with the hurricane speeding towards land. in coastal north carolina, many just packed their cars and left, obeying a call for evacuation. we have a call from wrightsville beach in north carolina. let's get right to the man who's following -- bill, what's the latest. >> a lot happened in the last about two hours. we noticed some changes in the structural -- over the very warm waters of the gulf stream, the eye has been contracting. if that happens, for these reasons the storm will strengthen for quickly. it appears that this storm is trying to more rapidly increase its strength. the hurricane center shows the same thing. from the radar and the satellite information, we now have it at

90 miles an hour. that's a strong category 1. i just got a quake look at the forecast. they're knew predicting a category 2 storm with 100-mile-per-hour winds, inge greasing to 105 somewhere near the outer banks. it was a very good call to evacuate these people. we know we need to increase the science in this, and make them better. here's the dwam positioning of the store. it's actually 130 miles from the wilmington area. there's a new aircraft that's going to be these are the old flames that were leaving the storm. the new plane took off from southern mississippi. now it's approaching the southern aye of the storm. all eyes are on that storm as it goes into the new eye of the

thunderstorm. as far as the radar goes, i put two marks on this, one was the number one, where the storm was supposed to be. and in new eye has formed to the left. the center of the storm has actually jogged to the north and that's going to bring the stronger storms closer to the coastline and that's going to mean more damage. we're now talking winds 80 or 85 or 9 0. only six more hours to prepare. i know that a lot of people are -- there's going to be a lot of people scrambling. an intensifying storm up to landfall is a nightmare forecast for all meteorologists and residents and we possibly could be looking at this over the next 12 hours.

>> clarify that if that is not accurate, bill. and tell us your concerns regarding flooding. >> rainfall, we're not too concerns with. the outer banks, narrow strips of land pretty much in the ocean anyway. we're going to get big waves and storm surge. high tide is got midnight tonight. we get the high tide matching up with the storm surge. and that's what the concern was. the forecast was for two to go four storm surge. now we're talking the storm surge is going to be 100 to 105 miles an hour. we're now going to be talking three to six feet of water. so every foot of water you go up, is more damage that can be done to structures, to roads or anything in the path of water.

let's get right to sarah who's on thebanks of north carolina in kill devil hills. regarding hurricane arthur in that it's picking up intensity and there's concerns that the eye is tightening up. what are the residents or people around you doing now? >> residents are just beginning to get this news here, there's a lot of people gale out on the beach "today," they have heard that this is going to be mild compared to a regular hurricane. so a lot of people desided to squeeze in a couple of hours of fun this afternoon. we're starting to see the research out there. obviously this is all going to change and change in the next couple of hours. we have got about 250,000

visitors here in the outer banks. we're here in kill devil hills there,'s no evacuation here, however two neighboring islands, there's two evacuations, one mandatory and one voluntary. even though the hurricane isn't expected to arrive here until about 6:00 this evening, officials are wasting no time getting ahead of arthur before it ever makes landfall. >> we're already taking action in preparation to have a very quick recovery and ensuring that we get back online as quick as possible regarding u utility service, water service, roads, transportation, and anything else that needs to be prepared or fixed within a very short period of time. >> and stores are seeing a run in people picking up supplies, gasoline, batteries, lanterns, prepared for the power to go out, prepared to hunker down if they need to, depending on the

severity of this storm. this is the perfect storm, you've got this hurricane sweeping in on one of the busiest holiday weeks of the year, obviously tourists and tourism based businesses keeping a very close watch on the weather. some businesses in an effort to make people feel more comfortable are offering to text them the changing conditions, so they can keep an eye on the weather while enjoying the beach and the outdoors. to a really delicate balance. >> the weather channel's reynolds wolf is in wrightsville beach, north carolina where the driving rain is coming down. >> it is amazing the change that we have had here in wrightsville beach just in the last several minutes. we had a wall of rain just a couple hundred yards off offshore, it's stinging rain drops, going right towards the camera itself. i'm telling you, this is just

