hurricane arthur bringing whipping winds to the outerbacks of north carolina. only left little in the way of damage. the storm is making the way up the east coast. it could dampen some folks' fourth of july plans. also, this morning startling details. we know a lot more about the dad that left his baby boy in a hot car to die. investigators say that dad was leading a double life. eating hot dogs with them. good fourth of july to you. that was bill karins. we'll get to him in a moment. we want to get to the late st on hurricane arthur. an hour ago the storm was downgraded to category one storm. winds up to 90 miles per hour. arthur made land fall north carolina's outer banks. the eye crossing over nags head south of kills devil hill. the storm has moved offshore. bad news? northeasterners will be feeling the effect of the storm as it's expected to pass southeast of cape cod tonight. while the hurricane is moving on from the carolina coast, people and fourth of july visitors there may be waking up to signs of damage. heavy winds, rain brought down power lines. north carolina's governor said that some 44,000 people are still without power in the state. bill karins has been tracking it

all. now a cat one? >> yeah. it's on schedule. everything is going how it was supposed to. we're dealing with a cat 2 at land fall. we haven't had in the country since 2008. we did really well. we haven't heard of any deaths, or injuries either with the storm. that's amazing. as far as the winds. we had 100 miles per hour winds roar from eastern north carolina from midnight 4:00 a.m. it got in and out. a lot of people were hunkered down. the area gets hit by storms like this probably once every three or four years. they're built for storms like this. it's the category 4 is, you know -- god forbid an category 5 they would have trouble with. the winds didn't do a lot of damage in this portion of the country. the storm holding together. look at the eye moving into cooler waters off virginia beach and ocean city, maryland. it's close enough, there's a cold front over the northeast, it's sucking back some of that moisture. we have to deal with the rain

and waves, but the wind is offshore now. the winds right now about 90 miles per hour. it's 100 miles away from ocean city, maryland. that's as close as it's going get. talking about the rainy day in store for the northeast. i was looking at pictures online, wildwood, new jersey located to the south of philadelphia. they are running a 5 k, as i speak. they said, let's go. they're doing it in the pouring rain! and the gusty winds own the jersey shore. not everything is shutting down. we mentioned the hot dog eating contest in coney island. dry right now. it starts around noon. they haven't had a rainy fourth of july there in the hot dog eating contest in a long time. it's the case in the northeast. we've had eight gorgeous weekends in a row. it figures that the fourth would be very, very wet. as far as what we're dealing with. here is a closer view. here is the southern jersey shore getting the rainy weather now. the new york city area, we're okay as i speak, but a lot of this will fill in as we go throughout the next hour or two. these bands of rain are moving

through in the squall weathers. all the grway from long island, island. we are watching the squal go there. it will fill in during the day. a lot of rain expected in the northeast. it won't clear out until saturday morning. you'll be left with a gorgeous saturday and sunday. the forecast after the hurricane center brushes cape cod and hi s s nova scotia. as far as cape cod, branchs off trees or something like that. 40 to 60 miles per hour gusts. 8:00 tonight martha's vineyard. tomorrow morning at 5:00 a.m. all the mess is gone heading into nova scotia. that's the timing of the storm. the worst of the effects will be at the beaches. it's going to be -- obviously if it's raining and pouring you don't want to be at the beach. that saturday, they're saying you don't want people in the water. it's going to be a beautiful saturday, clear skies.

low 80s. but the rip current threat will be there because the damage being done today by the waves. >> dodged a bullet. thank you, sir. >> if we're getting a land falling hurricane in the country. this is how we want to do it. >> and it also seems as if everyone was, for the most part, prepared. >> at lot of tourists will have a story to tell. yeah. hurricane arthur has already forced thousands of vacationers to flee north carolina. giant waves, strong winds, heavy rain bill was talking about. not exactly what fourth of july ordered up for the holiday. home to 57,000 permanent residents. north carolina governor said things are looking up. altogether he did sound a note of caution. >> many of the beaches are open and we're still evaluating some of the outer bank beaches. please listen to life guards, look at the warning flags. do not get in the water.

