but, wait, this won't be a kangaroo court, at least that's what house speaker john boehner says. >> this was all about getting to the truth. it is not going to be a side show. not going to be a circus. this is a serious investigation. >> and who might the target of that serious investigation be? >> benghazi, the new investigation, are you satisfied with the answers and are you content with what you know what happened? >> absolutely. i mean, of course there are a lot of reasons why despite all of the hearings, all of the information that's been provided some choose not to be satisfied and choose to continue to move forward, that's their choice. and i do not believe there is any reason for it to continue in this way, but they get to call the shots in the congress. >> benghazi has been the subject

single american. >> joining me now is democratic congresswoman jackie spierer, dealing with the lerner investigation and the house armed services committee. thank you for joining us. this question of whether lois lerner is about whether she said too many when she pro claimed her innocent and then waived her fifth amendment rights by doing so. did she? >> no, she did not. in fact, 30 legal experts from around the country and different persuasions and law schools opined she did not somehow ab ro gate her rights under the fifth amendment by professing her innocence. there are cases on point that have come before the courts before that have obviously come up with the same conclusion. >> if that's the case, would is it that house lawyers did approve that contempt charge? >> that's what really kind of

interesting. that didn't happen until after the actual actions by the chair. and what's supposed to happen is the chair is supposed to then force her to answer questions and when she refuses to, then she can be held in contempt. he never did that. so it is procedural in nature. but what is miss beingiing in a this. she was willing to testify if she was given one more week because her attorney had to be out of washington, d.c. and chairman issa refused to give her one more week. so there was this unwillingness to just give her some extra time and she would have testified. so this is all about the circus and the side show. and the fact that the speaker says this is not going to be that, i think is sending sub limb lally the message will be. >> let's talk about the

underlying issue. the house voted to urge the department of justice to appoint a special counsel to investigate the irs scandal and targeting of conservative groups in 2010. what kind of safeguards would you propose to prevent that targeting from happening again? >> let's first address the issue of targeting. progressive groups were targeted and conservative groups were targeted. but how were they targeted? they were targeted to determine whether or not they were spending 51% of their time on political activities and if they were, then they would not have been eligible for a 501 c4 designati designation. ironically any of these groups could have self-certified under the law and allowed to move forward with anywhere activities -- >> but congresswoman, in fact when lois lerner was asked whether liberal groups were targeted in the same way, she declined to answer and said there's no evidence of that. >> the inspector general actually found that there were

progressive groups along with conservative groups that were targeted but they were targeted for purposes of trying to evaluate whether or not they were more political than they were social well fare. >> it doesn't seem at the very least the preponderance of groups being targeted were tea party affiliated groups. now the rationale behind that may have been innocent. and you make a good point earlier, the explosion of those 501 c4 groups is a problem, but don't you think it is an issue when the targeting of groups skews in one direction or another politically? >> i think the real issue here is, are these 501 c-4 legitimate social welfare entities and the truth is i don't think they are. the law provides they should be exclusively for social welfare

purpose and the irs in the regulations changed to world to primarily which is different from exclusively. i would like to see 501 c-4s would be educational social welfare in nature and political arms dressed up differently. >> do you think anything needs to change in terms of protections in place to prevent political targeting? >> the political targeting? what is the political targeting? it means the difference of having to disclose who gives you money. that's the only difference now. if you're engaging in some kind of political communication and communication that is in fact trying to persuade voters one way or the other, don't we want to know who's providing the money for that particular position? >> i think the using is using key words affiliated with one party or another. as we move on to benghazi, democrats have proposed sitting out the committee entirely. do you think that's a smart move

politically? >> we need to understand one thing. this is select committee will not have any more power than the oversight and government reform committee under daryl issa, it is being done to rev up the base and fund raise from the base and try and wound secretary of state hillary clinton if she decides to run for the presidency. if they want to move forward with what i believe will be a circus, i think they've got to do a couple of things. one is they've got to make sure that all information is shared between both sides and that depositions that are held are held together, that they are joint depositions. if you really want to play fair, you've got to be fair. >> i certainly hope that comes to pass. seems like there are a lot of obstacles. thank you. >> i want to bring in bob shrum. and robert trayhnum. pleasure to have you back. bob shrum, the push for

democrats to sit you don't know the benghazi commit or if you're not at the table, are you on the menu? >> that's very good. i think in the end they will go to the committee and sit there and we'll see some real fireworks as this moves on. there's a big reality here, i think, and that is that the republican party especially in congress doesn't have anything left but the politics of investigation. they can't get their act together to pass immigration reform, can't get their act together on the minimum wage. obamacare strategy is falling apart. they had a hearing with a republican dominated committee with insurance executives who said people are not -- they are not only signing up, they are paying their premiums and insurance executives refuse to agree there would be a spike next year in premiums. so we're going to have a whole year of investigations. didn't work out too well for the republicans in 1998. we'll see how it works out this time. >> they are certainly mobilizing for the long haul. let's talk about the substance of the committee.

