similar to the air france crash in 2009 killing all 228 people on board. investigators believe the speed sensors in that one, the tubes iced over on the air france plane when it flew into a high altitude ice storm. the computers shut down and the pilots were confused and

disoriented. that was an airbus a-330. different planes and different systems. that investigation was hampered by the fact the plane was on the bottom of the ocean. it took the french government two years to find the plane and lift it out of the ocean. the challenge is to find this plane, the malaysia airlines plane. the cockpits have ultrasonic system that is can be detected from several hundred miles away. inside the wreckage, that hinders how far the sound could travel. they have a big challenge here. >> you know, you can correct me if i'm wrong, if i remember right in the 2009 air france crash, there was that ping emitted. in this case, there is not. i was talking with an expert in singapore, i said would the ping be automatically activated or does it have to be manually

activated? >> it's automatic. >> it's automatic, no matter what. the fact you are not hearing anything, if you use process of elimination, common sense, it would seem it hasn't hit land. it has to be in water. >> that's a concern and obviously, if it's in deep water, then that really can hinder the search. if it's in deep water and trapped inside the wreckage, that can be problematic. i think, at this point, the key is to start, they are, looking for wreckage, anything at all that floats on top of the water would give them an idea of where this plane is. it cost, as id said, the french government a ton of money to lift the plane out of the bottom of the atlantic ocean. it was in a mountain range in the bottom of the ocean. people said why? it's so expensive, why? the answer was we have to find out why the plane went down and

apply the lessons to other flights. they have done that. >> you made that point, there was an ice storm. that is what that plane flew into. in this case, our eyes on the ground in singapore, mr. mccarthy said not a cloud in the sky. it would seem weather won't play a part in this. the fact that vietnam government officials said they have found something they think there's wreckage, yet it's being denied. >> you know, this is the part of the world where it's, you are talking about multiple countries, many of them second and third world countries. there are language difficulties there, of course. what somebody describes as wreckage may not have anything to do with this plane. keep in mind, there's a lot of stuff in the ocean floating all the time. you would be surprised at all the junk floating out there. the brazilian and french navies discovered that when looking for the france plane.

an airliner that lost contact with a flight. it was on rout from kuala lumpur to beijing. it was carrying 227 passengers and 12 crew members when it disappeared 16 hours ago now. three americans, including an infant are among those on board. anxious family of passengers have been taken to a nearby hotel to wait for further notification. greg is joining me now. greg, with a welcome. we don't have a clue what happened to the plane. where do investigators begin? what are they doing at this point? >> really, alex, the investigation is just getting under way. they will get all the information that malaysia air has as far as the dispatch paperwork, what cargo was being carried, possibly the manifest to find out if there were folks

on board. one of the things you have to look at as an investigator is look at the accident side of it. was there something that went wrong with the aircraft? then, again, you have to look at the intentional act, the levels of terrorism. you can't rule anything in or out at this point. >> yeah. what are the challenges, the biggest ones facing investigators? is it just not having information? >> that's absolutely correct. if you remember air france 447, there was some telemetry data used before the airplane was lost and it took time to recover. in this instance, there's no information about whether or not the airline has any of that telemetry data. the air traffic controllers got a routine report from the crew, no distress call. that's the mystery now. how much information is out there that we don't know about and if it's not a lot, then

investigators are going to have to wait until the wreckage is found and the cockpit voice recorder and data recorder is found. >> at this point, it took off at 12:30 in the morning from kuala lumpur. a couple hours into the flight, you have to be at a cruising altitude. is the plane on auto pilot, typically, at this point? >> absolutely, alex. the crew would have leveled off and gone through their cruise performance routine. the airplane would be on auto pilot. they would be monitoring systems. they are checking charts. they are not in radar coverage all the time. they have to make mandatory reporting points and then contact air traffic control. they will be looking to determine what their next time, the next reporting point is going to be. they are checking the basically the winds. there's a lot of things going on. it's a low workload period of

time for the crew. >> greg, stay with me. speaking of things going on, let's bring in eunice from beijing where the flight was supposed to land at 6:30 a.m. local time. it is considerably past that. tell me what's going on in terms of getting information to passengers, relatives and loved ones. >> reporter: it's been a very difficult task for a lot of these people. it's been a very, very emotional day for many of them. hundreds of them, family members as well as friends have been gathering in the hotel behind me. they have been told to come here from the airport after going to the airport this morning hoping to pick up the passengers on board and then just getting the huge surprise that the plane never arrived. at the airport, there was one woman who was crying uncontrolably who was very worried about her sister.

there was a driver who had come, who was supposed to pick up his boss' wife. he waited five hours, then the woman never arrived. like i said, the police forces at the airport then directed the people to come to this hotel, which is nearby the airport. they were brought -- the relatives were brought to the hotel, waited behind closed doors. now, they have become increasingly frustrated. hundreds of people have been gathering here waiting for anymore information. we have been hearing conflicting reports about what's been going on. there's been quite a bit of wailing and crying within the hotel as people are anxious about what happened to their loved ones. now, we are about ten hours into this situation and so far, not a lot of information and airline officials said they are going to be sending more staff to this area to try to help alleviate

some of these problems, but people are very upset so far about the lack of information about their loved ones. >> you have to imagine. eunice and greg, 14 nationalities were on the plane. three americans, including an infant. the large majority are taiwan. the majority of people waiting are waiting for their loved ones there in beijing. greg, from the airlines point of view, i understand there was a, you know how you have the boards that list the departures and arrivals. the arrivals, eunice you may be able to confirm, it says the flight number with the flight numbers and it delayed. it is hard to have that up there for people to see. what do investigators, what do

