the boston strong moment is happening right now, and the boston marathon officially starting 60 minutes ago, and moments ago the elite men hearing the starting gun and the fir first time since the bombs went off last year. three people were kill and more than 260 people were hurt when two homemade pressure cookers exploded at the finish line. since then, it has been a long emotional journey for the city. security is heavy this year. more than 100 cameras installed along the route. and the runners have to use clear personal bags with the item, but sunday, the massachusetts governor said that increased security will not affect the marathon's appeal. >> somebody said it may be the safest place in america tomorrow, but i will say that we have tried to strike a balance between enhanced security and preserving the family-feel of this day. jo

joining me now from boston is nbc's ron mott, and thank you, ron. so many emotions coming together there, and what is the atmosphere that you are seeing so far? >> hey, richard, yes, good morning. the city is ready to celebrate. this is a special day across the city of boston and all across the state of the commonwealth of massachusetts, patriot's day, and so there is a lot of emotion, and there is a lot of honor here today, and especially what happened last year, a lot of the folks are thinking about that security, and obviously, top of the mind for a lot of folks, but they want a safe day, and the weather is cooperating beautifully, and the mid-60s by the end of the race and the afternoon and we rex pare expeca huge crowd with the 26.2 mile route. i have spent some time with the mayor bill evans who is not running the marathon today as he was last year, and i talked to him about the massive security effort here, and they have

doubled the number of officers on the ground and i asked him to put it in perspective, and this is what he had to say. >> unfortunately, it is a necessary evil based on what happened last year, but i hope that next year we can scale it down and bring it back to the lu luster that it has been, and boston is the best marathon in the world. everybody runs all of their marathons just to qualify for this marathon soo i wa, and so to be a world class event and i don't want people to worry about the safety. >> i don't think that anybody is worried about the security seeing how many officers are on the ground this year. i would not say it is a presence at all, but a number of friendly interactions here between the runners and the officers, and so we are expecting a great day. afterwards a party at fenway for a couple of hour s as and then house of blues will host a big party, and so this city is ready to host the patriot's day and marathon day. >> and it is always a big day there for marathon monday.

and you were downtown reporting for the story as they were preparing, and 1 million spectators as have been mentioned and what did they say about the effect of the security that you mentioned? >> well sh, the e people expect the security to be tighter than last year, and the things like the coolers and they are not telling the people that they can't bring the coolers and the strollers and the big bags, but they will be having them checked. there are 40 checkpoints for people in the city of boston alone to have the bags searched. a lot of the people have heeded the kacall to leave it at home, because it is going to slow up the effort to try to get into the good spot to view the runners as they come in. as you mentioned, the elite runners are already running and they run fast, so we are expect ing in the next hour to hour and a half for the elite runners to come through, and that is just across the common on boylston street, and even is expecting a good solid safe day, and it is going to be party in boston.

>> thank you, ron mott. >> you bet. and joining me is boston's mayor walsh. and we have seen sports so familiar with the city's comeback, and we are all familiar with the boston strong and how is this symbol familiar with the city's resurgence would you say? >> well, this race, it is kind of the final point that we are taking back now. as vice president said that today, many are running in memory of the survivor ss and t people that we lost on that horrific day a year ago and so many great stories cross iing t line. >> and mayor, every step a different thought for every different participant, and when you looking at the numbers that you are going to be seeing last year to this year, you are up by one-third, and many of the additional runners are getting special permission here to run, because of an emotional connection to the race. and tell us what you have seen and heard soo far from testimony

sof the participants. >> well, one of the stories that i heard last night was a family from iceland that didn't get a chance to finish the race last year, a they are here running this year, and they are running for it. and another couple from new zealand in city hall yesterday for a pasta dinner, and they both of those different people within threer or four people of each other told me the story, that they didn't get the chance to finish the marathon and they are here. we have team mr-8 running for martin richard family and people from m.i.t. running for sean colli collier, and lindzi lu running for her is her family, and so it is a special time for the city.

