get tout vote. house speaker john boehner and clay aiken, two big names in primaries across the states, and we will tell you why north carolina is the one to watch. and a hard-line from the white house as the president takes a new climate report straight to the meteorologists. is extreme weather eer in the forecast? the white house is drawing the bold battle lines over the climate change. and bridgegate is back. a former christie aide is expected to testify this hour about what she knew as the new jersey governor tries to keep the 2016 buzz alive. good morning. i'm chris jansing. the outrage over the abduction
7:01 am
of more than 300 girls in nigeria is blowing up after the leader of the terror group released a disturbing 57 minute video saying that allah gave him permission to sell the girls and some as young as 9 years old for as little as $12, and we are learning how one girl escaped from the abductor's truck. and she told the associated press, we ran and ran so fast and this how i saved myself, i had no time to be scared. i was just running. this is the white house sek press secretary who said that the president is being contin continually briefed on the situation. >> in is an outrage and tragedy and we are doing what we can to assist the nigerian government the support its efforts to find and free the young women who were abducted. >> i want to bring in our journalist "chicago sun-times" lynn sweet and d. jchj.dionne oe
7:02 am
"washington post." and now, there were some protests that we have seen, and how much pressure is there for the u.s. to do something here? >> well, it is growing, because of the social media, of course, has the biggest impact in places where it could work best and that is the united states. ironically, i'm sitting a few blocks away from the nigerian embassy in washington, d.c., and what that is, that is where the pressure can really come from on them, because the nigerian dip low mats here know what the world is doing, and know that there is condemnation that is only going to be louder, and they have a big economic meeting in their country next week that is going to keep this focus on this horrible kidnapping. >> and so e.j., as far as we know that the state department is providing some counter terrorism assistance to nigeria, and focusing on the information sharing, and the department has
7:03 am
minimal agents there, and how much traction do you see this getting? >> well, it is going to get quite a bit. and apropos the video that you showed, the justification of religion to justify acts of barbererism is one of the biggest crimes against religion. if ever an issue of getting large chunks of the worlds together to say, we don't care about the politics of this or any of that, but all of us, and any of us who confronted people taking our kids away, and our girl s girls away, and saying that they are justified by god to el is them. if we can't as a world unite to do something about this, i don't know if there is and any issue to unite us. americans are tired of the foreign intervention, and weary, and no one yet is calling for the american troops, although there has been some discussion of the use of special forces, but this has to be as
7:04 am
multinational as you can get, because it is just, it is such a horror. >> i want to bring in congresswoman karen bass who is the ranking member of the house committee on africa, and good morning. >> good morning. >> what and if anything can the u.s. do? >> well, we should employ all of the u.s. forces in this regard. we are assisting as described, but in both the house and the senate, we are work on resolution, and i know that the undersecretary is over there in africa right now to see how we can assist them especially with the intelligence. that is a big issue. one of the other problems, too, is that if they have moved them out of nigeria into the areas they are talking about, it is very hard in the for ests to find anyone, but this is just as your guests have said, it is really an opportunity for the whole world to come together and put an end to somebody who is
7:05 am
really a psychopath. boko haram needs to be e l eliminated. >> that is the militant group behind the kidnapping and the leader and some of the things that he has said, and he has described killing humans to slau slaughtering animals, and talked about believing that allah is telling him to sell these women into slavery. let me ask you to put this in a bigger picture as we have said that if the world can't unite behind helping girls who are kidnap and sold into slavery, there is nothing that we can do, but how do you put this in the overall war on terror? >> well, i think that it is real critical, because there are several african countries that are going to be stabilize over the last few years, and al qaeda, and al qaeda's imitators are active there. and the tragedy is that nigeria is a booming economy. it has the largest economy and the largest population n to
7:06 am
contine continent, and as you mentioned, getting ready to host the international economic forum. and so i think that it is absolutely an imperative that we look at what is going on in northern nigeria as well as a few other countries where you have al qaeda and al qaeda imitators or al qaeda offshoots operating, and we have to bring it to an end. >> here in new york, there was a big protest in union square, and right now in washington, d.c., people are starting to gather a small group to protest this not far from where you are congresswoman. do these things matter or help? it is critical. with all that is going on in the world today, and if it had not been for the protests and the social media, this would have been lost in the headlines. after all, these girls were kidnapped several weeks ago, so i think that the protests and the social media and all of this is absolutely critical. >> and let me ask you about another hot topic on capitol
7:07 am
hill, the keystone pipeline. harry reid is casting doubts on the vote, but let me play for you what mary landrieu who is a supporter of the pipeline had to say on "morning joe." >> we have built already 2.9 million miles of pipe in the country, and news for everybody, we have to build more. i want america to be energy-independent, and we can. >> and is she right, congresswoman? >> well, i definitely want to have neshg -- america energy independent again, and she is representing the districts and she is absolutely representing louisiana, and i understand that, but i have a district to represent, and so there are con e trover sis with the keystone pipeline that has to be resolved. >> what is your belief? should bit built? >> well, my belief is that we have to factor in more of the environmental issues, and now i know that there are also issues with the native americans in the particular areas, so, i think
7:08 am
still unresolved issues, and if they are resolved then perhaps it should be built, but it should not be moved forward until that happens. >> thank you, congresswoman bass. i want to bring in linda and e.j., and a number of polls, and e.j., the washington post says that 6. 5% of the americans do agree with the pipeline. and this morning on "morning joe" how about the influential bloc of well healed after flun shall vote, and what is the political calculus here? >> well, it is a bad issue for the democrats, because as the mary landrieu's interview said on one hand, and the environmentalists on the other, this is an issue that splits the party. it is one that president obama wishes were not on the table.
