hagel and susan rice claim? >> they're saying this is extraordinary circumstances, although it's a prisoner swap, a way to negotiate an end to the war, it didn't work out a couple years ago, but the taliban came back and talked about this. that's the way the administration is talking about it, and that bergdahl's health was failing, they needed to act quickly. the republicans are concerned they could end up back on the battle field. but the government of qatar put restrictions on them. the republicans are going to follow up with the concerns that the u.s. government is not following the law in telling congress ahead of time, and also they are negotiating with terrorists which they have concerns about with the taliban. but the u.s. is going to say these are extraordinary circumstances. >> and we're pulling out of afghanistan, and we got the only known p.o.w. back in our possession with his health

deteriorating. they didn't give clear details how his life is at risk. it may set a precedent even after the white house insists negotiates were never made. >> republicans have broader concerns there could be more folks released from guantanamo baby the president. the president said he wants to close it. he said in the state of the union that's one of his goals this year. these are five of over 150 or so prisoners there, but this could be a test case. the republicans fear the administration is moving forward. >> quickly, touch on the epa greenhouse gas restrictions for power plants today, the president and republicans going at it. the new rules would require them to slash the carbon emissions 30% by 2030. the president said i refuse to condemn our children to a plannette that's beyond fixing. and the republican critics say
