congresswoman barbara lee of california. congresswoman, good morning. >> good morning. i know that you and four of your democratic leagues went to a meeting at the nigerian embassiy. what can you tell us? >> it was a productive meeting. congresswoman sheila jackson-lee, and congresswoman karen bass and our ranking member on the africa subcommittee, congresswoman janice hahn and myself, we sat down with the nigerian officials and we actually talked about what we need to do to bring our girls back. it was a productive meeting and it was very clear that we have to work very closely with the nigerian government and also with the united nations to insist that our young girls be brought back immediately, that they not be harmed and furthermore, we have written, myself and congressman honda a letter asking the united nations to declare boko haram a terrorist country. this organization for many years now have been engaged in

terrorist activities. they've wreaked havoc on the lives of thousands of nigerians. >> what would happen, congresswoman? what would that mean and the practical impact be? >> one, sanctions could be enacted. the entire world needs to come to grips with the fact that this is a terrorist group and so we need an international response, not only from the united states. the united states has already declared boko haram a terrorist group, but we need, you know, the region. we need the entire world. we need our african union. we need everyone to come together to really acknowledge the fact that this tragedy, this horrific kidnapping is a result of the terror that has been caused for many, many years. this is a regional issue and it's about regional stability and we have to, one, as a priority make sure these girls are safe and bring them home. we have chad, cameroon, niger

and the central african republic that border, and we don't know what type of havoc is being wreaked in these neighboring countries and where these girls are and zee we have to look at regional stability. we have over 100 members now on this letter. there are several letters to the administration urging the united nations to take some action because we have to have a global response on this. we are seeing signs of that because this clearly has touched a deep cord, britain, canada, china announcing yesterday that nigeria has accepted their offers of help. france says it's sending in a specialized team to help with search and rescue. it will help with communications, logistics, intelligence planningal will though the u.s. is not at this point saying there will be any military operations. let me get your take on what u.s. assistance can accomplish and is it enough at this point? >> i think the president, the secretary of state has been very clear, they're going to take all

of our assets, whatever it it takes and make sure that these young girls are found and also move forward to bring attention to the global crisis of human trafficking which has not, at this point really had had a lot of attention in the world community. and so i think the president is correct. i think secretary kerry. i think that our country is going to insist that we as well as nigeria engaged in a robust response and recover these girls quickly. that's our first priority. this is a horrific crime against humanity that cannot be tolerated, and i am confident that my country will work with the nigerians and the african union and the entire world to get these girls back and also to move forward to try to develop a plan that ensures regional stability. >> congresswoman, barbara lee, always good to see you. thank you so much. >> thank you, chris. >> let me bring in nbc news coleman and deputy director of the women and foreign policy

council on foreign relations. gail lemon, good morning to both of you. >> let's start with what we're dealing with here, evan. abduction agrees that not een al qaeda can condone. tell us about boko haram. >> it's a very active and well-armed group based mostly in remote areas along nigeria's borders. the problem with this group is yeah, they're not that organized, per se. they're not carrying out bombings and they do have ties to al qaeda and the group that's based in west africa has issued numerous staples endorsing boko haram and endorsing their mission suggesting they're doing exactly what al qaeda wants. these tactics about kidnapping girls and that's pretty questionable, but bottom line is this gripe houp has attacked westerners and boko haram means western education is sinful. >> they have the leader he was

the number two and when the founder of boko haram was executed he became number one and that's when they became particularly violent and went off against innocent people. there is a $7 million bounty on his head. nigeria has offered $300,000 for information, but tell us a little more about him and what it will take to find him. >> i think that's the problem is how do we get this guy and this goes to the same issue that we have with the lord's resistance arm ney nearby uganda. no matter how many military we sink into this, this is a large area. this is where these folks are used to operating from. trying to locate them and trying to locate a small group of individuals in this area of territory is not that ease pep. >> he's believed to be in that horrible forest in an abandon will military bunker. it's eight times larger than yellowstone, teaming with poisonous snakes and vegetation six feet high and it is so scary in there that even nigerian

