at 4:00. "the ed show" is coming up next. good evening, americans, and welcome to "the ed show" live from detroit lakes, minnesota. i'm ready to go! let's get to work. >> this whole exchange is shocking to me, and i'm very disappointed. >> we're all grateful that he has returned. >> but just how bergdahl was freed has sparked a political firestorm. >> it is going to put american lives at risk. >> we didn't negotiate with terrorists. >> the number one way that al qaeda raises money is by ransom. >> we found an opportunity, we took that opportunity. >> we have now set a price. >> this was a prisoner exchange. >> we're all grateful that he has returned. >> and had we waited and lost him, i don't think anybody would have forgiven the united states government. >> after nearly five years in captivity, their son, bowe, is
2:01 pm
coming home. >> i understand the great joy and happiness. >> i told you he wouldn't be left behind. >> you are free, freedom is yours. >> we're all grateful that he has returned. i think there are legitimate questions. >> good to have you with us tonight, folks. thanks for watching. let's start with your son's coming home. your son has been in captivity. your son has been held by the taliban, a terrorist organization, and your son is coming home because the president of the united states made it happen. and you turn on tv and you see a political party just string out the talking points. yeah, but it's not good enough. what is wrong with these republicans? we have the lead story across america today. the president of the united states through his power as commander in chief has made sure that an american in captivity is on his way home, and the
2:02 pm
republicans have a problem with it. they're worried about the price. what price? i remember when we went into afghanistan, when we went into iraq and on cars all across the country, there were signs and flags, "we support the troops." really? which troops do you support? the ones that are in captivity or the ones that are maybe never going to get out of captivity? republicans are playing a political game that is very nasty. they're not fooling anybody. they're outraged that president obama has reached a deal to get a united states prisoner of war released. aren't we on a war footing? isn't that what this is all about? we're on a war footing? army sergeant bowe bergdahl was taken hostage by the taliban in afghanistan five years ago. take a good look at this guy. that could have been your son. your son in captivity, a hostage for five years.
2:03 pm
he's coming home and there's a political party that has a problem with it. oh, they say that they're really happy. john mccain says he's really happy that he's coming home, but the big crystal ball of the republicans says that this is going to put american lives at risk. have you noticed that everything president obama does as far as the conservatives are concerned puts american lives at risk? it's kind of a pattern of behavior here, isn't it? officials were concerned that his health and safety were at serious risk and they had to do something. by the way, he was the only united states soldier being held hostage in afghanistan. on saturday, u.s. officials agreed to a prisoner swap to get the sergeant released. five members of the taliban were released from guantanamo bay in exchange for bergdahl. and there are conditions to this agreement. now look at these men who were on the screen right here. now, if you are an american, do you think this is a good deal or
2:04 pm
do you think this is a bad deal? do you feel that this is good that an american family is going to get their son back? these men right here on the screen have been held in captivity. we're not prosecuting them. we're not doing habeus corpus. we're afraid to bring them to the united states and go through the judicial process. we really don't know what to do with these guys. so why not give five of them away and get an american back? oh, no, the republicans can't look at it that way. the former detainees will be under watch in qatar for a year, and they are to have no contact with the taliban. the deal has republicans crying foul all over the place. congressional republicans are complaining that president obama, whoa, didn't give notice for 30 days releasing the detainees. republicans are using a united states prisoner of war as a political tool in an attempt to make president obama look bad. that's the story.