the beginning, just the first bite of this system that's going to be making its way on through. what we're going to be seeing here is some pretty amazing stuff. this is just the first band that we have had really in an hour or so. it's been very intense, it's been very strong as it came through. white caps. you can see it right off. but right behind that, you see another boundary that's coming. when these things come through is with a fury. we're talking the driving rainfall, we're talking about the same time, just very poor visibility, the flooding threat, got that, too. let's pitch it back to you guys. >> about six hours ago a mandatory evacuation order went into effects for hatteras island in dare county, north carolina. warren judge who sits on the county board of commissioners making some key decisions for people there. >> we just saw our life report, that's in wrightsville beach, north carolina. that's about 200 miles north of

where you are. give us the situation of what's happening in area county. >> just north of wrightsville beach, we're preparing, there's a full evacuation going on for hatteras island, it's moving well. the viz sit fors are heeding the warning, they're packing up and they're getting out. the highway patrol and the county sheriff are having no problems in moving the people out. throughout the morn beaches, people are cautious and they're preparing, they're doing the things that they've been trained to do or if they're visitors, there's always plenty of information in hotel lobbies and hotel front desk and rental agencies give out information in the packet. people are pretty well-educated as to the different things to do and how to prepare. >> i'm not sure if you have just heard, we have got an update from our meteorologist bill

karins t eye of this storm tightening up which will certainly make it a stronger storm and create more problems than we were discussing just a few hours ago. people in that region, accustomed to strong storms and really know how to follow the rules and follow the advice. but at this point, what is your concern? >> well, you know, we know this with every storm, you know, we always like when the news is reversed, we always like it when we're preparing for a 2 and it becomes a 1. but we always have experience with storms at the last minute intensifying and changing direction. our preparation is the same. you know, the stationing of assets around the county, be it ems, be it voluntary fire departments, be it sheriff, the highway patrol, the utility companies. we pretty much stage and gear

ourselves regardless of the size of the storm and the forecast. so that we're not caught by surprise and that we can handle it. and once you get hunkered down and once you're settled in, we with stand the six hours of the storm over the county, then we'll emerge tomorrow and we immediately begin damage assess msht and whatnot. and begin the recovery mode. >> let me ask you because this is the holiday weekend, as you well know, a lot of people will be visiting your area, because of it's beauty this time of the year, great beaches and such. what special precautionless and what information will you be presliding to those who are already checked into their hotels or wherever they're staying and don't have some of the amenities and some of the things they would need. >> again, the experience we have and our emergency management center and our emergency management team we involve the team. so hoteliers and businessm

today there's a new concern about commercial passenger flights that fly into the united states. the obama administration is asking airports overskaes and airlines to take immediate steps to strengthen their security measures, the department of homeland security has also provided intelligence information to a number of foreign governments. tom costello has more from reagan national airport. >> reporter: despite the fact this is july 4 holiday, u.s. airports will not be affected. this is only at foreign airports with direct flights to the u.s., the concern is that terrorists may be developing new explosives

you have so many titles that means that you know what you're talking about. what's happening on the dow right now? >> this is just part of a trend and this doesn't interrupt it. i think the most interesting question for all of us is going to be, we have had months and months of job growth, the unemployment rate is dropping, it all looks good. april and may were revooised up. even wages ticking up. enough for inflation. with all those numbers looking so good, why do so many people feel so bad. if you read polls about the coming election, people still think the economy is doing very badly. a lot of people believe we're in a recession. so there's a really interesting disconnect going on here between things looking fine optically and a lot of people simply not feeling it. >> some of the things you have highlighted, the labor force participation remains low, and

unemployment remains high and wages remain mute? >> the charges on the home page about if you took unemployed plus marginally -- plus people are working part-time involuntarily, meaning they want to work full-time but they can only get part-time work. then you have a rate of 12%, rather than 6.1. and that is down from 14%. 14% to 12% isn't nearly as good as 8% to 6%. it's going to start manifesting politically, where there are a lot of people doing quite well, there are a lot of people doing really well. but those core rates aren't progressing. >> the car industry, we have had more recalls than i think at any other point. but there was a story out just recently on nightly news about how people who are waiting to buy a new car are buying new cars. the housing markets, i have

spoken to people in texas, and other states that will hit hard with our bubble bursting. you have the inventory uptick as always, but somewhere along the line, the middle class. >> if they do have a job and they do have an income. there's a lot more credit flowing into the car industry. a lot of that is fueled by kind of almost subprime auto lending. so that's an area to look out for. but if you've got a job and you've got some income, being human and having needs, you will spending that income. and the reality is, this is kind of the world we're in. it may be a little bit like, and i'm going to be really cautious about this compare song because i'm not trying to make light of anything. for years, the boston red sox, 100 years between world series and you developed a mentality of wire never going to do well.

