the first hurricane of the atlantic, 2014 season churning its way up the east coast right now threatening several areas along the north carolina coast, it could make landfall tonight, we're just moments away from a news conference, with north carolina's governor and emergencies officials on the potential impact of hurricane arthur. you might remember pat mckrquare said don't put your stupid hats on. mandatory evacuations affecting parts of the outer banks region. women car rains is tracking the storm. we will get to sarah in just a few minutes. first of all, how has this storm changed over the past 24 hours. >> thankfully it's changing over what we expect it to do.

what we wanted to -- that said, the storm was kind of small, and now look how large that cloud shield is. it has increased in size, the wind field has expanded, it had been a pretty ragged aye. storms of that characteristic have gotten even stronger. the winds can increase even more quickly, but what's interesting is over the last about two or three hours, the area is kind of contracting on itself a little bit. we are watching the tornado shrinking a little bit. when that comes onshore, that's when the damage will occur, with the wind and also the waves, right at that point, that's when the storm surge will arrive.

the weather will go downhill this afternoon. hurricane conditions, damaging wind, the largest waves, about 8:00 p.m. to 4:00 a.m. it's a fast moving storm. in and out by about 4:00 a.m., by sun up, it may be completely gone. the sun may come out in the morning. the storm will move quickly. as far as new england goes, the storm will not directly impact you. the exception being nodirk nowitz nowitz nowitz nowitzki. >> we will see problems out there as far as rip kurnlts at the beaches. >> bill karins, thank you so much, we'll check in with you a

back online as quick as possible as far as utility service and water and roads and transportation and anything especially that needs to be prepared or fixed within a very short period of time. but again, our main issue is the health and safety of our citizens and those people who are visiting north carolina. right now hurricane arthur is approximately 200 miles south of wilmington. the rain and wind effects are going to start being felt in the wilmington area, earlier in the afternoon with the outer bands expected ed tto reach the oute by the afternoon. less than 1 inching to three inches of rain inland. overwash is expected on a very, very fraj jagile road, and thatc highway 12. if any of you have been there, literally outside highway 12, you literally may have five to ten yards of space between water

on both sides. of course we're very concerned about highway 12. and secretary tatum will be telling you more about that. as the hurricane moves north, more counties are likely to declared a state of emergency. several counties are already prepared to open shelters as needed and you'll be getting reports on which counties have also required mandatory evacuation and also voluntary evacuation, some which we already mentioned last night. our prirmz goal again is public safety and the state has taken pre-emptive measures to be ready. we ask that our citizens and visitors in the eastern part of our state, especially along the coast, and especially in the outer banks. listen to your local officials in your area. if you haven't already referenced the ready n c-web site and download the nc ready application on your iphone.

the lab department says 288,000 jobs were added last night. the unemployment rate slipped two notches to 6.1%. that's the lowest in nearly six years as well and wall street seems to be responding fav favorliabfavorabl favorably. the dow jones industrial average crossed the 17,000 threshold. i want to bring in ron insana joining us on vacation. april and may jobs nubs also revised up by 29,000, we have now had five straight months of 200,000 or more jobs, the best is the boom of the late '90s. i know you always try to keep us honest on these numbers, but it would seem at least at first blurb that this is a good jobs report. we have now hit full blown hiring, what do you make of these numbers? >> i wouldn't call it full blown

hiring. for that we would have to get 400,000 to 500,000 a month. the unemployment rate is low because of a low adult participation rate. if we were at the level that we were at when mr. bush took office, we were at 9.1%. our prognostications is going to be better, would be born out by an accelerating base of job creation. if we keep improving this way, then we'll get up to the pace we have been -- is this a plateau? the last several months seem to imply that we're at a new plateau or do we two forward from here? if we go forward h from here, then we're in a full scale recovery. >> wages are up, unemployment is down. again, i want to take another look at the border if we can. wall street's reaction right

now, again 17,000. what is it that wall street likes about this report and that 17,000 fig yaur. >> it does mean new highs it does mean that wall street is accepting good news as good news. the yield on the 10-year freshly notes at about 2.7%, which is up notably over the last several weeks, based on stronger housing data, car data and now employment data a we're getting more towards normal economic growth at this point in the cycle. it may put more pressure on the federal reserve down the road to accelerate plans to raise interest rates. but this is uniformly good news at the moment given that the

prior two months as you stated also were revised upward. we need the ememployment population ratio to improve, but it's good news none the less. >> peter, where were the jobs in this particular report? where do we see the biggest gains? >> the briggest gains were in health care and hospitality. zbich the amount of subsidies that go in that direction. even before obama care, governments were paying 50% more health care. we saw broad gains, manufacturing continues to gain, the numbers aren't huge, but one must remember the nature of modern american manufacturing, very high-tech, very productive, very automated. so i like it overall, i would like to see more progress and construction and i think that's coming, last week we had a breakout number in new home sales. housing hasn't picked up the ways we anticipated so far this year. now i'm homing that we will see

that. that people will stop living with their parents if they're under 30, and start setting up housekeeping of their own even if it's in apartments. the other thing i want to looks for and look at for 2014 and 2015 is do we start to see an improvement in the birthrate? young people have not been starting families, nothing stimulates growth like an improvement in the birthrate. >> ron, i'm going to let you go, over the next month or so, what are you looking for specifically with regards to the economy? >> as i think the economy is on the right road, i these the stock market reflects that and the economic numbers are catching up now to stock market reality if you will. but underlying that, we're also going into a season now where correspondent profits will be reported in the first couple of weeks of july and if those are strong as well as the economic numbers it will continue to