robert trayhnum, the chairman of the economy will be the only one able to issue subpoenas through the committee. take a listen to how he characterized his role on "morning joe". >> would you suggest fellow members while this investigation going on they not use benghazi for fund raising purposes? >> yes, i will cite myself as an exam. . i have never sought to raise single penny on the backs of four murdered americans. >> never a single penny but take a look at this nrrc fund raising 7:40 a.m. just yesterday asking for donations to help gowdy, we don't have the graphic but that e-mail is incriminating stuff in light of that quote and people have been comparing how starkly the roads and actual fundraising e-mails differ. does that damage the credibility of this initiative? >> it puts into question the credibility of what speaker boehner said and congressman gowdy said in question of

getting to the facts and bottom of this. as congressman gowdy said, this is about four murdered americans. we owe it to their families and american people and we owe it to the embassy staff and to a civilized society to get to the bottom of this. you can't sweep this under the rug and say, that's unfortunate that happened. that's not how it works in this country. we get to the bottom of things and hold people accountable. number one so it doesn't happen again but secondly to hold people accountable if and whoever did this so we can go after them. this is not about politics, this is really about policy and making sure more americans are not murdered in the future. >> i couldn't agree more with you about the underlying goals. we saw hillary clinton talking about how it is about politics and wouldn't continue with the investigations. robin roberts seemed to directly imply she was only allowed to ask one question and it wasn't an interview but event. you call the shots and back to

philanthropy. why did hillary clinton allow that one strategically? >> i don't think she's afraid of this issue in the sense that it's an issue that appeals to the base. it has already been thoroughly investigated and the inspector general investigated it. and there have been all of these hearings held about it. there's a conclusion that there's no evidence whatsoever of political involvement in it. she's a target of all of this. because of 2016. but the deeper reality is, you have republicans right now who have to appeal to the base. look, somebody said today, that hillary clinton didn't testify under only when she testified. it's the implication that she lied? this is going into cloud koo koo land. when the speaker of the house says i promise you won't be a circus, that's a guarantee that it will be. >> we'll see how this plays out. thank you, our favorite roberts, bob shrum will stick around. up next, monica lewinsky in her

moving forward. >> i didn't let this define me. i hadn't had the life experience to establish my own identity in 1998. if you haven't figured out who you are, it's hard to accept the horrible image created by others. joined by bob shrum and beth clue we. one of the things that interest me here is her trying to take ownership of this scandal and place it occupies in her life. has she earned that? >> she tried to way back at the time. she co-wrote a memoir and appeared on reality television and did a line of handbags. she definitely owned her identity back then and parlaid the naughtiness in who she tried to make her identity and it didn't go anywhere. >> she's chronicling it not going anywhere. it's a sad piece. >> it's a very sad piece. she really is stuck. she says she doesn't want to be that person anymore but she never has been anything else. she is an always will be the monica lewinsky of 1998 who led

to bill clinton's impeachment. >> everyone will talk about the impact on a hillary clinton run. does this hurt or help put it behind her? >> i think lynn cheney is way offbase when she suggests somehow or other that hillary clinton put vanity fair up to doing this to get it out of the way. i don't think it will have any impact whatsoever on hillary clinton if she runs and i think she will run. i think people have already factored this in and understand it. it's 17 years ago that we're now talking about when this stuff occurred going on into impeachment, the only reason this is getting as much attention because beth is completely right. monica lewinsky, for whom this i suspect was traumatic and every right to have her say, tried several times in the past to define this. but it's been a long time. it's been ten, 15 years. now it's getting a lot more attention. >> i tend to degree about the link to hillary clinton being overplayed. clearly this is an important

part of that family's personal history, but beyond that, it's unclear how it actually links up to anything meaningful in her political reputation. this is a woman for whom the tea leaves of standing by her man, et cetera, et cetera, have been read and read again. she lived through this on a private level. we'll see if that's how it's taken. what do you think that allegation that she maybe put monica up to this? >> it's toitally ridiculous. she came forward because of the possibility of a hillary clinton run but the people making this an issue in the past are republicans, rand paul called bill clinton a sexual predator, if democrats are talking about the war on women, that you know, that bill clinton was waging this war -- >> this may help with that charge. she does clearly say it was a consensual relationship and worse trauma was the backlash on the hill, not the incident itself. >> republicans went crazy about this at the time, impeach the

guy. there was no support around the country. president clinton was popular and economy was strong. the impeachment really rach eted badly on republicans and they lost seats in 1998. for them to bring this up for rand paul to even have brought it up is kind of crazy, bill clinton is the most popular political figure in the country. there's no traction for this. >> do you think this is the last gasp of this scandal? >> no, i think somehow or other hand paul is not going to let go of this. a lot of republicans will not let go. you look at the last segment of this show. the republican party is now committed to the politics of investigation, politics of scandal, they think that's their way forward. >> and as monica chronicles it a pretty heart wrenching way, everybody loves a sex scandal and everybody loves tau tri. >> you're going to host the economic leaders of the world. step one, maybe find the children of your country. we talk nigeria next. when folks think about what they get from alaska,

