how will that fit into the great expectations of hillary clinton? and the swagger is back declaring that the affordable care act is not only working, but it will not doom the party in the elections. saying positive stories that one woman with breast cancer is saving her home, because now she is able to have health care. >> i think that the democrats should forcefully defend and be proud of the fact that millions of people like the woman i just described who i saw in pennsylvania yesterday we are helping because of something that we did. i don't think that we should apologize for it, and we should not be defensive about it. there is a strong good right story to tell. >> so that is the new number 8 million people signed up, beat ing the early estimates before all of the website troubles, and that includes 28% in the key

demographic, 28 to 34-year-olds, and let me bring in our company from the ryan national journ journalist and our contributor to the "huffington post" ryan grim. elahe, the question, is will the democrats be running away from the health care? >> well, they won't be running away from it, but they won't dwell on it either. what he said in the press conference is what many democrats have been echoing in the legislative midterm agenda which is an election year strategy, they are saying that we should not run a wai fway fr obamacare, and defend it, but focus on the economic issues and the minimum wage and the equal pay for equal work for women, and in the same press conference, the president pretty much said the same thing, we should defend this law, and good story to tell, but don't dwell on it. the american people want to talk

about other things right now. >> and regarding the good story, ryan, the pushback is that we don't know, a, how many people have paid yet, and how many people who are insured of the 8 million weren't insured before, and so the question becomes, could these numbers that actually do sound very good be not so good after all, and in other words, too early to spike the football? >> well, it is kind of a strange line of attack, but i guess that it is the best of the bad options that the republicans have here. to make it a factual debate, like are these numbers real, and did 1.8 million people sign up means that eventually, we will get the answers to the factual questions, and the answers are pretty obvious. i mean, why would people sign up for health care, and people want health insurance and it is terrible to go without it even if you are 22 and perfectly healthy, it is in the back of your mind constantly that you don't have health insurance and

your life could be upended. so if it is affordable for people, and they are getting the subsidies, why sign up and get the payments and all of the zest mates are showing up that something like 80% to 90% have made the payments, and i expect more than that will make their payments. and yet republicans are making these arguments and it is a shifting strategy, and this is what john boehner said in a statement, the white house continues to obscure the impact of obamacare and refusing to disclose the number of people who have actually paid the premiums, the president ignores the havoc that is being applied to people's private plans. and eric cantor asks how many people have lost their previous plan

plans due to obama care? do these statements suggest that the republicans are worried that the issue is turning around on them? >> well, the republicans are going to find every which way to continue to talk about this law, because they feel like it really works for them politically aside from whatever policy debates we want to talk about. the law still remains unpop ula nationally a nn the key battleground state where is the control of the senate is up for grabs, it is unpopular, so they are going to keep talking about it. but what is interesting is that if you look at the house, a number of votes that the house has taken recently that are related to obama care, are not necessarily the full-on repeals, but looking to chip away and change the law. they are trying to make the arguments that they think resonate with the people to change this requirement of the 40-hour work week to 30-hour work week and move on from the total repeal rhetoric even though a number of republicans are talking about the repeal, because it plays into the whole view of them being obstructionists. >> and president obama, which is worth noting, he was not just

talking about the numbers, and he didn't just tell the republicans that the fight to repeal this is over, but he went after the governors who refuse to expand medicaid. listen to this. >> this does frustrate me. states that have chosen not to expand medicaid for no other reason than political spite. you have 5 million people who could have be having health insurance right now at no cost to the states, zero cost to these states. >> and it is almost like he is giving them another set of talking points, and the republicans are unreasonable, and they will let the people be sick to further their own political agenda. >> well, i mean, the facts are what they are on the ground. i mean, the 5 million people who would be eligible for medicaid, you know, if the state would simply accept the money. and on behalf of the people who are uninsured, these governors and these state ledgislatures

