texas. a happy fourth of july. happy independence day! president obama will host a naturalization ceremony. it begins any moment. we'll bring it live when it happens. we thank you for joining us. we are getting in this morning new national weather service advisory on the path of hurricane arthur. earlier this morning, the stomp moved off the mid atlantic coast after making land fall at the southern end of north carolina's outer banks just before midnight. two hours ago it was downgraded to category one hurricane. the first named storm of 2014, arthur disrupted holiday plans for thousands of travelers. and now looks like it could be a soggy fourth for those along the popular northeast beaches. especially cape cod. bill karins is standing by with the latest. you been watching this. where is the storm headed now? >> it racing away from the beaches of virginia, north carolina, and really starting to feel the bank accounts now on the beaches of long island, cape

cod, all the way through rhode island and connecticut, too. the new update from the hurricane center is in. the big headline there's no significant changes. the storm is not going to get any stronger. it's also not going to get any closer to cape cod than expected. the forecast looks like this. it's racing now. northeast at 24 miles per hour. it's threeing. that. s a forward fast motion. it's 100 mile office the coast of maryland. winds at 90 miles per hour. it should maintain category one strength probably for another six, maybe nine or 12 hours. the wind field associated with it, that colors in orange. it's the tropical storm force winds. all of it is off the coast. we have no wind damage takes place now. we category 2 landfall in the united states last night. amazingly low wind damage. here is the new updated forecast path. notice how fast it's traveling.

literally less than 24-hours it's going to be in nova scotia heading through the canadian maritime. they have it as a category 1 at 8:00 p.m. this evening. they don't weak it a lot. down from 90 to 85 miles per hour. despite over the cooler water. notice cape cod is no longer in the cone of uncertainty that yellow. a little portion of nantucket is. but looks like, for sure, a powerful storm is going to go to nova scotia with 70 miles per hour winds. a lot of rain. they expect a lot of tree damage in those areas. here is the specifics. zoomed in on the forecast. winds. if you're in the orange with. you have a chance for damaging winds. notice by 8:00 p.m. me we watch the wind arriving in the southern portions of the cape. 8:00 or 9:00 is the cut off if you want to avoid the gusty winds that could knock down tree branchs. head indoors for the night a little bit earlier than expected. it's pouring rain anyway. when you wake up in the morning,

the storm is moving so fast the damaging wind potential is gone. we should wake up to a nice morning in the northeast. a lot of beaches will be sunny and should be warm and should be nice. but first we have to get there. the problem right now is the rain that is falling. we could deal with flash flooding as the next 12 hours produce maybe torrential rains in connecticut, rhode island, boston. new york city has gotten lucky. same with philadelphia. some of our computers are estimated we could get about 4 inches of rain today in those areas. definitely not beach weather. not picnic weather. if we can get through the rainfall with this, we're going to be all right. >> that's why boston moved up the fireworks. >> they were smart. tonight wouldn't have happened. as arthur heads northeast. we get a look at the damage left in the wake along the carolina coast. this picture was tweeted by jeff rogers. here is a look at the scene in

north carolina, that is waves, north carolina. tweeted by jim cantore. despite the damage, the skies are clearing in north carolina. the governor said this morning he's ready to celebrate! >> i'm taking off my green emergency operations shirt and put on my beach shirt. i'm about to go to south port and participate in their wonderful fourth of july parade. be been there done that with arthur. we are live in kill devil hills, north carolina. are the folks breaking out the chairs where you are? >> yeah, they sure are. a lot of people opted to stay and wait out the storm. here in kill devil hills we were never under an evacuation order. people got the supplies they needed and hunkered down for the night. they started coming out on the beach about 6:00, 7:00 a.m. they've been checking things out. taking photographs.

we have a lot of people flying kites, walking dogs. getting out to enjoy this fourth of july. it might be a little soggy they're determined to enjoy it. it we had an estimated 250,000 visitors here to the outer banks. it makes it one of the biggest money making week of the year for businesses. they lucked out in these folks stayed and they'll be enjoying the facilities for the week to come. here we sustained winds about 60 to 70 miles per hour. we saw some shingles come off roofs. we saw street sign s bent. north carolina's governor speaking a little bit ago saying that the majority of the damage is very minor and luckily there are no serious injuries or casualties that have been reported so far. he credits people paying attention to warnings from officials to stay inside and stay -- >> all right. we lost her shot there. understandably you saw the winds whipping.