7:09 am
if i had a guess, my guess is that the president will try to postpone a decision on this until after the election and then come up with a compromise to approve the pipeline, but also takes the major steps against the climate change in connection with the decision. that is how i think that he is going to square the circle. but any way that the president or the democrats go, it is a coalition problem for them, which is why they keep kicking it down the road. >> and yes, lynn, meantime, a number of the lobbying groups are setting their sights on those lawmakers who are on the fen fence. and the american petroleum institute launching ads in five states urging the senators the approve the deal, and i'm wondering how much impact you think it might have in some of the senate races. >> well, a lot of impact, chris. both of the especially on the e democrats, because they are the ones as e.j. said, get it both ways from the environmentalists, and from the business
7:10 am
communities, and they want to serve both. right now in the senate, it is usually democrats looking to pick off a few republicans to get a super majority or the 60 votes burk right now it is the republicans who are united enough, and enough democrats who are willing or want to have the pipeline, they may and coming very close now to the 60 votes built on the republican base of all things, and very unusual in the senate situation. watching to see if reid calls the vote, and maybe not to give the democrats a break, they could take a position without having to take a vote. >> lynn sweet, e.j.dionne, thank you. >> good to be with you. >> and meanwhile, the fighting in ukraine on the ground is inten intensifying even as the foreign ministers are are talking in e vienna. that is where the british prime minister said that they are clearly trying to prevent the elections to happen later in the month. and insurgents have killed at least 34, and we have the latest from eastern ukraine from keir

to maintain control of their oun ki trchlt and meanwhile, the u.s. commander of the u.s. alliance says that president putin may be achieving the objectives on the ground here without having to invade. chris. >> and keer sir simmons, thank and we have announced that harry reid has a senator's only briefing on ukraine at 5:30 eastern time. and coming up today, we will dig into the preliminaries coming up, and the speaker of the house is on the ballot, but first the white house issues a dire warning on climate change. we will tell you what is in that report straight ahead. mavera, florentine and tuscany. fancy feast. a medley of love, served daily. how did i know? well, i didn't really. see, i figured low testosterone would decrease my sex drive... but when i started losing energy and became moody... that's when i had an honest conversation with my doctor. we discussed all the symptoms... then he gave me some blood tests.