dominated by the tea party are rejecting it. it is an ongoing crisis for these families who would be eligible for health care but aren't. and then at the same time, you will see in the statements questions about, well, how many of the newly insured were uninsured in the past which indicates that they are concerned about the uninsured, and yet they don't have to wait for the answer to that question, and here are 5 million people who could become insured if you would snap your fingers and accept the money, and as simple as that. >> in the middle of the debacle, which is the rollout, there was a lot of analysis that said because it is so powerful for the republicans in the midterms, it is because there is not enough time between now and a couple of months ago and november to turn the narrative around, and the narrative is going to be that they messed it up. it does seem that the narrative has been shifting as the new numbers are coming out, so let me ask you both quickly, what your political gut is going to tell you, and elahe, i will start with you, but a couple of

months ago the expeck atation is 100% of the republican message would be about health care going into the midterms, and so what is it now? >> well, i think it is 50-50. they are still talk thing about health care, but the way they are talking about it is as how it relates to the economy, and as long as they can focus on the economy, then they feel like they have a winning strategy, but it is focused on health care, but highlighting the connection to the economy. >> well, the focus is obama. obama remains extremely unpopular in the red state where is the senators are trying to defend their seats, so anything colloquially related to obama will have low ratings so they will keep beating away at the president and tie the senators to obama and hope it drags them down. >> yes. >> thank you, both. >> thank you. and coming up, we will talk

investigation today into the anti-semitic leaflet that is causing shock and controversy around the world. israeli, ukrainian and u.s. have reported a that masked men in ukraine were handing out leaflets to jews leaving a synagogue and with horrifying echos of the holocaust ordering them to the register their citizenship and declare their property, and now the russian separatist whose name is on the f flyers, he said that he had nothing to do wit, and it is a propaganda to make his side look bad. outrage came from high levels. secretary of state john kerry reacted in geneva just as a deal was reached to ease tension in eastern ukraine. >> in the year 2014 after all of the miles travel and the journey of history, this is not just intolerable, it is grotesque. it is beyond unacceptable. >> and joining me now is reuters

investigative reporter david rowe, and also consultant from the anti-defamation league and also a fellow at the international school nina. and obviously, we know this leaflet exists, but we don't know where it came from or if it is distributed in the way it has bp reported, but what do you know and what are you hearing? >> well, we have seen the copies that have been on the internet, and via twitter and facebook, and so that the leaflet is clearly exists. why it came to be? who was behind it, whether it is a hoax a frame-up, whether it is a propaganda tool or provocation almost doesn't matter. the fact is that as the secretary kerry said, it is a grotesque evocation of the way that the nazis dealt with german jews in the mid-30s, led to

though it has the name of the group, they are going to say it is a plot to besmirch them, but however, it is anti-semitism. >> and how do you feel? >> well, there is the first reaction to have somebody coming against you, because they will go for the jews, because they are the most accepted scapegoat, but what is shocking here is that they seem to be working against if they are pro russian forces, they are working against their own putin's argument, because the great argument on the russian side was that the government in kiev is anti-semitic, and it is the right sector one of the protesters who actually remain in the midan square in kiev who is anti-semitic, so it does show that there is no unity or every

single part of that conversation, ukrainian side and the russian side, they now have started to liberating their own volition. this is not good for putin. so i am expecting that he is going to be probably coming out to nip it in the bud, because this is not good for the russian message. >> and it plays out against what was happening in geneva yesterday coming out of the meeting. ukraine and russia agreeing to the tentative steps there to try to calm the state. and let me play some of what secretary of state john kerry said coming out of the meeting. >> we agreeded today that all illegal armed groups must be disarmed. that all illegally seized buildings must be returned to their legitimate owners, and all illegally occupied streets, squares and other public places in ukrainian cities and towns must be vacated. >> david, not everything that certainly president obama