forces don't want to go in there. is the nigerian military capable of going after these folks effectively and how many u.s. troops would it it require to make the difference. the way that these folks are fighting in order for us to make a significant difference in this conflict we would have to have troops on the ground and that's a significant number. it's not that this is a terrible situation, but putting sanctions on this group. they're hiding out in the forest. the sanctions don't mean anything to them. what meanses something to them is military action and it's not clear that we can do that militaria kz on our own effectively and change the situation. >> i want to bring you in because all of this action is being fuelled by protests and social media. malala yousufzai who was shot in the head by the taliban spoke to nbc news. >> they have now abducted more

than 200 girls and tomorrow it will 400 and it will continue. so if we want to protect other girls, as well then we have to speak. people have to take a stand and they have to raise the voices of these girls. >> malala helped to create an awareness of what is out there in the world, trying to keep young girls from having an education. speak to that, will you? and how it plays in to boko haram. >> i think this story is not new as you were just talking about, what but what is new is the world's reaction to it. i've heard a chilling interview this summer from a young girl who was abducted from her school by joseph kony's lord resistance army guys and she was stolen, forced to become a wife, forced to bear children and by the time she was rescued she couldn't a toed her own school fees or that of the children she had to bear. those suffocated dreams have a cost to all of us and i think for a lot of time we have actually seen this as aish nic

issue and a question about the kind of world that we want to live in. i think these young, unarmed girls on the front lines of this fight are forcing the world to pay attention to the fact that they are the ones who are on the front lines battling on an ideology that have basically said backward. >> it does seem the world is suddenly shocked about the the situation in nigeria, but there has been a known market for trafficking children. >> absolutely. >> the united nations says cases of child trafficking represented 27% of all known human trafficking from 2007-2010. that's a 20% increase from the three years prior, and i was looking at the latest u.n. report on this that basically, even as the issue is gaining visibility, it's getting worse. why? what's going on? >> the world is interconnected like never before and the problem is there is a market for

it. if there weren't a market for it we wouldn't be talking about it. this is a security issue. this is not just an issue about what happens to women and girls in very tough parts of the world. i did a story three years ago about an elementary school principal who as a reward for defying taliban threats to stop educating girls received a gun shot in his face in front of his children. i mean, this is what we're up against in terms of an ideology that sees education as a threat. the answer is not always just more military. it's education. education is the most potent anti-poverty vaccine and until we actually invest in making the world safer and better for girls and boys. boko haram has been setting boys on fire in their beds for months unchecked by the whole west of the world. the only difference now is the numbers got so high, chris, that none of us could ignore it anymore. >> one aspect of this, avenue an, is there has been a

re-examination of the human trafficking problem particularly as it relates to children. for these girls that are being held and we don't know where, what are the realistic prospects of getting them back? >> we're hearing rumors and stories that some of these girls may have been sold or transferred across to the chad or neighboring countries and there is a question about once that happens. how can we track them? how can we find them? they're minors. >> we have the technological capablity and how many children have no birth certificates and no public record and no way to know they're gone in some cases except for the grieving families. >> this is a massive area of terrain. you're talking multiple countries and thousands and thousands of miles. some of them are unpopulated and it's a difficult challenge and it's scary to think that people now have turned to human trafficking as a form of terrorist financesing because that's exactly what this is. these guys are talking about selling these girls in order to finance future operations. it's a very sad thing to see,

democrats today pushing back on two fronts as republicans push ahead on benghazi. after a late-night meeting with leadership, politico is reporting that nancy pelosi is leaning toward a total boycott of the special committee. there's also growing criticism of this fund-raising email sent by the republican congressional committee that includes a tloifrng donate up to $500 to become what they call a benghazi watchdog. >> speaker boehner can shut this fund-raising effort down right now and he should. >> i agree. >> you shouldn't be raising money on this matter. >> it isn't just democrats.