2:05 pm
they love praising soldiers and veterans until they can use them to slam the president. republicans wasted no time running to the cameras or sunday. here we go. first up, canadian senator ted cruz of texas says president obama might be putting a price on other u.s. soldiers. >> the question going forward is, is have we just put a price on other u.s. soldiers? what does this tell terrorists? that if you capture a u.s. soldier, you can trade that soldier for five terrorists we've gone after? >> if you were president you wouldn't have negotiated? >> i do not think the way to deal with terrorists is through releasing other violent terrorists. >> ted cruz has zero credibility. he has zero foreign policy experience. he's a guy from texas who doesn't have a clue. all he knows is that he's got a big name and a big state behind him and he can get on any show
2:06 pm
he wants. anything to take down the president. there's nothing american about ted cruz. senator john mccain also, well, he had to jump in too, you see, because he's a former p.o.w. himself. praise him for his service to the country. but this senator made it clear that he too thought it was a bad deal. >> there are legitimate questions about these individuals who are being released and the conditions under which they will be released. these are the hardest of the hard core. these are the highest high-risk people. and others that we have released have gone back into the fight, that's been documented. and it's disturbing to me that the taliban are the ones that named the people to be released. so all i can say is we need to know more information about the conditions of where they're going to be and how. >> truly spoken by a man who lost to president obama in 2008.
2:07 pm
what do you expect him to say? then, of course, we have michigan congressman mike rogers who's going to be the next hot thing on talk radio in america. that's a hell of a job. the chairman of the house intelligence committee said that it was dangerous to negotiate with terrorists. >> the methodology and what we used is very troublesome. remember -- >> and by the methodology, you mean? >> negotiating with terrorists. we have now set a price. so we have a changing footprint in afghanistan, which would put our soldiers at risk for this notion that if i can get one, i can get five taliban released. >> yes, we have set a price. we certainly have. and we've also set a precedent. when the president of the united states says that if the pakistanis are unwilling or unable, i will go in and we will get osama bin laden. but that's not good enough. we've now set a new price on what we're going to do with terrorists in the world. mr. rogers and mr. mccain, if
2:08 pm
that was your son or daughter, would you have done this deal? this is typical republican fear mongering. these republicans are using the release of a united states prisoner of war for a political tool. republicans should remember they told us we're on a war footing, we're at war. prisoner exchanges are common place in armed conflict. in fact, in 1985, ronald reagan gave 1500 missiles to iran in exchange for prisoners. what do you think, you do the calculation, folks. do you think 1500 missiles are a little bit more dangerous in the hands of those folks than five guys who are going to be on pro fwha -- probation in qatar? and then we have president george w. bush, who released over 500 detainees from guantanamo when he was president, but i didn't see any republicans complaining then. they didn't run out on the sunday shows going after the president. on sunday defense secretary
2:09 pm
chuck hagel put these republicans in their place. he said that this deal was standard operating procedure. >> we didn't negotiate with terrorists. as i said and explained before, sergeant bergdahl is a prisoner of war. that's a normal process in getting your prisoners back. we are dealing with terrorism and hostage taking all the time everywhere. i think america's record is pretty clear on going after terrorists, especially those who take hostages, and i don't think what we did in getting our prisoner of war released in any way would somehow encourage terrorists to take our american servicemen prisoner or hostage. >> secretary of defense chuck
2:10 pm
hagel, who does know something about combat. president obama did the right thing by getting sergeant bergdahl released. meanwhile, republicans are playing both sides here. they're upset with the deal, but at the same time they're very happy that bergdahl was released. >> look, all of us celebrate with sergeant bergdahl, with his family. looking at his parents there, that's emotional and that's powerful. >> i understand the great joy and happiness of the bergdahl family and friends and we're all grateful that he has returned. >> well, obviously we should be happy for the family. they have gotten their loved one back. that's very, very important. >> what an insult to the bergdahl family. an absolute insult. if ted cruz were in charge, if john mccain were in charge or if congress in next year's talk show host of the year, mr. rogers, if he were in charge, bergdahl would still be in captivity. bergdahl would not be released if those three guys had anything to do with it. but they're really happy, and
2:11 pm
they want to go celebrate with the family. although if they were in charge by the way they talk, we could easily come to the conclusion that, no, they wouldn't have done this deal. either this is a good deal or it's a bad deal. their hypocrisy on this issue is absolutely stunning. throughout the history of war, deals like this have been made shall as hagel explained. a soldier's life has been saved. remember, we support the troops. republicans can't stand it because it makes president obama look good. this is a new level, a new level of dirt that's being thrown out by the republican party and these folks on the sunday shows. they have no boundaries, they have no decency and they don't have the guts to say if that was my kid in captivity, i wouldn't have done the deal. i didn't hear that. bringing down obama is what it is all about. get your cell phones out, i want to know what you think. tonight's question, did president obama make a good
2:12 pm
trade? text a for yes, text b for no to 67622. you can always go to our blog at ed.msnbc.com and write on our blog if you think that if it was your kid you would have wanted the president to do this. for more let me bring in congressman john garamendi of california. congressman, good to have you with us tonight. >> thank you, ed. >> is this a good deal? was this the right thing to do on the part of the president and our armed forces? >> yes. categorically yes, it was. we've always exchanged prisoners. here we go one more time exchanging prisoners. these taliban were picked up during the early days of the war in afghanistan and they were fighters, they were fighting against us. they were the other side. now we have a prisoner exchange. and let's remember, ed, that the underlying ethic of the army and the marines and others is we leave no one behind.
