the double amputee olympic athlete underwent a month of psychiatric exams to assess his mental health when he shot and killed his girlfriend, reeva steenkamp, last year. new this morning, according to the official report from the panel of psychiatrists, pistorius did not suffer from mental disease or defect that affected his ability to know right from wrong at the time of the shooting. we'll be following this development to see how it affects the course of this trial. now to rumblings that are out there that major changes could be on the way for the troubled department of veterans affairs. today president obama expected to nominate robert mcdonald to take over. mcdonald graduated in the top 2% of his class at west point and served as ceo of corporate giant procter & gamble. house speaker john boehner issued a statement calling mcdonald a good man and saying, quote, he's the kind of person who's capable of implementing the kind of dramatic systemic change badly needed and long overdue at the v. archga.

paul rieckhoff called it surprising. he said he'll have to move quickly to show he is committed to and understands the generation of veterans. this is the final day. the supreme court on its last scheduled day is expected to make several major rulings. one involves birth control coverage under the affordable care act. hobby lobby and other businesses claim they could not or should not have to cover contraception as part of their health care plan. a second major ruling involves labor unions. justices could decide today whether unions can collect dues from all private or public employees they are hired to represent. also today, president obama plans to ask congress for more than $2 billion in emergency funds to deal with the significant rise in people flooding across the u.s. border with mexico including here thousands of unaccompanied children. >> we have to house these kids and take care of them until the machinery under current law allows us to send them back. do not send your children to the

borders. if they do make it, they'll get sent back. >> the president also wants congress to grant homeland security the authority to fast track the screening and deportation of all immigrant children traveling without their parents. he also wants harsher penalties for those who smuggle children across the border. the president is also warning of a potential new threat to u.s. security. he explained that hardened militants who have fought in iraq and syria could be able to enter the u.s. >> we've seen europeans who are sympathetic to their cause traveling into syria and now may travel into iraq. getting battle hardened. then they come back. they've got european passports. they don't need a visa to get into the united states. >> the president says the u.s. must improve intelligence, surveillance and reconnaissance to minimize risks. pride festivals across the nation had extra meaning this year. the lgbt community celebrated a year of victories for same-sex

marriage. in new york, for instance, thousands marching down fifth avenue. the city marking 45 years since the stonewall riots which helped spark the gay rights movement. in an historic move, the parade was led by a float of past and present members of the boy scouts of america. the chicago celebration had a marriage theme to it. it was the first parade since same-sex marriage became legal in illinois. and in san francisco, the parade theme was color our world with pride. more than 1 million people attended weekend festivities in san francisco alone. a new nbc news/"wall street journal" poll finds that most people believe hillary clinton can relate to the average american. 55% said the former secretary of state can relate to and understand the problems of ordinary people. 37% disagreed. the numbers come after clinton declared she and her husband were dead broke after leaving the white house in 2001. all right. now to knockout time at the world cup. four more teams sent packing

over the weekend. netherlands/mexico. a scoreless first half but a hot one. refs calling a water break for the players with temperatures feeling like it was in the 100s. second half goes better. both teams finding the net. it's tied 1-1 late in the match when a penalty is called against mexico for this, a controversial call. but netherlands takes advantage, taking the penalty and the win. netherlands advances. mexico sent packing. next, greece and costa rica. boy, man, what a thriller if you saw this one. costa rica scores first with this seemingly effortless attempt. defense, anyone? not really. costa rica forced to play a man down for most of the game. the pressure on greece. and just over the 90th minute, they net one in stoppage time. and then we bring on the penalty kicks. greece needs to make this one to tie. costa rica's goalkeeper says nope. costa rica find the back of the net later on. costa rica advances to play the

that's a sthunset. beautiful enough and then the lightning in the background. there was a fireworks show at the exact same time. they were trying to get it in quickly before the storm rolled into town. made for a beautiful picture. omaha, sioux city, sioux falls, those areas have been clobbered this june. i mentioned the tropics. we are watching -- this is our first area of interest. this hurricane season. it's right next to our backyard just off the coast of florida. just north of the bahamas. it's been a spinning area of low pressure. there's already a weak storm there. it just doesn't have enough thunderstorms with it yet to be classified as a tropical depression or tropical storm arthur. but as we go throughout this week, it's going to linger near florida for about two days. then on wednesday and thursday, it's going to start drifting to the north. here's what one of our computers. this is our american computer that's called a gfs. it actually takes the system. it's that little closed circle right over south carolina. by thursday at 8:00 a.m., it starts to skyrocket up the east coast unfortunately along a frontal boundary for the fourth