money. we're expecting to hear from speaker boehner some time in the next hour and he's got his weekly briefing, bob. is he going have to do something about this? >> i think he certainly should and i would be inclined to think that he will. we know that politicians play politics, that's no surprise, but some things ought to be beyond the pale and this is a tremendous tragedy and should not be a fund raising tool. >> republican congressman, james lang ford is using benghazi and running for the senate in oklahoma and scott sent out a fund-raising, mail so he can hold the administration accountable. what's the risk for republicans and those who at least try to push forward both with the fund raising and with the hearings and using it as a campaign issue? >> that's the thing. they're using it as a campaign issue. if this committee hoped to get anything done and anything serious to come out of it, they

shouldn't be fund-raising off of it or it's going to be seen just through a political lens, but in reality this is an issue that fires up their base and people probably want to give money because of it, but i have to say this isn't just republicans who do this. you'll recall during some of the gun control debate, you had democrats fund-raising after these horrible incidents involving gun violence. this is a problem for both sides and it makes it harder for some of these issues to be taken seriously. >> is it a leadership moment for john boehner. >> he could try to pull them back and try to get them to stop fund-raising. >> tonight the white house will vote on forming this committee. >> she wanted an even split and this is how we can make it not look so partisan, but the decision was on the republican side that there be 7 and 5. how does she navigate this, do you think, bob? >> i think boycotting this is

not a bad idea because no matter what the breakdown is, it is partisan. the entire point of the committee from the republican's perpective is to gain partisan advantage both in the upcoming congressional elections and looking forward to the presidential election next year. >> we hear so much about how this is energizing the republican base, but is this a way to use it to energize the democratic base? >> i think it will be difficult to energize the democratic base on benghazi. where i see the republicans potentially running into trouble is i don't think that this -- this has been pretty much investigated exhaustively. i don't believe that they can come up with anything new or significant and if they just keep pounding away at the issue it will just look absurd. >> from one side it looks like pounding and the republicans will argue that they can get at the truth and nicole wallace, the former bush white house

spokesperson can can say, look, the democrats can appear for having no appetite for getting to the truth. is there a risk for the democrats that the republican narrative of a cover-up will stick? >> this has been an issue that has been exhaustively investigated and these are the same people, the republicans on this committee will be the same people that have been waging these accusations in the past so it will be hard to think that there will be political consequences with the democratses if they decide not to join this committee because they can cast this over a partisan lens. >> do you have a gut feeling about this, jacky? do you think pelosi will decide to boycott? >> i never underestimate nancy pelosi. i wouldn't presume to know what she's going to do, but i will say there is a strong feeling that she might be doing that. >> okay. we're going to watch and we'll know later today. jackie kucinich and herbert. he tells nbc news why he

that interview with secretary shin successy. give us back ground about what we know about these problems and how serious this might be for shinseki. >> you know, at first blush it seems like we've heard all of this before, veterans not getting the medical care they need from the va when they need it and this one rises to a slightly higher level. if the allegations are true, this could involve criminal conduct. the allegations are that administrators at the va hospital in phoenix took medical or took a poims for veterans and put them on a secret says so it wouldn't show up on an official list and count against them in a wait time. so to improve their record allegedly according to some people who work there at the hospital, the names were put on a secret list and at the right

time they were taken off that list and put on an active list so that the wait time may have been two, four weeks instead of 18 months like one veteran who we had on our piece yesterday. so that in and of itself could amount to some kind of fraud, but then there are allegations that when the va learned of the possibility that this was happening and investigators were on the way to the phoenix hospital, according to some of the people who worked there, allegedly the senior staff at the va hospital in phoenix tried to get all those records destroyed. two days before those investigators arrived. we are told the records were preserved in some cases and are in the hands of investigators and shortly after that visit three of the top administrators at the hospital there in phoenix were suspended. they were temporarily relieved

benghazi, the irs scandal calls for shinseki's resignation. the gop is hitting hard on lots of issues that has nothing to do with what voters say they care most about, the economy. it's a midterm strategy to fire up their conservative base and frankly, it's worked in the past. the president knows this first hand and tried to light a fire under democratic base at an event last night in l.a. telling supporters, quote, on minimum wage, on pay equity, on clean

energy and immigration reform there is not an issue in which we do not possess a majority in this country, but it has to manifest itself during election time and especially during midterms. so which side will turn out in november? let's bring our strategists in. msnbc contributor and a fellow for center for politics at the lbj school of public policy victoria de francesco and robert traynham. good morning. >> if you look at the polls, so is this a smart move on their part knowing that the midterm turnout is always so low to fire up your base with these kinds of issues? >> chris, we are 107 days away from the midterm election so we are in hard core, official, general mode and, yes, these are mobilization techniques that we know work especially because the republicans can smell the senate. it is so close.
