"first look" is up next. good tuesday morning. right now on "first look" -- it was a nasty, heated congressional hearing with the irs commissioner over potential crimes committed and lost e-mails. a mississippi runoff that mixes race and tea party tactics that has incumbents very afraid. secretary kerry working overtime while new poll numbers put greater pressure on obama. the undeniable fact is that billions of dollars in damage that is just ahead. good morning to you, i'm frances rivera. today could be another showdown for irs commissioner john k

koskinen about missing e-mails that may have contained prejudice. several are accusing the agency of covering up a scandal. at least one lawmaker compared them to watergate. i'm joined by nbc's tracie potts in washington, d.c. tracie, what can we expect? >> reporter: today we'll hear from a white house attorney connected to all of this at the time. remember the investigation started with questions about whether or not the irs had unfairly targeted conservative groups that applied for tax-exempt status. now it's taken a bit of a turn, and lawmakers want a special prosecutor to look into why some of the evidence disappeared. two years worth of e-mails that congress wants to see have been destroyed, and some republicans think that was no accident. >> you possibly had people at the irs who were committing crimes, and they're not being held accountable. >> reporter: the e-mails were to and from lois lerner who headed the office that determined

whether groups seeking tax-exempt status are too political. some conservative groups faced extra scrutiny. lawmakers believe the e-mails could explain why. but the irs says he first learned in april that her hard drive was destroyed after her computer crashed and backup tapes were recycled. >> why did you wait so long? >> we were going to wait until we produced all of her e-mails. >> you can't give us all her e-mails because you lost some. >> reporter: the irs blames budget cuts. >> especially at the irs. >> reporter: democrats defended the irs, noting tens of thousands of e-mails were submitted. >> they show this was not intentional, this was not nefarious, this was not a conspiracy. >> reporter: much of the hearing was tense. >> i asked a question. >> i answered it. i did not say i would provide you e-mails that disappeared. >> my time has expired and i've lost my patience with you.

>> i don't think i've seen a display of this kind of disrespect in all the time i've been here in congress. >> reporter: so you can see just how tense it was late into the night. and they resume this morning. this morning the panel hears from jennifer o'connor, white house counsel, but she used to be at the irs. she was there while a lot of this was happening, and she's been subpoenaed to testify today. frances? >> we'll see those fireworks continue today. thank you. it is runoff day in mississippi's republican senate primary. the race between tea party-backed chris mcdaniel and 42-year incumbent thad cochran has been one of the most bizarre and intensely fought races in the country. you may remember that four mcdaniel supporters were arrested for photographing the ailing wife of senator cochran. now a staffer on the cochran campaign has been arrested this time for allegedly destroying or stealing mcdaniel campaign signs. the latest poll conducted by a democratic firm has mcdaniel up

over cochran. and now the mcdaniel camp is preparing to send in poll watchers, a tact republicans used to intimidate black voters in the south for decades. the justice department will be monitoring the situation. the united states has reached a key legal agreement with iraq to protect the 300 special operations forces currently deployed there. the pentagon announced monday that the military advisers would not be prosecuted under iraqi law. as part of the deal, the advisers would be protected by diplomatic immunity, similar to what embassy staff are entitled to. as the crisis escalates, here at home, there seems to be growing opposition to america's involvement in the conflict. according to the latest poll, more than half of those surveyed don't support president obama's handling of the crisis. three-quarters of those surveyed believe the iraq war did not justify the high number of casualties. and president obama's foreign policy has come under fire with nearly 60% saying they don't

support his strategy. roughly 170 children across the country are in safe hands after a nationwide sting against sex trafficking. the fbi announced monday that more than 280 people were arrested during the week-long operation. the crackdown covered more than 100 u.s. cities and targeted places such as casinos, escort services and strip clubs. the fbi said the operation sends a clear message to perpetrators. >> the lesson of operation cross country is that our children are not for sale, that we will respond and crush these pimps who would crush these children. >> this is the fbi's eighth operation over the past decade, and they've rescued more than 3500 children so far. a 3-year-old girl allegedly asked to leave a kfc because of her facial scars following a dog truck. it seems it may be an elaborate hoax. according to reports, kfc hired investigators to dig deeper into the story. they combed through security