in the life guards and local authorities say don't get in the water. we could have rip tides further up, es salesperspecially the no beaches. we don't want any casualties at this point in time. let's get to sara joining us from kill devil hills. what is the scene like there, sara? >> well, craig, what a difference night and day. a couple of hours makes out here. the storm has cleared out. we have light winds but the rain is gone. ocean still somewhat angry but nothing compared to what we saw this morning when the hurricane was whipping through here. you heard north carolina's governor speak a few minutes ago saying so far it appears there was no serious injuries or casualties during this hurricane. and he credits people, both the residents and the visitors for listening to warnings to stay inside. as well as those evacuation warnings. one island evacuated on a

mandatory and one on voluntary. here in kill devil hills we were never under any order. most people decided to stay and ride out the storm. all morning they've been coming out to snap photographs. to get a look at conditions and kind of get a kick start on the fourth of july weekend. a big warning, right now that the ocean is not the place to be celebrating. not the place to be swimming in that ocean that those rip currents are still very dangerous. you want to be able pay close attention, as you heard north carolina's govern say to all life guard warnings. emergency crews getting out on the roadway now that the light is up. they are investigating conditions, downed power lines, downed branchs and things like that. highway 12 is a key road here in this area, it is open to some people. they're allowing some access to the northern part of dare county. the island under the mandatory evacuation order, that's still sealed at this point.

>> what about erosion along the beach? >> let me show you. let's walk along. you can see. we lost about 3 feet of beach eroded last night. the waives are starting to smooth it over. we don't have the steep dropoff we had earlier. earlier you waullk out and 2 1/3 feet straight down. >> kill devil hills. thank you. in about an hour president obama is hosting a naturalization ceremony for foreign-born members of the armed forces who earned share citizenship by serving their country. nbc christian walker is live at the white house on this independence day. i would imagine that this year with all that is happening along the border right now, this is a ceremony that takes on some special significance. >> it certainly does. this is the fifth naturalization ceremony here at the white house on the fourth of july under president obama. this second one to focus on u.s.

service-members in all 25 service-members will become u.s. citizens today. hailing from 15 different countries. earlier this week, president obama said they signed up to serve to sacrifice, potentially to give their lives for the security of this country. even though they weren't yet americans. they earned their stripes in more ways than one. as you point out, rightfully, craig, this takes on a whole new meaning this year given the crisis at the border. the surge of unaccompanied children who are crossing the border trying to enter the country. they are being met by fierce protesters who say that they shouldn't be coming over. i spoke with pfc oscar gonzalez, a marine who is going to be naturalized today. he said it resonates with him. he sees himself in those kids and he thinks the situation is sad. he hopes to be a role model for them. he hopes the situation can be resolved. to that point, you can expect

president obama to highlight some of the positive accomplishments that my grants have made to the country. that immigration has made a positive sigh. jo jose, a celebrity chef, will be recognized. he's been a u.s. citizens for one year. he'll be celebrated today and all of his accomplishments celebrated today. and, craig, the day ends with a big bang. the annual barbecue that the first family will hold here for service-members. more than 1,000 of them and their family members will be here at the white house to mark independence day. there will be a barbecue, fireworks, and a lot of entertain including pitbull. quite a busy day here at the white house on the fourth of july! >> i understand, also, that the first family celebrating something else besides america's 238th birthday. >> that's right. very important birthday here at

expected to pass eastern cape cod tonight. folks bracing for high winds and heavy rain. it could dampen a number of fourth of july celebrations. arthur is expected to make land fall once again in nova scotia saturday morning. turning to the immigration crisis in this country. or humanitarian crisis. thousands of undocumented men and women and children who are apprehended after entering the united states from mexico face an uncertain future today. [ chanting ] >> many have been bussed to centers in california were met with open hostility from some local residents. [ chanting usa ] i want to bring in texas democratic congressman. he's been visiting the number of

