morning. this is "way too early." good morning, i'm mika brzezinski. welcome to "way too early" where there's really no such thing as lunch, but it is beach cover-up day. allen, where's yours? you didn't know? you don't have your pineapples? too bad. we begin in mississippi where it is decision day again for voters. polls will be opening up in a few hours for the republican senate runoff. chris mcdaniel looking to defeat six-term senator thad cochran after failing to win the primary outright three weeks ago. in his final pitch, mcdaniel asked supporters to bring at least ten friends with them to the polls. the tea party candidate is framing the race as a battle for the future of the republican party and the united states. >> the people of the country are

finally waking up again. they recognize that washington's been broken for a long time. they recognize that washington's not listening. and so all of a sudden you see a great awakening among all the people in the country, particularly conservatives who are very dissatisfied with the direction our government is going. >> republican senator john mccain joined senator cochran to make a last-minute appeal to veterans. senator mccain rejected mcdaniel's claim that senator cochran's experience in washington was a detriment, warning a mcdaniel victory would hurt more than just the state of mississippi. >> not only the eyes of the nation beyond this election tomorrow, but the eyes of the world will be on this election. because this election tomorrow will send a message as to whether we can rely on a proven record of leadership, a proven record of dedicated service to the people of mississippi and this nation. >> meanwhile, a staffer for senator cochran's campaign has been arrested for allegedly stealing and destroying chris mcdaniel signs. a spokesman says lee blair has

been fired from senator cochran's campaign. u.s. military advisers will begin working alongside iraqi forces in the coming days to counter the terror group isis. those militants are rapidly expanding their grip along the border with syria, now controlling nearly the entire frontier. that includes several critical checkpoints and a key military airport. they're also moving closer to the capital, coming within 20 miles of downtown baghdad. reports say a shootout there between sunni fighters and a police convoy left at least 81 people dead. against that backdrop, secretary of state john kerry is back in iraq this morning to meet with leaders in kurdistan. he's working to build support for iraqi leaders to form an inclusive government, but he says no one is going to do it for them. >> iraq faces an existential threat, and iraq's leaders have to meet that threat with the incredible urgency that it demands. the very future of iraq depends

on choices that will be made in the next days and weeks. >> president obama is still weighing potential airstrikes against the militants, something the administration says could happen even if baghdad hasn't yet formed a new government. so where does the american public stand on the president's approach to dealing with iraq? new polling from "the new york times" and cbs shows more than half disapprove of how he's handling the crisis there. 37% approve. as far as u.s. options go, more than half support the deployment of military advisers. and even more would back targeted drone strikes. but just a fraction favor putting american boots on the ground. when it comes to leadership, 58% disapprove of the way mr. obama is handling foreign policy. that's a record high for the president, up ten points from last month. and overall, his job approval stands at 40%. the percentage who disapprove is up six points since may. chris christie is under fire again as new allegations link

his administration to a second bridge scandal. according to "the new york times," an investigation examines christie's role with money intended for the canceled hudson river rail tunnel. port authority lawyers reportedly advised against it, saying the skyway was owned by the state of new jersey and that the repairs should not be paid for by the port authority. however, christie allegedly continued to push for the funds publicly announcing the plan before any decisions were made. the port authority eventually okayed the repairs, saying the skyway was an access road to the lincoln tunnel. the repairs were labeled lincoln tunnel access infrastructure improvements even though the bridge not directly linked to the tunnel. if investigators find any wrongdoing, individuals could face felony charges for deceiving bondholders, civil action could also be taken if any federal securities laws have been broken. it was another heated day on

capitol hill over the irs's targeting of conservative groups. for the second time in four days, irs commissioner john kos dko koskinen testified. darrell issa accused koskinen of lacking credibility. >> you didn't tell your i.g. that some of the documents weren't going to be provided? >> i did not -- >> or did you cause someone to find out at the white house, at treasury or your i.g.? >> i did not. if you have any evidence of that, i'd be happy to see it. >> i asked a question. >> and i answer it had. >> you did not cause anyone to find out in. >> i absolutely didn't. >> you told us all e-mails would be provided when you discovered that not all e-mails would be provided, you did not come back and inform us, is that correct? >> ul athe e-mails we have will be provided. i did not say i would provide you e-mails that disappeared. if you have a magical way for me to do that, i'd be happy to know about it. i said i would provide all the e-mails.

we are providing all the e-mails. the fact that three years ago some of them, not all of them, but some of them were not available, i never said i would provide you e-mails we didn't have. and in fact, we are going to provide you 24,000 e-mails from the -- >> my time has expired and i've lost my patience with you. >> meanwhile, the white house now says it will comply with a subpoena to have one of its lawyers testify at a hearing today. jennifer o'connor was a lawyer for the irs last year. there is a scathing new report about care problems at veterans affairs facilities across the country. the office of special counsel tells president obama that an internal watchdog regularly downplayed problems at v.a. facilities or ignored warnings from whistleblowers about potential issues. despite investigations at more than three dozen v.a. facilities, a top official defended the system at a house hearing. >> they value the v.a. system

greatly. i think it is a good system. i think -- >> it's not a good system. how could you say -- >> i think it is a good system. >> really? >> congressman. yes, i do. >> not if you're a veteran, it's not a good system. >> good quality care. >> not there. here's the problem. >> our system compares favorably with the private sector in terms of quality of care and in patient satisfaction. i think that, yes, we are challenged right now. we are challenged because of data integrity. and we certainly need to re-earn the confidence of the public, of the congress and of our veterans. now to business. u.s. stocks remained mostly unchanged. however, the dow did drop, ending its longest winning streak of the year. cnbc's jeff cutmore live in london for us. jeff. >> hey, good morning, mika. yeah, it was a bit of a surprise that we just ended in negative territory there, but very modest losses. and you know what, this is a very sleepy market at the moment. volumes are very light.