wanted. give us your take the on what happened in the meeting yesterday? >> well, the meeting was a step forward, but already an announcement from the same ultra-nationalist russian leader whose group was on the leader, and he said that he is not going to abide by the agreement in geneva, so you have the extremists on the ground saying that they don't care what was agreed to in ja knee vashgs and so s so it is -- geneva, and it is going to be a test for putin whether they abide by or it or not. >> and when you look at putin, he pulls out the surprise guest edward snowden and relaxed and joking at one point, and asked if there were any plans to annex alaska, and he said that he was aware of the joke na alaska is the ice crimea, and give us the take on this, nina, because what do we need to know about vladimir putin in the context of where we are in the ukrainian crisis? >> well, he got exactly what he wanted out of the agreement, and the agreement is more like a blueprint, because there is no

concrete sheets of showing what david just spoke about this. what we need to know is that vladimir putin dragged the feet, and destabilize as much as he could, and he took over crimea, and now it is accepted at face value even if it is not officially accepted, still in the agreement, nothing has been said about crimea and how illegal that annexation was, and would we know that he is the man who has most of the chips? we have to wait until may 25th when the elections come in, and see how that plays out. whether this will force the organizational forces in ukraine to remain and say, we are going to stay in the government buildings and waiting what happens and who is going to become the president next or putin would actually use his force, which i doubt that he would just keep them on the ground the make sure that kiev is under his thumb and control. >> and knee ya, and michael and david, thank you all for coming in.

nbc news has confirmed this morning that an arrest warrant is being sought for the captain of the ferry that sunk off of the coast of south korea. investigators say that the captain turned over the wheel to inexperienced off sefr and -- officer and abandoned shich taking one of the only lifeboats. mean while, the rescue teams are running out of time in the heart wrenching scene of trying to rescue possible survivors. >> reporter: this woman says her grandson was aboard the sunken ferry. she says that the captain was one of the first to flee the vessel and he was not at the helm at the time of the accident, it was a third officer

with a year's experience. i don't care what any of them say. i just want the captain to come here. the ship is now submerged, however, the emergency divers are pumping in oxygen and others are still searching for survivors. >> it is impossible to go down, but we have to try. and another tragic development that we learned of today, a vice principal traveling with all of the students that he was so distraught that he committed suicide found hanging from a tree by a belt. we know that 179 people on board have been rescued, but 268 are still missing. let me bring in lieu tena-- in lieutenant arlo hampton who is

hillary clinton wading into the debate over immigration. and she spoke directly to a 9-year-old undocumented immigrant worker yesterday at a clinton foundation event in new york city. >> i believe strongly that we are missing a great opportunity by not welcoming people like you and 11 million others who have made contributions to our country into a legal status. >> she looked like a college student and she did not look 9. we will check that. in any case, if you thought that immigration didn't have a chance in the republican-controlled house, the "wall street journal" says that there is a glimmer of hope. the headline, house immigration bills still in the mix. the journal reports that speaker john boehner told donors that he

talked to clinton was talking about how that was the first time that she had ever openly expressed the fact that she was undocumented and could not go to the dream college and many things, and she is one of the many examples so there is a human touch to the issue, and we can't pass the bill without compassion and we have to realize that these are human beings who have contributed to the economy. >> and so you can see how this is bleeding into 2016 midterms, but do if republicans have a lot to the lose if nothing is done this year or do you think that the republicans think it is and a advantage to stay away from it until after the election, because if it is beforehand it is going to show to beforehand divisions. >> i think that angela is right on this, and it is tough to get it done this cycle, and then afterwards, it is all about the presidential campaign of 2016, so don't expect anything for two years ark and they are focused on the wrong things. we need to worry about how to make immigration legal the right way. i have worked on visas to get the work people here to this country to work on, and i have worked on the citizenship visa,

and it is thousands of pages and thousands of dollars and most folks, be honest when they are immigrating here legally, don't have that money or the knowledge to do that so i would like to see over the next year or two, have both sides work on how to make immigration easier for the people that we want in the country, because face it, we all started out as immigrants at some point, but the great grandfathers or mothers probably did it the legal way, and then it was to show up at stat ten -- staten island and sign your name. >> thank you, both. and now what is a big topic, heroin. 65 people are in custody after what minnesota police call the largest heroin bust in that state's history. meantime in washington, d.c., the families of three people who died of heroin overdoses will face the drug dealer in court today.

