he opens it. that's my prayer that we have the time to meet with him. >> i appreciate your time coming on "the ed show" tonight. thank you so much. that's "the ed show." "politics nation" starts right now. good evening, rev. >> good evening, ed. and thanks to you for tuning in. i'm live from norfolk, virginia. tonight's lead, conservatives trying to roll back 50 years of progress on poverty. today, exactly 50 years after president lyndon johnson's famous great society speech, republicans are launching a cynical new attack on the safety net. they're publishing a new manifesto called room to grow and labelling it a kinder, gentler gop.
3:01 pm
how kind? how gentle? turns out it's just another right wing attempt to shred the safety net. >> making sure that we peel back the reach of government -- >> dysfunctional government policies that are holding people back. >> liberalism simply doesn't work. >> that's the new moderate gop? they're attacking government, dismissing all liberals? and targeting critical safety net programs. the gop's new manifesto, quote, our welfare system makes work unattractive for too many able-bodied americans. and it attacks welfare programs by saying, quote, they collectively became a poverty trap. and one of their big solutions to all this, quote, temporarily lower minimum wages for the long-term unemployed. that's right. they want to lower the minimum wage.
3:02 pm
that's how they're helping low income americans? this is disgraceful. it's a disgraceful document. and the timing is absurd. 50 years ago today when president johnson delivered his great society speech, he set in motion policies that have helped millions of people. >> when you join in the battle to give every citizen the full equality which god earn joined and the law requires, whatever his belief or race or the color of his skin. will you join in the battle to give every citizen an escape from the crushing weight of poverty? >> that speech laid the ground work for medicaid, medicare, food stamps, head start and much
3:03 pm
more. today, republicans revealed that their midterm election strategy is to try to roll back those gains and they hope nobody notices. squoining me now is d.c. congresswoman eleanor holmes-norton and former pennsylvania governor ed rendell. thanks to you for being here. >> our pleasure. >> of course, reverend. >> congresswoman, in 50 years, 50 years after the great society, do republicans seriously think they can win over votes with this new manifesto attacking the safety net? >> well, if you're going to call it a manifesto, you ought to at least have more than warmed over small government republican ideas. you know, reverend, they think they branded us the tax and spend party. they now recognize, though, these thinkers from the republican party, that they are in the minds of the american people the cut and gut party.
3:04 pm
that doesn't appeal to the middle class. they're trying to come up with their own version of what the american people have embraced for 50 years. the one you just talked about, lowering the minimum wage for the long-term unemployed is the most pitiful. that's a stereotype of who the long-term unemployed are. if you want to help that stereotype, which are poor people that don't have skills, they need training. but today's long-term unemployment are more likely to be the middle class people who are victims of the great recession of 200 le and can't get back to work. >> in a midterm election year, they want to lower the minimum wage? lower it? explain to me not only the economic rational, but the political rationale of that. >> they always accused the president of class warfare. well, this is a form of class
3:05 pm
warfare. they want to set the middle class against the poorest americans. and they want to convince the middle class that the poorest americans are draining off all opportunity because they don't want to work. they don't tell people we haven't had able-bodied males on welfare for a decade now. there is no welfare for able-bodied males. there is no welfare programs. as far as food stamps, the congresswoman made a great point. food stamps used to be, when it first started, the province of the very poor. but now, they're middle class families on food stamps. in pennsylvania, rev, there are 1.4 million people on food stamps. that includes a lot of middle class families that used to be in employed in good manufacturing jobs.
3:06 pm
that's for people who work and are desperately trying to find jobs. it won't work. it eels also immoral trying to set the middle class against the poorest americans. >> congresswoman, today's new gop manifesto makes some really bizarre claims. it says things about the core safety net programs. let me quote it. it says social security and medicare have crowded out the pra decisional incentive to raise children as a protection against poverty in old age. so now republicans are attacking the social net because you don't have to rely on your kids in old age? what voters are going to be attracted to that? >> if this is supposed to attract the middle class, i don't see one idea that's making the middle class run in their direction. the only good news here is this
3:07 pm
is another case of an open break with the tea party. just has the establishment have broken with the tea party, they say, they openly say, we can't just say no. they even criticize mitt romney because they say he keeps talking, he kept talking about small business. and guess what? most americans don't own businesses. but they don't come up with concrete ideas that are new, that are fresh. they've taken things from various senators, they give them credit. no fresh ideas themselves, because they really don't want to do anything for the middle class. they are still sailing on the same boat they were on before. and nobody is going to get on that boat with them, reverend. >> you know, in today's "new york times" governor, there was
3:08 pm
a report on internal democratic research about the midterm elections. that research found, quote, democratic candidates stand a better chance when they portray republicans as uncaring towards working class americans while they continue to back policies favoring the wealthy and corporate america. now, republicans are making it mightily easy for democrats to portray them like that with this governor. >> absolutely. this is a perfect example. middle class workers who are working hard and now looking for jobs. and the republicans don't want to extend. they've blocked it from coming into law. so what is the average middle class person think? the people who are on unemployment comp, they're furious. but everyone knows someone who worked hard but is now on unemployment compensation because they can't find a job.
3:09 pm
they're furious. it's a strategy that's -- i said at the beginning of the year, that it looked like a tough year for democrats. and the only one who could save it from being a tough year for democrats is republicans. and they're doing it. now, we've got to get out there and continue to talk unabashedly about the things that we believe in. you could have a strong, fair safety net and make progress. >> you know, they could -- >> and talk about the results. because here's what researchers at columbia university found out about the impact of lbj's take on poverty. in 1967, the poverty rate factoring in safety net programs stood at 26%. in 2012, that poverty rate has dropped down to 16%. yes, it's way too high. but it's still shows these critical programs work and yet republicans want to roll them back, governor.
3:10 pm
>> i agree. eleanor, were you about to say something? >> to give an example of where they could beat us, instead of an absurd proposal like lowering the minimum wage for long-term unemployed people, which is the heart of middle class, i've got a bill that says -- and they like tax credits usually, give employers $5,000 against their payroll tax if they employ a long-term unemployed person. that's far more practical and realistic. if they controlled the house and senate, they couldn't get this proposal, the one to lower minimum wage. why don't we talk about something of the kind even they have done. they have tax credits in their health care bill. let's talk about things that republicans and democrats can do together for goodness sakes. >> and rev, a perfect example -- >> that would help all americans for goodness sake. >> a perfect example is infrastructure, which creates the best-paying middle class jobs. jobs that pay $60,000, $70,000 a

now those on the right argue that this is just $27 million in a budget where nearly $500 million is dedicated to summer feeding program. but since when is $27 million a drop in the bucket? certainly not for poor kids in chicago or in new york, or in atlanta. and at a time when there seems to be so little we can agree on in washington, this seems to be a particularly heartless move from republicans. joining me now is karen finney. thanks for joining me on the show tonight. >> hey, rev. >> so this is just one part of a larger children's food program, but why exclude urban poor kids at all? especially when we were aulgs together in this same particular program? >> if i'm not mistaken, this program was at $87 million, and