understandable within a hush just passed through. they're dealing with power outages with 44,000 people without power. i would like to bring in chris murray. emergency manager director. we thank you for being with us. happy fourth of july. >> happy fourth. >> we're wait for the hurricane to make the way to the east. you've had it. your concern was a storam surge. tell us about the status of this morning. >> we're in good shape, actually. the storm surges that came in were minimal. we saw a a two foot increasing. we didn't have any flooding. we had downed trees and power lines. we have a few customers without power. and companies are working de in diligently to get it restored. we're in outstanding shape. >> is that number correct 44,000 without power.

how long do you expect for the power is restored? i know you mentioned your crews are working. >> here in the local region i think our last update was four to five hour time frame. that was just for eastern -- >> let's talk about the response of the people there. knowing this was the first named storm of the season. do you consider it a success as far as getting the word out and preparing for a hurricane. everybody is sensitive in the world post sandy and irene and katrina. how did everybody do? >> our responders were outstanding. we were ramped up early. irene battered us here. we learned a lot of lessons. we put it in motion. everything was handled accordingly. no injuries and everybody went home safe. >> you're referencing the past with irene. we are deep in to the summer season with the fourth of july and a lot of tourism expected.

talk about the impact of the storm on north carolina's tourism business. >> the impact here we had quite a few folks in town for local celebrations. we also have two large camps here. they evacuated about 1600 children yesterday. all went off without a hitch. the tourism is picking up today. in hopes our celebrations will continue without any problems. >> all right. and sir, as far as your plans, all things considering. you said it was a success this time around with lessons learned. how are you going to be celebrating today, sir? we'll probably be cleaning up our debris. we worked all day yesterday and last night. we were able to let our staff go home today. we got the day off to handle our own business. >> good. hopefully everybody there can do a little bit of celebrating. chris murray, thank you very

>> charged with murder and child cruelty, ross harris seemed emotional several times as prosecutors dropped a series of bomb shells. >> the most common term would be sexting. >> detective phil testified he was leading a double life. exchanging text messages with up to six women. >> we plan to show he wanted to live a child-free life. >> one of the women had reservations about the online relationship. >> she said do you have a conscience. >> what was his response? >> nope. >> harris' attorney objected. >> there's no connection whatsoever between the events of that day and death of this child and this fantasy texting or whatever it is. >> the detectives said before cooper died, harris had done online research about child deaths in overhitted cars, how to survive in prison, and sights

like jamaica, germany, china, and guatemala. and yet somehow either because your parents brought you here as children or because you made the choice yourselves as adults, you ended up here in america. and then many of you did something extraordinary. you signed up to serve in the united states military. you answered the call. to fight and potentially to give your life for a country that you didn't fully belong to yet. you understood what makes us american is not just circumstances of birth or the names in our family tree. it's that timeless belief that for many we are one. we are bound together by adherence to a set of believes, and unalienable rights. we have certain obligations to each other. to look after each other, and to serve one another. over the years, that's exactly what you've done.

we have someone who came to the united states from the philippines and joined the navy because he wanted to be part of something big and important to be a part of a cause. today he's still part of that great cause, today he's also an american citizens. stefanie moved here from canada with her mom when she was 18 years old. today she's 26 and a sergeant in the army. stefanie said she joined the military to give my children someone to look up to and someone to be proud of. stefanie, i know you've made your children and all of us very proud. oscar was born in guatemala and became a marine last year. becoming a citizens, he said, means becoming part of a society that strives and stands for good all around the world. being a part of that makes me

complete. oscaring with welcoming you as an citizens making our country a little more complete. so thank you. and then there are those of you married an american service-member, and as military spouse you've been serving our country as well. dianna is originally from kenya. she met her husband in germany. she's a nurse in maryland and they have four beautiful children. in dianna's words, becoming a citizens of the united states is like joining a club of the best of the best. i agree. congratulations, dianna, on joining the club! together all of you remind us that america is and always has been a nation of immigrants. throughout our history, immigrants have come to our shores in wave after wave. from every corner of the globe. every one of us, unless we're

native american, has an ancestor who was born somewhere else. even though we haven't looked the same or spoken the same language, as americans we have done big things together. we have won the freedom together, we built the greatest cities together, we defended our way of life together. we continued to perfect our union together. that's what makes america special. that's what makes us strong. the basic idea of welcoming immigrants to our shores is central to our way of life. it is in our dna. we believe our diversitdiversit differences when joined together by a common set of ideals makes us stronger. makes us more creative. makes us different. from all these different strands we make something new here in america. that's why, if we want to keep attracting the best and brightest from beyond our shows, we have to fix our immigration system which is broken and pass