it is the kind of thing that is happening a lot as we learn about america's heroin ed a dadn which claims more lives than violent crime or car crashes. from 2007 to 2012 heroin use in the united states doubled. and the knoxville, police chief, said that heroin overdoses outnumbered homicides 23-13. this is attorney general eric holder on what he calls a public crisis. >> standing by itself, the heroin problem is one that is worthy of all of our attention. it is a national issue. it is not regional or state, and not a section of the country, and this is a problem national in scope. >> and if you want an idea of the breadth of this problem, here are examples n. vermont, heroin use got so bad that the governor devoted his entire state of the state speech to the problem. in kentucky, lawmakers are calling for a special session of the ledge sgislature to address growing heroin issue there, and the huge bust in minnesota not only landed dozens of suspected

de dealers behind the bars, but more than 5.5 pounds were taken off of the streets along with $250,000 in cash. nbc's kate snow has been covering the crisis for nbc news extensively, and start with how did we get here? >> how did we get here. the big answers is prescription painkiller and almost everybody to a person we talked to who is a user or former user of heroin said they started on percocet or vicodin or some prescription painkiller whether it was gotten legally or under the table. >> yes, many of them get it for legally. >> many of them were prescribed for back pain or painkillers, or given at parties. then they start to get it expensi expensively $65 for a pill, and her swin $65 for a baggy. many people said they started to snort the heroin and then went

into the intervenous use. >> and you know that what eric holder said it is a public crisis is true, and i know that what you have done is to travel the country to cover this story. >> everywhere. we went to many states in the country, and the biggest thing for me is that all of the heroin users told us that you make the one choice to start it, it is a life-changer. you need it everyday, and physiologically your body is dependent on the drugs, and families said that their entire family families were destroyed by the disease. we went up to vermont where both of the doctors are in a substance abuse treatment, and their own son was secretly hooked to heroin. >> reporter: you are doctors. >> we are parents. it is difficult to do that, and we are parents who are like many people who are dealing with an addiction. >> reporter: love your son. >> i absolutely adore my son.

every time we go to the meeting, it is bigger and bigger, and that is what we need to see happen. people with addictions to come forward. ask for help. don't be embarrassed. >> and the mckenzies are a big part in rutland, vermont, to try to eradicate the problem, and we should note that ryan who you saw there, he has been sober for a year, and doing much better now. >> and at the summit where holder spoke, the fbi director was there, too, and he said that le cently visited 25 fbi field offices and every single one this heroin problem came up. and law enforcement problem clearly as part of the bigger picture, and what is being done about it? >> well, so many things, the federal government passed a big budget beal that included appropriations for the billions of dollars, and billions with a "b" and to start preventions to keep it from happening, and states like you talked about vermont, state of the state addressed to the issue, aped

tend to underestimate how much running for office really is a personal and a family decision. we tend to think that it is all about the polls and can she win and does she have the infrastructure and the donors behind her, and we go through all of the iterations with candidates, but the bottom line for most candidates whether it is hillary clinton the or jeb bush, it does come down to the personal factors. one thing that i will throw in here is that i don't hear much discussion over whether joe biden's grandkids would keep him out of the race. so there is a little bit of a different view of this depending upon your gender as well. women tend to get more focused around their family and what that means for the politics, and will it detract from it, and will it change their personality where men it is just assumed that will doer what they do, kids, grand kids and whatever is going on for them. >> and i will talk to a lot of people who recruit women candidates and women unlike men,