video where the incident allegedly took place, but they found no evidence of the little girl ever being there. there was also no record of the meal she apparently ordered that day. kfc had apologized and donated tens of thousands of dollars to help pay for the little girl's medical bills. hillary clinton is getting support from katy perry. perry posted a picture of the two of them on instagram saying she'd write clinton a theme song if she needed it to run for president in 2016. she also posted to twitter where hillary later responded. clinton referenced one of perry's hit songs when she wrote "well, that's not a hard choice. you already did! keep letting us hear you roar." from nbc.com, jogger who found missing 8-month-old says she's lucky. the woman constitutionstumbled baby girl and had no idea there was a massive search that was launched. police are searching for the kidnapper. this morning we take you to

sports and the world cup has its first four contecontenders. tied at 1-1. t brazil seals the win, adding two more. one step closer to their sixth championship title. >> goal! >> yeah, well, they know how to celebrate, checking out their coach here. look at him. yeah, mexico getting a 2-0 lead against croatia. both teams could have advanced with a win, but mexico dominated, winning 3-1. chile and the netherlands also advance to the knockout round, filling the first four slots. brazil facing chile and netherlands facing mexico. world cup play continues today at noon eastern. it is virginia versus vanderbilt, game one of the college world series. virginia leads but that's all about to change. third inning, virginia's pitcher walks consecutive batters.

hoffman reportedly called police claiming to be shooter adam lanza threatening to kill them. he could go to prison for five years. we are getting a revealing look inside the early years of the first family. michelle obama sat down with abc's robin roberts at the white house summit on working families. she talked about interviewing for a job as a young mother. >> i didn't have a baby-sitter, so i promptly took sasha to the interview with me, and i thought, look. this is who i am. i've got a husband who's away. i've got two little babies. they are my priority. a new report is getting a grim outlook on potential effects of climate change in the u.s. the estimated cost of high temps, $12 billion per year. extreme storms, $35 billion annually. and rising seas putting up to $106 billion worth of coastal property under water. and there's a small chance that by the year 2100, losses could reach $700 billion.

intimidation and race between senator thad cochran and chris mcdaniel? >> i thought you would do the watergate buildup at the beginning. yes, there was a racial angle. i would say there are so many it's hard to say it's only going to be about race. the threats that there are going to be these poll watchers maybe trying to keep some black voters out of the polls, you know, democrats, if they want to in mississippi, can vote in the republican primary, and thad cochran, the longtime incumbent, feels like he might be able to get some of those votes. so yeah, that's one angle, but god, there are so many. to me the high point were the bloggers who snuck into the nursing home -- i guess we should call it the low point. >> yeah, that's the whole other factor, taking a photo and video of a wife there who has dementia and then that video comes out. and it's getting nastier, political campaign signs. >> it's ugly, frances.

but you do have to see it, i think, in a slightly broader context. there is an incumbent senator, a kind of old-line regular guy, thad cochran, who's been very good at bringing the bucks home to mississippi. and chris mcdaniel, this tea party challenger who really does seem to have all the passion at the end. so it will be another one of these tests like we saw in that eric cantor race a couple of weeks ago about whether this new, emerging tea party faction can beat the old guy. >> i know you're watching like everybody else. very quickly, how about the push to impeach president gulf of mexico. we've heard it before, but now you've got south dakota voting for a resolution, calls for congress to begin the impeachment process. any legs? is that going to go anywhere? >> i don't know that anyone really cares what the dakota legislators think on this. in fact, the dems would probably be lucky if they push it further because there's that overreach tendency. >> right. >> that maybe it makes obama look a little more moderate in the equation. don't worry about that one, president.