votes rights advocates in north carolina next are gearing up for a key voting hearing. the aclu is asking a federal judge to put the law on hold until after the midterm elections, also contesting the 2013 north carolina law which is the most restrictive in the country. political reporter kari dan. a lot of participation regarding this hon monday. >> this is a law that was passed in 2013, it is as you said one of the more restrictive laws that's been passed. the most restrictive part of that is a requirement that voters actually show iid when they show up to the polls, but what voting rights advocates are saying is that other parts of that law including a roll back

of the amount of time that voters can register to vote or voters can register early, same-day restrags -- it's going to prevent minorities and young people from getting to the polls what, they want this judge to do is roll back and actually delay the implementation of this law at least until next year. >> the judge is u.s. district judge thomas schroeder was then appointed by george w. bush in 2008. are we hearing any concerns or any thoughts on the judge? >> we know that this hearing is probably going to go for four or five days, both sides are going to have a chance to show their case on both sides, it's unclear exactly when a ruling on this injunction is going to come down. one thing that's worth noting is this has come just a week after we celebrated the 50th anniversary of the voting rights act signed into law. obviously the supreme court

we will update you now on hurricane arthur that's expected to be a category 2 by tonight. >> the hurricane center, every six hours they give us these major updates. the hurricane hunter aircraft in the meantime continue to fly in and out of this storm. one just went through the center and said the pressure was a little bit lower. it hasn't dropped rapidly. we have about two hours until this storm is over land. 12 hours from now, how strong will it get? it's at 90 miles an hour now. will it go up to 100? will it go up to 110? that's well within the realm of possibility today.

the official one from the national weather service, let me show you the other one. we're continuing to watch the forecast path. the actual storm path does take it again away from cape cod, so that's good. the new york city area is not a problem. we're still going to watch severe storms in this region. by the way, this has nothing to do with arthur. but what will happen is a lot of this storm will -- new york city to philadelphia to d.c. so there is going to be added rain from this storm system. so we get the thunderstorms in this region, and then the added rain from the storm the storm. then we get additional problems especially out there in areas of new england. let me go back out to -- the path through eastern north carolina. 100-mile-per-hour winds, so gradual intensification continues. it should make landfall right around 10:00 p.m. oar so, maybe close to midnight. right around cape lookout. it jogged a little bit to the

north during the past couple of hours, that means the forecast got a little bit worse for myrtle beach. about by 8:00 a.m., notice the storm, it's gone, it's off the coast, when you wake up tomorrow morning and turn on your tv, that storm is going to be out to sea, there won't be much left at all with it as far as the wind and the rain in the outer banks. at that point we'll start assessing how much damage was done. the bottom line we're watching a storm that continues to get stronger. we have 12 hours to go and hopefully it will level off and not get any stronger. the way it works, the stronger the winds get, exponentially the more damage is done. >> let's go now to kerry sanders, he's in kill devil hills where arthur could be coming to shore very soon. kerry, we see the winds picking up behind you. >> reporter: a lot of people are not really happy to hear what

bill just had to stay. there was a strong belief, not according to any sort of science, somehow that arthur was going to move a little bit off the coast and it would be a brush as opposed to what it appears to be now. those increase wind speeds have caused a lot of people co-come up to us and city fiofficials u and down the outer banks asking if they should stay or leave. this is a traditional time, july 4th weekend, when up to a million people come here, they spend a tremendous amount for rentals and now they're wondering whether they need to get sand bags and put sandbags out or whether they should delay theiry s aies are suggesting if you're not here yet, you might want to delay your vacation. this water is in the 70s, it's dropped about 10 degrees in the last day and a half which is sort of a surprise. it could be, of course this is