2:13 pm
they say that over and over again. we leave no one behind. that means that those that are alive, such as this prisoner, mr. bergdahl, and it also means those killed on the battlefield, they're not left behind. and this man is now back in the -- will soon be back in the united states. that's the right thing to do. of course there are going to be questions about how exactly it was done and some of the details, but the fact of the matter is we've had a prisoner exchange. good all the way through. >> congressman, can you clear for our viewers tonight about a 30-day notice that the president allegedly is supposed to give congress, what is that all about and what's the detail on that? >> well, apparently in last year's national defense authorization act there was a sentence inserted that said any prisoners leaving guantanamo, the congress needed to be notified 30 days ahead of time. i don't think they ever envisioned, and certainly i
2:14 pm
didn't, because i'm on that committee and aware of the bill, that it would be a prisoner of war exchange. and that's exactly what we have here. so a little different circumstance. obviously the 30 days was not done and certainly the committee is going to take umbrage at that. but i must tell you that there are many other deadlines that are put in place in the national defense authorization act, probably several hundred. some are kept, others are not for a variety of reasons. so here we have an issue. they're certainly likely to make something of it. let's go back to the underlying fact here and that is that the united states military leaves no one behind. we do everything we can to get our prisoners back, to get those that are missing in action, to find out what happened to them. and we're still attempting to do that as far back as the korean war. as ugyou said, ed, prisoner exchanges are common in every war. >> congressman, some people are
2:15 pm
calling this guy a deserter. what are you hearing about this? and does that matter in the circumstances of his disappearance? does this play into whether we should have done this deal? >> no, it doesn't play into that at all. we get all of our men and women back, period. whatever the circumstances was on how he left that post, we don't know. we've certainly not heard from him about it. we will. we'll learn more about it. i don't know what to make of all those discussions. i think they're rumors at the moment. we'll find out more along the way. but go back to the fundamental ethic of the military, and that is no one gets left behind. >> congressman john garamendi, appreciate your time tonight, thanks for joining us. let me bring in now colonel lawrence wilkerson, former chief of staff of former secretary of state colin powell. good to have you with us, mr. wilkerson. your reaction to the likes of your party members, ted cruz,
2:16 pm
john mccain and almost their blej rent attitude to the deal that was made here. thank you for joining us. >> sure, good to be here. i want to take the discussion a little bit beyond where the congressman and you and others have discussed to this point. all important points, no question about it. it was a prisoner exchange, it was very much in consonance in what we've done before but what we've done gives me the slightest bit hope about the situation in afghanistan post the withdrawal of most of the forces. look at how carefully these people were selected. look at who participated. the shaikh from qatar. and look at how it was crafted. yes, it's great that we got our soldier home, that should be our fundamental interest, but i'm
2:17 pm
looking at this from the perspective of maybe, because of the people that were selected for the exchange on the taliban side, maybe we are looking at the first hint of reconciliation, the first hint of being able to work with people in afghanistan who are going to be there long after we leave and who are going to be necessary to some sort of stability, some sort of successful future for afghanistan. i was growing really dismal about that prospect. >> well, mr. wilkerson, you know, john mccain, who's been around this business a long, long time, claims that this is going to put american lives at risk. what's your reaction to that? >> i think that's poppycock. as you said earlier, that's just political throwing rocks around because they want to win the midterm elections, they want to take control of the senate and they ultimately want to do all the damage they can to president obama. what i'm talking about is the future of afghanistan and ultimately the future and safety
2:18 pm