let me tell you that the findings of the temperatures could soar in the u.s. by ten degrees by the year 2100 and snow and rain in the northeast could inkrecrease by one-third,d storms could increase in intensity and duration. and storm surge ises and inland flooding caused by hurricanes. and fires in los angeles that could increase with more drought. >> it is actionable science. it is going to help people understand what is happening in every region of the country, and that can lead to political action. >> and let me bring in the "huffington post" senior reporter and environment reporter sharon kates, and also
7:17 am
our meteorologist bill karins. >> kate, why now? >> well, this is a time when there is existing power plants being used as part of the push to show why we need these kinds of rules on emissions here in the u.s. >> and bill, we highlighted the warnings highlighted in the report, but what details caught your attention? >> it is all about water. those who don't have it will have less of it, and those who have it, will have more. and so to predict what actions with need to take, and as far as the forecast, 2 to 4 degrees on average over the next century, and in other words, picture in december two to four degrees warmer, but when you go into the summertime, it is going to be a little bit worse, and the heat wai waves and the drought are how we are going to experience climate changes. as far as the hurricanes and the hotter conditions in the midwest, and the flooding worse in the greater plains up to the
7:18 am
great lakes and the northern plains, and you know that condition like the drought are going to be more frequent. and one thing that caught my attention is decreased water availability which is the key over the next 100 years to try to find clean fresh water. >> and kate, to that point, and others, the white house is pushing the fact that this is the most comprehensive report that they have ever done before, and it has the most science in it that they have ever had, and they have a new strategy hosting one one-on-one interviews with the local and the national meteorologists including "today" show's al roker. what is behind that? >> making the science relevant to people and their communities. you can have a big report of what climate change may mean, but what matters most is what is happening in their communities. and does it mean coastal
7:19 am
rescission and flooding or more snowfall or more droughts. >> let me play something from republican senator john thune. >> i am not debating that, but the debate should be what are we going to do about it, and at what cost, and you have to do it where it is not going to destroy the economy and unh dreads of jobs for people when the environmental gains are minimal, because you have a world that is not going to play by the same rules as we are. >> and senator thune is a good example of the political thought of acting on the climate change, but there are some skeptics. and give us their side of the argument. >> there is less than ever, buzz 2% to 5% disagree with the science behind the report, but the thinking is that the temperature records and the satellite records only go back to the 1950s which is a small sample size when you consider how long we have been on the
7:20 am
plant, but they claim since 1998, the whole globe over the past 16 years has not warmed up, and it has plateaued. everyone said with the co2 emissions going up, why haven't the temperatures, but the people who made the committee said it s is more to do with the ocean relations, because of it being cooler, and so it is a el knee ya, and now we are going into the el nino to have the temperatures going back up. and chris, there is a point that until we replace the gas and oil, what are we going to do it? it is the symptoms and no solutions. >> and bill karins, and kate shepherd, this is going to be continued to be debated and folks will hear about it on the local and the national newscasts tonight. thank you both for being here. >> thank you. >> thank you. and we head to trenton, new jersey, because those investigating the bridge scandal is going to hear from a former christie aide. and as for christie, he was a

and we are waiting because any moment now we should hear are from christine renna, a witness before a new jersey legislative committee hearing the new jersey bridge scandal. she worked for chris christie, and she had resigned in january and had been second in command under bridge j-- bridget ann k l kelly who sent the infamous efrmt mail that said time for traffic troubles in d.c. and what are we finding out here? >> well, we believe that she is going to testify, and answer the questions, and we would love to have bridget ann here, but she has stymied the committee including david wildstein who allegedly ordered the lanes closed leading to the port
7:25 am
authority where he was at, the agency responsible for the bridge. they have refused to testify because of the 5th amendment rights, and the judge has agreed to that. so christine renna is the only one to come forward in the new face to explain what she knew. she was close to kelly, and they are hoping to get a link to governor christie to tie him in some way to the scandal. so far, there has not been anything that has done that. christie as you have recalled, ordered investigation by outside attorney that was lengthy and controversial who found that the decision to shut down the bridge was by two rogue staffers. christie's hands were clean, but the problem of the committee is to get anybody to talk, and they
7:26 am
are hoping that christine renna today might say something that will help them move forward. >> thank you, ron allen on the scene there. and i want to bring in ron walker, who has been following all of this closely, a politics insider, and so best case scenario, what do they get from christina renna. >> well, the internal review exonerated him and said no smoking gun or written evidence to tie him to that lane, and since then, the committee has been lowering the expectations, and saying that they are relying on the ongoing forums and trying to determine the motivation for the lane closures, because in the internal review, and the investigation so far, we don't poe why the order was executed. >> was there an environment in the government office that would allow people to believe they could get away with something like this? >> well, more importantly, too, there is evidence contained in the motive. if we know specifically what this is designed to retaliate against, that can allow evidence
7:27 am
to go in other drek sirections can stymie them. and this is where the office of intergovernmental affairs which is a campaign unit within christie's office. >> they were in touch of all of the mayors and keeping track of their relationship with the governor. >> yes, "the new york times" did this incredible report of binders what they call swing towns, and they were very, very concerned about whether the mayors were going to be endorsing christie or working with the rival. important thing here, christie had always a good margin of victory set in the re-election, but this is all about 2016. he is concerned about having as many democratic mayors crossing the aisle to endorse him as possible for the independent brand, and also, a uj hooshgs huge margin. >> and talk about 2016 now, because no doubt that chris christie was the target of the
7:28 am
jokes at the white house correspondent's dinner, and to his credit, he laughed, and you can see him laugh there, but what what is the feeling of the camp to rehabilitate the strategy to get him back into the 2016 conversation in a real way. >> absolutely, the new jersey republicans think that the targeting that the media is doing could play into his hands, because it paints him among the conservatives as a figure attacked by the liberals, and hollywood, and so it could backfire against the people trying to mock him. >> and the other part of it is that we have talked about this from the beginning, hunter, the longer it goes on, the tougher for him to move on and where do we go from here? >> well, one of the co-chairs of the committee has not ruled out the possibility that christie could be called to testify. we know that there is testimony from the aides and the port auth authority officials stretching all of the way into june.