i believe these girls will be the beginning of end of terror in nigeria. >> this was goodluck jonathan speaking out about the terror group responsible for kidnapping hundreds of school girls almost four weeks ago. we saw a new deadly round of violence by boko haram on a busy marketplace in northern nigeria and almost 300 people were killed. the girls remain missing, the kind of abuse women and girls face is fueling international outrage with hillary clinton just yesterday. >> the seizure of these young women by this radical extremist

president has been speaking for first time about the crisis for which he's been so criticized in this country and beyond. he said his government is doing all it could to try to find the girls. there's a growing feeling amongst the international community and diplomats here that time is slipping away and that many of these girls may have been disbursed across the borders into neighboring countries into other african countries. while the president said he was grateful to the united states and other countries for offering help, what they really needy think now is technical and surveillance equipment, monitoring those borders to see if the girls are being smuggled across and being sold into slavery as the boko haram militants have said. there's a growing sense of urgency to find the girls as it slips into week four. >> thank you so much. we'll stay with this story as the outrage continues to go

incentivism. atheism appears to be on the rise. in 2005, 1% of the world's population identified itself as atheist. by 2005 you see there, the number had moved to 5%. what do you think is beyond that rapid growth? >> that's a much smaller number than real. atheist is a broad term. people who call themselves ago nos ticks are atheist and secular nuns -- >> not all agnostics would self-identify -- >> according to you. >> if you don't have an active belief in god, you're an atheist. if you're a jew or christian and don't believe in -- >> what about those that believe in the whole range? >> if you don't have an active belief in a god, whatever term you call yourself, that's fine but still an atheist. that brings the number from 5% up closer to 15 to 20%.

granted a temporary reprieve for the next inmate set to die. charles warner is given a six-month stay after the execution of clayton lockett who died 43 minutes after he was given a botched cocktail. and for our call to action today, embattled by charges that he is a deporter in chief, the president is reviewing u.s. deportation policies and making them, quote, more humane. that push took a tentative step forward when homeland security secretary johnson met with leaders of immigration groups. some were controversial like anti-immigration law groups under threat by nonwhite immigrants. and other groups are more inspiring, dhs secretary also met with members of united we dream. a nationwide coalition of young immigration activists calling for immigration policies that

don't split up families. 2012 the obamaadministration stopped those under 16 years old and lived here for at least five years. that's critical, not just for dreamers but america's ability to not lose its best and brightest young people. what about their parents? what about their families? >> joining us now is lorella, director of policy at united we dream. i wanted to ask you about the news today on this. earlier today the obama administration announced public schools shouldn't ask the immigration status of the students. do you think that's the right move? >> absolutely, i don't think schools need to be intimidating parents or the students themselves. their immigration status is irrelevant when they are in school. >> take us inside your advocacy on this you met with secretary johnson and your group shared stories of those impacted, how did he react to you? >> the secretary was positive.

the secretary was very curious to know the stories of the dreamers there. and i was very excited because there were seven leaders before the secretary saying it has been great, deferred action for childhood arrivals that gives them a work permit and temporary protection for deportation, giving dreamers a greater level of security and ability to contribute to the country in greater ways because it resources us but it's not enough. our parents every day live under the threat of deportation. we were very clear with the secretary that intentions are great but at the same time we will be judging this administration and its legacy based on their actions. so will the administration extend a program to our parents and give them temporary protection from deportations is critical. >> you want action. you mentioned that one action item. you proposed five things the obama administration should do. walk us through those.

>> one of things the obama administration can and ought to do immediately is an affirmative administrative program, so a program similar to the ones for dreamers for parents to come forward to talk about their status and to get a work permit and have that level of security. another thing is expanding the program that currently exists for dreamers. there's an arbitrary age cut-off date right now. maybe they are 32 instead of 30 and no longer meet the criteria for this program and it's truly arbitrary. another thing is stop the deportation and stop deporting people who don't poes a serious violent threat to public safety. but not people who can be legalized by any type of immigration reform bill. another thing we think is serious and important, for the administration to reunify the families it deported. there's actually statutory authority that the president has

to bring back people that they've wrongfully separated from their families. >> when you talk about expanding these categories of people who shouldn't be deported, what do you say to critics who say they are muching off the american economy, taking resources that should go to mesh citizens. how do you react? >> i ask them to think about my mom who has been here for 15 years, a taxpayer, who has raised me to be this young leader and so if we are only thinking about dreamers because some of them go to school and graduate and go on to college, but we're not thinking about the role our parents have played and the fsacrifices they've done, m mom adds to the rich diversity of the country. >> does it bother you secretary johnson also met with anti-immigration groups? >> i think the secretary has sted he is hearing from all sides and that i think that is fine as long as the administration understands that

we are back, a singing, a dn rights watchdog. what happens? same thing that happens with everything else. last month erica sang happy birthday for a king of swaziland. now she's getting blasted for whitewashing the corrupt dictator known as the last absolute monarch in the world. the king and his 13 wives own an estimated $100 million fortune while the rest of his country survives on less than $1 a day. she denied she was paid and then spent hours defending herself on twitter. this is a lot bigger issue. all of these celebrities have
