in full swing. breaking news this morning, secretary of state john kerry has arrived in baghdad to meet with iraq's shiite prime minister and top sunni and kurdish leaders. kerry is touring the middle east for talks on the conflict in iraq. isis, an al qaeda breakaway group, has seized territory including the city of mosul. over the weekend kerry said isis remains a threat to all countries in the region. nbc's tracie potts is in washington. what can we expect to see from secretary kerry's diplomatic tour this week? >> reporter: a lot of meetings in baghdad today, frances. we just got word early this morning that he hit the ground in baghdad. he is due to meet with several leaders there today. his goal is twofold. not only to deal with the violence and the u.s. response to that but also underline problems as the u.s. sees it with iraq's government. >> reporter: in iraq today, secretary of state john kerry meets with the prime minister, sunni and kurdish leaders.

while he was in jordan, isis militants launched a new attack near the iraqi/jourdardanian bo. >> he's going to meet with the qatar, with saudi arabia, with other sunni nations and say, look, we need your help. >> reporter: in egypt, secretary kerry hinted iraq needs a new leader. >> the united states would like to see the iraqi people find leadership that is prepared to represent all of the people of iraq. >> the time may very well be arriving when he should step aside and allow someone else who can help unify the country to take hold there. >> reporter: back home, washington is debating whether sending 300 military advisers to iraq is enough. >> when we're arguing over 300 advisers when the request had been for 20,000 in order to do the job right, i'm not sure we've really addressed the problem. >> do we want to send 100,000 troops in or are we willing to have 4500 young americans die to

save a city like mosul that the shiites won't even save? >> reporter: president obama defended his decision. >> what we can't do is think that we're just going to play whack-a-mole and send u.s. troops occupying various countries wherever these organizations pop up. >> reporter: iraq's airstrikes don't seem to be enough. isis militants cap tatured two e towns near the syrian border. let's talk about why that's a concern. it's because having those strongholds right on the border of iraq and syria, it gives the militants a better supply line of people and equipment into iraq. so that's a concern this morning, frances. >> we'll see the outcome of that visit. tracie potts for us from washington, thank you. the israeli military has bombed a series of targets in syria in response to what officials are calling an intentional attack. a spokesman for the israeli military says a 13-year-old boy was traveling with his father when they were targeted by forces in syria. the attack killed the boy and injured two other israeli

civilians. the israeli military says its warplanes struck nine targets including a syrian military headquarters and direct hits were confirmed. there has been a breakthrough in the search for a missing firefighter. search teams found the dog belonging to a california firefighter mike hurdman on sunday but still no sign of its owner. the 36-year-old fireman has been missing for more than a week in the forest. he had been on a camping trip with a friend when he disappeared. he was last seen chasing after his dog when it ran off. search crews have scoured more than 50 square miles in the past week. they say the efforts will be scaled back in the coming days. the pilot of malaysia airlines flight 370 is reportedly the chief suspect in the disappearance of the plane. according to "the sunday times on or about malaysian police say if foul play was a factor, captain shaw is the main suspect. investigators say he made no future work or social plans after the march 8th flight. as part of the inquiry into the

here. >> they need a break. omaha, sioux falls, sioux city, minneapolis. that was a rough week last week. some incredible amounts of rain that fell. and now we're watching it further to the south. and that's great because right now we still have a bad drought. northern texas. that area of red and dark red is where we're in extreme or exceptional drought conditions. that's where we need the rain. and guess what? last night we saw it, and it still continues this morning over this area. we'll take a half inch in oklahoma city. we'll take an inch in amarillo. wichita falls is one of the driest places in this region, and they have strong thunderstorms at this hour occurring. so, you know, we don't want any damage, and we're not going to get a lot with these, but we are going to see beneficial rains especially throughout the next two days in oklahoma and north texas. we have a lot of other areas with a chance of rain on this monday. more of your typical afternoon thunderstorms in the deep south, florida, right through the middle of the country. we hold on to another day, maybe two great days. new england and areas from baltimore to new york city, i mean, what a great stretch.

if that fundamentally changes in november, i think it will be a new day for america and a new direction. after making headlines for telling abc's diane sawyer that she and bill were dead broke after leaving the white house, hillary clinton has been asked about her net worth. in an interview with "the guard," clinton said she and bill pay ordinary income tax, and like a lot of people who are truly well off, not to name names, and we've done it through dint of hard work. the house committee is holding a hearing today to find out why a number of e-mails relating to activities of lois lerner were lost. she has yet to testify concerning the irs targeting the tea party and other groups. it's a little easier for recent criminals to buy a gun in west virginia thanks to a change in gun laws. now anyone with a concealed weapons permit issued after june 4th can buy a gun from a licensed dealer without having to go through a federal background check. representative john-patrick

maloney of new york has become the second member of congress to legally wed his same-sex partner while in office. maloney married his partner of 22 years over the weekend with their three children by their side. and new york city mayor bill de blasio and his family took part in the annual coney island mermaid parade over the weekend. organizers say de blasio is the first mayor to come in full costume. there's the family photo right there. and of course they went all out. de blasio sported a pirate outfit complete with hat, puffy shirt and fake sword. and that's your morning dish of "scrambled politics." that's the way you do it. you go big or go home. joining us this morning is "washington post" reporter. thanks for being with us this morning. >> hi, frances. >> let's start with this. secretary of state john kerry landed in baghdad just a few hours ago in that unannounced visit. and this is being described as a high-stakes mission to press iraqi prime minister al maliki and other leaders to quickly form a government, especially with insurgents there making progress with more towns, border

crossings. so what is most at stake here? >> well, frances, this is something that president obama has emphasized several times now in the past couple weeks. he said that if president maliki and the iraqi government expects the u.s. to come with more military force, maybe airstrikes to help support their government and the country, the united states expects something in return, and that is for the maliki government to become more inclusive of the sunni minority population. the u.s. believes that because he has not been, that has contributed to the country sort of -- that population being more isolated and parts of the country have now been overrun by this isis group. i think what you're going to have to see is how maliki responds with u.s. pressure from john kerry. >> let's consider the 300 u.s. military personnel advisers headed to iraq. in that sense, is the president doing too little, too much, or is it just enough? >> well, this is a difficult position for obama who's tried to obviously bring back u.s. forces. he's been criticized now by republicans for not leaving some

sort of smaller force in the country three years ago when he sort of declared an end to the u.s. participation in that war. and that sort of led to sort of the weakening of iraq's defenses. i think from the president's point of view, he's still acting somewhat cautiously, you know, and saying if we're going to do airstrikes, we're going to first send in this group. they're going to do intelligence gathering and maybe pick out some targets before we do anything more. >> all right, david. let's turn to this now. we are getting to learn more, hear more from kevin mccarthy. he told fox news that it is harry reid and the senate, not president obama, who is hard to work with. so what's your takeaway with the finger-pointing towards reid in the senate and not the president? >> well, you heard him say in that clip that, you know, if we could make a change and have republicans take over the senate in the fall, it will be a new day for america. certainly a new day for republicans. you know, the house looks at harry reid and says, look, he moved to end the filibusters by employing the so-called nuclear option. he got that through the senate