so traders keeping an eye on a couple of data points. we've got consumer confidence, and we'll also have a look at the case schiller house prices. so we'll see whether that gives anybody any desire to get in the market and trade at the moment. but if we don't have any real stimulus coming from those economic data points, i suspect we're just going to have a relatively flat trading session once again. back to you. >> all right. and then, of course, july 4th has a lot of people traveling. what do gas prices look like? >> yeah, this doesn't look so good, does it? we're probably going to see pump prices the highest in six years. we've seen $3.70 a gallon at the pumps. and at the moment, given what's going on in iraq, concerns about the state of oil supplies from that country. we are seeing international oil prices tick up. and that probably means that your independence day travel is going to cost you more this year. back to you, mika. >> cnbc's jeff cutmore, thank you. still ahead on "way too

we're number one as long as we beat germany, also we could tie them, we'd still get through on points. and we can even lose, but then it comes down to math. if portugal beats ghana by less than five goals or ghana beats portugal by only one goal, then we'd advance on goal differential, they can even tie! that would still work. usa? all right. time now for sports. >> well done. >> very good. we'll begin with the world cup. brazil looking to advance to the next round, and it wouldn't take long for neymar to get started, scoring easily in the 17th minute of play. neymar would get goal number two later in the first half and brazil easily winning 4-1. mexico and croatia went scoreless into the second half until minute 72 when mexico scores off the corner kick. and then just minutes later, they would add a second perfectly placed goal. they would go on to win 3-1,

scoring all three goals over the course of ten minutes. brazil and mexico end up tied at the top of the group, of group "a," both advancing to the next round. the host nation gets the top seed based on goal differential. after struggling to even qualify, mexico's manager miguel herrera was clearly overjoyed, celebrating in epic fashion after each of his team's goals. herrera was previously known for his stylish mullet. >> nice. >> during his playing days in the '90s. in group "b," the netherlands win all of their group stage matches, taking home nine points. that sets up brazil versus chile and the netherlands versus mexico in the round of 16. and later today group c and d play their final games of the first round, clom contraand costa rica while the ivory coast and italy stand the best chance to join them. as expected, america's heartbreaking tie with portugal was viewed by a record number of patriotic viewers, 18.2 million

people tuned in to espn to watch the u.s. battle back from a 1-0 deficit only to see it slip away in the match's closing seconds and combine e schspn's ratings univision, that number jumps to 24.7 million viewers. but what's left to be seen is the lasting impact of this year's tournament on soccer in the united states, or as the atlantic puts it, quote, there isn't yet much evidence that rapt tv audiences from the world cup will keep watching soccer between quadrennial worldwide championships. soccer isn't becoming america's new baseball. the world cup is becoming america's new summer olympics. we'll discuss the future of soccer and america in more detail later on "morning joe" when we speak to the commissioner of major league soccer, don garber. that's on "morning joe." implgts turning to baseball now, it's been a rough year for the orioles' star chris davis, but last night he found a bit of redemption, brought in to pinch-hit at the bottom of the ninth, down by one run to the white sox.

else in the world, it was gorgeous. >> yes, yes, yes. >> it continues for about one more day, and that will be the end of it. the rains will arrive in new england tonight and especially all day as we go into your thursday. now, as far as the forecast goes, this morning the worst of the weather through central illinois up into northern ohio. including chicago. rain for you. and as far as the rainfall totals, this is over the next three days. and it hasn't rained in a couple days in new england. so some of the lawns and plants and gardens will be happy with this. but one to two inches from pittsburgh to buffalo to northern new england. about a half inch to an inch for the big cities. the timing for the big cities is wednesday night into thursday morning. but as far as pittsburgh to buffalo to northern portions of new england, you'll have a chance today for storms and then again tomorrow. so two days in a row. as i said, mika, one more gorgeous day from boston to philadelphia, southeast still dealing with typical downpours. but otherwise not a lot of weather highlights. that means not a lot of destruction. >> okay, where's your beach cover-up? it's beach cover-up day.

all right. so earlier in the show we previewed today's primary senate elections in mississippi. voters also go to the polls in new york's 13th congressional district. depending on the outcomes, it could mean the end of a lengthy tenure in our nation's capital for senator thad cochran of mississippi and congressman charlie rangel of new york. so if you want to sound smart today, tell your friends that both cochran and rangel are the third most senior members of their respective chambers. having served a combined 79 years in congress, that's over 12,000 days in office for senator cochran and over 15,000 for charlie rangel. all right. let's all huddle around the water cooler, shall we? louis, are you there? >> i'm here. i'm back. >> oh, good. >> mika, as we all know, americans can forgive a lot of things, but messing with our food is not one of them. something president obama is now learning after the white house tweeted out this picture of the