like cold water and remember, hurricane means warm water out there in the gulf stream, it's in the mid 80s so that's fueling its growth. if this cold water stays here, it might knock back a little bit of the power of this hurricane. so bottom line is, it is a hurricane, folks that aren't here, they're suggesting maybe you don't want to come until after it passes, and if you saw as bill showed us, it's going to move through here pretty quickly, as we move up the coast, from here up five states through massachusetts, those fire works shows are going to be postponed. except in boston, they're doing it aday early because they want to get ahead of what's going to be some nasty weather. a search for a missing 5-year-old can tornaadian boys, parents of 5-year-old nathan bryan made a public appeal for help in this search yesterday. they were reported missing,

there's evidence saying that they were forced from the grand parents home on saturday. a colorado teenager is facing federal charges after prosecutors say she sought to help terrorists in the group isis. a newly unsealed court documents the fbi alleges 19-year-old shannon marine connelly planned to board a flight to turkey after falling for a man online that claimed to be a jihadist in sierraa. she was arrested at the airport in april. the entire thing caught on tape. it happened last october in front of a charter school. the man allegedly told police he had a gun. police eventually realized he was not armed. however he was asked to leave. and he did. if you look closely, he ran over the officer's foot with his wheelchair. that is when the officer pushed

the chooir and the man over into the street. the family of the 3-year-old girl they say was asked to leave a kfc restaurant because of a scarred fake is now rejecting a $30,000 donation from the chain. they rejected the money because they did not feel it was appropriate to accept it. this comes after local reports that suggest there was no evidence to back up the family's claims that the girl was asked to leave that restaurant. in just hours, prosecutors in georgia are expected to reveal new evidence of that toddler who sdied inside an suv. the father who left his child in a hot car four hours. he claims he forgot to drop his son off at stay care last month. both harris and the boy's mother researched online how long it would take for a child to die in

a hot car. lisa bloom joins me live. lisa, this story from the very beginning, it's heart breaking to think that this child was in this car and skied this way and now these allegations obviously make it even more heinous if try. let's first talk about legally, this information police say they found on this computer is this the kind of evidence that you usually see a case built by? i guess you have a lot of people wondering what was the timeline of this information retrieved from the computer. >> computer evidence and evidence from cell phones is the most important evidence in the case. it reflects what's in our mind, what we search for online. and the fact that both the father and the mother scorearch online for how long a child can be left in a car before a child di dyes i think is extremely significant. the defense argument is that

they wanted to protect their child, that this was just a coincidence. >> the details of this case, now we're learning the timeline of the father, of his day, including the fact that he left work, went to lunch, got back in the car and that was before he reported his child was in the back seat. >> right. so afternoon lunchtime, he told the police he went into the car and he put an object into the driver's side of the car. we don't know what that object was and we don't have anymore information about it. i think today at the preliminary hearing when the prosecution puts on a police officer or two to establish some of the evidence in the case, we'll probably learn more. this is the kind of case where facts are going to continue to develop. we're going to learn more evidence. i don't think we koumtd jump to any conclusions. unfortunately, people do accidentally leave children in cars. it happens a couple hundred

times a year in the u.s. this man is charged with murder, which means authorities at least think that he did it intentionally. >> and the wife has not been charged with anything, but we also know that at least authorities have looked into her actions as well, lisa. >> right, and so she wasn't there at the time the child was left in the car. she does say she too did that search, is she trying to help her husband by trying to make it look -- people do these searches, it doesn't necessarily mean anything. or was she a co-con conspirator. the police are looking closely at her as well now. >> the cob county place sergeant dana piers, one of the investigators said i have been in law enforcement for 34 years, what i know about this case shocks my conscience as a blafr, a father and a grandfather. you know as well as i do -- accused of taking the life of their child and these things,

"essence" magazine predominantly geared for women. as a result you have a huge female turnout for this festival. we know that women voters are key midterm elections and all elections honestly. when you have hot issues like in income networ north carolina, like over voting rights. it's more than the music. >> they'll have 20 stages. you have amazing folks coming like steve harvey, robin roberts, alicia keys will be talking about aids. it's so much bigger than just music. you have politicians that have come. barack obama has come in the past and spoke. it's bigger than just music. >> it is. we said the 20th anniversary. i was stunned by the numbers. i did not realize, and i've been there several times, the size of this being the largest festival of his kind in the united states. >> it's six times bigger than coachella. >> you hear so much about coachella, south by southwest.
