operation in phoenix. that is where it all started and he is going to be axing the performance-based bonuses for the senior leaders and eliminating patient wait time as a measure of success. and for the veterans waiting for care, those left off of the lists will be contact and given help h. this comes a day after a white house official said that he is on ice with the growing v.a. scandal. and pressure continues the grow. there are more than 100 lawmakers, by msnbc's count, including democratic senators who are calling for him to go. i want to bring in bernie sanders of the veteran affairs committee. senator, good morning. >> good to be with you. >> let me play for you a little piece of the sound that we heard from general shinseki, if i can. >> sbintegrity is irresponsible

and i have asked for removal of all of the v.a. leaders, and we will enforce accountability for those who have tolerated or been responsible for the improper scheduling practices at the phoenix v.a. >> and let me hear what you heard from him and did he go far enough? >> yes, what he said is what has happened is beyond words and irreprehensible and those people responsible have to be fired as quickly as possible, tomorrow the, and those practices have to be eliminated. what i also want to say is that we need to pass the accountability bill and which have one that is going to make sense and try to get it up on the floor in a couple of days, but furthermore, "the new york times" reported that at the heart of the issue, chris, is the fact that people don't lie

just because they lie, it is because we need more nurses and physicians in the v.a. system and it is part of the overall crisis, and it is a issue that the veterans committee will focus on as well. if we believe that every veteran is entitled to high quality health care fwheeshgsd the staffing and the accountability to get to make that happen. >> and yes, shocking numbers, 400 vacancies and how quickly could those be filled even if the bill did get passed? >> well, this is what we also want to do. we want to say to any veteran in the country who is on a current waiting list beyond a reasonable period of time is that you should be able to go to a private physician, and to be able to go for a period of time to say that you could should go to a private physician, community health center, and go to the department of defense facility or indian service, and

get these people the needs for them. and what we need is 150,000 physician physicians to address the needs of the american people, and including the v.a. and we will work on legislation to address a that as well. >> he called out the bill specifically, and support for it in the statement this morning before the homeless veterans group, but obviously, he is going into the president's office, and we have heard from the president sort of getting us an idea that he wants to know from shinseki, can you fix it? what do you think that conversation is going to be like ten minutes from now between president obama and eric shinse shinseki. >> well, chris, i don't want to speculate, but this is what i want to say, and make two points here. you may remember back in the year 2003 when the bush administration was rush iing th country to war and when don rumsfeld and the secretary of

defense and other people were saying, you know, it is going to be an easy occupation, and we will knock out osama bin laden and knock out hussein, and you remember who was a young man who got in front of the congressional committee and said, nope, that is not going to be the case. it is going to be a lot harder than that and it is going to require hundreds of thousands of troops and as a result of his statement standing up to the k secretary of defense, unprecedented, he was pushed aside, and history proved shinseki was right. it was an act of great courage. i will also tell you that when he came into office in 2009, do you know how the v.a. was processing claims? they were doing it in paper. 1 million claims a year, and very complicated claims doing it in paper. if you think it is an easy task to go from the paper to the electronic system with the

thousands of e employmployees a the country and they have done it and going to reduce the backlog. you have a tough guy and disciplined guy and i want to see him ending the term by accomplishing the goals that he has establish ed. >> when you say ending the term, are you saying that he should go into the office and offering the resignation? should he be fired, because there are 111 members of congress who are pushing for that. >> no. i am aware of that. no. i think that this is a tough guy. i think that he is -- it is not that he has two purple hearts and served the country for over 40 years burk a tough guy and smart guy. i want to see him be able to complete the job that he started and bring the long needed changes to the v.a. that we have to see. >> jay carney would not directly answer and i don't know if you heard the press briefing yesterday, but he was asked several times, senator, about