airlines have to do to console these people? what is their responsibility? >> from the airline's standpoint, they have a family assistant program. they are going to try to provide as much information as they can. unfortunately, we don't have a lot of information. while they are holding out a positive hope with the posting of a delayed versus see agent or something to that effect, nobody wants to commit themselves, at this point. we don't have confirmation that the airplane is actually gone down. while logic dictates that, you know, an airplane missing this long is presumed to have crashed. it's one of those things where the airline has a responsibility to handle those folks. >> to that end, this is one of those stories, everybody where information will come in. because it is over seas, it will say there is an associated press report right now coming out of

vietnam. we are getting word of a vietnam air force plane that is spotted two oil slicks and they describe it as being suspected to be from the missing malaysian jet liner off the coast of vietnam. you will remember, eunice, maybe you can confirm this. i believe there were reports out of vietnam out of their ministry and officials saying they found some sort of wreckage or believed the plane crashed off their coast. it contradicted what we were getting from malaysia airlines initially. did you hear those reports? i don't know if we have -- we may not have -- we may have lost contact with eunice. greg, with regard to what we are hearing, this would make sense when you have three nations, china,singapore, vietnam all putting out search and rescue

crews out there. an air force plane spotting two slicks, this would be the first sign of that. >> absolutely, alex. that will be the first sign. they'll go down and take a look at a lower level to see if there's float or debris from the airplane. there's going to be a lot of debris that will float on the surface of the water, seat cushions and light material and things like that. they are going to try to confirm that. because there's an oil slick doesn't necessarily mean that is where the airplane is. there has to be other confirming evidence besides the oil slicks. >> greg, thank you very much for weighs in on this. we appreciate that. meantime, everyone, sharp words at cpac from ted cruz taking aim at the party's old guard. senator john mccain is firing back. ♪

and wanda summers. >> this is serving red meat at cpac. isn't there a better way to do it without insulting the old guard? >> there is. this is an issue you are going to see this mccain/cruz continue. this is indicative to me of the tensions of the republican party. john mccain may call himself a maverick, but he was a representative of the institution of the republican party. ted cruz is part of the new guard, part of the insurgent tea party. as we get close to the 2014 midterms in just over 200 days, heading into 2016 election, this is going to be a discussion or debate that we see continue to go on. >> you know, ed, senator cruz's spokesperson called senator mccain's comments a distraction. they will talk about bringing republicans to victory even if others disagree. how is it substantive to be critical of the old guard? did he upset more than john mccain? >> i think the point he's trying

to make is that, you know, if republicans were more conservative, perhaps they would win presidential elections. i think a lot of people might question that argument. it's, you know, he was just making a flashy point by going after bob dole. there were a bunch of distracting or not so truthful comments made by speakers at cpac. this is a forum where they try out attack lines, work on public speaking and rally the foot soldiers in republican campaigns. these are people who go home and work for different candidates. you have heard questionable things from cruz, bobby jindal and paul ryan that were inaccurate or defensive depending on how you were listening to it. it distracts from the general message, stay true to your principle. the republican party can win in 2016 and congressional races this year. we seize on these things because

they are outlandish. >> right. let's switch gears. we have gillibrand's bill defeated to take military sexual assault out of the chain of demand. it got bipartisan support, but blocked. two republicans were rand paul and ted cruz. senator lindsey graham says the vote is going to come back to haunt them. here is that. >> people wanting to run for president on our side, i will remind you of this vote. if you want to be commander in chief, you told me a lot today about who you are as a commander in chief candidate. you are willing to fire every commander in the military for reasons i don't quite understand. so, we'll have a good discussion as to whether or not you understand how the military actually works. >> will this haunt those who voted against it? on the face of it, it looks like cruz and paul were looking out for women in the military.

you first, then ed. >> this is the clearest example i have seen of the big divisions among the gop when it comes to national security. senate senator minority leader also broke when voted along with them. this is a big deal vote and an issue that's not going away. i expect to see the veterans groups weigh in on this. >> ed? >> the military is controlled by savile van commanders so they had total leeway to consider this. the other thing to keep in mind, she was only five votes short. this is a battle that will continue. more men tan women in the military have been victims of assault and rape. remember, a lot of men face this problem as well. >> thanks, guys. good to see you both. the rough winter got mentioned 119 times in a report sent out this week but it was not by the national weather

the new jobs report is offering a mixed bag. the unemployment rate went up to 6.7%. the country added more than 175,000 jobs. msnbc correspondent also senior fellow at the policy budget. i'm doing to apologize in advance for the breaking news of the malaysian flight. this is going to be a short one. employment is up slightly, and hiring is down 7%. so more people who have jobs are keeping them. so overall there's more good news than bad despite the big fat red arrow there, which is good. >> the payroll number was higher than expected, that's the 175,000. and if you look back to the prior couple of months we with

weren't doing nearly that well. but these monthly numbers jump around a lot, alex. the pace of faye roll growth have been 130,000. if yo go back to six months, it was closer to 200. part of that may be weather. that said, as you mentioned, good news and less good news in this report. >> we talked about all of these notices of weather, 119 separate times, that was in the feds release of the beige book this week. that is a snapshot of the economy. that's backing it up. do we expect april will turning things around because of weather? >> there should be some bounce back from that. it was interesting, there were cities throughout the country saying there's less economic activity than usual in january, partly in february because of the unusually cold weather. so we do expect somewhat of a