who's next? gun reform advocates are applauding the decision by target asking customers to keepakeep a their guns at home even in state where is it's permitted. an online petition by the group moms against guns in america. nearly 45,000 people asked target to change it's policy. so target did it. and target joined several other national chains including sonic, chipotle. >> jennifer, the statement targets ceo john mulligan staying, quote, bringing firearms to target creates an

a georgia courtroom. the boy was found inside a sweltering suv. prosecutors are going to lay out their case. here's the very latest on this case that has touched a lot of parents across this country. gabe, what can we expect in court "today"? >> ross harris is expected to go before a judge around 1:30 and this is a probable cause and a bond hearing. the probable cause phase, that's where prosecutors will try to convince a judge that there's enough evidence here to bring this case before a new jersey. this is significant because up until now, there really haven't began many details that have been released in in case. we know that police believe that ross lairs in the morning of june 18 took his son to breakfast and then drove a short

distance to his office and then returned to that vehicle during lunch, pulling over into a parking lot and saying that he had left his son in the car by accident, that he had forgotten to drop him off at daycare that 30r7k. very quickly, police started to doubt his story. now they stay it's no accident. he's been charged with family any murder and child cruelty. now he has pleaded not guilty. his attorney has repeatedly declined to comment but we should know more about this case and what evidence prosecutors and the second phase of that court hearing will be the bond hearing. he has been held without bompbd at the cobb county jail, but a judge will reconsider that later today. it's highly unlikely that here in cob county in such a high profile murder case that any bond will be set. however a judge might do that. it's still unclear whether ross harris will be able to afford it, because it's a rather high

bond. this hearing gets under way at 1:30. >> do we expect the mother to be in court today and what's been her reaction to all of this? >> reporter: that's a very big question. so far all we know about the mother is that she told investigators is that wlooirk her husband she had researched hot car deaths online but she has not been charged with any crime. she's been pretty much silent this entire time except for speaking out during cooper's funeral on saturday. she stood by her husband, she called him a wonderful father. however she has not been heard from since and we don't know whether she or other family members will be at this hearing. >> we'll come back to you this afternoon. lightning storms lit up the nice r night sky last night across much of the northeast. new york city experiencinging a torrential downpour, heavy rains caused some flooding in brooklyn

crossing the boarder alone. at the same time, tempers continue to escalate in murieta, california where protesters turned away busses filled with undocumented immigrant women and children. people who lived in voiced their frustrations at a town hall last night. >> use the word illegal aliens. >> we can help you send a message to washington, d.c. that we're not going to put up with this? >> i'm undocumented myself and i understand what it feels like to be pushed away and not wanted in this country. >> one of the leaders called this town's action a quote awesome moment for america. those busses carrying the undocumented immigrants ended up diverting to san yisidro.

every year 900,000 latinos turn 18. and, yes, they're all citizens of the united states. i think people forget that 75% of latinos in this country are citizens of the united states. 90% of us are legally in this country. and we want immigration reform. because our communities are families, right? interwoven with those that have documents and those who don't have documents. when you send around scurrilous charges against immigrants in general, it affects all of us. all i'm trying to say is, look, if you are a republican, running for president of the united states, you have to tooirk new york, illinois and california off the table. soon you're going to take colorado off the table because you haven't won in the last couple election sikpsyccycles.

you make of what we're seeing of the images that are playing out. >> let me just personalize ire lives a little bit. my mom and dad they came from puerto rico 1952, new york city. if it were 1952 in new york city, you would open up a newspaper they would talk about how my mom and dad were only bringing diseases, their coming here to get on welfare. it wasn't like america said what a good idea that 100,000 puerto ricans just show up. >> what are the viable solutions? >> there's a viable solution, first of all secretary johnson is absolutely correct in calling this a humanitarian crisis and processing those children in a humane way. this is the united states of america, number one. number two, honduras, murder capital of the world, followed by el salvador and guatemala.

a growing crisis on the border. joining me right now the washington bureau chief and staff writer for the national journal. good to see both of you ladies, thanks for being with me. how do you make sense of those numbers? what do those numbers tell you. >> it tells me that obama and hiss white house team have a lot to do to try to keep public support going through this next period, congress is going to be out a lot of the summer, lawmakers are going to be home campaigning and a lot of them, some democrats may be distancing themselves from the campaign trail and republicans may bash them. all this will do is create more of a momentum. that's why he said the other day, sue me. >> if you are president obama,

where do you even start, iraq, obama, how do you begin to start the problems here. >> this was largely expected. that he would do something related to deportations, he had ordered a review of deportation policies to make it more humane. but he said immigration reform is completely dead in the house and once the results of this review come to me i'm going to implement them without any further delay. the president particularly on immigration, for quite some time now he's been criticized from both the right and the left. from the right for being too lax sand from the left of having to strict of a deportation policy. so if he doesn't make executive actions dealing with deportations he may divide up the democratic base for 2016. >> i read in your publication,

the national journal in part because of the president's unfortunate polling numbers, the most recent calling him the worst president since world war ii but frthere's been a lot of talk about how accurate that poll is i. hillary clinton will have to keep some -- there's this new piece again in the national journal and it outlines five democrats who may have a better chance in making that happen. here they are, virginia senator tim kaine, massachusetts governor duvall patrick. former wisconsin senator russ feingold and missouri governor jay nixon. any chance of that happening? >> right now everyone is looking saying there might already be some fatigue and we're not even in 2015 right now. the danger of having hillary clinton run right now is that