the president's support, and he would not give a direct statement of support by the president for eric shinseki, and what do you make of that? >> well, i'm not going to specula speculate. all i know is that you have in a very real sense an american hero. if you ask me, chris, what the problem is. he is not, you know, he is not the great guy in the media. he is a very quiet guy, thoughtful guy, and if you stick a camera in front of him, he does not do particular ly well, but this is a man who throughout his entire life has shown great courage on the battlefield as the head of the army. i would like to see him have the opportunity to make the very significant changes that we need in the administration of the v.a. and be able to complete his job in dignity. >> and understanding that you would like to see this, you have been on capitol hill for nearly a quarter of a century, a when you see the pressure that is coming from the members of congress, and we should say that there is obviously a political component to this that many of

the democrats on the senate side who are calling for his resignation do face tough re-election races, but nevertheless, no doubt about the pressure out there, and not just by the members of congress, but by the veterans groups who are calling for some time for him to step down or be fired, and can he survive? >> well, chris, some veterans have been, and some veterans groups have not. i do understand, you know, the republican party and the koch brothers and others are putting the money into television ads where people are running for reelection and election and it is hard to stand up to that pressure, but, again, my own view is that my own president does not ask for the resignation and my own view is that he does not resign, but my hope is that he brings in the good strong people and brings in the significant kinds of changes that we need in the v.a. >> and senator bernie sanders, always good to have you on the program, thank you so much. >> thank you, chris. >> let me bring in "the new york

times" political reporter and senior political reporter and editing manager amanda terkel and nicolas consessori. >> well, can he survive? >> well, the question is what solves the problem fast, the beheading of the senior official or the punishment is to stay and fix the prob e lems that cropped up on his watch. >> well, that is the argument that we should say that john boehner and nancy pelosi have made if you have a situation where he steps down, does it solve the problem? or does it delay it being fixed? >> sometimes in these situations, having a change at the top can motivate everybody to get it done. and then coming without baggage

and come out without ties to the way things were done before, but as the senator was saying, that shinseki has a record as a reformer at the v.a. and obviously huge problems there, but he was one of the good guys for a long time in the terms of the fixing the paperwork and the backlogs i think. >> and he gave an interview, president obama did with kelly and michael and kind of previewed the meeting this morning, and that is now minutes away, and i will preview the conversation. >> i will have a serious conversation whether he is p prepared and has the capacity to take on the job of fixing it, because i don't want any veteran to not be getting the services that they deserve. >> listening to him, amanda, he said that he apologized, shinseki, and came in like a general would, with a battle plan, and what does president

obama do now? >> well, president obama wants to be reassured that general shinseki can can fix this problem and he has laid out some of the first concrete steps that we have heard about how to fix it. no performance bonuses for the le leadership of the v.a., and he is going to stop giving performance bonuses based on how long the wait times are so that there is not an incentive to fudge the numbers and make it look like the wait times are shorter than they r and he wants to make it easier that he can fire the subordinates who are not doing their job, and congress needs to the pass that legislation. so the question is getting rid of him make it easier to get rid of the problems or if they do get rid of him, congress has to approve somebody new, and that is a tough battle. >> and the president is scheduled for the g-6 and then program for the 70th anniversary of d-day next week, and obviously, this is a president who has liked to take his time, and liked to be thoughtful, and has not moved quickly to remove anyone like kathleen sebelius,

but if he is going to make a move, would it be better to do it sooner than later and not have it overshadow the d-day commemoration? >> well, it is friday. it is a good day for a resignation on friday and it is a a bad day for eric shinseki if that is the case, but there is a political angle here that is crass, but you can take a lot of the heat, the political heat out of the issue if shinseki goes, and now it is not a great reason to do it on its own, but you certainly take it out of the context of the midterm elections and put it back in the context of fixing the problem if you get rid of shinseki. >> and the other question for the president is that in a very literal sense, and we touched on this, if shinseki does end up going, then what? who replaces him? i think that a legitimate question is, amanda, who would want this job given the mess that is out thereb and it is a little bit sarcastic, but it is