>> and tell us how it is for you and your staff as you begin the day there? >> well, i knew some of the folks affected by the marathon last year, and since that time, i have had a chance to meet so many of them. i feel like i have known them for years. my heart goes out to them, and i feel so proud. i feed off of their energy, and as mayor of the city of boston and being here today, and my staff, and we are excited about the marathon, and this is one of the greatest marathons that we have ever seen in this country n this world, because of the excitement around it. so many people from all over the world, and 90 countries are going to to be represented in the marathon itself, and i feel bad for the elite runners, because everybody is here to see the stories crossing the line, and we are excited about that here in boston. >> i can't help but mention the stories behind you and messages on the canvas coming up behind you, and the members of congress and baseball players and any one message in the canvas behind you that stood out?

>> well sh, i don't think so. maybe if there was one, people joke about the rivalry of new york and boston,bon banner is o the logo, and we are truly one country and we may fight on the battlefield, but we are one country when it comes to supporting each other. and it makes me proud to be an american and proud to be the mayor of this great city of boston. >> well said. and commissioner ray kelly said he is worried about the copycat attack this year, and are you briefed on that security, and what are you looking for? is. >> well, we are brief ed this morning, and we are all set. we have the police out on the street, and the undercover and working well with the state and the local and the federal authorities. boylston and newbury street is going to be very safe, and don't forget hopkinton where it starts and the 26-mile journey into boston. is it going to be incredible,

but plenty of security, and a great plan in place to make sure that everybody has a great safe day today. >> and no doubt. all of our hearts and minds will be with you there. thank you so much, boston's mayor martin walsh joining us. and now no the newsfeed this morning. the fbi is calling it a miracle that a 16-year-old boy survived an entire flight in the wheel well of a hawaiian flight. he got on the plane from san diego and flew 2300 miles over the pacific to maui after a fight with the family. he faced freezing temperatures and low oxygen levels and he was unconscious most of the time, but the fbi is wanting to know how he breached security in san jose, and no charges so far. and a frightening end to people in easter sunday at a mass in fort myers, florida, a car plowing into the church. none of the people were injured.

korea. >> yes, they say that some of the actions of the captain and the crew were like murder that. i were the first to escape, and it is incomprehensible, she says, and it cannot and will not be tolerated. so she is not only siding with the families and calling for justice, but she is piling the pr pressure on the authorities to get to the bottom on how on earth this happened. and the pros ecutors have now detained another four crew members including the chief engineer there accused of failing to protect the passengers. and remember, the cap tape atai the crew member charged. the captain with criminal negligence. new video shot of the captain shot four years ago promoting not only this journey, but the

blaming it on special forces. so the fallout is that the ordinary ukrainians that we have been speaking to, and not the extremists, but the people who want dialogue with kiev say they are prepared to join the insurgency as a result of the attack yesterday. so if indeed russia is driving the insurgency as the latest new york times' photos would be with the goal the incite division, it is working. right now, richard, a lull right now with the three days into the truce, and however, no compliance by the radicals on either side to the demands of the geneva deal. back to u you, richard. >> thank you, jim maceda. and staying on ukraine, lawmakers on both sides of the aisle are pushing for the obama administration to is step up the sanctions on russia. >> we are going to continue the lose easter ukraine if we don't do something.

deem any attack on a nato member as any attack the on ourselves, and that is a area where i ag m have to broaden the sphere of the sanctions, and ultimately, if russia move s s in, we need go to the sector-based is sanctions. it is the only way to make russia pay a price for this type of the violation of the neighbor's sovereignty, so maybe that is where we are headed. it is regrettable, but nonetheless, with we have the show strength here sh, and we d have an obligation to ukraine as part of the 1994 agreement that when they gave up the nuclear weapons we said that we would help to assure their territorial integrity. >> and congressman, you have mentioned many possibilities, but what is the one that is the most crucial of all of those? >> well, probably, a up couple of things, one is to broadest the sanction, and go after more

institutions and individuals and then step them up to the sector-based sanctions if the russi russians further invade ukraine. but also, we can help ukraine with the intelligence, and help to guide them in terms of what the russians are doing in their country, and what the troop mobilizations look like outside of their country, and these are the thing nas we d can do without disclosing sources and methods that is of great importance to ukraine. >> and congressman, you heard what senator corker said, could we lose ukraine, and as the prime minister is saying that russian is trying to recreate the days fof old soviet union, and how do you respond to that? >> well, i do believe that russia is trying to recreate the imperial greetness. and pew teb does talk about the new russia, and it does harken to the throwback time of when we were in the cold war. we have to respond it to it. we need to respond quickly, which means that right now, we

