are not representing all of the young people out there, but these are the stories of seeing and hearing one thing and the president says to go check it out and you are hearing $50/month, and then they get there and it is more confusing than they thought the, and they can't find what they need, and they can't find what they can afford. >> you go first, jared, and then you can jum back in renana. >> well, there is a lot of confusion, no doubt about it. and the truth, too, is that when you are dealing with the younger generation, and more likely not to need it quickly, and they are more likely to wait. the administration was waiting for the last-minute push, and if you look at the projections, they were expecting the uptick in the end, and i know that as a fairly recent college student that if i had a paper due in a month, i did not start it tonight, but two or three days before the deadline. >> and i need to put it up, because a lot of the talk is ability the penalties and the penalty for the minimum, dana, and let me get you in here, the minimum penalty is $95 per
11:48 am
person and family $285, if you do not sign up. but still, if you take the example of the single person earning $30,000 a year, your penalty would be roughly $199, and that is for this year. they do go up every year, but just talking about 2014 for a single person making $30,000, it is about $100 and then the year after that the penalty is $695. and so dana you wrote the piece of losing the millennials that you can't get them to stick to one cause, but tell me about the stories that you are hearing of the two ladies and again, fot representative of everybody, but some typical store is are. >> well, they are typical in one way, and both of to women on the panel are interested in getting health care, and that is going to put them in one bucket of people. there are a lot of the young invincibles who really don't believe that they need coverage. so that is one piece of it.
11:49 am
and the other piece of it is that there can be sticker shock when people get into it. and the other piece is the educational component, and people not realizing what they are eligible for, so you put all of that together. and i think that it has contribute ed contributed to the administration really needs the young people to be about 40% of the overall pool otherwise it becomes too expensive, and it is old and sick, and we all know that is going to cost a lot more for a health insurer, and so presume p presumab presumably, we are going to see the increase in the final days, but it remains to be seen whether young people can be signing up in the numbers that the president needs them to. >> and in your language, dana, you said if you don't reach the 40% number for young people signing up, it could be a day sas ter or doomed, and kay can't remember the language that you used. >> well, certainly in the long run, if the pool is a lot of older and sicker people, then it is just going to cost a fortune,
11:50 am
and ultimately, the government will have to pay more for it, and the insurers don't want to be in the business, and ultimately, you can't run the program that way. and i think that the piece i was writing about is that the young people are the reason that the president got elected, and i'm not sure that a lot of them realize that the president is undone because so many of them have not enrolled in the program. >> and renanda, you wanted to jump back? yes, two things. firstly, what i was looking for was available, but i did not know what it was necessarily going to cost. but i don't blame the health care insurance about that, but i needed to figure that out, but for me, part of kind of echoing what was just said before, i think that part of what is important is giving the idea that as young people we are empowered to help improve the health care system by signing up, so it is continuing the idea of supporting obama, and, you know, wanting to feel like you are part of something bigger and by signing up in health care,
11:51 am
you feel like you are helping the problem. >> and lastly, megan, will you get insurance by the deadline? >> i don't know right now. we are hoping. we are looking for other alternatives at this point, but right now, it is up in the air. >> all right. well, megan chapman and renana fox, and dana milbank and jared morales, thank you, all. you can go to my blog to tell me about your experiences with the affordable health care act. and we are near the top of the hour, and the search crews will be going out in the indian ocean later in the day, and what kind of conditions will they have to deal with and how is that going to impact the search? dayquil cold and flu doesn't treat all that. it doesn't? thursday. this is an image tweeted out by cctv, the chinese government-run broadcasting station. this is an image that is about 74 feet. and it is about 79 miles away from debris that was spotted by australian authorities the on thursday. we have to note that china's image is four days old and taken tuesday, and australia's was taken sunday. kerry sanders is live for us in washington. and how helpful is this image for us? and you are holding a prop that could be something important to the investigation. >> indeed. this is ultimately what they are looking for, and the debris and potentially lead ing ing to whee plane may be on the surface, what they are ultimately looking for is this. it is known as the black box even though it is orange. right here is that so-called pinger, and that is going to send out the signal. about 20 days left if that of this thing pinging, because it has a battery in there that is
12:03 pm