a reality. >> i mean, right, a lot of the problems that are at the v.a., they are not of shinseki's making and whoever takes the job after him whether it is because shinseki has to the resign or whether he stays in office, the next person has a lot of problem s to deal with. the v.a. is a mass of bureaucracy and we have veterans from the iraq and the afghan war vietnam other conflicts and this is a huge problem, like you said, and they will have to, who would want this job? they will have to get through the senate, and the congress can't agree on the nominees, and it is, it is a tough job and big job and right now, would getting rid of shinseki, would it be more disruptive or would they find a replacement? >> well, we will keep an eye on congress and see what they will do, because the house proposal to wait for private physician and then the more comprehensive bill by bernie sanders and so nick and amanda, thank you both. >> thank you. >> and we will watch the white

carolina tray goudy is going to find a prosecutorial and fact-finding mission on the talking points of benghazi to find out what happens and i hope that the republicans don't make it a circus and focus on the facts and the issues and if they do, hillary clinton is going to have to answer for this not just in the role now, but as a preside president. >> eye yee that, hogan laid out what we are going to be hearing from the republicans in the coming weeks and months and how does hillary respond? >> well, i would push back to say, to what end? the fact-finding mission to what? what we know and what we are going to see is that this quote, unquote fact-finding mission on going is a political witch hunt to keep hillary clinton from running and winning the presidency, and that is the clear truth of it all. if there were an outcome intended around this to put better policies in place, and rethink the strategy in benghazi, maybe, maybe we could sit down to talk about it in a clear-headed way, but that is not the intended objective here,

and we should be honest about that. >> and let's also talk about that informal lunch yesterday at the white house and kept under wraps until "people" magazine spilled the beans and what do you imagine that conversation was like, hogan? >> i am not sure. i don't think that it has anything to do with the presidency, but it is focused more on benghazi frankly, so it is funny to say, that we are not part of it, but having a private part of it, and the president and now general shinseki is coming to the white house now and the second meeting in as many days with the president's main people at different agencies who have had deaths occur on their watch. it is not a good week for the president and definitely not a good week for hillary clinton, but i would wager to guess that they are having a conversation about how they move forward with this and just what to do with the chapter in the book coming outb, and how the help the democrats, because it is a political football and it is going to be used continually over the next few months as we go into the midterms. >> well, in is what the president had to say when asked

right now, president obama is meeting with embroiled v.a. secretary eric shinseki behind closed doors in the oval office. this morning though, shinseki did not sound like a man who was going to walk in and offer his resignation, and this is what the chairman of the veterans affairs committee told us a few moments ago. >> i hope that the president does not ask for the resignation and my own view is that i hope that he does not resign and my view is that he brings in the strong people and makes the significant kinds of changes that we need in the v.a. >> and nbc white house reporter kristen welker has the latest for us. what can you tell us about the meeting? >> well, in an earlier

interview, president obama said that it is going to be a difficult discussion about secretary shinseki's capacity to fix the problems at the veteran affairs, and one person tells me that he is on thin ice today and that is backdrop as the meeting is under way, chris. of course, we heard from secretary shinseki earlier today when he addressed a a group of veterans about veterans homelessness and a previously scheduled event we should point o out, and secretary the shinseki apologized for the widespread con duck at the v.a. and announced the changes including the fact that he has removed top staff at the phoenix v.a. where so much of the misconduct occurred and the fact that he is not going to be granting bonuses to the senior level staff members at the v.a., and now a couple of key points that he made earlier today, chris. one is that he was misled about exactly how widespread and systemic this misconduct is. he said that he, himself, wasn't