migrant holding facilities. what have you been seeing? >> it's sad to young boys and girls and people coming across facing difficult situations. we've been told at least one-third of the young girls have been raped and abused on the way up here. it's a dangerous trek for them to come here. besides paying money, sometimes they're taken advantage in other ways, which is just horrible when you think about those type of conditions. >> in terms of what you're seeing at the facilities? >> you know, the facilities, there's two types of facilities. border patrol is the first entity that catches those individuals, detains the individuals. they 72-hours to move them. they're trying to do the best they can to take care of those folks. they have other agencies coming in to help them. so they're trying to do the best. they're crammed places because they're not made to hold so many people.

it you take them to a place where hhs or health and human services is holding them, for example, here in san antonio at the air force base, you have a better setting for the individuals where they're given better medical treatment and care at that time. >> your district runs along the rio grand, across many migrants make their way into the country. the white house said 52,000 unaccompanied children have been caught coming across the border over the last several months alone. why the surge? >> well, you know, i think it's a combination of things. we know the root problems, economics, bad economic situations, the violence. honduras is the number one capital place in the whole part of the world. >> there's been violence in those countries for awhile now. that doesn't explain the surge over the past few months. >> right. let me finish my thought here. so you got those root problems, but the other thing is, there is a mind set of those individuals

down there that if you have a child and you're able to get to the united states, then you pretty much are going to get a notice -- and you get off. that's exactly what is happening. this is not the first time we've had a surge. look at the 1980s. we had people because of the civil war. and ten years ago, we had the brazilians coming in. differing conditions but still you had a surge. what worked at that time was detain and remove at the border, and again, i don't think we need to look for a magical solution. that's part of the answer to respond to the particular situation. >> it sounds like you are -- you at least share, to a certain extent, the same sentiment as house judiciary bob good lat returned this week. this is what he said, in part, in a statement. congressman bob good lat. the current crisis is a

disaster of president obama's own making. if president obama wants to stop the problem, he should enforce our immigration laws and quit using the pen and phone to create administrative legalization programs. are it sounds like you agree with that to a certain extent, no? >> well, first of all, i don't think this is the actions of president obama that is causing this issue daca and other things that my republican colleagues are saying. this is a 2008 law that got signed by president bush that basically said this. it was a human trafficking act of 2008. if a mexico comes in or a canadian, in this case mexicans coming, border patrol has 48-hours to make a determination to do an expedited voluntary removal. we're not seeing that. we're seeing the noncontiguous countries, which are central america. they come in with a child or a family unit and taken over to

hss and processed and sent to different parts of the united states. that law has to be changed in the fact that we need to treat everybody the same and give border patrol the authority to have expedited removals and voluntary removals just like we've been treating mexicans for many years and nobody has said anything? >> is it true roughly 25% of those detained they don't show up for their administrative hearing. is that accurate? or 75%, rather? >> well, the large numbers are -- first of all, they won't show up. number one, the second thing is when i sat down with the head of the office of immigration review, he also said that even if they ged an order for remo l removal. this takes years to go through the process. years. even if they get an order of removal, i.c.e. will look at this and said we have priorities. we're going go after the criminals. therefore if this individual or

damage. no word, thankfully of injuries or deaths. north carolina's governor did say a short time ago that roughly 44,000 homes or businesses are without power in the tar heel state. spinning off the east coast heading north folks in and around cape cod may want the rain gear handy. bill karins has been tracking the storm for us. it seems as if, again, this is the story of this is going to be, meh. >> more of an inconvenience than a, you know, horror story. >> good. good. >> that's the way to look at it. a lot of people ended their vacations early. saturday is when the guests arrive when the guests leave in the outer banks. some people had to leave a day or two early from the weeks long vacation. other people are waiting to see if they can get back in come tomorrow morning. as far as the storm goes, it's gone. north carolina is clear! there's not many clouds left in