going to eventually give way, and if it went down into the ocean like this, then that means that it is buried and it is going to be harder. if it went out like this or this, it is going to be easier to find the signal, because it is going the travel up to 14,000 feet. but remember, it is in cold water, and cold water will cause the actual signal to move at less distance. so let me take you over here as i hand off this box, and we will take a look at the map. this is the main area where the search is taking place. okay. but let's remember t.j. that the entire search zone goes like that. it is 3 million square miles, and the analogy would be that it is sort of looking like a lost diamond ring on the beach on the coast of the united states. however, it could be from maine
12:04 pm
to florida over the texas and picking up on the california coast and going up the pacific northwest. and it is very, very difficult. and remember, with all of the high-tech technology that they have at their disposal and now that they are working primarily down in this area here, it is eyes on. they are literal ly looking out of the window to see if they can find something floating on the surface. and t.j., i have been out with the u.s. coast guard on missions like that, and it is not easy. ideally, there is a seat cushion floating that is orange and you can see it on the water, but looking for just a sheet skin of the aircraft, it is not easy. they are doing this during daylight hours, and is so we are a few hours now that we will see the aircraft go back out, but with the chinese photograph, and the photograph provided by the satellite from the australian prime minister, the aircraft have gone there, and in all cases, they have returned finding nothing. >> and kerry, one more thing, seeing the map behind you and
12:05 pm
you drew that larger circle there, and the smaller one where they are paying closer attention, but are they diverting the resources from the larger circle if you will to try to focus on the where we have been getting the satellite images or just giving the whole area that much attention? >> well, they are diverting the resources down here, and all operating out of perth p,, and have the aus trtralian militarye here with the aircraft, and new zealand has been here, and we have heading from china, and we have some 7-plus naval ships and two aleutian aircraft that are part of the chinese effort. those aircraft have arrive d in perth, and they will be taking off in several hours, and again, this is for looking out the window, flying somewhere between 3,000 feet down to 500 feet to see if they can spot something and say, there it is. and then ideally, if somebody sees something, then they direct one of the vessels over there,
12:06 pm
and you also have some merchant cargo ships in the area that have volunteered to help so they can lay eyes on it, and remember, at the end of the day, what those two satellite photograph images may reveal is the garbage that floats out in the ocean, and sometimes the cargo containers get washed over, and not retrieved and they break apart and may be as simple as garbage floating out in the ocean, and nothing to do with the flight 370. >> thank you, kerry sanders. the flights will resume in hours to search. and today, there was nothing but a wooden pallet and some clumps of seaweed. and ian williams is live in perth where the australian planes have been take thing off to look for the debris since thursday. and ian, hello the you once again. and where are they headed? where are they focusing the attention when they start to search in a few hours? >> well, hello, t.j., the planes will be flying out again under

12:08 pm
in again, and a tropical cyclone coming down from indonesia and that is not going to help the efforts, even though the efforts will be dramatically stepped up. and obviously, encouraged by this latest satellite image from china, t. jchj. >> and what is the coordination like? we understand, again, chinese sending some resources there, but is this a coordinated effort or are all of the country now, and i should say aus trtralia a china in particular, kind of doing their own thing? >> well, australia has been taking the lead in this. although, you do detect a little bit of frustration on the part of china. that frustration is primarily playing out in sort of a criticism towards the malaysian efforts in this. we have got a lot of chinese assets now coming to the area, and china will expect to play a far bigger role, and what is not clear is precisely how that will be coordinated with the australians who have been playing the lead role till now,
12:09 pm
and of course, this latest image is the chinese image and they were categorical when it was announced today that chinese ships would be heading to the area to check it out. and interestingly, the chinese were more cautious in how they greeted the chinese announcement pointing out that the coordinates of the piece of debris shown in the chinese picture was smack in the middle of a area that they had combed extensively today, but that said, it is a huge area, and vast and remote, and they will be heading back there tomorrow. this whole operation is substantially enhanced, t.j. >> all right. eian williams for us in perth. thank you so much. i want to bring in from satellite, kathleen, who is a scientist with the earth and space research institute, and specializes in currents, and with me in studio, tim stevens who is a diver, and tim's team just recovered a world war i