aware of just how extensive these problems were going to be. of course, this is all coming after an i.g. report which was released on wednesday, which is really scathing and showed that wait times a as long as 115 days for some in the v.a. at that the v.a. hospital in phoenix. so that is the backdrop as this meeting is under way, chris, and we are going to be monitoring it all from the white house. back to you. >> and i guess that you didn't get any intel on how long you thought that the officials of the white house would go? >> well, they don't know, chris. it is an open-ended question, and the meeting will last for as long as president obama and secretary shinseki need it to last. we are expecting that secretary shinseki will present the findings of the internal review, which he began when the scandal began and the preliminary findings, and that is part of the discussion so you can expect that the meeting is going to go

on for quite some time. and we should point out that president obama a had expressed the confidence of secretary shinseki up until we got the i.g. report and that is when the white house backed off of giving the robust support of the secretary. >> and now let me bring in jonathan capehart who is the contributor to the msnbc and writer for the free post. and you have the leader of the free world, and the general who are yused to tough discussions, but as tough discussions go, this is a difficult one? >> this is a difficult one, because you have the health of the people who fought for this country, who are on the line, and you have a secretary who today admits that he was misled by his staff, and that he only now knows how, how deep and how pervasive this problem is. he has a lot of people on capitol hill not just republicans, but a whole lot of democrats. >> and now tammy duckworth is

now 112 by msnbc's count of the members of congress calling for his resignation. >> and she is significant, because she is a veteran and lost both of her legs in the iraq war. her coming out and saying that he is a great guy, but it is time for now leadership, that is a tough thing for the secretary to withstand. and the apology is great, but it was not enough to stem the tide, and certainly not enough to tem stem the tide of the calls of resignation from people like congresswoman duckworth. >> and knowing the president and how he operates in these types of situations, what is the calculation and he is considering here as he makes this decision. >> well, as kristen pointed out, the president was sticking behind the secretary until the report came out. we know that the president is very methodical, and he wants paper in front of him and evidence to base the decisions on. i think that the calculation now is going to be is the report so bad that the secretary must go. the second thing, if the s

secretary must go, who is the person who is going to come in to replace him as secretary of veterans affairs and can can that person get through congress? that is the big question. >> and can they to get through congress and fix it? this is a huge fix and this is not something, that, and also, what are the chances that one of the bills that we have been talking about and on the house side, because basically, you can't go to the doctor and go to the private doctor, and much broader bill on the other side that bernie sanders talked about on the top of the hour, that is congress going to do anything? they are talking a lot about it, but will they do anything about it? >> that is the 64,000 kwrz question, will they do anything, and we have been in situations where we think that congress will actually do something to ameliorate the problem and thinking of shooting of newtown and sandy hook, and nothing happened. the possibility is that something with this from congress won't happen. but congress isn't the issue here. it is the v.a. and having a

secretary who is going to get in there and fix it. remember, this scandal is not something that just popped up on secretary shinseki's watch. this is something that everybody has known about for years and this predates president obama and predates if you read mother jones, david korn going back to george w. bush and one that needs to be fixed. >> and one that was foreshadowed by general shinseki when they talked about going to war according to congressman sa sanders, and so it is a complicated issue. and jonathan, by the way, we should let you know that mr. capehart is going to be fill ing in for joy reid today on the "the reid report." >> and coming up, everybody is talking about edward snowden and everybody has an opinion. he is going to take center stage in this week's "reputation report" coming up.

congress is taking new action to combat a shocking problem. more than $4400,000 rain kits remain unused across the country. congress cleared $5 million the clear the backlog, and that includes $36 million already in the budget. it includes photo evidence and rain kit evidence when a rain victim seeks medical treatment. ronan farrow spoke with one woman whose rain kit had sat for nine years. >> i had been attacked in my home, so i consented of the invasive procedure of invasion of my body. >> some liken it as another assau assault. >> it was. >> the biggest city with a ba