democrats' economic message is the contrast with ceos and the 1% whose incomes have been at hold. we are joined by our panel. i got some of the accolades correct, heather, but if that is the strategy, focusing on the 1%, does it work vis-a-vis how the democrats may be facing the criticism about the aca? >> well, the democrats have a really good opportunity here to respond to what is what keeps mosting family up at night, and it is not just the 1%, but how well they are doing, but how poorly other people are doing. they have health care income, and the college and so much more that the congress can run on the minimum wage and so much more before november. >> well, before november is a

big underline, because it is a bunch of months ahead of us, and how might the democrats do it. mitt romney was the candidate, and how do they leverage the difference here, because it is a midterm election? >> well, they won't get all of the 45 million people who didn't show up in 2010 who normally vote in the in the presidential election, but if they get some of them back, they can maybe hold the senate in a tough year. the way to do it is as richard nixon said, politics is often the mobilization of resentments, and so when you have something to vote against, it can be a powerful motive for driving the turn out. >> what would that be? >> the idea of the 1%. >> do you agree with that? >> i agree with it, u bit is not enough, and the pure populist appeals tend not to work in america, because people want to be wealthy themselves, and they aspire to be in the 1%.

so it is not enough. it has to be a series of issues where the republican party has gone too far for the right to where the american people are. and another issue for important con stich w constituency for women is contraception. you have a number of republican candidates who have endorsed bills and state legislatures that would say that life begins at conception meaning that contraception is out for them. so if you can run against the candidates anti-contraception, that is another sort of potent message for democrats. >> i want to stay on mitt romney who is trying to help other republicans in ads. take a listen. >> the stakes are high in this election because washington spending is out of control. you can take it from me, the conservative choice for congress is mike simpson and i know because i have seen him in

action. >> healther? >> yes. >> and romney as the elder, and h.w. not in the conversation or, jr., and how is he molding himself to help the party? >> well, idaho is a good example, because it is heavily mormon state, and might work there where it won't work across the country. he is the first republican candidate to raise $1 billion and this is as it has been and will be before we reform the campaign finance is the money game. that is the game the play, and it does open up the opportunity for the progressives to say, that the whole system is dominated by the ceos and the wall street folks. >> jonathan? >> well, the problem is turning the kock brothers into a boogeyman is a long time proposition, and to do that between now and the election when most americans have not heard of the kock brothers and

consequence of the pipeline and ultimately, it is not going to happen. >> and joe, one democratic strategist involved in the senate races told politico, quote, there has not been one senate race in the past 10 or 20 year years that has been affected by a similar executive decision, so how is this for republicans moving forward? sglem w at the end of the day, it is going to play into the larger narrative for the need of jobs at a time when a lot of people are not working, and clearly, the pipeline would provide that the in states where the jobs are needed. so if you are a senator like mary landrieu, or in arkansas or alaska, and you don't want to be n to wrong side of the jobs issue, but on the right side of it. and clearly, some environmental concerns that need to be taken into account. at the end of the day, americans want to go back to wosrk and thy want to have more energy dependence and the pipeline is

going to offer a wonderful opportunity for that to happen, and we will have consequences in the fall elections. >> and this idea of the jobs and the pipeline is inflated and what we know is that they are going to be about 4,000 temporary jobs, and at the end of the day, there are going to be 35 permanent jobs that come from it. >> and we don't think so. and labor would not be pushing so hard if there were not going to be lots of jobs in constructing this, and there are a whole lot of jobs for people who are not working. >> and most of the labor is on the fence about this actually, and you are talking about the building trades folks, but what the numbers and the state department shows and the labor report showed is that the jobs are exacerbated and the reality is that it is a climate-changer, very huge consequences. >> and these are local races essentially, and is this issue going to resonate for the next six months as they lead up to the election? quickly, aish, and then joe afterwards. >> well, it is not energizing the base as attacking obama is.

good morning, everyone. i'm tam theron haron hall, and "newsnation." after the boston bombing last year killed three people and injured hundreds others, the boston marathon is under way and the mood is boston strong. it is the second largest field ever in the race's 118-year history. all of it though amid the largest and the most advanced security presence in the marathon's history. the police are using what they are describing the newe esest technology and they have the ability to communicate seamlessly, but with all of the security in place, it is clear that the day belongs to the runners and the survivors. within the first hour the runners should cross the finish