submarine in fact. and kathleen, let me start with you, the images, and this object, and possible debris or drifted some 75 to 80 miles, and give en what you know about the ocean in that part of the world, does that sound about right to you and sound possible to you that an object would have drifted that far in a matter of days? >> it doesn't, up fortunately. it is not really impossible they are two different pieces, but over the last two weeks, the southward flow if anything is going to be going east. so going south and west, any flow that sort of has that potential to drift something two days south and west would only be quite weak. maybe two to five miles a day at most. >> oh, wow. >> so over two days, 75 miles south and with wethe west, it i not physically possible to
12:11 pm
connect the two. >> and again, with the currents down in that part of the ocean, is it possible that it will be shifting dramatically or does it stay in that much type of current there? is. >> well, the currents do move, but they are slower moving than the winds. so winds drastically change, and winds could have pushed and i was looking at the currents mostly, but if you look at the winds, they are every hour they change. so it is possible if it was blown by the wind, 75 miles still seems quite unrealistic, but it could have been blown southwest by winds, but the currents revolve on the weekly or the monthly time skills in order to do a rapid shift of change of direction. because right now sh, and alwayn that area, you are in this antarctic polar circuit which is flowing to the east, and there is always some every surface debris in that area is going to
12:12 pm
be slowly going east. >> and tim, you are a deep water diver, and when car rer sanders was talking there how h wide the area is and talking about a diamond ring in how many millions of square miles and you looked and shook your head and had a grin on your face. >> yes, the diamond ring is moving, and it is not just looking for the diamond ring, but the diamond ring is on some kind of a path. and it cuts the odds down even mo more. >> and you are trying to the predict where the diamond ring is going, and also, you don't know where the diamond ring went into the water. >> yes, that is kathleen's area where she is the mathematician, and modeling but she can't do the work without the data the. she needs a baseline piece to start. >> that is right. >> and they need to find the first clue no matter where it is, a beach on the other side of the world, and they can take it to the plug it to the something and find a route back. >> when would a guy like you be be called in? >> i are will be called or if the i was running the operation, i would be called to look for it
12:13 pm
underwater. the techniques that they are using now, and i heard they are bringing in the hydrophones in, and to me, that means that they -- that is a seven-mile bubble on the acoustic pinger on the black box and that is not a big area. so the only thing that i can think of bringing that in that early or talking about bringing that in early is that the big section might have been the tail, or assumed that it is the tail section and if it is the acoustic pingers may pick it up seven miles drifting, and it is a long shot, but probably why they were doing it, because acoustic pingers are way too early. you have to narrow it down before you go listening. >> and okay, kathleen, now if they gave you a location where this plane went down two weeks ago and this is fully two weeks ago and you had that location, and your expertise, still, how difficult or it is even possible
12:14 pm
to try to figure out what those currents and winds were doing over the past two weeks to try to predict where the debris might be and where the plane might be. >> yeah, it is -- it is near impossible. the area that it covers, if you go back in time from assuming that what they saw on the satellite images from a couple of days ago, and assuming that was an actual piece of the airplane, i have tracked it back using the currents and the winds that exist with a variety of wind conditions, and you, because it is in the an arctic polar circle, it could have traveled hundreds of miles over that time, and you are covering this area hundreds of miles long, and as well as north and south tens of miles. and that is just assuming that it is the piece that the you have. and that is assuming that it stays on the surface as well. if we do recover something, we don't know where other pieces went down. and then where in the water column it is. it is going to the travel at
12:15 pm
different speeds. slower as you go deeper at least. >> it is important the note as tim, and kathleen just did, they are focusing here, because this is really some of the best leads they have had. >> and only lead that you have. >> in an investigation that has no leads and we may be focused on something that has nothing to do with the plane. >> possibly. >> and what technology, and we talk so much about the technology, and what do you do in this part of the world? two miles, three miles deep? >> well, it is all do-able, but it is just covering the ground and the cost to do it. it is not like eariei ear ariel aireal searching. it is like me taking a picture of you two the miles away, and
12:16 pm
you are in the picture, but i can't see it. okay. if i take a picture of you here, you are in the picture, and so i have to send that vehicle or that sonar down closer to within 30 meters of the bottom and fly it around. so i either drag it with a cable, and 9,000 or 14,000 feet deep, you have to put three or four times the cable out, and the cable weighs is heavy, and in those seas, it is up and down, and the data, and it is -- so what we do is to send autonomous vehicles now, and state-of-the-art coming along in the last ten years. and it is drones. and they send the drones down the search, but it is 12 gnat cal miles or 12 square miles a day is all you can get. >> still. oceanographer kathleen dohan and deep water diver tim taylor. thank you both for your expertise. and now, president obama is