common sense immigration reform. we shouldn't be making it harder for the best and the brightest to come here and create jobs here and grow our economy. we should be making it easier. that's why i'm going to keep doing -- [ applause ] >> he agrees with me! understand what it is like not to be an american. not to have been an american all your life. and then suddenly to be one for that moment and forever after. today on this fourth of july, all across the country, from thomas jefferson's monticello, to the alamo dome in texas, immigrants from around the world are taking the oath of citizenship. many worked for years to get to the moment. all of them have done it for something none of us should never be taking for granted. the right to be called an american from this moment and forever after. that fact should give us hope and should make us confident about the future of our country. as long as our men and women, like you willing to give so much for the right to call yourselves americans, and as long as we do our part to keep the door open to those who are willing to earn

morning on msnbc. the funeral for a palestinian teen lead to new clashes between israelis and palestinian in east jerusalem. it came as palestinian gathered to pay respects to a 16-year-old boy who may will have been killed in retaliation for the kidnapping and deaths of three israeli teens last night. nbc is in east jerusalem with more. ayman? >> francis, it was an emotional scene unfolded here earlier today. it happened all in the end of the street at the busy intersection in the heart of east jerusalem. israeli police delivered the body to the family of 17-year-old here in the middle of the day. they didn't let him go to the hospital. they told him to meet at the intersection. the body was delivered to the palestinian ambulance. it made the way down the street into the heart of the palestinian neighborhood. hundreds of palestinians will not let the ambulance make the

way into the city to deliver the body to the mosque. they broke down the glass into the ambulance, removed the body, and hoisted them above the head and carrying him down the street. they were chanting and paying tribute to what they are describing as a familiy fallen. protest verse been clashing with israeli police and soldiers here in the neighborhood. you can see on the other side off in the distance, they have pushed over dumpsters into the middle of the street to barricade it. they set tires on fire and all types of debris. you have the israeli soldiers firing tear gas and rubber bullets. there are additional layers of israeli security that have taken up position. it gives you a sense of the tensions that gripped the neighborhood ever since the body of the young boy was discovered. it gives you a sense of heightened anxiety. not just in this neighborhood but here in the old city.

today was the first friday in the holy month of ramadan. they took a dramatic number of measures to reduce tensions and frictions including the deployment of hundreds of security personnel around the city. and also restricted some of the access for palestinians going into the city to pray earlier today. it is a very tension scene. they are finally allowed to bury their son. it brings closure but a lot of questions about what will happen next. >> what many are calling some of the worst tensions they've seen in recent years. thank you. coming up. a mom on a mission. she took her fight against violence to the too the essence festival. we'll talk to her about a new georgia law that allows license gun owners to concealed weapons just about everywhere including cools and libraries.

as hurricane arthur moves off the carolina coast we are getting a look at the damage left in the wake. the photographs put out . showing major flooding from the storm which is heading north. in the path cape cod, which at this hour, is bracing for potential damage from arthur's path. i would like to bring in mike waylon, the police chief of dennis, massachusetts. thank you for being with us. >> it's a pleasure being here. happy fourth much juof july. >> what are you doing to prepare? >> actually, our forecast are telling us that the storm is going to pass to the east. i think we're going to be fortunate in that regard. and as it passes off to our east, i expect it will have some winds here. but since we're a peninsula that sticks out in the middle of the

atlantic ocean, it's not unusual for us to have winds in the 30 to 40 miles per hour area. that's pretty much what our forecasters are telling we should expect. quite a bit of rain. >> you have the upper and lower and the islands nantucket and martha's vineyard. talk about how the storm impacted july 4th celebrations there. in boston they had to move the fire works up a day. what are you doing as far as the celebrations? >> well, we have what we call a regional mercy planning committee here. we're going to be talking again at 12:30. that's all the towns on the cape 15. towns on the cape and nantucket. police, fire officials, and other emergency management officials and discussing our plans going forward. at this point, we have a pretty comprehensive sheltering program we can get our shelters up and running in about two hours. so since the storm is coming in tonight and we'll be out to sea