militants in iraq declared the rebirth of the caliphate. a seventh century islamic empire. its leaders vows to carry out attacks bigger than those of osama bin laden. iraqi government forces now fight to take back the city of tikrit from the sunni insurgents. they do so with a u.s. shipment of hellfire missiles and tactical advice. two u.s. citizens detained in north korea will stand trial for crimes against the state. north korea separately arrested tourists matthew miller and jeffrey fowle earlier this year. three americans are now in north korean custody. a plane made an emergency landing near a texas highway. it slammed into a pickup during rush hour traffic. the plane remains mostly intact as you see there, but not its tail. police say the pilot and driver are okay. nothing like a little shark to liven up your weekend beach time. this four-foot shark got hooked by a south carolina fisherman. no reaching into its mouth to pull out the hook. after a line was clipped, by the tail, she's dragged back into the sea. you do it. no, you do it.

running to be the governor of texas could set a new fund-raising record. she's already raised nearly $20 million. that's more than any democratic candidate who's run for governor in texas history. former president jimmy carter and bill clinton, they've got something in common. peanut farming. mr. clinton was in haiti over the weekend where he inaugurated a peanut farm project supported by his foundation. the project is expected to improve the livelihoods of more than 12,000 peanut farmers. after two months in rehab, toronto mayor rob ford is expected to return to city hall. a press release says he'll speak to the public this afternoon. councilman doug ford says his brother is a changed and slimmer man. he's reportedly dropped eight pant sizes. and that's your morning dish of "scrambled politics." all righty. i'm joined now by "washington post" reporter david nakamura. good morning. first off, the president and what is expected to be announced today when it comes to dealing with those unaccompanied children coming across the u.s./mexico border here.

what do you hear in washington, d.c., in terms of details of what this announcement might be? >> so far, richard, we haven't seen the formal letter from the white house which will come out today. but the white house has said they want more than $2 billion. that will go to probably more patrol agents, lawyers and judges to represent these women and children that are coming. they're trying to -- more detention space to handle them and probably more care. the administration obviously is a bit overwhelmed by this influx, but they want to find ways to process these cases more quickly. those who apply for a sigh lum wi asylum will get a hearing. if not, they'll be put into deportation proceedings. >> it's a tough deal for both the president and congressmen when looking at rushing out needy children, or the perception thereof, because of the increasing in processing time. will it most likely be stalled, though, as other moves on immigration have been so far to date? >> well, this is an interesting one because you've had obama and the democrats obviously pushing

for comprehensive immigration reform. but republicans in the house halting that. here you have a case where the administration's somewhat, of course, dealing with the problem but also calling republicans' bluff saying we're going to get tough here. they want changes to the statutory law that would allow the president to send back the children from central america. right now he can do that. u.s. law does not allow that for central america. he's saying let's do that. this is an interesting case that administration believes if they have any hope for comprehensive immigration reform undo the rest of this year, they need to get a handle on this situation at the border because republicans are really criticizing them. >> okay. so whether the request, whether the bill does get passed or taken to the floor or not, whether it's an executive order from the president in dealing with these children, does this bring new energy, even though those supporters have said it's pretty much dead this cycle? >> well, it was absolutely pretty much declared dead again this week. this is something that immigration's been going on now for a year and a half since the president's re-election. it's really going to be

difficult, but the administration is saying, like i said before, if there's any chance we've got to get a handle on this border situation. we'll see what the reaction is of john boehner today. his office did not respond to questions i posed the other day when this news broke because they want to see a detailed proposal. the white house has not given out all the details. they want to get tougher on smugglers as well, tougher penalties. there's a lot of moving parts. the interesting part here, richard, of course the immigration advocates are saying they're going to fight the president on this one, and they're already concerned about a lot of his deportation record. you have mixed-up alliances here that are not the usual case. we'll see what happens. i think immigration reform is probably not going to happen for sure this summer. maybe in the lame-duck session after the election. >> talking about immigration, maybe not from the idea or the perspective of immigration reform as has been discussed so far. >> the politics continue. just ahead, ward-winning actress amy adams does a most unselfish thing. then president and mrs.