7:29 am
so certainly months of spectacles of people of his administration dragged before this committee, and that is not looking good, and even if anything is not found, the spectacle of a governor testifying before what is a criminal probe can be put in ads, and that is not going to be looking good. >> and renna is saying that she would say in the statement that she had nothing to do with the bridge close shoes or maybe she had knowledge of it, but she did not directly participate it in. hunter, thank you so much for coming in and thank you. and this morning, the country of brunei is hoping the buy the bhefrly hills hotel, and a boycott of the hotel is

right now, voters are at the polls in six key races in three states, indiana, ohio and north carolina and all holding primaries today, including several to decide which republicans will face the democrats in the midterms, but even before that, these are the results that will tell us a lot about the battle between mainstream republicans and conservative tea partiers. i want to bring in kasie hunt who is nbc political reporter, and jane murphy who is a contributor to the daily beast. good morning. >> good morning, chris. >> good morning. >> start with north carolina, we have tea party candidate going with rick brannon against thom tillis. yesterday, rand paul was there and he took a swipe at the gop part party. >> i see people of blue collar workers, and race and ethnic group much more so than in the
7:34 am
republican party. >> okay. what are the chances that prannpra brannon will get enough votes to pull off a race like this? is. >> well, the polls are showing that there is a lead for brannon and that is probably because of democrats on the air attacking thom tillis. and they claim they are not mettling in the primary, but this is where republicans lost several senate seats that they should have won, because the candidates they chose in the primaries were not acceptable, and the democrats would love to see something like that happen, and driving it to the runoff, and that is what everybody is expecting. everybody expect ps till lis to win the contest, but the question is whether he is going to get more than 40% of the vote. if he does, it is a runoff in july and another couple of months for the democrats to beat up on the republicans, and they are spending money against each other, as opposed to focusing on
7:35 am
senator kay hagan and making sure that she does not hold that seat is what the republicans need to accomplish. >> and patricia, is this going to be close, because i am sure that you saw the analysis in the washington post, and obviously, kay hagan is important there, but what about north carolina? >> well, north carolina is a state that i have talked to a number of people who cannot predict this. if thom tillis does get this with or without the runoff and evangelical base kay hagan and she has chals of her own, and shevoted for the affordable health care act, and that is not broadly popular there, and all of the democratic candidates were elected in the obama wave. and that lifted a number of the campaign ground game money being
7:36 am
spent, and now they don't have the ground game money resources to get out to vote, and kay hagin is going to have a problem, and any republican is going to have a good chance to knock her out. it is going to be a base a election and not a swing voter election, and that tends to help the republicans in a midterm election like this. >> and let me get your quick take on the north carolina congressional race which you have "american idol" runner up clay aiken going against keith cisco, and tony morris, and no public polling in this, but what is going to happen? >> well, there is something that may happen, because people voted for clay aiken on the "american idol" show, and north carolina is a district that is a tough one for a democrat. >> but name recognition does not
7:37 am
hu hurt. >> it does not hurt. >> but north carolina is a interesting state across the board, because it is so purple, and it would narrowly for mitt romney in 2012 and for the rowly for barack obama before, that and with are seeing all of the drivers that are driving the evolution of the country as a whole happening in north carolina. >> and patricia, john boehner is safe in the primary today, but it is interesting that he is up against a high school french teacher, and computer consultant, and that teacher put out the racy erectile d dysfunction ad with $6,000 of the leadership fund that is based in virginia by the way, and they have spent $25,000 against john boehner, and why throw moneyt that race that john boehner is going to win? do they believe there could be and upset, and what are they doing here? >> well, they want to give john boehner a run for his money, and show that the tea party is strong everywhere in the country and even in john boehner's district. the worst he has done in a
7:38 am
primary since elected is 83%, and so if the tea party challengers can come up to drop imhim below 83%, that is an easy storyline to say, we have weakened john boehner and made him look weaker in the district. nobody believes that they could win, but if they could drop him below 80 or even 60%, that is the storyline that the tea party want t wants to tell. boehner is not sleeping on the job here, and he is running ads for the first time in year. and he is spending a lot of his own money here and not taking for it granted that he is going to win, but even though we are, he is not. he want ts to keep it up into t 80% range and shut down the tea party race once and for all in this state. >> and thank you, both. and checking in on the oscar pistorius murder trial. it is neighbor versus neighbor. and it is a neighbor who said