and past us, we're planning on having a pretty sunny day by noon tomorrow down here on the cape. so we will probably await our sheltering needs and see if we need to open it. >> we hope everyone stays safe. spent many summers there. i understand how important it is for everybody there. hopefully everybody will stay safe. we appreciate it. a new georgia law which allows gun owners to take firearms most anywhere went into effect this week. under that law concealed weapons can be carried in places like library, some schooling, and bars by licensed gun owners. and they reported of an arrest on the first day of the new law. a man carrying a holstered firearm went into the store to make a approach. another approached him and demanded to see the firearm license. the customer making demand for id pulled the firearm from the

holster. no one was hurt in the incident. the man who pulled the gun was arrested. georgia's law and other laws like it were among the items on the agenda at the 20th annual essence festival underway in new orleans. the mother of jordan of davis is joining us. 17-year-old jordon was shot and killed on november 23rd, 2012. he died after a dwis put that started over loud music while he and friends were parked outside a convenience store. the gunman is awaiting a retrial on first-degree murder charges. thank you for being with us. sending your message from new orleans to here. let's talk about the law in georgia and that'll effect the gun violence issues in this country how do you see it? >> i think everywhere guns bill in the state of georgia sets a

thankful for the efforts we've actually been able to accomplish getting target's leadership to say that they will not allow, you know, individuals that come into their stores to actually harness or have their guns with them a they come through the store. we can imagine over 80 to 90% of the customers that actually shop at target stores are mothers. and over 38% of those have families. so you can imagine how anxious families were feeling as they were in the store shopping for diapers or toys and you would have customers walking through the aisles with guns. >> sure. star target is saying they respectfully request the customers not bring in the guns. how did your personal tragedy lead you to fight against violence on a national level and saying you will not stop or rest until we see this changed.

on this fourth of july holiday, a not so fun fact here. almost 25% of americans do not get any paid vacations or holidays. that's according to a 2013 study. out of the 21 richest country in the world, the u.s. is the only one that doesn't require employers to provide any paid vacation time. how are we supposed to spend time with the kids here? the average u.s. employee at a private company gets ten paid vacation days and six paid holidays. boo. and we all thought that working on the holiday was bad. let's turn to something more upbeat. today's holiday marks the start of the hollywood blockbuster season. here to advise on which movies to check out and which to avoid is senior editor at "in touch weekly." this may be perfect with a lot of people rained out.

"age of extinction." is this a must see for everybody out there? >> you know, look. it got really bad reviews. we'll put that out there, and it is 2 hours and 45 minutes long, but it is definitely the number one movie right now. it made $100 million last weekend. probably by the end of this weekend, worldwide it will have grossed over $600 million. >> wow! >> so this is definitely a huge movie worldwide again. so if you want something that's fun, you know what you are getting when you walk into it. you aren't going there for great story telling. you are going for the action. >> the special effects. we were just running a little bit of that clip. it's amazing with everything blowing up. >> and mark wahlberg is in this one. >> another plus. another plus. let's talk about something for people who are looking for a

comedy. there's "tammy" starring melissa mccarthy. her physical comedy is so funny. is this likely to be the summer's biggest hit? susan sarandon is in it, too. >> melissa mccarthy. another movie that didn't get great reviews but melissa mccarthy people love her. she understands her brand. you know what you are getting when you go into a melissa mccarthy movie. if you even look at the posters. it says "tammy." you don't even need to know what the story is about because you know what you're going to get. that's what makes this so fun. she's so likable. her movies have made so much fun. "the heat," "identity thief" and "bridesmaids." she made this movie with her husband. she co-wrote it. her husband directed it. this is perfect for her brand. and it's funny. >> i think her husband even made a cameo. while we're watching that clip there's no audio. just watching her crack up, just watching her move around. we've got to ask you especially for the kids and for the

families out there, can i just tell you, as much as i love "frozen" that was so last year. so last fall. even in my household i've kind of had enough of it. what is going to be the next "frozen." is there something out there for the kids? >> "earth to echo." like if "e.t." came in 2014 because it has cell phones and soshl media element to it. that's what they are going for. an updated "e.t." which is interesting. they have that found footage quality to it. that's out there for families and kids. and also "how to train your dragon 2." that opened a couple weeks ago. people loved the first one. this didn't do as well as expect bud still if you look toothless but the dragon, this is a fun one to go see for the family. >> is everything still so 3d wave, still all movies coming out are in 3d? is that here to stay with all