of those american forces who do remain in afghanistan. there will be no solution, no successful future for afghanistan, without people like those who were released, as much as we might hate to admit it, without their participation in whatever comes post karzai. we've got to have some reconciliation between those taliban who are still very effective and very much a part of afghanistan and those forces that are backed by the united states and that are politically in charge of afghanistan right now. without that kind of reconciliation, there is no future for afghanistan and, as you said, our troops will be in grave danger. >> all right. colonel lawrence wilkerson, i really appreciate your time tonight. thanks for your insight on this story. thanks so much, i appreciate it. coming up, ted cruz is gaining momentum for 2016 and a presidential run. rapid response panel weighs in on that. here we go, environmental protection agency regulations on coal have conservatives just

a lot of positive commentary for standing up under that criticism and now entering into the political arena for a state senate seat in california. how do you feel about going into tomorrow's primary, and is this what you want to do for a career? >> well, i feel great about tomorrow. we have incredible momentum going into election day. we've announced a number of great endorsements just recently. folks like the lgbtq pride pac, wolf pac, various elected officials around the district. i've been most heartened tovt endorsement of both of the local newspapers that have weighed in, especially because they wrote that this is not just about my national platform and the leadership and the character that i displayed in how i responded to the attacks against me, but that it's about my clear and specific policy ideas and my understanding of local issues, because that's really where i've been focused during this
2:26 pm
campaign. so we have amazing momentum. i'm really excited about tomorrow, but it's going to be a very close election. >> and what are the voters in your district most concerned about? what do you continue to hear? >> well, you know, i think that they're looking for someone who like me is going to get to sacramento and focus on environmental protection, on preventing climate change and global warming and protecting our coast as well as investing in education at the early childhood level, the public school level and affordability of higher education. but i'm hearing from a lot of people around the district that they're very concerned about some of what they have seen in this campaign as well, some rather disturbing independent expenditures, special interests coming in and trying to take these decisions away from voters, as well as some of the unfair and personal attacks against candidates. and i'm very proud of my campaign because i am actually the only leading candidate who has not engaged in those kinds of tactics and who is not
2:27 pm
beholden to special interests. this campaign has been funded by at this point over 1800 different individual donors. our average donation size is still $250. so i'm accountable to the voters, and i'll be able to be an independent representative speaking and fighting for them in sacramento. i'm really proud of that. >> now, sandra, one final point i want to make is that, you know, the epa today came out with an announcement that they want to reduce carbon emissions by 30% and there's some polling out there now showing that even in republican districts, this is what the american people want. you know, it's going to be hard to get because of the corporate interests. where do you stand on that? do you support what the epa did today? and of course in sacramento there's going to be a lot of decisions about energy. take us down that road. >> no, i absolutely think we need to invest in clean energy. i want to see california increase our renewable portfolio standard, the percentage of our
2:28 pm
energy that comes from clean energy sources. and we actually just unfortunately saw a very important piece of legislation to put a moratorium on fracking that was held in committee. so i'm very anxious to get there and to fight for california to continue to lead the way on these types of issues, because they are so critically important. i mean for us in california, water is a huge concern and i have a plan to make sure that we're doing what we can locally as well as around the state to conserve, to recycle and to capture rainwater as well. >> sandra fluke, all the best. good to have you with us on "the ed show." >> thank you, ed. >> we will follow up for sure. thanks so much. you bet. still ahead, ted cruz comes out on top in the southern straw poll for 2016. all i can say to that is oh, boy. so much for the new republican party. and later, president obama is taking real action to combat climate change, while conservatives continue to deny,