backlog is 12,000 in memphis. the mayor announced on the "roen and farrow daily" that they have made a challenge grant towards the estimated $6 million needed to clear that backlog. joining me is the host of the "ronan farrow daily." >> good to be here, chris. >> it is boggling the mind what these women have gone through, and now to know that so many of them have had the kit sitting there and waiting and why? money? >> it is really a startling number, the 400,000 kits around the country, and each of them is a victim without justice. and we talked to so many women who are in this situation, and it is, you know, potential ly both genders, but mostly women we are talking to, and law enfor enforcement officers, and mostly, these are good officials trying to end the backlog and want to see more rapists pros u cue -- prosecuted, but what happened is that it is daunt ed

by the number of resources it takes to the prosecute and try cases like this, and as the mayor said, there is an element of sexism, and skepticism of the claims across the board, and just one too many cases each year of pushing the case away and leaving it on the shelf and not investigating. >> and the crazy thing is that the woman that you interviewed, nine years later when they finally test it, they get a serial rapist off of the streets. i mean, the imperative for justice and for avoiding other rapes is unbelievable. how is she doing here? >> well, this is going to cross the state lines and a case like memphis with 12,000 kits and potentially that number of rapists who have not been found, they can be repeat offenders and cross the state lines and this is a security problem for all of us, and so it is resonating in terms of the personal stories and what it means in terms of our safety.

>> it was so incredibly brave of her. >> you asked how she was, and she is one of the amazing women who is powerful, and gone on to graduate from law school and brought a lawsuit, one of several against the officials who didn't test her kit, so she is fighting back, but it took away years of her life while there is someone that she knew had committed this against her, and was still at large and potentially victimizing other people, which it turned out was the case. >> and yesterday, you launched a call to action on the show, and tell us about that, ronan. >> well, we are having our viewers and viewers off all of the programs here on msnbc to sign a letter to the chairs of the ap 3r0proacpriations commitn both the senate and the house side to ask can for funding of this, and as it turns out, there is a current appropriations bill that would include more than $40 million to end this backlog and all of the city officials around the country that we talked to said that regardless of where the problem came from to end it is going to require for resources than they v and so it

to the question, is edward snowden a patriot or traitor? 41% said a traitor and 50% a patriot, and what did you find? >> well, we look at twitter, because lot of other social media platforms and we are seeing that he is trending much more negatively than just on the twitter map. more people, depending whether you put the personal or the ethical filter are seeing him as a traitor, and a lot of questions raised, if you love your government enough to work for it, why would you share this information? a lot of answers that we will never know, and because we are talking about the ci, and the nsa, and younger people really get that this guy has talked about things kind of sort of said that the emperor has no clothes. and the more perhaps more older americans, people, who are more established, and more government

suppo supporters who are not as young are saying, no, this guy did wrong. he is a traitor and he has to pay. it is interesting, because i don't know the whole story of this, chris. that is what happens when you deal with these kinds of organizations. >> and we also saw big social media reaction to the tragedy not far from where you live, the deadly shootings at the and the stabbings at uc santa barbara, and it sparked the #yesall-women, and what did you find about that? is. >> huge, huge volume. it is hard to distinguish the positive and the negative, because of the semantic issues that people were so shocked by the killings, themselves, but what we did find that is really unique on the internet is that we were talking about the millions of hashtag uses for yes all women and it is a ground swell. this is truly a grass roots movement, and some organizations latched on eventually, but it started from women, themselves, and women who heard about the shooting, and women who read

part of the young man's man fes toeshgs and really -- manifesto, and a chance for women to say, i'm empowered and you have to understand that our path in the world is equal to yours, but it may be different than yours, and it stirred really, really amazing discussion, and i think that it helped a lot of women to band together to deal with something that was horrific. >> and finally, let me ask you about first lady michelle obama, and the first ladies don't generally get involved in po politics burk she is in a highly publicized food fight with republicans, and they were not allowed to plok an effort to allow schools to opt out of nutrition standards favored by mrs. obama and how is the social media responding? >> well, mixed. in some measures she is slightly positive and in some, negative, but you have struck something. it is out of character for mrs. obama to get this far out in