north carolina anymore. all the rain is already in virginia. all of your rain is over. in the virginia beach areas hampton roads, you're closely watching the take off. the storm is moving quickly. all the damaging winds are off the coast. we're not seeing any problems whatsoever with winds anymore. the storm is headed toward nova scotia. it will get a little bit closer later on tonight to cape cod and bring a little bit of a threat there. north of the storm, a cold front has been lying over new england. it's been humid air. we've had a lot of huge thunderstorms over the last couple of day now the heavy rain is moving in. we are downpours in connecticut, rhode island, boston here shortly. new york city, so far, annoyed -- avoided it. i mentioned cape cod area. you can see the yellow path. that's a cone of uncertainty. it's a pretty narrow path. we know where the storm is going

it will be close enough to bring strong winds and heavy rain. if i had any concern at all twhb is brand new information i got in. as far as rainfall estimates with this path, i mean, we could se see 3 or 4 inches of rain. the ground is already saturated. localized flooding is a possibility. then we can't forget about our friends in bar harbor down east maine. you have the potential to get on the north side of the storm and maybe a half a foot of rain. that's significant rainfall in the areas of maine. and nova scotia is going to get hit hard with the storm. i expect the worst damage with the storm to be in knnova scoti. the forecast for today clear as could be. d.c. you're fine. philadelphia, maybe showers in the next hour or two. by noon you're clear. new york city by 2:00 p.m. you're clear. take a little bit longer. not to the overnight hours for hartford to the cape.

guess what? it's going to be nearly perfect tomorrow. all the areas will be ideal. saturday and sunday. for that matter, the rest of the country, too, is looking at the great fourth of july forecast. there's not many problems besides new england. >> all right, bill karins. thank you, sir. i want to bring in dorothy killsworth. she's the public informations officer for dare county. she joins me on the telephone. dorothy, first of all, how bad is it right now in dare county? in that particular part of north carolina? >> right now the weather is looking pretty good. we fared better than expected, honestly. we did have impacts. the southern part of our county are not assessable, bawl in all, i say we did better than expected. >> any word on injuries? >> no injuries! thankfully! no reported injuries. it was a very quiet night. we're waiting for d.o.t. to give

us an idea how long it'll take to make repairs to the road on so we can get that area opened back up. >> it seems like people heeded evacuation orders in parts of that county, correct? >> i believe they did. certainly the visitors. i think when they looked at that storm yesterday afternoon and realized the impact they understood how, you know, how significant and dangerous it could possibly be. >> one of the main thorough fairs is there highway 12. it's one of the state's main highways as well. what can you tell us about the status of highway 12? >> there are some areas where the pavement needs rebares, and the bridge leading to the island has to be inspected by d.o.t. they're putting plans in place, and i heard the governor announce they hoped to have that southern part of our county reopened by tomorrow afternoon. >> all right.

[ laughter ] at first it's unclear what is happening in the cell phone video. >> oh, my god. you can hear a man in his car with friends laughing as a follows a woman walking through traffic across a los angeles freeway. what happens next is no laughing matter. the officer stopping the woman on a concrete median, tries to grab her arm. as she appears to resist, he grabs her again throwing her to the ground. then the video gets dun right

disturbing. the woman is on her back, the officer holds her down hitting her head and upper body about a doesn't times in 11 second. the woman can be seen using her arms and hands to block her head and face before a second man helps the officer apply handcuffs. there's no information yet about the woman's identity, current condition, or legal status. >> she's like this. she's not fighting anymore. these aren't taps. they're grown man on top of you punching you. >> the california highway patrol is opened an internal investigation, but did not immediately give the reason for the stop or initial contact saying the statement obtained by nbc news is matter of policy every time there is a use of force by our officers, there is a review conducted to determine whether the use of force was appropriate. since there's an ongoing investigation, it would be premature to comment on the specific video segment. >> we will continue to follow
